This is the first year that these seminars have been offered and clearly, we are tapping into the interest of a new generation of anglers. After the seminar, young anglers headed out onto the Lake with their families to test their new-found fishing skills. We look forward to providing more opportunities like this in the future. Community Services Weekly April 11, 2018 Page 2 Our first-ever Teen Night at PCPA was a great success! Limited to 50 participants, teens engaged in an improvisation workshop, drum circle, arts and crafts, and created a community art project. Teens and parents expressed appreciation for such a unique opportunity in a location with activities they wouldn’t have experienced otherwise! The art project is now proudly on display. Staff will be encouraging families to visit it, giving them another reason to experience PCPA on their own. Over 115 kids participated in Dr. Seuss (March) and Spring Egg Hunt (April) themed Kid’s Night Out events at Community Park. There were nifty-wifty crafts, oodles of games and activities, a special presentation of The Lorax, and even an egg hunt! Minions took over Community Park at our last In the Park event of the series! Approximately 200 participants joined staff and teen volunteers in a variety of fun and mischievous activities, crafts, and games like minion banana toss, cupcake decorating, and paint splatter hair art. Planning is already underway for next year’s family-friendly series, which will begin after summer. The orchard and gardens at Old Poway Park have undergone a recent makeover just in time for the Poway Valley Garden Club’s Standard Flower Show. The park serves as the perfect backdrop for the 40th annual event that attracts gardening enthusiasts from around the region to enjoy the horticultural, design, and photographic entries that all fit into this year’s “Celebrating San Diego” theme. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: April 11, 2018 SUBJECT: Director’s Notes PLANNING Tax Default Properties The County notified the City that the process to acquire a tax default property in Rattlesnake Canyon is now complete. Once we send the check for the payment and administration fee, the grant deed will be sent. This parcel was presented to the City Council on September 5, 2017. Last month, the County notified the City of another tax default property within the City. This is a 46-acre parcel on the slopes below the business park. City staff submitted the paperwork to declare an interest in acquiring the property. If notified that we may proceed, this will be presented to the City Council at an upcoming meeting. Van Dam Peak Property Acquisition In Spring of 2017 the City of Poway authorized the submittal of an application to acquire approximately 160 acres of open space in the Van Dam Peak area and committed up to $150,000 of the City’s Habitat Conservation Fees toward the acquisition. The property has been appraised at approximately $1.62 million. The City partnered with The Trust for Public Land to submit applications to the California Natural Resources Agency (CNRA) requesting $500,000 in Environmental Enhancement and Mitigation Program Funds, and to the United States Fish and Wildlife Service (USFWS) requesting $1,000,000 in Section 6 grant funds. In January 2018 the CNRA recommended that 13 projects of the 46 applications be funded by the California Transportation Commission (CTC). The City’s application for $500,000 was one of the 13 applications that was recommended for approval by the CNRA. On March 21st the CTC approved the City’s request of $500,000. The City has received the award letter from CNRA and CTC. In early 2018 USFWS staff informed the City that the regional office approved the City’s request for $1,000,000 of Section 6 grant funds. All awards over $250,000 require further review by the Washington D.C. offices. USFWS regional staff are awaiting final approval, which could occur within the next month. Director’s Notes April 11, 2018 Page 2 Movie Theater Renovations AMC Movie Theaters have submitted plans for a complete remodel of their Poway facility. The updated theaters will feature all reclining style seating. Currently there are 2,217 seats, after the remodel there will be 848 seats which is 61% reduction in total seating. In addition to changing out the seating, AMC will be remodeling the concession stand to increase the number of dining and drinking options, including offering alcoholic drinks. Finally, the exterior and lobby area will be updated too. Outside, the marquee will be removed along with the neon accent lighting. The exterior stucco will be patched and painted to match the rest of the building. Replacement signage will be reviewed under a separate sign permit. San Diego American Planning Association Award In early 2018 MIG nominated the City’s Poway Road Specific Plan to the San Diego Chapter American Planning Association (SDAPA) 2018 Award Committee. On March 27th MIG and the City were notified that the SDAPA jury panel had reviewed and considered nominations and determined that the Poway Road Specific Plan was worthy of the Urban Design Award. The 2018 SDAPA Awards Program Event is being held on Thursday, May 17th at 6pm in Coronado where the City and MIG will be presented a trophy. 13103 Claire Drive Update In July 2017, staff identified substantial violations including, but not limited to, illegal construction, junk accumulation, hazardous materials, and illegal vehicles and trailer storage. At that time a notice of violation was issued, the Home Occupation Permit was revoked and the property was deemed unsuitable for occupancy. Since then, the property owner and their representatives have made substantial progress removing illegally stored vehicles and trailers, obtained permits for electrical and building violations, removed illegal additions and reduced other miscellaneous junk and debris. As a result of these improvements occupancy of both buildings on the property have been restored with the condition that the property owner will continue to make progress and complete removal of the remaining junk and debris within 90 days. Neighborhood Meeting for Proposed Lighted Sports Court A neighborhood meeting was held for a request to add lights to an existing sports court on the property located at 14144 Sky Mountain Trail in the Gate Drive Specific Plan area. The Poway Municipal Code requires a Minor Conditional Use Permit (MCUP) for sports court lighting. An invitation was mailed to property owners and residents within 500 feet of the project site. Two owners of a property located to the north of and downhill from the project site attended the meeting. They were not opposed to adding lights to the sports court provided that the lights would be shielded from direct view from their property. The applicant is looking into adding landscaping which would shield the light bulbs from view as seen from the north. The project is expected to be presented to the City Council for consideration in a couple of months. Director’s Notes April 11, 2018 Page 3 CAPITAL IMPROVEMENTS Espola Road Safety Improvements Project The contractor is setting up permanent traffic control this week for the first segment of work between Mountain Road and Durhullen Road. 2017-2018 Street Overlay Project The pre-construction meeting for the project will be held this week. The project includes deep patch asphalt repairs on Espola Road between Sandhill Road and the west City limits along with overlay of seven cul-de-sacs in the Summerfield neighborhood. City Hall Hydronic Pipe Replacement Project Staff has submitted the plans to the building division for building permit review. It is anticipated the project will be advertised for construction at the end of April. Sewer Line Repair Replace 14/15 (Pomerado Rd/Stone Canyon Rd) Project The project has been advertised for construction and has a bid opening schedule for April 25. This project includes replacement of an existing gravity sewer main that is partially within the City of San Diego City limits. Staff has been coordinating with the City of San Diego to get approval of a Right-of-Way permit for the work. The contractor that is awarded the project will be required to obtain the permit from the City of San Diego prior to starting construction. Bathymetric Survey of Lake Poway Project The consultant is conducting the sonar survey of the lake this week. Public Works will then begin lowering the lake level to allow for a topographic survey to take place in late May. This allows for an overlap in the survey data for accuracy of the data. Director’s Notes April 11, 2018 Page 4 LAND DEVELOPMENT Bettilyon Lot Split The applicant submitted mylars of the final parcel map. The property owners signed the map Monday with the assistance of staff to notarize the signatures. The owners are hoping to have all conditions met and go to City Council for map approval on May 1. Cobblestone Creek Subdivision The applicant has requested that City staff put a hold on the third review of the final map, grading plans and improvement plans for the proposed 5-lot subdivision near Cobblestone Creek Road because the property is currently for sale. Hidden Valley Ranch The applicant submitted revisions to two sheets of the final map via email to verify some minor corrections. The surveyor signing the plans for the City has approved the plans pending the minor corrections. Marlow Residence The applicant submitted revised Biological Core Easement and Open Space Easement documents. The applicant paid an in-lieu fee for the easement allowing the grading to proceed while the easement documents are in process. A pre-construction meeting was held last week for the grading permit. Mehdi Residence The applicant has submitted for second review of a construction change to the grading permit revising the rear yard drainage through area drains to discharge at the curb in the front of the residence instead of through a curb outlet along Pomerado Road. Poway Corporate Center Lot 12 Staff returned comments to the applicant for the proposed construction change to remove a proposed retaining wall along the bioretention basin from the grading plan design and instead replace with a 2:1 slope. Poway Tech Center The applicant submitted water improvement plans for installation of new water mains for fire protection. It was determined during construction that the water mains stubbed to the property, as shown on record drawings, were never installed. Shean Residence Record drawings for the grading plans have been submitted and approved. Staff is in the process of closing the grading permit and returning grading securities and remaining deposit account funds. Director’s Notes April 11, 2018 Page 5 INSPECTION Ridgeview Industrial Phase II Kirkham Way (G16-0013) - This week bio-basin construction continues. The contractor will be working on liner installation for the building A basin and excavation of the basin for building B. Grading and preparation of the subgrade for parking lot improvements around building A are complete and the contractor has placed the base asphalt. Poway Corporate Center Lot 12 Community Road (WI 16-006) - The contractor has completed all concrete work around the building. Last week the contractor placed the final curbs and drive isles. This week the contractor is scheduled to work on forming the driveway approach within the City’s right of way. Work on the bio basins have resumed. The contractor is working on Building A and awaiting approval of a construction change that will revise the basin for building B. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - Excavation for the building footings for Lot 18 is complete. The contractor has placed the building slab and the sacrificial slab for tilt up wall construction. Nearly 90% of the onsite storm drain line and box structures on Lots 1,6 and 7 are complete. Poway Stowe Properties Crosthwaite Circle (G17-0001) - The contractor has erected the tilt up panels, the new building is now in place. Previously the contractor completed work on the water line prior to issuance of an approved construction change. The contractor was stopped and not allowed to resume work until the construction change was approved. The change has been approved and the work was confirmed to be built per the approved construction change. Testing of the new main is scheduled to begin this week. Goldstein Guest House Rock Road (MDRA16-028) - A stop work notice was issued due to unpermitted placement of impervious area. The contractor completed removals and last week the contractor replaced the areas with approved pervious material. Geotechnical testing was performed to determine the density of the asphalt material and results did not meet minimum specification related to compaction. Neighborhood Health Care Poway Road (G15-0014) - Planning and Engineering performed the preliminary punch list inspection. Final inspection of punch list items is scheduled for the week of April 12th after storm water inserts are scheduled to be installed. Strata Residence Gavin Vista Road (MDRA17-006) - Inspection performed the final punch list inspection last week and signed the request for occupancy form. Director’s Notes April 11, 2018 Page 6 Marlow Residence Deer Valley Estates (G17-0007) - A preconstruction meeting for this project was held last week. The project began with the staking inspection, followed by the excavation and inspection of the first keyway. Excess dirt will be exported to the Filhart grading project east of the Marlow project. Nguyen Residence Heritage Drive (MDRA16-025) - All work is complete. The owner has requested occupancy. The inspector has scheduled the final punch list inspection for this week. Meridian will prepare site plans in mid-April based on different private property acquisition scenarios. Staff is working with the City Attorney to complete the draft Disposition and Development Agreement. • Property ownership for the five Successor Agency properties in the Town Center area transferred to the City of Poway. These properties will be integrated into the public/private partnership between the City and Meridian Development for the revitalization of the area. Long Range Property Management Plan – In February, staff began marketing the three remaining properties owned by the Successor Agency and bids were due to the City on March 7. The City received nine bids for the Community Garden property (13112 Vista View Drive) ranging from $10,000 to $155,555.55. The property adjacent to the Ramada Inn (12430 Poway Road) received two bids of $5,000 and $25,000 and the property adjacent to the Hampton Inn (14082 Stowe Drive) received one bid for $501,000. The Successor Agency and the Oversight Board will each act in April to approve the sales. Business Park – Staff continues to negotiate a revised lease agreement with the Poway Auto Dealers Association (PADA) for the auto storage lot at 13875 Kirkham Way to increase the rent amount and to extend the term of the lease. Staff anticipates taking the revised lease to the City Council in May. Economic Development Notes Page 2 Other Items: • On March 8, the City hosted a Meet the Buyers workshop with the Small Business Development Center (SBDC). Over 150 business owners attended. The event featured a panel of experts providing tips and information on how small business owners can become a successful supplier for government agencies and private businesses. Fifteen public entities and private companies, including General Atomics, attended the event to discuss their local supplier opportunities. On June 8, the City and the SBDC will host the Connecting with Capital event at City Hall. • The City extended agreements with three real estate appraisal companies for on- call appraisal services. Opened the park after hours for patrons locked inside. Responded to a wastewater issue, contacted the supervisor, and he and the crew lead came to the site and resolved. Removed a five-quart jug of motor oil from the roadway at Espola Road near Golden Sunset Lane. Eight water distribution issues including: instructed resident how to turn off water at the street, customer had no water, a service leak, shut off a damaged backflow on the median sprinkler hit by a vehicle and a water shut off due to broken pipe in neighbor’s yard. Water main break on Sofia Drive that caused the road to cave in and mud and silt to pool out into Pomerado Road, several staff were called to the scene.
