Here’s what we have been up to:
• Paperwork, Galore!
o Staff has been busy preparing new agreements, updating existing
agreements, and preparing agenda reports. In June, we anticipate bringing
forward an updated contract for Animal Control Services, a new Poway
Onstage Agreement, new maintenance and chemical contracts for the
Swim Center, and proposed new fees for the Swim Center.
o Additionally, we are preparing Request for Proposal bid specs for the
operation of the Lake Poway Concession. Our goal is to solicit, select, and
award the bid by August 21, 2018.

o We continue to work toward updating the Joint Use Agreements with PUSD
for both Fields and Facilities, and the PCPA. Attorneys for both agencies
are reviewing the agreements, and we hope to bring them forward to
Council in the coming months.
o The results are in! The first day of summer camp registration showed the
effect of the fee changes. There was a slight 2.7% increase in registrations,
which resulted in 13.5% increase in revenue. Summer camp registration is
ongoing.

• Staff recently surveyed eleven Farmers Markets and found vendor rates for Poway
to be generally lower than other local markets. Per City Manager direction,
vendors were notified that effective June 2, increases would be implemented. We
anticipate an additional $9,000 in revenue annually based on these new vendor
fees.
• July is gearing up to be the software implementation month! Not only will staff train
in June for the debut of Munis, but Community Services staff throughout the
department will learn a new reservation module in ActiveNet. In preparation for
the training and implementation, staff is cleaning up the current facility settings,
event types, and creating raining materials, as well as scheduling time with each
facility site team.
• It’s hiring season and we are in full swing with getting summer staff in place. A
shout out to Human Resources for assisting supervisors with the intense work of
screening candidates, fingerprinting, and scheduling physicals and orientations.

Boba Company Tenant Improvement
The City received plans for a Tenant Improvement for Boba Company, a small tea shop that
will specialize in Boba Tea. Boba Tea is a sweet Southeast Asian specialty that features
pearl sized tapioca balls in the tea. Boba Company will be located in the Sprouts Shopping
Center in a suite formerly housing a massage establishment.
CAPITAL IMPROVEMENTS
Cafagna Community Center Project
The City received three proposals for the preparation of construction documents for the
building based on the “hybrid” floorplan, with the “hybrid plus” as a bid alternate. Interviews
were held with each of the three firms and Jeff Katz Architecture was selected for the work.
The consultant agreement will be awarded at the May 15th council meeting and the design
kick off meeting has been scheduled for May 22nd.
Powers Road Neighborhood Sidewalks Project
Construction started this week on this project which will install one thousand linear feet of
sidewalk on the west side of Powers Road from Vaughn Road to Tassel Road. Fifteen
driveways will also be replaced in order to comply with current ADA requirements.
Pomerado Reservoir Rehabilitation Project
During construction of the project three active bird nests were discovered within Verizon
antenna conduits on the reservoir. To avoid impact to the nests the exterior coating portion
of the project was delayed. All birds have now left the nests and the exterior coating work
can resume. Verizon is scheduled to remove the conduits this week, after which the exterior
coating contractor will remobilize and complete the project.
2017-2018 Street Overlay Project
Construction has started on this project which includes asphalt cold milling and inlay at the
southern end of Summerfield Lane, Oakbrook Court, Birchbrook Court, Cedar Tree Way,
Pinebrook Court, Carriage Hills Court, and Surrey Hills Court. Work also includes asphalt
cold milling and patching of Espola Road from the west City limits to Sand Hill Road. All
existing pedestrian ramps within the project limits are required to be replaced to comply with
current ADA requirements. Four pedestrian ramps were replaced last week. Work
continues this week on ramp replacements including several on Espola Road. The asphalt
repairs on Espola Road are scheduled to begin this week as well.

LAND DEVELOPMENT
Castiglione Residence
The applicant has submitted a construction change to revise the pad elevation and adjust
the horizontal location of the pad along with other revisions to surrounding slopes for the
proposed single-family residence on Oak Canyon Road.
Freestone Residence Encroachment
City staff provided comments on an encroachment exhibit for decorative pavers placed
within the right of way on Camino Del Valle.
Poway Tech Center
City staff has approved the improvement plans for the project located at the end of cul-de-
sacs Flint Place, Paine Place and Dearborn Place. Staff has requested mylars and provided
the Fees and Securities Calculation. The Standard Agreement for Construction of Public
Improvements has also been given to the owner for execution.
United Oil Grading Plan
The applicant has submitted a grading plan package for first review of the proposed
improvements to the gas station located on Poway Road.
Poway Stowe Properties
The revised easement for the new fire hydrant location, which was approved as a part of a
construction change to the water improvement plan, has been recorded.
FEMA Community Rating System
The National Flood Insurance Program (NFIP) provides federally backed flood insurance
within communities that enact and enforce floodplain regulations. To be covered by a flood
insurance policy, a property must be in a community that participates in the NFIP. To qualify
for the NFIP, a community adopts and enforces a floodplain management ordinance to
regulate development in flood hazard areas. The objective of the ordinance is to minimize
the potential for flood damage to future development. Additionally, there is the Community
Rating System (CRS) which is a national program developed by the Federal Emergency
Management Agency (FEMA). Under the CRS program, communities can be rewarded for
doing more than simply regulating construction of new buildings to the minimum national
standards. The City participates in the CRS program for several reasons, one of which is
the discounted flood insurance premiums it provides for the City’s residents and businesses.
In order to participate in the CRS program, city staff must implement activities to reduce
flood damage to existing buildings, manage development in areas not mapped by the NFIP,
protect new buildings beyond the minimum NFIP protection level, preserve and/or restore
natural functions of floodplains, help insurance agents obtain flood data, and help people
obtain flood insurance. Each year, the City must recertify that it is continuing to implement
the activities for which it has earned credit and meets the requirements for its level of
participation. Additionally, FEMA requires a verification visit with the City every 5 years. A
verification visit involves a detailed review of all credited activities and site visits with FEMA
staff and their specialists. City staff is currently preparing for a verification visit scheduled

for mid-June of this year. Prior to the visit, staff must prepare exhibits, gather data and
submit data. The first submittal was completed last week.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Building A - The contractor completed installation of the ADA
walkway and ramps. Work on the bio-basin construction continues. Last week the contractor
completed final paving around the building. Presently the contractor is working on landscape
and irrigation installation. Building B - The contractor graded and placed the sidewalk
fronting the building. Bio-basin construction continues and includes excavation, contouring,
and planting of the basins. Grading and preparation of the subgrade for parking lot
improvements around building B is ongoing as well. Building C - The contractor has
completed the grading for the parking stalls and drive isles. Last week the contractor
completed base paving around the building.
Poway Stowe Properties Crosthwaite Circle
(G17-0001) - The contractor began water main testing. The high-pressure test passed as
did the high and low-level chlorination tests. Two bacteriological samples were taken and
one failed. The contractor flushed the main and performed the low chlorination test again.
Bacteriological samples were once again drawn and sent to the laboratory for testing. The
second test failed. The contractor has begun re-chlorination testing and will not be
authorized to make the final connection until all tests and bacteriological samples have
passed.
Poway Corporate Center Lot 12
Community Road (WI 16-006) - Last week the contractor completed the sound wall along
Kirkham Way. With the slot patch within the City’s right of way, and work on both bio-basin
A and B complete the contractor has begun focusing on landscape and irrigation work prior
to requesting occupancy.
Marlow Residence
Deer Valley Estates (G17-0007) - The geotechnical engineer has made a recommendation
for the areas where dense material was observed and the pad transitions from cut to fill. The
area will be over-excavated for ease of utility installation and to minimize the potential for
differential settlement. The contractor is actively working on the grading portion of the
project.
Strata Residence
Markar Road (MDRA17-005) - Work on the construction of this single-family residence is
nearly complete. Last week the contractor completed crossing Marker Road to install new
SDG&E utilities. Asphalt rehabilitation is expected to begin soon.
Filhart Residence
Deer Valley Estates Road (G16-0014) - The contractor was importing fill material from the
active Marlow grading project west of the site, but additional material is needed. The project
engineer was working on a red line addition to the plans that will add cuts to generate needed

fill material. After discussing the additional work with the inspector, the owner was informed
that the additional work will trigger a construction change. The owner is working on
alternative options prior to submitting the construction change.
Bettilyon Guest House
Temple Street (MDRA17-001) - The owner has requested occupancy, but one item
remained. The owner has now completed the driveway by connecting to the existing private
road, removing an existing rock patch in-between. This work completes the construction
portion of the project, and the inspector has signed the occupancy request form.
Kaminskiy Illegal Grading
Solera Way (G17-0002) - The preconstruction meeting for the remediation of illegal grading
has been held.
Poway Valley Center
Fire Hydrant Poway Road (WI17-004) - The contractor is nearly completed constructing the
8’ tall screen wall along the north property line. Work on the fire hydrant installation began
last week. This week the contractor will begin hydrostatic testing prior to placing the fire
hydrant into service.

Significant Activities
• The Oversight Board approved the sale of the final three properties owned by the Successor
Agency. The properties included the Community Garden site, the property adjacent to the
Ramada Inn, and the property adjacent to the Hampton Inn. Escrow opened for each property
on April 24, and each escrow will close within 30 days.
• Staff has negotiated a lease extension and rent increase with the Poway Auto Dealers
Association for the auto storage lot at 13875 Kirkham Way. The City Council heard the item
at its May 1 meeting.
• Staff attended the North County Economic Summit hosted by the San Diego North EDC.
Presentations were made by the Senior Economist for Wells Fargo Securities on the national
economic outlook and by BW Research on the North County economic outlook.
• Staff attended a presentation on the Kaiser Permanente Inner City Capital Connections
program. The program provides mentoring, business planning and access to funding for
businesses with gross profits of over $500,000 per year. Staff will be working with the Poway
Chamber of Commerce and the Poway Business Park Association to identify potential
candidates for the program.
• Staff spoke with the broker for the Poway City Centre (where SteinMart is located). The broker
has leases pending approval with three retail tenants and plans to announce the new tenants
in May.
• Staff spoke with the broker for the Poway Crossing Center. The broker expects to announce
a new tenant for the former Rite Aid site in May.

Station 1. Repaired a light in the Nelson House.
Plumbing/HVAC 17 Worked on the exhaust fan in the engine bay,
repaired a leak in the island sink, ordered a new
hot water recirculation pump and unclogged a
sink at Fire Station 3. Unclogged a toilet in Fleet
Maintenance, a sink at Silverset Park, a toilet at
Templar’s Hall (three times), a sink at the Water
Treatment Plant and a toilet in Community Park.
Met with Trane about HVAC controls at Poway
Center for the Performing Arts. Worked on a
drinking fountain drain at Arbolitos Park.
Replaced a dog lick faucet at Community Park.
Repaired sinks and toilets at the campground
and repaired a leak in the campground waterline.
Miscellaneous 15 Met with Jeff Beers and Bryant Hill about
upgrading the Fleet restroom to meet ADA
requirements. Investigated making a repair to
the flooring at Aubrey Park (refrigerators and ice
machine must be cleaned out and moved).
Repaired a door latch and door stop at the
Senior Center. Assisted with a dryer repair at
Fire Station 3. Investigated work needed on the
grease trap at the Hamburger Factory. Installed
a new “Silverset Park” sign. Repaired a window
screen at Fire Station 1. Adjusted and oiled a
chair at Public Works Administration. Installed
new soap, toilet paper and paper towel
dispensers at Templar’s Hall. Adjusted shelves
in the City Clerk’s storage room. Moved a
VariDesk from one person’s desk to another and
moved office furniture around in Public Works.

Parks, Trails & Landscape Maintenance
Adobe Ridge Neighborhood Park - Made irrigation repairs and replaced several
heads.
Arbolitos Mini Park - Repainted the benches that are adjacent to the
sidewalk.
Arbolitos Sports Fields - Replaced two fence posts along the west side of
the slope of the soccer field.
Aubrey Park - Replaced most of the irrigation heads along the
path between the ballfields.
City Hall - Repaired two irrigation valves and controllers.
Delivered and returned supplies used for the
Cinco De Mayo event.
City Owned Properties - Relocated two plywood signs that were being
stored in the warehouse to the Old Stone Lodge.
Performed weed abatement around trees and
hardscapes on three of the properties and
prepared for mowing next week.
Community Park - The graffiti on the block wall between the school
and the park by Skate Park is proving difficult to
remove. Several irrigation heads were repaired.
Realigned several irrigation wires in the new
Calsense controller for the east ballfield. Began
addressing several irrigation issues (broken wires
and water lines) that are attributable to the pool
renovation.
Dog Park - Completed dog pen #3 turf renovation project by
over-seeding the turf area. Newly seeded area is
being kept wet while the seeds germinate.
Garden Road Park - Performed gopher abatement. Replaced several
irrigation heads. Performed weed abatement
along the trail that is adjacent to the park.
Hilleary Park - Repaired a drip irrigation break near the front of
the park. Replaced several irrigation heads and
inspected the wiring and valves. Over-seeded
and top dressed the thin/bare areas in the sports
turf.
Lake Poway Park - Replaced parking lot fence posts in the middle
parking lot loop. Placed a padlock on the hose
bib located next to the campground horse coral
area (to prevent patrons from leaving the water
on). Prepared for and supported a Friday
through Saturday afternoon campout.
Assembled and prepared two irrigation valves for
installation next week.
Old Poway Park - Abated graffiti from the restroom stall doors in
Templar’s Hall. Replaced an irrigation valve

a fresh layer of mulch.
Starridge Park - Repaired a lateral irrigation line break and
replaced several heads. Cleaned and organized
the side storage room.
Sycamore Creek Park - Trimmed, raked and cleaned the planters along
the east perimeter.
Valle Verde Park - Fertilized the sports field. Performed weed
abatement along the creek and around the park.
Repaired one irrigation valve and replaced
another. Constructed and readied a three-valve
manifold for installation in the pocket park.
South Poway – Trail - Removed graffiti and stickers from five trail signs.
Completed repairs on the trail and the creek
crossing near the Stowe Basin.
Miscellaneous – Trails - Knocked down weeds and trimmed shrubs along
the Pond Trail. Delivered three sections of
corrugated drain pipe to the lake to be used by
Trail Volunteers on Mount Woodson. Applied
herbicide along the Old Coach, Poway Valley
Riders Association, South Poway and Sumac
Trails.

branch from the roadway. Responded to four

Between Monday, April 23, and Sunday, May 6, Poway fire and paramedic crews
responded to 177 incidents of which 125 were medical aids.
TRAINING
Training Hours
Between Monday, April 23, and Sunday, May 6, personnel completed 420 hours of
training and activities. Topics included 273 hours of company training, 106 hours of
driver/operator training and 22 hours of facility training.
