Here’s what we have been up to:
On February 2 and 3, Lake Poway hosted the 23rd Annual
Youth Fishing Derby and Camp Out. Over 400
participants attended the seminar and stayed overnight
to camp. The derby had over 1,250 anglers and their
families enjoying the great outdoors and fostering a love
for fishing. The event generated $3,500 in cash from
three sponsors, as well as three in-kind donations valued
at $3,650.

The Poway Library continues to offer a wide variety of
programming for adults, teens, and children from multicultural
story time and crafts, to music, and financial wellness and
investing. The Library is a great resource for the community
not only as a gathering place, but also a place for cultural and
educational enrichment.
With repairs no longer an option, all building outline lights at Old
Poway Park have been removed. New lighting has been installed
on both Templars Hall and the Gazebo, highlighting the two focal
points and most highly-requested rental spaces in the park.
Back on the Tracks! Boil-out and final repairs to the steam
locomotive have been completed. At this time, the railroad
volunteers are performing test runs and being trained to
operate the new, more efficient boiler. The official rollout
celebration is being planned for late April.
Over 6,000 patrons and 1,000 performers brought a
touch of New Orleans, the Chinese New Year, dance,
orchestra and even an organ to the PCPA,
highlighting the diversity of culture and entertainment
PCPA staff supports each month.
Staff taught the State-required First Aid for Public Safety Personal
(Title 22) training this past week for qualifying lifeguards. All of the
lifeguards passed with high marks. This served as a good refresher
course for those who have placed their employment on hold while
the pool is under construction.

February was art-tastic! Approximately 60 participants
joined us for an art mania-themed Kid’s Night Out at
Community Park. Besides creating an array of
masterpieces, participants made s’mores and watched
WALL-E, and made new friends.
Over 50 teens attended February’s Teen Mardi Gras. They
enjoyed decorating cupcakes, playing hungry human hippos,
dancing, and winning prizes playing various carnival games. Up
next is a Teen Night that will feature an exciting and creative arts-
based experience!
Quick thinking on the part of staff helped us avoid high-
wind warnings and ensure enjoyment for over 230 ocean
enthusiasts at Ocean Fun In The Park on February 19!
Families gathered inside the auditorium to make sensory
bags and shark hats; eat sand and sea pudding cups; and
participate in a bubble show. Minions In The Park on
April 9 will round out the series.
The 2018 Twin Lakes Hiking Series will soon be in
history books as the eighth successful year. The
beginners will end their series with a hike through the
Blue Sky Reserve and around Lake Poway, and the non-
beginners will hike to Lake Ramona. Each week, an
average of 35 participants (some of whom have hiked all
eight years) increased their distance and elevation. A
New Year’s Resolution complete!

PLANNING
Addition to Poway Ice Arena
In the Fall of 2017, the Gulls became the new owner of the Poway Ice Arena located at
12455 Kerran Street. They want to move their administrative office from San Diego to their
new Poway location where the Gulls team practices. In order to accommodate the new
office, the Gulls are proposing to construct a mezzanine. It would be similar to
the mezzanine shown on the Poway Ice Arena CUP plans approved by the City Council but
not yet constructed. However, the Gulls are proposing to modify the approved plans with
the construction of a new stairwell and elevator addition to the rear of the building which
would provide access to the mezzanine. Because the requested project modifications are
minor in scope, the application will be processed administratively.
Cox Communications Lease
Cox Communications’ lease for use of a portion of the City parking lot adjacent to their
property on 14016 Midland Road is ready to be executed. They will be paying rent of $2,476
per month. The lease will be for two years, with optional month-to-month extensions
thereafter. The use will be limited to construction staging during the demolition and
construction of a new facility.
Affordable Housing Property Sale
There is a potential home for sale in Poway Meadows, an affordable for-sale housing
development. The current homeowner submitted required documents on February 20
notifying the Housing Authority of their intent to transfer their home. Meanwhile, staff is
working with special counsel Goldfarb & Lipman to develop an outreach plan, update
necessary documents, find participating program lenders, determine pre-qualification
requirements and, if necessary, create a lottery system.
Donation of Property to the City
On January 9, 2018, City Council authorized staff to negotiate with Candelore Properties,
LLC who desire to donate their 1.08 acre vacant property to the City, in exchange for a Letter
of Valuation. The land donation agreement for APN 3177503500 was executed February
20th. A Phase I Environmental Site Assessment is currently being conducted. The donation
agreement is set to expire on March 31, 2018. Prior to that date, the City will determine if it
wishes to continue with acceptance of the donation.

Pomerado Reservoir Project
The Contractor is currently replacing the rafters of the tank and completing other structural
modifications. Once the structural modifications are complete, the existing cellular antennas
mounted on the tank will be temporarily relocated to poles, and the contractor will begin
sand-blasting and recoating the tank.
Swim Center Renovation Project
The concrete deck, wading pool and pool plaster are 100% demolished and the subgrade is
about 90% complete. Demolition for the new administration building is complete. Demolition
in the locker room interior is complete and the new improvements are about 25% complete.
The contractor is currently grading for the splash zone and has completed the excavation
for the splash zone surge tank.
Mickey Cafagna Community Center
The revised RFP for construction document design services was sent to the three top firms
from the original RFP advertisement. Each firm was contacted and briefed on the history of
the project since the last RFP was advertised. Proposals are due on March 16 and interviews
are scheduled for the afternoon of April 4.
Ground Mounted Photovoltaic System – Fire Station #3
The City attorney completed his review of the proposed revisions to the PPA and sub-lease
and his comments have been sent to the contractor for review and approval. Construction
is scheduled to start in July 2018 after the California Gnat Catcher nesting season ends.
Alta Mira Reservoir Rehabilitation Project
The temporary water tank has been filled and all water quality testing results were
acceptable. The temporary tank will be placed in service this week. Rehabilitation of the
main reservoir will begin on the interior of the tank this week.
LAND DEVELOPMENT
Affleck Residence
City staff provided comments for the first review for the Biological Conservation Easement
proposed as part of the single-family residence on Old Coach Road.
Bourgeois Residence
City staff has requested the applicant provide redlined record drawings for review in order
to complete the project and close out the grading permit.
Cobblestone Creek Subdivision
The applicant has submitted plans, reports and calculations for third review of the final map,
grading and improvement plans associated with the 5-lot subdivision near Cobblestone
Creek Road.
Filhart Residence Water Improvements

City staff has completed the first review of the water improvement plans proposed as part of
the single-family residence on Deer Valley Estates.
Jauregui Residence
City staff has requested the applicant provide redlined record drawings for review to
complete the project and close out the grading permit.
Kingman Road Water Main Improvements
The applicant has submitted exhibits and a request for a Reimbursement Agreement for the
water main improvements extending the water main along Kingman Road.
Marlow Residence
Comments were issued on the third review of the grading plans. The applicant submitted
for first review of the Open Space and Biological Conservation Easements.
Millards Road Water Main Improvements
City staff has requested the applicant provide redlined record drawings for review to close
out the project.
Poway Valley Center
The improvement plan package was routed to inspection for the pre-construction meeting to
initiate construction of the new water main and fire hydrant.
Ridgeview Industrial II
The applicant submitted for first review of a construction change to modify the entry grades,
an ADA access ramp and update roof drain locations for Building C.
INSPECTION
Neighborhood Health Care
Poway Road (G15-0014) - Last week the contractor completed asphalt paving of the parking
lot. Pervious asphalt was placed in the parking areas and non-pervious on all drive isles.
Landscape work is ongoing. Street trees have been installed along Poway Road and ground
cover and irrigation installation is ongoing this week.
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Work on the storm drain system progressed with work on the
tree well drainage systems and onsite storm drain basin installation. Grading of the subgrade
for parking lot improvements around building B and concrete work around building A and
building B continues. Last week the contractor took a second bacteriological test sample for
the water line around building C and passed.
Sage Highlands
Pomerado Road (G16-0002) - The contractor removed and replaced the eastern section of
the cross gutter and placed ADA ramps on Casa Avenida at private drive A due to non-
conformance. The contractor continues to work on the sidewalk and driveway approaches
for lots 1- 4 and 6. The inspector created a punch list of incomplete items to aid the

Contractor/Developer in the Lot 8 occupancy; all items were completed, and occupancy was
approved.
Poway Corporate Center Lot 12
Community Road (WI 16-006) - The contractor continues to work on concrete placement
and preparation of subgrade prior to concrete placement around the north side of the
proposed building. Previously the contractor performed water main pressure testing, high
and low chlorination testing and have taken bacteriological tests. Results are expected this
week after which the contractor will schedule the waterline tie in.
Poway Stowe Properties
Crosthwaite Circle (G17-0001) - The Contractor is working on framing and placement of
reinforcement for tilt up panels for vertical work.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Work continues for rough plumbing
and wet and dry utility installation on the western side for lots 1, 6, 7 and 8 as well as work
on framing and placement of reinforcement for the proposed building slab. Last week the
contractor stated that they will be requesting extended work hours. They would like to begin
work at 6:30 a.m. during the building slab placement.
Filhart Residence
Deer Valley Estate Road (G16-0014) - The owner has chosen to place his grading project
on hold until fill material becomes available from a neighboring project. The neighboring
project (G17-0007) Marlow Residence is still in the review process. Once the neighboring
grading permit is issued, excess material from that site can be moved onto the Filhart
property and placed as fill.
Temple Adat Shalom
Pomerado Road (CUP17-008) - Excavation for placement of modular building is complete
and work continues on placement of rough plumbing and storm drain. The Contractor also
performed sewer lateral tie-in last week.
Mehdi Residence
Spyglass Terrace (G14-0018) - The owner’s representative wanted to start excavating for
SDGE work but has been informed by the City inspector that they needed to first obtain a
right-of-way permit. Work is to take place at a transformer in front of an adjacent property
within the City right-of-way. The right-of-way permit has been issued and the contractor is
expected to begin work soon.
Cox Communication Expansion
Midland Road (CUP16-012) - The preconstruction meeting for the expansion of the Cox
Communications building has been held.

Poway Road Corridor
•Staff met with Meridian Development on February 15 to discuss the Developer’s
progress on acquiring private property in the Town Center Area. Meridian has
begun working with its architect to develop site plans based upon different
property acquisition scenarios.
•Staff has been negotiating a lease agreement with Enterprise Car Rental to park
vehicles on an interim basis on City property at 13031 and 13053 Poway Road.
Staff has delivered a lease agreement to Enterprise for its review.
Long Range Property Management Plan
•Staff is attempting to sell the three remaining properties, owned by the
Successor Agency, prior to July 1, 2018. These properties include 13112 Vista
View Drive (Community Garden), 12430 Poway Road (adjacent to the
Ramada Inn) and 14082 Stowe Drive (adjacent to the Hampton Inn). Bids to
purchase the properties are due by 4 p.m. on March 7. Marketing efforts to date
include:
o Mailed flyers to all 94 property owners with 500 feet of the Vista View
property.
o Sent 86 emails to real estate professionals that have previously expressed
an interest in any of the 3 properties.
o Sent emails to 50 residential and commercial real estate professionals.
o Placed information for each property on the Economic Development Page
of the City’s website including the disposition process, property flyer and
Purchase and Sale Agreement.
o Placed property information on LoopNet and Zillow websites (the
Community Garden property has over 1,500 views).
o Emailed adjacent property owners/businesses - Chrysler Dealership,
Ramada Inn, Hampton Inn and Community Garden.
o Sent emails to civic and business organizations, including the Chamber of
Commerce, the Poway Real Estate Professional Group, Poway Business
Park Association.
o Responded to over 50 emails and phone calls inquiring about the
properties.
Business Park – Staff sent a revised lease agreement to the Poway Auto Dealers
Association (PADA) for the auto storage lot at 13875 Kirkham Way to increase the rent
amount and to extend the term of the lease. PADA is reviewing the revised lease terms.
Other Items:
•The City has agreements with three real estate appraisal companies for on-call
appraisal services. Staff is negotiating extensions to the agreements for an
additional year, as permitted by the original agreement.
•The Chamber of Commerce is working with mentionmy.biz to promote local Poway
businesses. Mentionmy.biz has an on-line app that allows participants to “check-
in” and provide recommendations on local business. People using the app can get
discounts at local businesses and be eligible for monthly prizes. Staff met with the
owner of mentionmy.biz to discuss the program and explore opportunities to further
promote local businesses.
•The City and the Chamber of Commerce are co-hosting a Meet the Buyers
workshop with the Small Business Development Center on Thursday, March 8th
from 8:30 a.m. until noon at the Community Park Auditorium. Meet the Buyers
features special guests; a panel of experts providing tips; and information on how
small business owners can become a successful supplier for local, state and
federal agencies and private businesses. Over 15 public entities and private
companies will be in attendance to discuss local supplier opportunities.

holes and tunnels. Located irrigation wires for
contractor in support of the Calsense irrigation
controller upgrade project.
Hilleary Park - Contractor replaced basketball rims and adjusted
the backboards. Cleared debris left from an
encampment. Trimmed pepper trees around the
playground.
Old Poway Park - Trimmed trees and shrubs and assisted West
Coast Arborists with removal of a hanging branch
west of the Hamburger Factory. Performed
irrigation repairs.
The Pond - The Honor Camp trimmed back the acacia along
both sides of the trail, removed low branches,

Valley Elementary - Provided weekend support to multiple sporting
groups; removed lots of trash. Provided access to
contractor who was lining the sports field.
Valle Verde Park - Cleaned up along the back portion of the pocket
park. Made irrigation valve repairs and adjusted
the irrigation heads. Used the Honor Camp to
clean along the creek and sidewalk, trimmed the

on Community Road regarding irrigation leaks.
Trimmed rock roses along Twin Peaks Road at

Emergency Response
Emergency Response Call-outs 10 Responded to a water shut off in the men’s
restroom at Arbolitos Park – assisted by
Facilities. Removed a tree limb from the
roadway. Released patron from park after
hours. Removed the “Poway Irrigation” sign
from the sidewalk on Poway Road. Called out by
Sheriff to determine if repair to vehicle accident
damage to a guardrail was needed immediately.
Removed a container of acetone from side of
road near Blue Crystal. Tree branches were
removed from the bike lane on Espola Road and
Titan Way and Francine Terrace at Poway Road.
Resident reported water coming from side of
building; discovered owner was flushing their fire

and installed/welded lock and aligned lid; repaired
wiring on 603 actuator; tested/inspected air tanks;
drained/washed down west sedimentation basin;

filling temporary water tank.
Blue Crystal: Made weld repair to main gate and
re-stretched barb wire.
Gregg Street: Cleaned hydro tank probes, tested,

High Valley: Communication failure – installed
new link for better connection to Woodcliff.

Incidents
Between Monday, February 12, and Sunday, February 25, Poway fire and paramedic
crews responded to 202 incidents of which 150 were medical aids.
TRAINING
Training Hours
Between Monday, February 12, and Sunday, February 25, personnel completed 512
hours of training and activities. Topics included 221 hours of company training, 68 hours
of driver/operator training and 66 hours of facility training.
