RESOLUTION NO. 06-097
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
ESTABLISHING A TEMPORARY PASSENGER LOADING ZONE
ON THE SOUTH SIDE OF MONTE VISTA ROAD
NEXT TO COUNTRY MONTESSORI SCHOOL OF POWAY
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities to
adopt rules and regulations by Ordinance or Resolution to regulate traffic by means of official
traffic control devices; and
WHEREAS, Section 21351 of the California Vehicle Code permits local authorities to
place and maintain such traffic signs upon streets and highways as may be necessary to
properly indicate and to carry out the provisions of the local ordinances or to warn or guide
traffic; and
WHEREAS, Sections 10.28.190 to 210 of the Poway Municipal Code permits the City
Council, by resolution to determine the location of and establish loading zones, passenger
loading zones and bus loading zones; and
WHEREAS, Sections 10.28.240 of the Poway Municipal Code determined that white
marked curbs shall mean no stopping, standing or parking for any purpose other than loading
or unloading of passengers which shall not exceed three minutes and such restrictions shall
apply between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays; and
WHEREAS, the Pomerado Hospital expansion project has created a lack of safe and
convenient parking on Monte Vista Road for Country Montessori School of Poway parents to
drop off or pick up their children; and
WHEREAS. the City Council of the City of Poway has determined that a 215 foot
section on the south side of Monte Vista Road adjacent to the Country Montessori School of
Poway, should be established as a temporary loading zone for Country Montessori School of
Poway while the Pomerado Hospital Expansion construction is going on.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: In accordance with said Section 21351 of the California Vehicle Code, a 215-
foot section on the south side of Monte Vista Road adjacent to the Country Montessori School
of Poway, should be established as a temporary loading zone.

PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway at a
regular meeting thereof this 19th day of December 2006.
