CC 1993 11-18 CITY OF POWAY, CALIFORNIA NINUTE$ OF THE CITY COUNCIL ADOOURNED REGULAR MEETING NOVEMBER 18, 1993 The November 18, 1993, meeting, adjourned from the November 26, 1993 regular meeting of the City Council of the City of Poway, was called to order at 4:45 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There was no one present wishing to speak. JOINT MEETING WITH LIBRARY ADVISORY COMMITTEE Members of the Library Advisory Committee present included Larry Cruse, Joye Davisson, Barbara Nobriga and Cynthia Jahns. Staff report by City Manager Bowersox. On October 5, 1993 the City Council/Redevelopment Agency approved the 6.5 acre Western Lumber site for the new Poway Library. The library will be located on the rear 4.5 acres leaving the 2 acres fronting Poway Road for sale and future commercial development. This project is to be funded from the $30 million bond issue. There is $4.75 million pledged to the library. An additional $1 million was fronted in order to purchase the entire parcel. It will be refunded when the parcel is sold. He suggested that the floorplan designed for the Longs building be used as much as possible in order to save additional architect fees. At $125 per square foot a 20,000 square foot facility can be built. Mayor Higginson stated the "wish list" was addressed when the Longs building was designed to be the library. We should be able to work with that and only worry about the exterior appearance. Councilmember Snesko suggested the extra $1 million be attributed to 5O56 Page 2 - CITY OF POWAY - November 18, 1993 redevelopment of Poway Road and not the library project since the library could be good window dressing for Poway Road. He stated a major fund raising effort should be started immediately. Larry Cruse suggested the City apply for state grants to use for library construction. He stated we've designed a residential community library and we should be considering the information needs of the business park. Councilmember Cafagna stated the business section is important and it may be possible to get some contribution from the business community. He suggested the entire site be planned as a whole so the commercial development on Poway Road can provide a window to the library. Councilmember Callery requested that the architecture remind us of "The City in the Country" and that the interior design colors and fabrics be redone. Council concurred to look at a master plan for the entire property, authorized Councilmember Snesko to work on fund raising with the Friends of the Library and negotiate with the current architect in order to reduce his fee.
