A pre-construction meeting has been held and the construction will begin on January 29, 2018. Neighborhood Sidewalk Project Staff is 95% complete with the in-house design of the neighborhood sidewalk project which will install sidewalk on Powers Road between Tassel Road and Vaughn Road. A neighborhood meeting was held on January 29, 2018 to share project details with the neighborhood prior to finalizing the plans. Espola Road Safety Improvements The project was awarded to Just Construction at the January 23, 2018 City Council meeting. The contracts have been sent to the contractor for execution and are due back on February 2, 2018. The City Council also approved the Construction Management services by Michael Baker through a consultant agreement amendment. Traffic Signal Controller Upgrades A pre-construction meeting was held on January 8, 2018. The Notice to Proceed was issued for February 5, 2018. This project includes signal work at three intersections on Twin Peaks Road, including Midland Road, Community Road, and Silverset Street. Staff will be meeting with the Community Outreach Coordinator to ensure that notifications of potential impacts are regularly updated to the community through various social media outlets. Swim Center Renovation Project Demolition work is ongoing. The deck and pool plaster removals were completed ahead of schedule. The boilers, mechanical room piping, and some of the valves have been removed. The restroom demo is halfway complete. Director’s Notes January 31, 2018 Page 2 LAND DEVELOPMENT Bettilyon Lot Split Comments on the second review of the final map were issued for a lot split on Temple Street. The underground waiver covenant was provided to the applicant for review and signing. Castiglione Residence The grading permit has been issued for the single-family residence on Oak Canyon Road. The underground waiver covenant was signed by the owner and is ready for recordation. Filhart Water Improvements The applicant has submitted the improvement plan package for first review of the proposed fire hydrant and expansion of the public water system on Deer Valley Estates. General Atomics Encroachment The applicant has submitted an encroachment agreement for two fiber optic crossings over a waterline at 12365 First American Way. Knox Subdivision City staff returned comments on the second review of the final map, the water improvement plan and the water easement associated with the two-lot subdivision on Sunwood Trail. INSPECTION Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - The contractor has begun excavation for rough plumbing for the buildings on lots 1,6/7 and 8. The contractor has started retaining wall construction at the top of the slope above Scripps Poway Parkway. A temporary six- foot chain link construction fence has been placed at the toe of slope along Scripps Poway Parkway to prevent rocks from rolling onto the roadway. Kingman Waterline Extension Kingman Road (WI17-003) - The contractor has completed the installation and testing of the new 6” water line. The line has been tied-into the City’s existing water main and the abandoned 4” asbestos cement water pipe has been slurry filled. Asphalt rehabilitation was completed last week. Poway Stowe Properties Crosthwaite Circle (WI17-001) - The contractor has installed approximately 2/3 of the new 8” water main. Placement of the building slab is complete. This week the contractor will be working on forming and preparation for building construction. Director’s Notes January 31, 2018 Page 3 GA Parking Lot Danielson Street (G16-0012) - The contractor continues to work on the construction of the General Atomics employee parking lot. Curb and swale installation is nearly complete. The contractor completed asphalt placement last week. Filhart Residence Deer Valley Estate Road (G16-0014) - The preconstruction meeting for this single-family project has been held. Grading is scheduled to begin this week. Jauregui Residence Ann-o-Reno Lane (G14-0020) - The owner has requested occupancy. An inspection was performed and a punch list was created to aid in the project close out. Castiglione Residence Oak Canyon Road (G17-0008) - The preconstruction meeting for this single-family project was held last week. SCHEDULED ROAD/LANE CLOSURES  Possible lane closure on La Manda Drive, Pomerado Road and Casa Avenida, all lanes, for work related to the Sage Highlands Project.  Possible lane closure on Kirkham Way between General Atomics Way and Stowe Drive, both directions, for work related to the Ridgeview Industrial Project.  Possible lane closures on Wanesta Drive, Pequot Drive, Cree Drive, Papago Drive and Arikara Drive for work related to the Cox Communications upgrade project.  Possible sidewalk and lane closure on Twin Peaks Road westbound sidewalk between Tierra Bonita Road and Budwin Lane for work related to the SDG&E substation.  Lane closure on Scripps Poway Parkway westbound #3 lane between Stowe Drive and General Atomics Way for work related to Cox Communications upgrade project. Per the terms of the Exclusive Negotiation Agreement (ENA) with Meridian Development and Sudberry Properties, the five properties will be added to the three properties that are currently part of the ENA. • Staff met with Meridian Development and Sudberry Properties on January 18 to discuss the Developer’s progress on acquiring private property in the Town Center Area. Staff has begun drafting a Disposition and Development Agreement to facilitate development of the site. Business Park • It was announced that Green Flash will be laying off 15% of its workforce and reducing nationwide distribution. While no layoffs were announced at Cellar 3, the amount of beer that is packaged in Poway and shipped to retailers will be reduced significantly. Long Range Property Management Plan • Staff is preparing a marketing plan for the sale of the Community Garden site. Staff will begin marketing the property in early February. Affordable Housing – The City Council approved the sale of the Big Stone Lodge property to the Housing Authority January 9. In February, staff will begin internal discussions regarding the environmental review of the site. Regional Organizations – The City hosted the Chamber of Commerce January monthly mixer at City Hall. Approximately 75 local business people attended the event. City Owned Properties - Re-secured doors that were vandalized at the Old Stone Lodge. Woman’s Honor Camp performed a thorough cleanup of the Tarascan parking lot. Community Park - Cleared dead trees and debris from along the southern trail, Dog Park and the Boys and Girls Club. Received and began distributing 150 yards of fiber-fall mulch on the playgrounds. Dog Park - Removed a dead pine tree in Pen 2. Garden Road Park - Performed gopher abatement. Installed three new toilet seat cover dispensers in the restrooms. Hilleary Park - Added fiber-fall mulch to the playground. Lake Poway Park - Repaired irrigation wires and fencing. Met with a person regarding the purchase of a memorial tree. Old Poway Park - Contracted irrigation repairs. Trimmed trees and shrubs. Woman’s Honor Camp removed branches, leaves and debris from the area along Sycamore Avenue. Provided support and materials to the Garden Club’s project; assisted with improving the Orchard and area adjacent to Templar’s Hall. Silverset Park - Assisted fence contractor with repairs to the field fencing following a vehicle accident. Replaced an aging picnic table. Aerated the sports fields and started renovating the irrigation valves. Skate Park - Reported and removed graffiti. A contractor repaired a broken rail. Created three trail signs on barricades for future use to inform the public to “Stay on the Trail”. Removed fallen tree and repaired the fence along the Espola Trail west of Bridlewood. TRAINING Training Hours Between Monday, January 15, and Sunday, January 28, personnel completed 411 hours of training and activities. Topics included 180 hours of company training, 57 hours of driver/operator training and 41 hours of facility training. DISASTER PREPAREDNESS Activities – Susy Turnbull Date Activity January 15 Gave Disaster Preparedness Presentation to the Woman’s Philanthropic Group in Poway, 15 ladies attended. January 16 Attended Safety Fair for employees at Teledyne RD Instruments in the business park. January 17 Met with development team to discuss COOP. January 17 Met with Friends and Family Community Connections (FFCC) to discuss partnerships for sheltering and emergency meals in disasters. January 19 Participated in EOC Tabletop Exercise, 48 Poway staff members in attendance. January 22 Web training for Fulcrum (platform to record and manage Damage Assessment after a disaster.)
