PLANNING
Millards Road Subdivision
Several years ago the City Council approved the three-lot Millards Road subdivision in east
Poway on the south side of Poway Road at Millards Road. The site was graded for
development and construction of one of the homes is nearing completion. A proposal for a
residence on one of the 2 remaining undeveloped lots was submitted last week. In addition
to the residence, a guest house (attached to the main residence) and a second dwelling unit
(on the second floor with a separate access) is proposed. Having both a guest house and
a second dwelling unit at this location is currently permissible under the Poway Municipal
Code (PMC). “Second dwelling unit” is the term currently used in the PMC which is generally
synonymous with the term “Accessory Dwelling Unit” which are now mandated by the State
and were the topic of the April 17th City Council Workshop.
Accessory Rental Dwelling Units (ADUs)
Since the new laws went into effect and since the City Council Workshop on April 17,
Development Services staff has seen a noticeable increase in inquiries about permitting
for ADUs on single family lots. The Poway Municipal Code (PMC) has regulations for
constructing an ADU on a single family lot but some of the regulations are not consistent
with requirements in the State law. Until the City adopts its own Ordinance for ADUs, we
are required to follow the State regulations. However, where the State law allows flexibility
we will use the regulations in the PMC.
HOUSING
Affordable Housing Property Sale
The resale of an affordable home in Poway Meadows is in progress. The restricted resale
price of the home has been set at $444,572. The Authority has elected not to exercise its
option to purchase the property and the homeowner was notified on April 17. Over three
hundred individuals were notified of the sale as required by Program guidelines; and
between April 2-13 they were invited to submit a pre-qualification packet for interest. A total
of nine submissions were received. Staff is working with special counsel to determine
eligibility and, if necessary, create a lottery system.

CAPITAL IMPROVEMENTS
2018-2019 Street Maintenance Project
The project has been advertised for construction and has a bid opening date of May 23. The
project includes streets located within Pavement Management Zone 1, which encompasses
residential and arterial streets north of and including Espola Road, from the western City
limit to Sandhill Drive. Work is anticipated to begin in July.
2018-2019 Citywide Striping Project
The project has been advertised for construction and has a bid opening date of May 22.
This project includes restriping Pavement Management Zones 1, 3, 5, and 7. Work is
anticipated to begin in July.
Pomerado Reservoir Rehabilitation Project
Three active bird nests were found within Verizon antenna conduits on the reservoir.
Construction activities on the outside of the reservoir will be delayed for a few weeks until
the bird nests are no longer active and Verizon can remove their conduits.
Swim Center Mechanical and Deck Replacement Project
Construction continues with roof framing. The grouting of the block walls was completed
last week. Installation of the underground piping between the spray zone and the surge
tank, rough plumbing in the locker room, and installation of the heat pump were also
completed.
LAND DEVELOPMENT
General Atomics Encroachments
The applicant has submitted exhibits for electrical conduit encroachments across the City’s
water easements on three properties along Stowe Drive at the intersection of Kirkham Way.
Lot 5 Murel Trails
The applicant has submitted revised easement documents for second review of a Brush
Management Easement proposed on Lot 6 of Murel Trails for the benefit of Lot 5.
Lot 1 Murel Trails
The applicant has submitted revised easement documents for second review of a Brush
Management Easement proposed on Lot 2 of Murel Trails for the benefit of Lot 1.
Lot 7 Murel Trails
The applicant has submitted revised easement documents for second review of a Brush

Poway Tech Center
The applicant submitted for second review of the water improvement plans. It was
determined during construction that the water mains stubbed to the property, as shown on
record drawings, were never installed.

City staff has approved the revised mylars incorporating the construction change to remove
a proposed retaining wall along the bioretention basin from the grading plan design and
instead replace with a 2:1 slope.
STORMWATER
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, has begun its annual industrial-commercial
stormwater inspection program. These are routine inspections required per state and
federal regulations. The purpose of these stormwater inspections is to confirm that
businesses are free of any negative impacts to the storm drain system, which drains
untreated runoff directly to our creeks and eventually the ocean. Inspections will continue
for the next couple months.
Memorandum of Understanding
The Copermittees are currently working on the preparation of the new Memorandum of
Understanding (MOU) for the Implementation of the County-Wide Storm Water Management
Plan since the current MOU is set to end in August 2019. The MOU outlines the
responsibilities of the Copermittees and establishes a Regional Storm Water Management
Committee, comprised of one representative from each of the Copermittees. The committee
provides regional coordination for urban runoff management activities; and prepares,
approves and distributes an annual budget of estimated shared costs and expenses for
Regional General Programs. As part of the preparation for the new MOU, discussions on
the Brown Act and how that would be carried forward/changed/removed in the new MOU
have taken place. The County of San Diego is requesting and leading the organization of a
meeting for City Attorneys to meet and discuss the subject again, and to provide clear
direction on whether the Brown Act needs to continue to be included in the MOU, or if a
different approach is possible.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Last week the contractor graded and placed the sidewalk fronting
building B. Bio-basin construction continues this week and includes excavation and
contouring of the basin for building B. Grading and preparation of the subgrade for parking
lot improvements around building B is ongoing. For building C, the contractor has placed the
east driveway apron and will continue to work on minor grading.
Poway Stowe Properties Crosthwaite Circle
(G17-0001) - The contractor began water main testing. The high-pressure test passed as
did the high and low-level chlorination tests. Two bacteriological samples were taken and
one failed. The contractor thoroughly flushed the main and performed the low chlorination
test again. Bacteriological samples were once again drawn and sent to the laboratory for
testing. The second test failed. The contractor will now re-perform all chlorination testing and
flushing procedures until the proposed waterline is thoroughly cleaned and has passed all
applicable testing.

Neighborhood Health Care
Poway Road (G15-0014) - Planning and Engineering staff performed the preliminary punch
list inspection and only one item remained. Missing stormwater inserts have now been
installed. With the inserts installed a final punch list inspection will be scheduled.
Marlow Residence
Deer Valley Estates (G17-0007) - Grading continues, excess dirt is currently being exported
to the Filhart grading project east of the Marlow project. Grading has reached pad elevation.
The geotechnical engineer is working on a recommendation for the pad over-excavation in
areas where the pad transitions from cut to fill.
Pouliot Illegal Grading
Northcrest Lane (G17-0011) - The contractor completed demo of the unpermitted I-beam
retaining wall, saving the materials for re-use. The steel I-beams have been cleaned and
coated for re-use. Footings for steel I-beams have been excavated and inspected. I-beam
placement is scheduled for this week.
Cox Communications Expansion
Midland Road (CUP16-012) - The contractor has placed the temporary 8’ construction fence.
Demo of the existing façade has begun.
Filhart Residence
Deer Valley Estates Road (G16-0014) - Grading has resumed. Fill material is being imported
from the active Marlow grading project west of the site. The contractor is working on fills and
slope placement and is nearly 85% completed.
Nguyen Residence
Heritage Drive (MDRA16-025) - All work is complete, and the project inspector has approved
occupancy.
Bettilyon Guest House
Temple Street (MDRA17-001) - The owner has requested occupancy. However, one item
remains prior to occupancy. The owner is required to complete the driveway by connecting
to the existing private road, removing the existing rock patch in-between.
Temple Adat Shalom
Pomerado Road (CUP17-008) - All work is complete. The site has been inspected and
occupancy request has been signed.

installed Calsense irrigation controllers, assuring
all the systems were working correctly and

with Dog Park Pen #3 in preparation for turf
renovation.

retail center on Poway Road, large tree limb in
roadway at Garden Road and tree hit by vehicle
on Kaitz Street. Identified truck numbers for
Water Meter Readers for budget analysis.

evaporation; assisted with bathymetric survey;
performed weed spraying at dam.
Water Treatment Plant - Calibrated lab equipment; cleaned suction
screens on washwater return pumps; flushed
ammonia lines daily; relocated portable
generators, trailers and water cannons from dirt
lot in preparation for grading; completed bracket
for valve keys; removed and transported dirt left
at R2 by contractor to Crosthwaite Yard and
grade R2; transported portable pump to
Martincoit and install spools and restraints;
switch from Distribution 24” to 36” for increased
demand during warmer months; rebuilt chlorine
regulators; converted Beck actuator alarm signal
from 120V to 24VDC; troubleshot 605 actuator
cam switches; performed maintenance on
chlorine gas tank rotameter; assisted Roll-Seal
service technicians change out all four 12” Roll-
Seal liners and eight Victaulic rubbers on influent
from lake; and installed stainless steel controls,
grade dirt lot and spread base and rock.
Reservoirs - Performed weed abatement at all reservoirs.
Buehler: Troubleshot and repaired failed mixer.
Pump Stations - Woodcliff: Pulled pump and motor #2 due to
pump seizing; transported pump to contract
pump repair service; installed repaired pump #2.
Welton: Programmed and designed new HMI;
adjusted mechanical switch handle on MCC to
allow breaker to be turned on/off.
Pressure-Reducing Stations - Putney/Melissa, Maplewood: Repaired/replaced
stations’ CRD control valve and reinstall.
Other - Restored radio communication link from Buehler
Reservoir to Sheriff Station emergency
generator.
Distribution System - Monitored/documented water quality and
perform residual testing at Citywide locations.
Collection System - Performed monthly sewer sampling for contract
laboratory analysis.
North Poway Sewage Lift Stations - All Stations: Performed odor control
maintenance.
St. Andrews: Ordered IQ16 input card to
complete MicroLogix 1400 upgrade.
Camino del Valle: Replaced two 8” gate valve

Incidents
Between Monday, April 9, and Sunday, April 22, Poway fire and paramedic crews
responded to 176 incidents of which 121 were medical aids.
TRAINING
Training Hours
Between Monday, April 9, and Sunday, April 22, personnel completed 598 hours of
training and activities. Topics included 230 hours of company training, 126 hours of EMS
training and 106 hours of hazardous materials training.
