Here’s what we have been up to:
The weather this past weekend did not
disappoint! Community Park welcomed
approximately 10,000 visitors to the annual
Winter Festival event on January 12 and
13, making this year’s event the best ever!
Over two days, we trucked in 115 tons of
snow, accommodated the maximum
number of skaters on the synthetic ice
skating rink, and sold over 1,550 s’mores.
Approximately 98 volunteer shifts were
filled by teens for a total of 475 volunteer
hours. Special thanks to Public Works for all their help; we couldn’t do it without you!

Over the course of 19 days, the PCPA
welcomed 8,034 patrons and 900 performers
through the doors to enjoy art, choir, dance,
culture, and community.
On January 7, Lake Poway Rangers hosted the inaugural Free Trout
Fishing Seminar for over 30 first-time anglers. Two more dates are
currently scheduled to teach the basics of trout fishing. This is a
fantastic opportunity to connect with the community, build interest in
the next generation of fishing enthusiasts, and promote Lake Poway.
The annual Christmas in the Park event drew a large and
spirited crowd to Old Poway Park in December. High
winds prompted the relocation of many of the event’s
activities from the green park to the parking lot on
Midland. However, the crowds were not deterred and
enjoyed the festive holiday atmosphere that Poway is
known for!
Let the construction begin! Construction crews
are busy demolishing the pool’s concrete deck,
tile, and plaster to make way for a safe and
functional Swim Center. Staff has been able to
provide much-needed, aquatic perspective
feedback to Development Services staff during
the process. In the meantime, work has begun on
a fees study, as well as a review of policies and
operations.

PLANNING
Neighborhood Meeting for Aria Estates Subdivision
Approximately 35 neighbors attended a neighborhood meeting about a proposed 7-lot
subdivision of a 7.4-acre vacant property on the east side of Pomerado Road between
Poway Road and Robison Boulevard. Access to the proposed subdivision would be from
Danes Road, a public street that connects with Robison Boulevard. The adjoining
neighbors to the east expressed concerns in regards to privacy after homes along the shared
property line are constructed. The applicant has indicated that he would be willing to look
for ways to address some of these concerns. Other concerns raised at the meeting centered
on dust and noise generated during construction activities and traffic. It should be noted that
the project concept has previously been discussed by City Council in 2016 as part of a Pre-
Development Conference application in regards to how development standards should be
applied to the proposed subdivision considering the split zone Rural Residential A (RR-A)
and Single Family Residential-7 (RS-7). The proposed residential lots would be placed
primarily within the RS-7 zone while the majority of the RR-A zoned property would be placed
in an open space lot. The project is designed to avoid a Proposition FF vote.
CAPITAL IMPROVEMENTS
Swim Center Renovation Project
Construction of the Swim Center Mechanical and Deck Replacement Project began on
January 8. Last week the wading pool and the southern shade structure were demolished,
and demolition continues this week. Coordination between the project and the winter festival
went well. The construction trailer and fencing will be brought on-site this week.
Alta Mira Reservoir Rehabilitation Project
The Contractor has completed the disassembly of the temporary water tank that had been
used at the Blue Crystal Reservoir and is reassembling the tank at the Alta Mira Reservoir
site. Once the assembly is complete, and the temporary tank is put into service, the
rehabilitation of the Alta Mira Reservoir can begin.
Traffic Signal Controller Upgrades Project
The preconstruction meeting was held on January 8 for the Traffic Signal Controller
Upgrades Project. The Contractor anticipates beginning work in early February. This project
will provide needed maintenance and rehabilitation of traffic signals on Twin Peaks Road at
Silverset Street, and Community and Midland Roads.

2017 CMP Repairs
This project rehabilitated six failing corrugate metal pipe storm drains with Cured-In-Place-
Pipe (CIPP) Lining. The project is substantially complete. The contractor is completing
minor punch list items to a pipeline on Tassel Road, prior to project acceptance by Council.
Espola Road Safety Improvements
The construction bid opening was held on January 9. The construction contract is scheduled
for award to the low bidder on January 23.
LAND DEVELOPMENT
Rogers-Funke Boundary Adjustment
The applicant resubmitted the BCE exhibits modifying the limits to account for the existing
trail that crosses the proposed BCE area. Staff has approved the revised easement
document. The recording of the BCE is required prior to approval of the boundary
adjustment to correct the clearing that occurred onsite.
Pouliot Grading
The applicant submitted mylars, the grading inspection fee, and the cash portion of the
securities. Once the grading bond is received and approved, the project can be approved
for construction.
Tech Center West
The applicant has submitted compaction certifications as well as line and grade certifications
for three of the seven buildings proposed at the end of Flint Place, Paine Place, and
Dearborn Place. The building permits for these three buildings have been issued.
Castiglione Residence
The applicant has provided remaining fees and cash securities required prior to a grading
permit for the proposed single-family residence on Oak Canyon Road. The applicant has
provided new mylar plans that reflect the approved plans after the original mylar submittal
was rejected. Staff is waiting for review and approval of the grading bond by the City
Attorney before issuing the grading permit.
Crossland Residence
The applicant has provided remaining fees and cash securities required prior to a grading
permit for the proposed single-family residence on Old Stone Road. A letter from the new
geotechnical engineer accepting previous reports and the plans has also been submitted.
Staff is waiting for review and approval of the grading bond by the City Attorney before
issuing the grading permit.
Shean Residence
The applicant submitted a construction change requesting to revise the rock lined swale
down the 2:1 slope to a concrete brow ditch. Staff is currently reviewing the plan and
drainage memo provided.

STORMWATER
BMP Manual Update
Staff attended a BMP Manual Update Seminar this week. Staff will begin reviewing the draft
BMP Manual in order to become familiar with the proposed changes. The update to the
manual is anticipated to be complete in April and will include new material and clarifications
on biofiltration BMP sizing methods, infiltration feasibility assessments, operations and
maintenance guidance, as well as other minor updates.
Regional Management Committee (RMC)
Staff attended the Regional Management Committee meeting last week. San Diego
Regional Water Quality Control Board Staff (Board staff) attended the meeting and provided
an update on the issuance of the new NPDES permit. The permit is typically re-issued every
five years and the current permit was issued in 2013. The Board staff indicated that they
will likely issue either an Administrative Draft in Spring 2018 or a Tentative Order in Summer
2018 followed by a public workshop. The new permit is expected to be issued in late Fall
2018. Part of the meeting included voting on the FY 18/19 RMC budget. The budget was
unanimously approved by the 21 copermittees.
INSPECTION
Neighborhood Health Care
Poway Road (G15-0014) - Construction of the building is ongoing. The contractor has
completed the onsite brow ditch. The contractor continues to form and prepare sections of
parking lot curb. Last week the contractor placed the first section of onsite median curbs.
Construction of the bus shelter on Poway Road is complete. The contractor will complete
the minor landscape around the shelter while landscaping the project site.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Rough grading for the first three
buildings on the west side of the project are complete. Excavation for rough plumbing has
begun. The developer is phasing the grading of the project to minimize the potential for storm
water impact. Work has now begun on the lots located on Flint Place and Paine Place.
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Trenching and installation of the 8” water line around building C
is complete and testing is expected to begin soon. The contractor is preparing for hydro
testing and fire hydrant relocation along Kirkham Road. This week the contractor will be
working on the 24” storm drain crossing on Kirkham Road. The contractor continues to work
on onsite median curb placement and storm drain work around buildings A and B.
Poway Corporate Center Lot 12
Community Road (WI 16-006) - Work on the 8” water main is nearly complete. Once the
contractor has corrected issues with the building divisions 8” fire line, testing of the domestic
water main will begin. Onsite curb and gutter forming is ongoing. This week the contractor
will be working on the storm drain stand pipe abandonment in preparation for construction
of new storm drain cleanout structures.

Poway Stowe Properties
Crosthwaite Circle (WI17-001) - The contractor continues to work on excavation and
construction of the new 8” water main. The contractor has installed approximately 1,000 of
1,400 linear feet of 8” water main. This week the contractor will focus on the point of
connection for the new water main.
GA Parking Lot
Danielson Street (G16-0012) - The contractor continues to work on the construction of the
new General Atomics employee parking lot. Curb and swale installation is nearly complete.
Last week onsite subgrade for the second half of the parking lot was inspected and
confirmed to be unyielding. The contractor is expected to begin asphalt placement soon.
Shean Residence
Belvedere Drive (G14-0019) - The owner has completed the revised grading on the
property. The grading plan was revised to show excess material left onsite and worked into
the graded slope. The keyway was inspected, approved and material has been placed.
Bettilyon Guest House
Temple Street (MDRA17-001) - The preconstruction meeting for this project was held.
McDonough Pool House
Calle Seco (G17-0010) The preconstruction meeting for the pool and pool house was held.
Foto Residence
Lot 6 Murel Trail (MDRA 17-020) - The preconstruction meeting for this single-family
residence was held.
Davis Residence
Lot 4 Murel Trail (MDRA 17-019) - The preconstruction meeting for this single-family
residence was held.
Bourgeois Residence
Millards Road (G15-0003) - The owner has requested closure of his grading permit. The
grading plans call out for planted areas on an approved landscape plan. The
owner/contractor installed the sprinklers and all planting without landscape inspection. The
owner is working with the landscape inspector.
Mehdi Residence
Spyglass Terrace (G14-0018) - The retaining wall to the west of the property is complete.
The wall has been backfilled. The building phase of the project continues.

RISK MANAGEMENT
On January 11, 2018, the California JPIA conducted the Risk Management Evaluation, which each
JPIA member receives every three to four years. This process includes a review of agency policies,
programs, procedures, and walkthroughs of several City facilities. These evaluations will help
generate an action plan, known as LossCAP (Loss Control Action Plan). Once compiled, the

valves, added rock bags in front of the storm drain
inlets, removed tree root suckers and low hanging
branches along the Fisherman’s Trail. Substantial
increase in fishing and hiking activities on the
weekends.
Old Poway Park - Performed irrigation repairs and adjustments,
trimmed trees and shrubs, and removed the
holiday tree. Removed trash generated by the
holiday weekend.
Silverset Park - Replaced picnic table boards, cleaned
stormdrain inlets, installed three toilet paper
dispensers, trimmed acacia along the trail
entrance and surrounding the park entrance sign,
and installed a new picnic table.

Lake Poway and Poway Dam - Monitored lake level, rain gauge and evaporation;
obtained end-of-month dam piezometer reads;
checked dam seepage weir flow; installed new
exhaust fan for compressor room, repaired
compressor fitting oil leak and discharge valve
hydraulic leak.
Water Treatment Plant - Changed out three chlorine cylinders; flushed
ammonia lines daily; transported portable
emergency generators from PW Administration
and Operations Center back to plant; performed
end-of-month reads for monthly report;
backwashed ammonia system; transported
portable pump back to plant; tested and ordered
new sump pump for NW clearwell corner cover;
added new level transmitter for clearwell.
Reservoirs Performed routine water quality sampling from
various reservoirs; making ID labels to mark
various reservoirs’ vent screens.
Welton Reservoir: Repaired (blown fuse, adjusted
stem nut) and pulled new wires for altitude valve
solenoids.
Heights Reservoir: Performed maintenance and
calibration on CL10 analyzer.
Pumping Stations - High Valley: Upgraded PLC to 1400
microprocessor; troubleshot pump #3 AUTO
operation and fixed PLC logic memory issue.
Troubleshot radio COMM fail; reconfigured radio
connections to re-establish communications.
Gregg Street Reclaimed: Repaired Cla-Val leak,
removed/replaced O-Rings.

Incidents
Between Monday, January 1, and Sunday, January 14, Poway fire and paramedic crews
responded to 220 incidents of which 153 were medical aids.
TRAINING
Training Hours
Between Monday, January 1, and Sunday, January 14, personnel completed 306 hours
of training and activities. Topics included 147 hours of company training, 84 hours of
officer training and 42 hours of driver/operator training.
