PLANNING
Van Dam Peak Property Acquisition
In Spring of 2017 the City of Poway, in partnership with The Trust for Public Land, submitted
an application to the California Natural Resources Agency (CNRA) requesting $500,000 in
Environmental Enhancement and Mitigation Program Funds. In January 2018 the CNRA
recommended that 13 projects of the 46 applications be funded by the California
Transportation Commission (CTC). The City’s application for $500,000 was one of the 13
applications that was recommended for approval by the CNRA. The item is set for
consideration by the CTC on March 21 and 22, 2018.
RFP for Encampment Clean-Up
Development Services released a Request for Proposals for as-needed encampment clean-
up services in January 2018. The deadline for submittals was February 27, 2018. The City
has received two proposals that staff is reviewing for responsiveness to the RFP. Upon
completion of the review, staff will prepare a report and request for contract award for as-
needed services at an upcoming City Council meeting.
CAPITAL IMPROVEMENTS
2017-2018 Street Overlay Project
Bids were opened on February 27. Eight bids were received ranging from $734,764 to
$1,112,468. The apparent low bidder is SRM Contracting & Paving. The City Council Award
of Contract is scheduled for March 20.
Traffic Signal Communication Improvements Project
The Contractor installed controllers at all five intersections last week. The intersections
included Espola Road at Summerfield Lane, Espola Road at Del Poniente Road, Community
Road at Olive Grove Drive, Pomerado Road at Pomerado Hospital, and Poway Road at Oak
Knoll Road.

Sewer Line Repair/Replace 14/15 (Pomerado Rd/Stone Canyon Rd)
The specs and plans are in final review. It is anticipated that this project will advertise in late
March. This project involves obtaining a Right of Way Permit from the City of San Diego as
portions of the project are located within City of San Diego city limits. Staff has obtained
approval of the permit. The permit can be issued to the City’s Contractor once a surety bond
for the work, insurance documents, and a supplemental permit application have been
submitted. The application documents must list the City’s Contractor. The City is including
these additional requirements in the construction contract for the project.
Buehler Reservoir Rehabilitation Project
The 100% design plans have been received from the Consultant for review. It is anticipated
that this project will advertise for bids in April and start construction in July.
Hydraulic Lift Replacement Project
Concrete was placed last week. The lifting mechanisms will be installed this week and then
the project will be substantially complete.
City Hall Hydronic Piping Replacement Project
Comments on the 90% design plans will be returned to the consultant this week. It is
anticipated that this project will be advertised for bids at the end of April with construction
starting in June.
Espola Road Safety Improvements Project
Project staking and mobilization activities will begin this week. Traffic control set up and
construction activities are anticipated to begin late next week. Work was originally
scheduled to being at the north end of the project, between Willow Ranch Road and Del
Poniente Road. Staff has been working with the utility companies on relocating some utility
pole guy wires that are within the excavation zone for the proposed retaining walls. Staff
has since learned it could be an additional eight weeks before these relocations are
completed. In order to keep the project on schedule, the project will start at the south end,
south of Mountain Road to Durhullen Road.
LAND DEVELOPMENT
Step by Step Dance Floodplain Permit
City staff issued a floodplain development permit for improvements proposed to an existing
dance studio located within the regulated floodplain along Espola Road.
General Atomics Encroachment
City staff has returned first review comments for the proposed encroachment of electrical
conduit crossing a water main and easement at 12395 First American Way.

Jauregui Residence
Since construction of this project did not require any changes to the approved plans, City
staff decided to skip the redlined record drawing process for review and approval. Instead,
staff provided the Engineer of Work the mylar plans for immediate preparation of record
drawings.
Kaminskiy Grading
The applicant has addressed all comments and the plans are tentatively approved. Permit
issuance is pending building approval of the retaining wall structural calculations along with
payment of fees and securities and submittal of mylars.
Ridgeview Industrial II
The applicant submitted for second review of a construction change to modify the entry
grades, an ADA access ramp and update roof drain locations for Building C.
Marlow Grading
The applicant submitted for fourth review of the grading plans. Comments were issued for
first review of the Open Space and Biological Conservation Easements.
Highcrest Court Boundary Adjustment
The conditional approval for the boundary adjustment expired on February 14. The applicant
indicated that they still wished to proceed with the boundary adjustment. A second 500-foot
radius notice was sent out to inform adjacent property owners of the boundary adjustment.
No comments were received, and a new conditional approval letter has been issued.
Rogers-Funke Boundary Adjustment
No comments were received from the 500-foot radius notification sent out to inform adjacent
property owners of the boundary adjustment. The conditional approval letter for the
boundary adjustment went out last week.
Poway Corporate Center Lot 12
The applicant has submitted a construction change to remove a proposed retaining wall
along the bioretention basin from the grading plan design and instead replace with a 2:1
slope.
STORMWATER
City staff has provided the Regional Water Quality Control Board with the requested copies
of all current GIS layers and files that are part of the required mapping for the City’s municipal
separate storm sewer system (MS4) to ensure compliance with the Regional MS4 Permit,
Order No. R9-2013-0001. These layers include but are not limited to locations of inlets,
drainage piping, outfalls, monitoring stations, permanent stormwater treatment facilities, etc.
The files were required to be submitted by March 9, 2018.

INSPECTION
Neighborhood Health Care
Poway Road (G15-0014) - The contractor is working on landscape, irrigation installation and
punch list items.
Sage Highlands
Pomerado Road (G16-0002) - The contractor completed the sidewalk and driveway
approaches for lots 5-7. Lots 9 and 10 are complete and occupancy has been granted. The
placement of six street light foundations was completed last week. Four foundations were
placed along Pomerado Road and two on La Manda Drive.
Poway Corporate Center Lot 12
Community Road (WI 16-006) - The contractor continues to work on preparation of subgrade
prior to concrete placement around the proposed building. Previously the contractor
performed water main testing, all tests passed, and the water line has been tied-into the
City’s existing main.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - The contractor has placed concrete
slabs for Lots 1, 6 and 7. The contractor has begun over- excavation for Lots 11,13 and 18.
This week and next week the underground contractor will be trenching and installing the 8”
fire line on Lots 1, 6 and 7.
Bevilacqua Addition
Butterfield Trail (MDRA17-028) - The pre-construction meeting for this single-family
residence is scheduled for this week.
Shean Residence
Belvedere Drive (G14-0019) - This week the inspector created a punch list to aid the
owner/contractor with project completion.
Poway Valley Center Little Sprouts
Poway Road (CUP16-005) - A pre-construction meeting for the fire hydrant installation is
scheduled for this week.

Northcrest Lane (G17-0011) - The preconstruction meeting has been held. The contractor
has completed demo of the illegally placed wall and will repurpose all existing material as
possible.

microphones) although the meeting will continue to be cablecast and streaming
on the web. At this time, training will be minimal for councilmembers to ensure
they can operate their microphones. Lawrence will work with the City Clerk to
ensure she is properly trained.

City Owned Properties - Brush and debris were picked up and disposed of
from the VFW parking lot.
Garden Road Park - Low tree branches were removed from the front
of the park. Drip irrigation tubing and lateral lines
were repaired. Calsense contractor was assisted
with installation of the irrigation controllers.
Hilleary Park - Irrigation lines were repaired, and heads
replaced. Bare areas of the practice sports field
were top-dressed and seeded.
Lake Poway Park - Drains and culverts were inspected and cleaned
before and after the rains. Shrubs in the parking
lot medians were trimmed. Honor Camp supplies
were loaded onto the trucks for a project at
Silverset Park. Herbicide was applied along the
ballfield and at the park’s entrance. A memorial
tree was picked up from Walter Anderson
Nursery.
Old Poway Park - Several broken irrigation heads were replaced.
Poway Oaks Neighborhood Park - Herbicide was applied, and irrigation repairs and
adjustments were made.
Silverset Park - Cleaned up the parking lot medians and repaired
the irrigation system. The sports field was
fertilized. The Honor Camp extended the stack
block wall from the restroom to the trail head.
Removed dirt and installed cobble rock at the front
of the park. The acacia was trimmed around the
parking lot.
Starridge Park - A park bench was repaired, and a post was
replaced.
Sycamore Creek Park - Herbicide was applied at both the east and west
locations.
Valle Verde Park - Landscape mulch was added to the parking lot
median, an irrigation valve was replaced,
herbicide was applied, and the sports field was
fertilized.
Iron Mountain Trail - Two missing “Raptor” signs were replaced.
South Poway Trail - Herbicide was applied from Gate Road to Garden
Road and repaired several areas of fence.
Pomerado Trail - Five fence posts were replaced at “The Pond”.
Miscellaneous Trails - Herbicide was applied on Espola Trail from Twin
Peaks Road to Range Park Road, on Tierra
Bonita Road just south of the cemetery, and on
the South Poway Trail from Scripps Poway
Parkway to Gate Drive. Graffiti was removed from
a picnic table, a sign and several rocks on the
Mount Woodson Trail.

and worked on relief valve.
Distribution System - Monitored and documented water quality and
performed residual testing at Citywide locations.
Collection System - Highlands Ranch area: Set data logger inside

Incidents
Between Monday, February 26, and Sunday, March 11, Poway fire and paramedic crews
responded to 207 incidents of which 152 were medical aids.
TRAINING
Training Hours
Between Monday, February 26, and Sunday, March 11, personnel completed 429 hours
of training and activities. Topics included 222 hours of company training, 158 hours of
facility training and 23 hours of driver/operator training.
