Back on the tracks! Poway welcomed back the 1907 Baldwin
steam locomotive with a celebration at Old Poway Park on April
28. Thanks to all who helped make this happen, from Council
to staff to the Poway-Midland Railroad Volunteers.

Metropolitan Educational Theatre (MET) brought Shrek (a “life
size” dragon) and the rest of the gang to the Poway Center for the
Performing Arts (PCPA), along with close to 3,000 patrons and 140
youth performers. MET has been presenting youth theater at the
PCPA for over 25 years!
This past weekend, over 25 families enjoyed the relaxed
beauty of exploring Lake Poway at their own pace during
the final spring camping of the season. With the kickoff
of summer, we will host three Family Campouts that
include activities such as night hikes, a campfire, and a
magic show.
Old Poway Park was the site for two vastly different
events recently: The 24th Annual Community Band
Festival this past weekend and the 3rd Annual Poway
Emergency Preparedness Fair in April. The popular,
two-day music festival drew hundreds of music fans from
across Southern California to enjoy blue grass bands to
ensemble and everything in between. The Poway
Emergency Preparedness Fair offered free, disaster
preparedness education and training for the community.
Fourth-time lucky, sort of! After rescheduling three times due
to rain, Blue Sky’s Solar Walk and Stargazing event was
slightly hampered due to heavy cloud cover. To lessen the
disappointment of not using telescopes to stargaze, the
astronomers answered lots of questions. The astronomers
loved it, and the kids had a terrific time.

This month, 60 participants slithered on over to
Community Park during May’s Kid’s Night Out!
Participants created bug masks, caterpillar clothes
pins, and their very own wooden snakes. The Lizard
Wizard brought in some animal friends giving the kids
an opportunity to touch and learn about a variety of
animals. Next month, the series wraps up with our
June Pokémon-themed Kid’s Night Out!
Teens had a blast at the ever-popular Teen Glow-in-the-
Dark Egg Hunt (April) and Teen Time Warp (May) events
at Community Park! Drawing over 120 participants
between the two events, teens enjoyed planting
succulents, hunting for eggs, playing life-size versions of
popular games like Pac-Man, Tetris, and Angry Birds,
making soda floats, creating lava lamps, and so much
more. The series wraps up in June with our Teen
Excursion.

PLANNING
Homeshare & Community Connections
With the approval of the FY 18-19 Community Development Block Grant funding, the City
will be entering into agreements with 2-1-1 San Diego and ElderHelp of San Diego for
community resources navigation assistance and home matching services. The signed
agreements with both are expected to be received by month’s end. Both agreements will be
effective July 1, 2018 through June 30, 2019, each with optional two 1-year extensions. 2-
1-1 San Diego has a not-to-exceed amount of $16,688 and ElderHelp has a not-to-exceed
amount of $16,000.
False Alarm Tracking and Billing
For years, the City has used a Consultant to process alarm permits, collect false alarm
charges and monitor activity. The current contract has expired therefore Development
Services released a Request for Proposals (RFP) for False Alarm Tracking and Billing
services on May 14. The RFP is for a revenue-sharing agreement with the City associated
with alarm permit fees and false alarm charges. Through this agreement, 40% of revenue
received is paid to a Consultant, 60% retained by the City. The deadline for proposals is
June 5, 2018. To date, four firms have expressed interest. Upon closure of the RFP, staff
will review submissions for responsiveness, interview Consultants if necessary, and then
prepare a report and recommend an award of contract at an upcoming City Council meeting.
Affordable Housing Property Sale
The resale of a Poway Meadows home is progressing as scheduled. On May 12, an open
house was offered to the households that passed the first phase of SHOP program eligibility.
After consideration, two households withdrew their applications; a total of 5 households
remain. The next phases of eligibility includes SHOP program underwriting followed by a
lottery, if necessary. It is anticipated that the sale of the home will be complete by the end of
August 2018.
Vegetation Management and Defensible Space Program
Code Compliance Staff has sent out all annual Vegetation Management and Wildfire
Defensible Space annual brush reduction notices to the properties within the program.
Residents have been very responsive to the letters. Brush reduction on City owned lots and
abatement properties will commence after July 1st. Code Compliance staff will commence
visual inspections after June 15th.

CAPITAL IMPROVEMENTS
Traffic Signal Communication Improvements Project
The cellular modem installation and programming was completed last week. Some
additional software updates are being completed by the City’s Traffic Engineering
Consultant prior to finalizing the project. The project is substantially complete and is
scheduled for Council Acceptance on June 19.
Smart Irrigation Controller Project
In order to complete connections in the irrigation system at Lake Poway, the water was shut
off last Monday for approximately four hours. The water shut off affected the restrooms,
drinking fountains, and concessions. Notifications were sent out via social media in advance
of the shutdown. A few punchlist items remain to be completed at Lake Poway but the
project is substantially complete. Project Acceptance has been scheduled for City Council
on June 19.
Espola Road Safety Improvements Project
After approval of the Undergrounding Agreements at City Council on May 1, staff executed
both the agreement with SDG&E and Cox Communications. Payment for the agreement
was issued to SDG&E. Cox Communications will send an invoice once the work is complete.
The AT&T agreement language changes have been finalized and will be executed once the
agreement is received. Construction continues between Durhullen Drive and Mountain
Road.
2017-2018 Street Overlay Project
The contractor has completed replacement of 46 curb ramps on Espola Road. This week
the contractor will be completing all scheduled asphalt work on Espola Road between the
west City limits and Old Coach Road.
Neighborhood Sidewalks Project
The contractor has completed removal and replacement of sidewalks and driveways in front
of ten properties on Powers Road, south of Vaughan Street. The final five properties will be
completed this week. This work will be followed by repair of private improvements such as
landscaping and irrigation.
LAND DEVELOPMENT
Crossland Residence
The applicant has submitted the certification for line and grade and the soil compaction
report for review and approval on the single-family residence proposed on Old Stone Road.
Huey Residence
The owner has submitted documents for review and approval to encroach in the City’s right-
of-way with block columns at the driveway entrances for the existing residence on Avenida
La Valencia.

Mehdi Residence
City staff have approved the construction change revising the rear yard drainage through
area drains to discharge at the curb in the front of the residence instead of through a curb
outlet along Pomerado Road. The grading mylar plans were released to the engineer of
record to make the approved changes.
Malowney Residence
The applicant has submitted a request to waive the underground utilities requirements for
existing overhead utilities and poles located on the property near Markar Road. City staff
has approved a partial waiver for undergrounding the easterly pole on the property since it
has several overhead utilities connecting to additional poles and properties. Two other
poles and corresponding overhead utility lines only serve the property in question and
therefore are still required to be undergrounded.
He Residence
The applicant has submitted a grading package for first review of a single-family residence
proposed on York Avenue.
General Atomics Encroachments
City staff has provided the applicant with the encroachment agreement documents and is
waiting for signed documents to be returned. The encroachments include fiber optic conduit
across the City’s water easements on three properties along Stowe Drive at the intersection
of Kirkham Way.
Highcrest Court Boundary Adjustment
The boundary adjustment of one lot line between lots 2 and 3 on Highcrest Court has been
recorded. This boundary adjustment revised the lot line so that the existing driveway on lot
3 would be fully contained within lot 3. The lot sizes remain unchanged by the boundary
adjustment.
Lot 8 Murel Trails
The applicant submitted easement documents for first review of a Brush Management
Easement proposed for the benefit of Lot 8, located on the property to the north of Lot 8.
Rahimzadeh Residence
The applicant has submitted a request for a partial release of grading securities for work
completed on the project located on Claire Drive. The request has been approved and city
staff is processing a check.
Trading Post
The applicant has submitted the grading and improvement plans along with a lot merger and
floodplain development permit for the mixed-use development located on Poway Road
between Community Road and Bowron Road.

Weismeier Residence
A property owner has submitted an exhibit to request the approval of a fence encroachment
along the front of their parcel and within the City’s water easement on Gaslight Court. The
water easement encompasses the entire private drive access width of 52 feet.
INSPECTION
Poway Stowe Properties Crosthwaite Circle
(G17-0001) - The contractor has failed the third bacteriological test. The contractor has hired
a subcontractor to jet the line and re-chlorinate prior to next test.
Pouliot Illegal Grading
Northcrest Lane (G17-0011) - After a short delay to correct issues with the steel reinforcing,
the contractor resumed constructing work on the wall. Footings have been placed. The
engineer requested to add higher strength concrete to avoid testing concrete compressive
strength prior to constructing the wall but was denied. The contractor has instead chosen to
wait 28 days prior to block placement.
Poway Valley Center
Fire Hydrant Poway Road (WI17-004) - Work on the fire hydrant installation is complete.
Hydrostatic testing was conducted along with bacteriological testing. The contractor
performed the hot tap of the existing main the beginning of last week. After completing the
hot tap, the contractor was approved to tie into the City’s existing main. The fire hydrant
installation is complete.
Sage Highlands
Pomerado Road (G16-0002) - The contractor has placed the driveway aprons to lots 1-4.
The DG path and D-25 sidewalk undercrossing construction is expected to begin soon.
Betancourt Residence
Iris Lane (MDRA 17-031) - The preconstruction meeting for this single-family residence has
been held.
Vu Residence
Iris Lane (MDRA17-036) The preconstruction meeting for this single-family residence has
been held.
Mitchel Residence
Iris Lane (MDRA17-031) - The preconstruction meeting for this single-family residence has
been held. All three projects will not be approved to begin until a biologist has performed the
site review and report, clearing the site of nesting birds.
McDonough Pool House
Calle Seco (G17-0010) - The owner has indicated that the approved work was not going to
be taking place and would like a possible refund of any deposits.

• The Budget Review Committee met three times in the month of May, with a final meeting
scheduled for May 30. The FY 2018-19 Comprehensive Financial Plan will be presented
to Council on June 19.
• The job announcement for Finance Manager was posted on 05/08/18. The current
Finance Manager, Andrew White, is retiring in January 2019. As part of the proposed FY
2018-19 budget, staff is requesting funds to provide for succession planning which
provides time to transition between Andrew and the new Finance Manager. While the
position is being advertised now, no job offer will be made prior to budget approval.

of longer microphones which are expected to be received by the end of this week.

it at the Library. Researched new locks for the

rotted and twisted top boards and side boards
along the tracks. Started painting and ordered
parts to repair bollards at Old Poway Park.

Parks, Trails & Landscape Maintenance
Arbolitos Sports Fields - A clogged and leaky drinking fountain was
repaired by the field.
Aubrey Park - Sprayed for and knocked down the weeds in the
desilting basin. Removed several irrigation heads
in the planters that are no longer needed.
City Hall - Repaired damaged irrigation and sprayed for
weeds.
City Owned Properties - Re-installed a section of the perimeter wood
fencing and performed abatement in and outside
the perimeter of the Old Stone Lodge. Due to the
increased vandalism at the Old Stone Lodge, we
have increased our facility inspections. Mowed
three of the larger properties off York Avenue.
Community Park - Installed a new barbeque grill at the west side of
the park. Cleaned the lower restrooms. Made
irrigation repairs in the area adjacent to the Pool.
Began cleaning up the maintenance yard.

Dog Park - Mowed the mature turf within Pen #3, when the
newly planted turf matures, we will begin mowing
the entire area.
Garden Road Park - Performed gopher abatement. Trimmed back the
ground cover that was encroaching on the trail.
Replaced several aging irrigation heads.
Hilleary Park - Spruced the planters and the medians.
Lake Poway Park - Repaired #1 and replaced #2 irrigation valves.
Assisted the contractor with the installation of a
master valve, flow sensor and backflow assembly.
Replaced several irrigation heads along the slope
by the pavilion. Supported the campout that ran
from Friday to Saturday afternoon and the “Relay
for Life” event that ran from Saturday to Sunday
afternoon.
Old Poway Park - Performed weed abatement along York Avenue
and sprayed the weeds along the creek. Installed
new park benches at the Train Depot. Repaired a
lateral water line break. Removed several
irrigation heads that are no longer needed near
the entrance to the Rose Room.
Poway Oaks Neighborhood Park - Cleaned up around the perimeter of the park;
removing leaf and tree debris. Replaced several
irrigation heads. Removed unneeded irrigation
heads along the alley.
Silverset Park - Repaired irrigation wiring issues. Trimmed back
the acacia along the walking path and removed
invasive tamarisk shrubs that were growing in the
acacia. Replaced 30 aging irrigation spray heads
and nozzles along the walking path.
Starridge Park - Replaced broken park bench boards. Replaced
several irrigation heads that were damaged by
tree roots.
Sycamore Creek Park - Filled in holes dug by dogs in the turf area.
Valle Verde Park - Repaired four drip irrigation leaks and replaced
three drip irrigation valves in the pocket park.
Trimmed and cleaned around the picnic table
near Espola Road.
Iron Mountain Trail - Sprayed along the trail from Gate Drive to Metate
Lane. Removed graffiti from the restrooms.
Obtained a quote for damage repair caused by an
automobile accident.
Miscellaneous Trails - Sprayed for weeds along Lake Poway Road,
Espola Road and along the Tierra Bonita Trail.

Emergency Response Call-outs 11 Responded to: SWAT request for immediate entry
into Starridge Park after hours; four Streets-
related issues including branch removed from
roadway, two requests to remove trash from
roadway and Sheriff request for sidewalk closure
due to vehicle/SDG&E box accident; seven water
distribution issues, three water meter leaks, a
broken backflow, assisted contractor with traffic
control for shut down and energize line for fire flow
test.

pumps; performed maintenance on Pulsafeeder
pumps, alum pump #1, and caustic pump #1;
troubleshooting east bridge fail again.
Reservoirs - Buehler: Installed new RTU box and moved
electronic equipment to new box for mixer and
wired new RTU panel for mixer; calibrated SC200
analyzer and changed electrolytes in sensor;
replaced SC200 and CL2 probe; mixer failing due
to batteries not holding a charge.
Pomerado: Opened drain valve for contractor to
drain down reservoir; repaired altitude valve.
Heights Lower: Replaced SC100 and CL2 probe.
Pump Stations - High Valley: Troubleshot generator alarms;
COMM FAIL due to network switch not on battery
back-up during planned power outage.
Woodcliff: Met with pump repair service to
perform start-up test on pump #2; placed pump
back in service.
Gregg Street Reclaimed: Cleaned and organized
storage room. Began fabrication of welding table

responded to 172 incidents of which 111 were medical aids.
