• The City’s agreement with the San Diego Humane Society for animal control
services is due to expire at the end of June. Staff is working with the Humane
Society toward a replacement agreement that would keep the same scope of work,
including field response, dog licensing, sheltering, inspections, and coordination
with the City’s Code Compliance Officers.

• Over this last month, the Department relocated administrative responsibility for the
Reserve Park Ranger Volunteer Program from Old Poway Park to Lake
Poway. This move ensures coordination by full-time staff and assists in
maintaining a sustainable volunteer program that provides exceptional benefits to
our community and parks and trails across the City.

PLANNING
Atlas Market and Food Court
The food court for Atlas Market, located at 14837 Pomerado Road, has been approved to
open. In addition to the existing grocery offerings, the food court will offer a variety prepared
selections that will be available for online ordering, pick-up, or dining-in.
CAPITAL IMPROVEMENTS
Neighborhood Sidewalk Project
Bids were opened on March 13. Four bids were received ranging from $155,250 to
$261,145. The Engineer’s estimate was $180,000. The apparent low bidder is Blue Pacific
Engineering & Construction. The City Council Award of Contract is scheduled for April 3.
Mickey Cafagna Community Center Project
The revised RFP for construction document design services was sent to the three top firms
from the original RFP advertisement. All three firms submitted proposals. Interviews with
the firms are scheduled for April 4.
Swim Center Mechanical and Deck Replacement Project
The foundations for the admin building, storage structure, and two restrooms have been
completely excavated and reinforcement has been installed. The spray zone surge tank
concrete was placed last week and backfilling and grading activities for the surge tank will
commence this week.
Ground Mounted Photovoltaic System – Fire Station 3
The PPA and sublease agreements have been reviewed by the City Attorney and Borrego.
The revised language has been approved by all parties. The agreements will be routed for
signatures. The project is still on track for construction starting in July, after the end of the
gnatcatcher nesting season.

LAND DEVELOPMENT
General Atomics
City staff approved the exhibits associated with an encroachment agreement for the
proposed encroachment of electrical conduit crossing a water easement at 12395 First
American Way.
Hidden Valley Ranch
The applicant has submitted the eighth review of the final map for the 41-lot subdivision
proposed on the east side of Old Coach Road.
Jauregui Residence
The Engineer of Work submitted, and city staff reviewed and approved the record drawings.
The project has been completed and closed. City staff is in process of returning all remaining
deposit funds and securities.
Kaminskiy Grading
The applicant has submitted mylars for review for illegal grading related to a sports court on
Solera Way.
Marlow Grading
The applicant signed the Storm Water Management Facilities Maintenance Agreement, paid
fees and securities, and submitted mylars for a single-family residence on Deer Valley
Estates.
Mehdi Residence
City staff returned comments on the first review of a construction change revising the rear
yard drainage through area drains to discharge at the curb in the front of the residence
instead of through a curb outlet along Pomerado Road.
Shean Residence
The Engineer of Work submitted, and City staff reviewed and returned comments on the
review of the redlined record drawings. Since the comments are minor, the revisions will be
allowed on the mylar plans rather than requiring another redlined submittal.
STORMWATER
The County of San Diego and copermittees are currently working on a revised Model BMP
Manual for all copermittees to use in the revision of their jurisdiction specific BMP Manual.
The final Model manual is anticipated to be provided to copermittees on April 11th for
jursidictional updates. Currently all copermittees are revising their manuals with the
exception of the City of Encinitas. A timeline for all copermittees to complete their revisions
and adopt the manual has not been set yet.

There is a strong interest amongst the copermittees to consider participation in a bulk
purchase of trash capture devices to address the requirements of the Trash Amendment.
The City of Del Mar has offered to carry a contract and extend the cost savings to interested
jurisdictions.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Last week the contractor completed the driveway approach and
ADA ramps at building A. On building B, the contractor placed the bottom of the storm drain
box structure. Concrete work around buildings B and C is ongoing. This week the contractor
will be forming and working on preparation for concrete placement. Grading and preparation
of the subgrade for parking lot improvements around building B continues.
Sage Highlands
Pomerado Road (G16-0002) - The contractor has completed all construction on lots 5-7.
The inspector has confirmed that all work is complete and has signed the occupancy
request. The placement of six street light foundations, and street light poles is
complete. Conduit and wire installation is scheduled to begin soon. Exporting of excess
material from Lot 1 will continue throughout the week.
Poway Corporate Center Lot 12
Community Road (WI 16-006) - The contractor continues to work on preparation of subgrade
followed by concrete placement within sections around the proposed building. Last week the
contractor placed the curbs, drive isles and some parking. Most of the work is taking place
on the south side of the building. Last week the City water crew flushed and sampled the
newly accepted water main.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - The contractor placed concrete slabs
for Lots 1, 6 and 7 and completed the over-excavation for Lots 11,13 and 18. This week the
underground contractor will continue trenching and installing the 8” fire line on Lots 1, 6 and
7.
Poway Valley Center Little Sprouts
Poway Road (CUP16-005) - A pre-construction meeting for the fire hydrant installation has
been held.
Shell Food Mart
Poway Road (MDRA17-004) - The preconstruction meeting for the addition to the car wash
and food mart has been held.

Rahimzadeh Residence
Claire Drive (G16-0007) - The owner has completed the recompacting and grading of the
proposed pad. The owner has requested approval to begin building prior to fully completing
the work on the approved grading plans. Remaining work includes private road widening,
mark out removal, and driveway construction. After reviewing, the Fire Department
confirmed the road widening will need to be completed prior to building permit issuance.
Poway Stowe Properties Crosthwaite Circle (G17-0001) - This week the contractor will
begin lifting and setting tilt up panels. The contractor will also be working on grading and
preparation for surrounding concrete flat work.
Goldstein Guest House Rock Road (MDRA16-028) - The owner/contractor placed
impervious concrete and asphalt flat work. This construction was called out on the plans to
be pervious. A stop work notice was issued. This week the owner/contractor has begun
removing and will be replacing the areas with approved pervious material.
Shean Residence Belvedere Drive (G14-0019) - Last week the owner/contractor completed
all punch list items. The site was inspected, and completion was confirmed. The inspector
has signed the occupancy request form.
Neighborhood Health Care Poway Road (STI15-004) - All work is complete. Median,
waterline and the bus shelter are complete. Punch list items have been completed.
Improvement (STI15-004) portion of the project is complete. Final work on the grading (G15-
0014) portion of the project is expected to be complete soon.

Porter House and the Blacksmith’s Shop.
Worked on input of booster pumps and electrical
enclosures into GIS. Met with the Senior Center

Emergency Response
Emergency Response Call-outs 15 Resident called to state water level rising in
Poway Creek; upon inspection it was noted that
a gate detention basin was left open. Valle
Verde Park gate was opened after hours to allow
a patron to leave. Two sewer blockage
incidents; both were determined to be private
issues. One “STOP” sign was repaired on Ipava
Drive and Donart Drive. Provided Sheriff with
stop signs at an accident site. Dispatched to a
vehicle accident that put out a traffic light and
two SDG&E boxes. Responded to a traffic
accident that required absorbent to be placed on
the road, two emergency mark outs one on
Poway at Pomerado Road and one at Pomerado
Road and Colony Drive. Performed two water
gasket replacements, inspected one water meter
leak and repaired one broken riser.

Water Treatment Plant - Flushed ammonia lines daily, performed wet lab
calibrations, repaired water leaks in lab sink
area, received chlorine and alum deliveries,
replaced grease on settling basin inlet butterfly
valves, began fabricating new rack for conduit
and una-strut in salt room, calibrated and

Incidents
Between Monday, March 12, and Sunday, March 25, Poway fire and paramedic crews
responded to 182 incidents of which 127 were medical aids.
TRAINING
Training Hours
Between Monday, March 12, and Sunday, March 25, personnel completed 500 hours of
training and activities. Topics included 197 hours of company training, 94 hours of facility
training and 38 hours of driver/operator training.
