The property is located along Poway Creek at the terminus of Carriage Road. The land donation agreement for APN 3177503500 was executed February 20th and escrow closed on the property May 21st. The land contains a pedestrian bridge over Poway Creek and will be used as open space. Annual Report on the Poway Habitat Conservation Plan The City is required to prepare and submit an annual report to the U.S. Fish and Wildlife Service and the California Department of Fish and Wildlife each year reporting on the implementation of the Poway Subarea Habitat Conservation Plan (PSHCP) during the previous calendar year. The annual report for 2017 was recently filed with the wildlife agencies. The report described the project-specific and cumulative habitat loss, habitat gain, excess protected habitat, and habitat mitigation In-Lieu Fees collected in connection with development projects where habitat was removed for the reporting period between January 1, 2017, and December 31, 2017. The report also included a highlight of how the City in partnership with The Trust for Public Land submitted an application in 2017 to the California Natural Resources Agency (CNRA) requesting $500,000 in Environmental Enhancement and Mitigation Program Funds and to the U.S. Fish and Wildlife Service for $1,000,000 in Section 6 Grant Funds in an effort to acquire properties (approximately 165 acres in size) in the Van Dam Peak Area. Yauvana Yoga and Float Spa Yauvana Yoga and Float Spa has submitted Tenant Improvement plans to the Building Division. The approximate 2,200 sq. ft. spa will be located at the Old Poway Village Center on Midland Road. Floatation therapy uses soundproof tanks filled with salt water warmed to skin temperature to create a state of sensory deprivation. The spa will have four separate floatation therapy tank rooms , a 680 square foot yoga studio, and lobby with a small spa product retail display area. Director’s Notes June 6, 2018 Page 2 CAPITAL IMPROVEMENTS Washwater No. 1 Tank Rehabilitation Project The consultant has submitted the 90% design plans and specs for review for rehabilitation of Washwater No. 1 Tank located at the Water Treatment Plant. Lake Poway Bathymetric Survey Project The consultant has completed the topographic survey of the lake. The survey report is due in late June. 2018-2019 Street Maintenance Project Bids were opened on May 23 and four bids were received. The contract is scheduled to be awarded to American Asphalt South, Inc., the lowest responsible bidder, with a bid of $1,126,338.40 at the June 19 City Council meeting. 2018-2019 Citywide Striping Project Bids were opened on May 22 and two bids were received. The contract is scheduled to be awarded to Statewide Stripes, Inc., the lowest responsible bidder, with a bid of $236,792.00 at the June 19 City Council meeting. Neighborhood Sidewalks Project The contractor has completed removal and replacement of all driveways and installation of new sidewalks within the project limits on Powers Road. Punch list items are expected to be completed this week. LAND DEVELOPMENT Castiglione Residence The applicant has submitted revised plans for the requested construction change to the grading plans revising the pad elevation and adjusting the horizontal location of the pad for the single-family residence on Oak Canyon Road. The Geotechnical Compaction Report and the Certificate of Line and Grade were also submitted. City staff has reviewed these items and have found them incomplete. Comments were issued to the applicant. Crossland Residence City staff reviewed the document provided by the property owner of the Old Stone Road lot. The property owner labeled the document as the Geotechnical Compaction Report. However, the document is not a compaction report, but more of a letter describing the various geotechnical procedures needed during construction. City staff notified the owner that the document is rejected as it relates to a geotechnical compaction report and is working with the owner to provide clarification on what is required. Director’s Notes June 6, 2018 Page 3 Filhart Water Improvements Comments were issued on the first review of an offsite easement and the second review of a water main extension and fire hydrant installation on Deer Valley Estates associated with the Filhart single-family residence. Howe Residence City staff provided first review comments of the floodplain development permit for improvements to the existing pool house located within the floodplain for a residence on Camino Del Valle. Huey Residence City staff has provided comments to the owner regarding a request to encroach in the City’s right-of-way with block columns at the driveway entrances for the existing residence on Avenida La Valencia. Latchford Residence City staff provided comments for the exhibit associated with the encroachment of two light posts and a mail box located within the City’s street right-of-way along Tam O Shanter Drive. The owner is requesting a variation to the standard insurance required. The insurance review group is currently considering the request. Looney Residence A resident has submitted a request for an encroachment agreement to allow a vinyl fence placement within the City’s sewer easement at a residence on Camino Del Valle. Lot 8 Murel Trails City staff returned comments to the legal and plat for a Brush Management Easement proposed for the benefit of Lot 8, located on the property to the north of Lot 8. PanWebster Residence City staff has approved the soil compaction report for the proposed residence on Belvedere Drive. The Certificate of Line and Grade however, shows surveyed pad elevations are not within the acceptable tolerance. Comments were provided to the owner. Weismeier Residence City staff returned comments to the property owners for the proposed fence encroachment along the front of their parcel and within the City’s water easement on Gaslight Court. The water easement encompasses the entire private drive access width of 52 feet. Director’s Notes June 6, 2018 Page 4 INSPECTION Ridgeview Industrial Phase II Kirkham Way (G16-0013) - Building A - Work on the bio-basin landscape continues. The contractor has placed the remaining rip-rap head walls where the roof drains into the basin. Landscape and irrigation installation around portions of the building continues. Building B - Bio-basin planting continues. Grading and preparation of the subgrade for parking lot improvements around building B east side of project is ongoing, the south side is on hold due to the water line lowering. The contractor has lowered approx. 120’ with an additional 120’ needing to be lowered to correct elevation issues. Revisions are being worked on. Building C - The contractor is working on bio-basin construction and site concrete surface improvements. Poway Stowe Properties Crosthwaite Circle (G17-0001) - After hydraulic jetting of the new line and re-chlorinating the contractor failed the fourth bacteriological test. Last week the contractor placed the first of three lifts for the proposed A-4 storm drain box structure. The overall height of the box is 17’ requiring three concrete pours. The contractor has placed approx. 60 linear feet of 24” HDPE storm drain pipe, and concrete head walls. Sage Highlands Pomerado Road (G16-0002) - The D-25 sidewalk undercrossing has been placed. The DG path is nearly 75% complete. Betancourt Residence Iris Lane (MDRA 17-031) - The preconstruction meeting for this single-family residence has been held. The contractor has complete pad over excavation and recompacted the existing slope per the project geotechnical engineer’s recommendation. Vu Residence Iris Lane (MDRA17-036) The preconstruction meeting for this single-family residence has been held. The over excavation of the pad area is complete. The contractor has begun marking out building footings. Mitchel Residence Iris Lane (MDRA17-031) - The preconstruction meeting for this single-family residence has been held. Over excavation of the pad area is ongoing. Parkinson Addition Orchard Bend (MDRA18-005) - The preconstruction meeting for this single-family residence is scheduled for this week. Director’s Notes June 6, 2018 Page 5 Mehdi Residence Spyglass Terrace (G14-0018) - The contractor has passed the SDG&E trench inspection. Conduit has been installed and the trench and excavation on the neighbor’s property to the west has been backfilled. The contractor continues to work on the building phase of the project. Marlow Residence Deer Valley Estates (G17-0007) - The contractor has completed the over excavation of the pad area and has begun work on the private water service. The water service alignment is being changed due to encountering dense rock in the approved path. A new path is being reviewed to confirm viability. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) (WI18-002) - The project inspector has scheduled a preconstruction meeting for the change to the water line for this week. Tilt up construction is ongoing as is the onsite storm drain installation. Storm drain work is nearly 70% complete. SCHEDULED ROAD/LANE CLOSURES  Possible lane closure on La Manda, Pomerado Road and Casa Avenida, all lanes, for work related to the Sage Highlands Project.  Possible lane closure on Kirkham Way between General Atomics Way and Stowe Drive, both directions, for work related to the Ridgeview Industrial Project.  Lane closure Twin Peaks at Silver Lake, Twin Peaks at Community Rd and Twin Peaks at Midland Road for work related to the Traffic Signal Controller Upgrades project.  Lane closure Stowe Drive between Community Road and Danielson Street both directions for work related to the SDG&E electrical line project design.  Possible lane closure on Community Road between Stowe Drive and Twin Peaks Road both directions. The Successor Agency has now completed the sale of every property required by the Long Range Property Management Plan. The Poway Oversight Board conducted its final meeting in April. Any future Oversight Board actions, primarily the approval of the Recognized Obligation Payments Schedule (ROPS), will be conducted by a new San Diego County Oversight Board beginning in July. • Staff attended the annual International Council of Shopping Centers (ICSC) conference. The conference drew over 35,000 attendees which included international retailers, restaurateurs, and real estate developers. Meetings to promote retail development and expansion opportunities in Poway were held with real estate developers and brokers, and Poway shopping center owners including Atomic Investments, the Festival Company, Flock & Avoyer, Springstead and Associates, ROIC, Kimco Realty, Newmark Knight, Regency Centers, and Retail Strategies. • Meridian Development President Guy Asaro gave staff a tour of the 3,000 unit Millenia mixed use development in Chula Vista. Meridian Development is the master developer at Millenia and is also in an Exclusive Negotiation Agreement with the City to develop the City’s Town Center properties. The tour gave staff the opportunity to look at different product types and architectural styles that will be the basis for the Town Center development. • Staff held an on-site meeting with representatives of a cell-phone company looking to locate a cell tower on the site of the auto storage lot at 13875 Kirkham Way. Staff is working with the company to obtain a list of existing cell towers with a similar design. The current Finance Manager, Andrew White, is retiring in January 2019. As part of the proposed FY 2018-19 budget, staff is requesting funds to provide for succession planning which provides time to transition between Andrew and the new Finance Manager. While the position is being advertised now, no job offer will be made prior to budget approval. Information Technology • Council Chambers AV System Upgrade – Majority of work completed; Longer microphones have been installed. • Munis Trainings will be held over the next few weeks and include the following topics: Munis Overview, Requisition & Overview Processing, and Workflow & Budget Analysis, in preparation for “go-live” on July 2, 2018. Replaced stained ceiling tiles and hung a picture at Fire Station 1. Repaired a leak in the coffee maker line and worked with Vineyard Doors to repair an apparatus door at Fire Station 3. Replaced a soap dispenser at the Library. Coordinated with the Fire Department for new locks and mounted a new key box in the Finance Department. Repaired a door lock at Public Works Operations Lounge. Worked to secure and make safe the bollards at Old Poway Park and replaced the door closer on the Rose Room door. Knocked down grass between the pens, mowed the new turf in pen three and prepared for reopening. Garden Road Park - Performed gopher abatement. Hilleary Park - Completed cleanup of the front planters and medians. Removed trash following the busy holiday weekend tournaments. Lake Poway Park - Performed irrigation inspections following the “Relay for Life” and Camp out events. Cleaned up and removed trash following the holiday weekend. Supported the “Public Works Week” luncheon on Thursday. Replaced a broken toilet paper dispenser, weeded and cleaned the area between Community Services building and the Park’s Maintenance building.
