number of follow-on requests related to that request (PRR 2021-
184). First I noticed that it seems not all departments were
included in all reports. The reports seem to cover 2 week periods
and coincide with council meetings, but there are gaps in what is
reported. So for this request I would like the following:
-The Directors' Notes going back to 2010 or as far back as they go
(whichever is *least*)
-Any reports from departments that would be included in the
above unless there is a Directors' Notes that coincides. As an
example 3/25/2020 did not have a directors' notes provided, so I
would like any department reports between 3/11/2020 and
4/8/2020. These most likely coincide with 3/25/2020 (every 2
weeks). Just a quick note of dates missing reports from the initial

Teens had an a-maize-ing time at the Teen Fall Frenzy harvest at the Mickey Cafagna Community Center on
November 20. The line dancing, scarecrow jars, lawn games, fabric pumpkins, and s’mores was a cornucopia
of fun for 56 participants.
Lake Poway Trout Season kicks off this Friday at 6:00am! The Lake will be stocked with 2,000 lbs. of fresh,
rainbow trout from Idaho. The three largest trout caught on opening weekend win a prize.
November was a busy month at the Poway Center for the Performing Arts (PCPA) with 10 rehearsals, 12
performances, and the San Diego Museum of Art reception.
The December/January PCPA art exhibit presented by the Studio Art Quilt Associates is a must-see! “IN ALL
THEIR GLORY” features art quilts as a universally respected fine art medium. Viewing is Tuesday through
Thursday: 10am-2pm, Friday: 10am-5pm, and Saturday: 12pm-5pm.
Blue Sky Docents led their annual After-Thanksgiving Hike (aka Opt Out of Black Friday) through the Reserve
up to Ramona Dam. It was a gorgeous day to hit the scenic trails and learn fun facts about nature.
Swim Center staff conducted their pre-course session for the upcoming Water Safety Instructor training. The
course will take place over the next three weeks and should result in four, additional, certified swim instructors
for the busy spring and summer seasons.

PLANNING
Poway Road SPA and CUP to allow a Veterinarian Clinic at 12509 Poway Road
On November 17th, a Specific Plan Amendment and Conditional Use Permit were submitted to allow
a Veterinarian Clinic with overnight boarding at an existing 4,500 square-foot building within the
Mixed Use (MU) land use designation of the Poway Road Specific Plan. The MU district currently
does not allow veterinarian offices.
Electronic Vehicle (EV) Charging Stations at the Amazon Distribution Center at Parkway
Summit (Vantage Point)
On November 23rd, a building permit was issued for 83 EV charging stations for the Amazon
Distribution Center located at 14500 Kirkham Way.
Building Permits Issued for Housing Development by Poway Commons
On November 19th, building permits were issued for:
1. A 6,209 square-foot, 4-Plex Condominium building with 1,814 square feet of garage space,
and with 88 square feet of covered patio space located at 13076 Olympus Circle (new
address).
2. Three 6,260 square-foot, 3-Plex Condominium buildings with 1,385 square feet of garage
space, 169 square feet of covered patio space and with 506 square feet of deck space
located at 13093, 13095, and 13097 Olympus Circle (new addresses).
The housing development includes 97 market-rate multi-family residential units and 44 affordable
senior housing units on the north and south sides of Poway Road west of Civic Center Drive and
Tarascan Drive. There have been 22 building permits issued for the construction of multi-family
residential buildings for the Poway Commons development.
CAPITAL IMPROVEMENTS
City Hall HVAC Controls Replacement Project
As a part of the HVAC controls switchover, several air handlers and other HVAC devices were found
to not be functioning correctly. Development Services and Public Works have been coordinating
to find times that these items can be repaired or replaced. Tentatively, the air handler for the City
Clerk’s office and Community Services will be down for much of the day on Monday, December 6th.
This was chosen due to these departments not having direct southern exposure and limited number
of people that could be impacted, and to limit the overtime for Public Works personnel working on a
dark Friday or weekend. The other parts of the system are internal to the building and in and around
cubicles, and require that they be repaired on December 10th, which is a dark Friday.

2022-23 Street Maintenance Projects
Public Works and Development Services continue with the annual street maintenance inspections.
The team started inspections in the Garden Road neighborhood and is approximately 20%
complete.
Buehler Reservoir Rehabilitation
The temporary tank has been filled and Buehler Reservoir has been emptied. The contractor began
warranty repairs on Monday and is anticipating completion by the end of the week.
Exposed Sewer East of Martincoit
The contractor has completed stacking and lining the new manholes and installing the rims and
covers. Fencing was removed from some of the properties along the sewer line to facilitate
construction and will be replaced this week.
Sewer Line Repair and Replace (Pomerado Road at Stone Canyon)
Work has been completed on the design of the final pipe repair which was changed due to the
location of the sewer force main adjacent to the work area. The new approach consists of removing
the vertical drop in the pipe and connecting the existing manhole with a series of flexible couplings
and shorter lengths of PVC pipe. This will minimize the excavation footprint, avoid utility
conflicts, and preserve the existing manhole structure.
WTP Electrical Upgrades Assessment
The Water Treatment Plant Electrical Upgrades Assessment has been completed. The assessment
report identifies the components and infrastructure at the plant in need of replacement or
upgrading. The report also indicates the priority of future CIP projects, with estimation of cost
and expected construction durations.
Traffic Signal Controller Upgrades
The contractor installed the advance loops on northbound and southbound Pomerado Road at Oak
Knoll Road on Monday. This was done in coordination with the SDG&E gas line project to minimize
disruptions with the traffic control. The only remaining item is the installation of a battery backup
cabinet to the traffic signal cabinet at Poway Road and Oak Knoll Road. A change order is being
processed for this work.
LAND DEVELOPMENT
Hidden Valley Ranch
City staff provided comments on the 6th review of the grading plans associated with the 40-lot
subdivision on Old Coach Road.
SDG&E Substation
City staff provided comments on the 1st review of the grading plans associated with drainage
changes at the SDG&E substation on the corner of Twin Peaks Road and Budwin Lane.
Norris Residence
City staff reviewed and approved a construction change revising a retaining wall as a part of a single-
family residence proposed on Saint Andrews Drive.
McCusker Residence
City staff received a request to allow the encroachment of pavers for a driveway within the right- of-
way for a residence on Avenida La Valencia.

Wood Residence
City staff received the signed and notarized Owner’s Certificate from the property owners of two
parcels on Golden Way. With this document, staff has finalized the boundary adjustment documents
for staff signature and recording to revise the property line between the two parcels.
Cook Residence
City staff returned comments on the 1st submittal of a proposed garage conversion to an accessory
dwelling unit in the floodplain for a residence located on York Avenue.
The Farm
City staff issued minor comments on the 4th review of the rough grading plan for The Farm
subdivision.
Scheinblum Residence
City staff has approved the legal and plat for a biological conservation easement associated with the
development of a single-family residence on Heritage Drive.
Fathi Residence
City staff has received the 1st submittal of a grading plan package for a proposed single-family
residence on Orchard View Drive.
Filhart Residence
City staff received the final record drawings for the public improvement plans associated with the
development of a single-family residence on Deer Valley Estates. The improvement plans included
the installation of a water main and two fire hydrants.
Buswell Residence
City staff received the 1st submittal of a “No Rise” study to legalize the channel repair within the
floodway that occurred at a residence on Orchard Bend Road.
Poway Honda Inventory Lot
City staff received the 2nd submittal for the street improvements required as a part of the Poway
Honda Inventory Lot redevelopment project. Improvements include eliminating a driveway to the lot
from Poway Road and revising the existing sidewalks, driveways, and pedestrian push buttons so
that they are ADA-compliant.
STORMWATER
Los Peñasquitos Water Quality Improvement Plan (WQIP) Update
The 2nd draft of the updated WQIP has been provided to City staff for review and comment. This
draft incorporates any comments and information provided from the public from the required 30-day
public review period. Staff is in the process of reviewing the document and providing comments or
edits by the due date of December 10th.
INSPECTION
Eschbach Tennis Court
Joyas Court (G13-0013) - The final job walk has been performed and final record drawings have
been received. This project is complete and has been closed out.
Twin Peaks Plaza
Pomerado Road (DR20-008) - All trash capture devices have been installed and inspected. Work
within the right-of-way is nearly complete and only slot patches around the new spandrel and curb
and gutter remain.

Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor is completing clearing and grubbing within all marked out
areas for the Beeler Creek Restoration project associated with the Granite Construction mining
operation. The contractor broke up the old existing concrete in restoration areas. Removed material
will be crushed and made into a class II base for later use. The contractor has established the bottom
grade at two of the three settling ponds.
Poway Commons
Poway Road (STI20-002) (G19-0011) - The contractor has resumed work along Poway Road.
Sidewalk, and curb and gutter have been removed and sections replaced along with tree grates, bus
shelter pads, and 3 of 4 street light foundations.
Work on both the bus shelters, and the proposed
streetlights will begin once concrete has had time
to properly cure. This week, while performing slot
patching, the contractor damaged approximately
80 feet of curb and gutter and was issued a correct
work notice requiring replacement. The owner,
contractor and inspector met and discussed
removal and replacement of damaged concrete.
Last week the contractor placed the footing for the
stairs and ADA pedestrian ramp from Community
Park to the new subdivision. Once the concrete is
properly cured the contractor will begin
construction of the stairs and ADA ramp.

SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366)
Crew #1 - Only one crew continues to excavate and install steel pipe on the northern portion. The
second crew is now outside of Poway limits and is now well into City of San Diego. The contractor has
ground the asphalt to the point where the second crew started. Inspection staff has created a punch
list of all damaged curb and gutters, sidewalks, and any other areas which will need to be repaired.
SDG&E 16” Gas Line Installation Project South
Pomerado Road (RW21-0126)
Crew #1 - The contractor continues work on Pomerado Road northbound between Metate Lane and
Old Pomerado Road. Due to conflicts with existing utilities this section of gas main pushed on to east
side of Pomerado Road north of Metate Lane. Most of the base paving is complete from just south
of Poway Road, north of Metate Lane. All base paved areas will receive a 2-inch grind and cap pave
prior to any Type II slurry on sections of streets.
Crew #2 - The contractor continues base paving south of Meadowbrook Road on Pomerado Road
southbound. All base paving is complete from just south of Vaughan Road to across 9th Street.
Crew #3 - The contractor performed potholing of existing utilities, grinding for recessed plates, saw
cutting for work and started preparation for boring across Robison Blvd at Pomerado Road.
SDG&E 16” Gas Line Installation Scripps Poway Parkway
Scripps Poway Parkway (RW21-0157) - The contractor continues trenching, placing 16-inch gas
main on Scripps Poway Parkway westbound, west of Pomerado Road.
Poway Commons - Affordable Senior Housing
Poway Road (G20-0008) - Work on the retaining wall to the west of the building has begun and is
the last major construction on site. The footing has been placed and block is being stacked this week.
All other items are small and have been noted on the punch list. The contractor is working to address
the punch list.
Colburn Residence
Cedar Ridge Court (G20-0020) - All work to restore the pad to its pre-graded state is complete. The
final pad elevation is approximately one foot lower than design, which was approved by staff. All
stormwater devices are in and both the pad and slopes are properly stabilized from erosion.
A-1 Storage
Kirkham Road (G20-0006) - The contractor placed concrete for the wall along the southern side of
the storage facility. The contractor continues to place reinforcing steel for the western wall of the
storage facility. The contractor trenched footings, placed the moisture barrier and the reinforcing
steel for the upper slab section of the storage facility eastern side.

Saint Bartholomew’s Church
Pomerado Road (G21-0004) - Work on the back parking lot continues. The base course was placed
and checked for proper thickness and depth of proposed pervious concrete. There are different
depths for parking areas versus drive aisles. Last week the pervious concrete was placed. This week
landscape work is taking place.
Coleman / Griswold Residence and Accessory Dwelling Unit
Dos Amigos Trail (G20-0016) - The contractor completed installation of both masonry retaining walls
including waterproofing, wall back drains and backfill.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for work related to the Espola Road Safety Improvements Project.
Possible lane closure on Poway Road between Tarascan Drive and Carriage Road, and

Asphalt Repairs (sq. ft.) 165 Replaced an asphalt trench for the water utilities
division at the Blue Crystal Reservoir (150) and
on Neddick Avenue in Zone #4 (15). Repaired
four potholes on Poway Road.
Debris Removal 5 Removed trash and debris from Scripps Poway
Parkway (2,000), wood from Espola Road,
plywood from Twin Peaks Road and trash from
Pomerado Road. Picked up illegally dumped
furniture from Lake Poway Road, and Treadwell
Drive.
Concrete Repairs (sq. ft.) 740 Removed and replaced sidewalk in Zones #3, #4
and #5 (490). Eliminated raised sidewalk trip
hazards in Zones #4 and #5 (250).
Signs 7 Repaired a “No Dumping” sign on Old Pomerado
Road and a “STOP” sign and pole on Los Nietos
Avenue and Espola Road. Replaced five signs in
Zone #5 that failed reflectivity.
Vegetation 725 Abated weeds on Espola Road, Poway Road,
Twin Peaks Road, and Pomerado Road (725

Graffiti 1 Removed graffiti from the block wall on Civic
Center Drive (10 sq. ft.)

City Hall - Provided set up, break down and clean up for the
Employee Recognition Committee event.
City Owned Properties - Completed property inspections.
Community Park - Spread mulch along the southern pathway and in
the planters. Trimmed trees and shrubs.
Addressed multiple incidents of graffiti and
vandalism throughout the park and Skate Park.
Removed and transported wooden picnic tables
for disposal to Crosthwaite Materials Handling
Yard.
Garden Road Park - Performed gopher abatement. Replaced a
cracked park bench board. Investigated a report
of bees – no bees found.
Hilleary Park - Painted fence poles around the playground.
Addressed multiple incidents of graffiti and
vandalism on the playground and restroom
buildings. Trimmed trees around the playground.
Repaired drip irrigation in the entry planters.
Lake Poway Park - Replaced two wooden picnic tables with plastic
ones at the archery range. Repaired a Calsense
irrigation controller. Removed a fallen
eucalyptus tree limb. Painted picnic tables.
Trimmed back the roses along the entry median.
Replaced a broken park fence post near the
upper parking lot loop.
Old Poway Park - Applied herbicide along the creek slope,
walkways, train tracks and fence lines. Added
mulch to planters. Repaired broken trail fence
along the train tracks.
Silverset Park - Painted three mounted wooden picnic tables.
Performed open space property inspections and
applied herbicide. Removed a large quantity of
broken liquor bottle glass near the playground.
Starridge Park - Fertilized the grass. Supported the playground
surface contractor and the generator enclosure

Miscellaneous Parks - Staff attended Lockout/Tagout and
Environmental Safety training on each of the
Wednesday’s. Covered staff vacations and
Holiday service. Midland Road holiday lights are
on. High wind cleanup was performed at all
facilities.
Miscellaneous Trails - Investigated and scheduled trail fence repairs.
Inventoried trail fence repair stocks and placed
an order. Purchased 1.5 cubic yards of
decomposed granite. Removed and will replace
two sections of damaged trail fencing along the
permitter of the pond. Replaced broken trail post
at Ellie Lane staging area.
Emergency Response
Emergency Response Callouts 15 Removed a tree trunk from the road, performed
an emergency mark-out for SDG&E, cleared a
sewer blockage, investigated and/or turned off
water to six incidents of broken irrigation,
investigated and turned off water at a water break
on Poway Road, resolved four water meter leaks
and turned off water to and resolved one fire
hydrant knock over.

Water Infrastructure Improvement Plan
Clearwell Bypass Project: Cobblestone is being delivered to and placed on the ballfield. Saw
cutting in the parking lot of the Water Treatment Plant and Maintenance Yard is complete. Crews
continue clearing the slope and palm trees were removed at the Water Treatment Plant for the
bypass pipeline.
Treated Water Connection: Requests for Proposals for the Treated Water Facilities and
Connection are going to be re-bid and posted on 12/2/21.
