From very young dancers to senior chorale members, the PCPA is a home for the arts in Poway. Community Services staff and volunteers conducted outreach efforts at Iron Mountain trailhead and Ellie Lane from January through June. Through discovery tables and patrols, hikers were educated on the importance of protecting our local raptor populations, and in particular our golden eagles. Let summer fun begin! Camps are in full swing and at full capacity throughout our parks and facilities, including this artventure camp at Old Poway Park and our own Lake Poway Day Camp. Meanwhile, staff at Old Poway Park is busy preparing for the ever-popular, patriotic celebration of Old-Fashioned Fourth. Community Park staff facilitated the quarterly Poway Sports Association (PSA) meeting on June 6. Comprised of youth and adult leagues using City and Poway Unified School District sports fields, PSA meets quarterly to allocate usage based on season and community need. June’s meeting included allocating sports fields for the months of July through September. Community Services Weekly June 20, 2018 Page 3 This month, 60 participants celebrated the start of summer at Community Park during a Pokémon- themed Kid’s Night Out! We created Pikachu hats, Pokémon gift bags, and went on a Pokémon hunt to catch ‘em all. Many parents expressed their appreciation for the program, mainly because it encourages their kids to recreate outdoors and with imagination. It was a great way to end a super fun series and planning has already begun for the 2018- 2019 Kid’s Night Out Series. The 2017-2018 Teen Program Series culminated with 57 teens celebrating at the happiest place on earth: Disneyland! Parents were thrilled the City offered a safe, positive trip the day after school let out. Teen Volunteers accompanied staff and were chosen based on hours of service and performance. It was a small way for us to thank them for their 2,072 hours of volunteer service throughout the year. Planning is already underway for the 2018-2019 Teen Program Series and it’s sure to be the best year yet! CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: June 20, 2018 SUBJECT: Director’s Notes PLANNING Neighborhood Meeting for Lot Split at 14724 Pomerado Road A neighborhood meeting was held on June 7 for TPM16-01, a request for a lot split at 14724 Pomerado Road, a property at the corner of Kozy Krest Lane and Pomerado Road. There were 25 people in attendance. The majority of those present opposed the project for one additional residential lot in their neighborhood because they do not support the required widening of a portion of Kozy Krest Lane (a private road) and the disruption that construction would bring. The applicants are considering their options for moving forward. Neighborhood Meeting for Aria Estates Subdivision Approximately 18 neighbors attended a neighborhood meeting about a proposed 7-lot subdivision of a 7.4-acre vacant property on the east side of Pomerado Road between Poway Road and Robison Boulevard. Access to the proposed subdivision would be from Danes Road, a public street that connects with Robison Boulevard. This was a follow-up to a neighborhood meeting held in January where neighbors living directly to the east of the project site expressed concerns about being able to maintain privacy after the lots have been developed. There were several questions since the project was only a tentative map and no homes were originally prosed with the project. In response to those comments the applicant submitted a Development Review application for the proposed development of the homes in March. Although the proposed homes are two-story, the neighbors appeared to appreciate the applicant’s effort to reduce overview into their properties by locating the proposed homes as far away from their homes as possible and by installing a solid fence and dense vegetation along the shared property line. Staff anticipates that the proposed Tentative Tract Map and Development Review applications will be brought to the City Council for consideration within the next few months. False Alarm Tracking and Billing For years, the City has used a Consultant to process alarm permits, collect false alarm charges and monitor activity. The current contract has expired therefore Development Services released a Request for Proposals (RFP) for False Alarm Tracking and Billing services on May 14. The RFP is for a revenue-sharing agreement with the City associated with alarm permit fees and false alarm charges. Through this agreement, 40% of revenue received is paid to a Consultant, 60% retained by the City. The deadline for proposals was June 5. A total of 3 proposals were received and staff is currently reviewing submissions for responsiveness. Upon completion of review, staff will prepare a report and recommend an award of contract at an upcoming City Council meeting. Director’s Notes June 20, 2018 Page 2 Tony Gwynn 5.5k Run/Walk A Temporary Use Permit was issued for the Tony Gwynn 5.5K fun run/walk on Saturday, June 23, hosted by AleSmith Brewing and benefitting the Tony Gwynn Foundation. The Start/Finish line is at Lake Poway and the course is along Lake Poway Road and Espola Road. The race organizers will provide traffic control and a notice was mailed to nearby residents. CAPITAL IMPROVEMENTS LED Street Light Conversion Pilot Program Due to manufacturers discontinuing the current low-pressure sodium street light fixtures, the City will be converting both residential and arterial street lights to allow for use of LED fixtures. In order to determine the most desirable fixtures, staff is running a pilot project with three major suppliers. The first of the three pilot areas were installed last week and the remaining two areas are anticipated to be installed in the next few weeks. After all three installations, Councilmembers along with staff from the City Manager’s Office, Public Works, and Development Services will be given a map of LED locations and asked to view the fixtures as well as complete an evaluation sheet. Funds for the pilot program and the complete City conversion will be from the street lighting account. Swim Center Mechanical and Deck Replacement Project A portion of the deck concrete was placed last week and found to be of poor quality. Staff has held several meetings with the contractor to determine next steps for the pool deck. Tile will be placed in the restrooms starting this week and installation of the new pool lights has begun. Spray zone features have been delivered to the site. With the assistance of Public Works staff, one of two sewer connections has been completed and the second is being installed. Pomerado Reservoir Rehabilitation Project The reservoir is back in service after it was filled last week and all required testing was completed. A punchlist was created to determine any outstanding items that need to be completed by the contractor. Buehler Reservoir Rehabilitation Project Final plans and specs have been received from the Consultant. Staff expects to be advertising this project for construction later this month. Community Park Electrical Upgrades Project Final plans and specs have been received from the Consultant. Staff expects to be advertising this project for construction later this month. Director’s Notes June 20, 2018 Page 3 Lake Poway Bathymetric Survey The final report was received from the consultant last week. The consultant used information obtained from sonar and topographic surveys, that they conducted, to determine that the lake holds approximately 162 acre-feet more water than originally indicated by the record drawings for the dam. The survey also found that there is approximately 6.4 acre-feet of sediment in the lake, which equates to just over 10,000 cubic yards. The areas with sediment are shown on the lake aerial image below. Water Treatment Plant Tank Farm & Chemical Building Project The 100% design plans have been submitted for building plan check and routed to Public Works for final review. Staff expects to be advertising this project for construction later this month. Director’s Notes June 20, 2018 Page 4 Water Treatment Plant Upgrades and PS-1 Electrical Upgrades Project The switchgear cabinet has been received and is being installed. Once complete, the contractor will need to coordinate with SDG&E for power switchover. This is the final remaining item for the project to be considered substantially complete. LAND DEVELOPMENT Castiglione Residence (G17-0008) – City staff has approved the construction change to the grading plans revising the pad elevation and adjusting the horizontal location of the pad for the single-family residence on Oak Canyon Road. The Geotechnical Compaction Report was returned with comments as well as the Certificate of Line and Grade. Filhart Water Improvements (WI18 -001 & ESMT18-014) – The water easement documents have been approved and sent to the grantor for signature. The plans for a water main extension and fire hydrant installation on Deer Valley Estates associated with the Filhart single-family residence have been conditionally approved, pending recordation of the offsite water easement. Lot 8 Murel Trails (ESMT18-013) – City staff approved the legal and plat for a Brush Management Easement proposed for the benefit of Lot 8, located on the property to the north of Lot 8. PanWebster Residence (G16-0011) – City staff has approved the Certificate of Line and Grade. Trading Post (G18-0002, STI18-001, M18-001) – Comments were issued on first review of the grading and improvement plans along with a lot merger for the mixed-use development located on Poway Road between Community Road and Bowron Road. Christensen Residence (FLD18-0007) – An application for a floodplain development permit has been submitted to allow ground mount solar to be installed within the floodplain limits for a residence on Twin Peaks Road. Mechling Subdivision (G1603-07 & TTM 06-04) – Redlined record drawings have been submitted for review and approval of the 10-lot subdivision in High Valley. Sage Highlands (G16-0002) – Redlined record drawings have been submitted for review and approval of the 10-lot subdivision near Pomerado Road. Director’s Notes June 20, 2018 Page 5 STORMWATER FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally backed flood insurance within communities that enact and enforce floodplain regulations. To qualify for the NFIP, a community must adopt and enforce a floodplain management ordinance to regulate development in flood hazard areas. Additionally, the Community Rating System (CRS) is a national program developed by the Federal Emergency Management Agency (FEMA) through which communities can be rewarded with discounted flood insurance premiums by doing more than simply meeting minimum national standards. To participate in the CRS program, city staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help residents obtain flood insurance. Through the City’s participation in the CRS program residents currently receive a 10% discount on their flood insurance premiums. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. Every 5 years FEMA conducts a verification visit with city staff which involves a detailed review of all credited activities and site visits with FEMA staff and their specialists. Poway’s 5-year visit occurred on June 15. FEMA will now prepare a letter to the City summarizing the results of the visit, including any requests for additional information, after which City staff will have 30 days to respond. INSPECTION Ridgeview Industrial Phase II Kirkham Way (G16-0013) - Building A - Bio-basins are complete. The remaining landscape and irrigation installation around the building continues along with punch list items. Building B - The contractor submitted a construction change to lower a section of waterline behind Building B after it was found that there would not be enough cover over the pipe. The contractor conducted the pressure test on the lowered line, but the test failed. Excavation and inspection of joints were performed to try and locate the issue. Grading and placement of the base pavement for the parking lot improvements continues. Building C - The contractor is working on bio-basin planting and parking lot striping. Poway Stowe Properties Crosthwaite Circle (G17-0001) - After additional flushing and chlorination testing, the new main has been re- sampled and passed. The contractor has completed the tie in. Last week the contractor completed placement of two type A 36”x36” storm drain box clean outs, and approx. 100 LF of 24” SD pipe, completing pipe installation. The contractor backfilled the newly placed A-4 clean out box structures. The contractor has begun work on the proposed keystone walls east and west of the project and began concrete loading dock placement. Director’s Notes June 20, 2018 Page 6 Sage Highlands Pomerado Road (G16-0002) - The D-25 sidewalk undercrossing has been placed and the DG path along La Manda completed. Last week the contractor began street light conduit placement. Crews placed approx. 200 LF of 2 “conduit along Pomerado Road. Filhart Residence Deer Valley Estates Road (G16-0014) - The owner submitted a revision to the grading plan. The revision allows for additional cuts to generate needed material. Presently the pad is approx. one foot low but will be near to or at proper grade with the additional material. Marlow Residence Deer Valley Estates (G17-0007) - The contractor has completed the over excavation of the pad area. The project inspector noticed that the contractor had begun clearing a path through the BCE for the proposed water service. In addition, the contractor placed a large volume of rock within the BCE on the opposite side of the project. The owner was issued a stop work notice for both issues. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) (WI18-002) - The project inspector held the preconstruction meeting for the change of work and the additional work to the water line. The contractor has located and identified the existing main and connection points. The contractor has hot tapped the city’s existing water main for the proposed services to Lots 1, 12.13. and 18. Tilt up construction and slab placement continues as does the onsite storm drain installation. Bourgeois Residence Millards Road (G15-0003) - Last week the project inspector was on site to review work being performed near the BCE to the west of the Lot. The Lot has been purchased and the new owner has begun excavation for the septic systems percolation test. Clearing and excavation looks to have crossed into the BCE. In addition, located further to the east the owner has requested to relocate a portion of the BCE to accommodate the storm water basin location. The contractor was issued a notice requiring staking to confirm the BCE location. The owner will also need approval from the State of California allowing relocation of the BCE. Near Tamid Synagogue Preschool (CUP17-001) - The preconstruction meeting for the pre-school has been held. Construction has begun. PanWebster SFR Belvedere Drive (G16-0011) - The contractor has completed earthmoving, wall construction, brow ditch placement and is currently working on the shared driveway access road. Plumbing/HVAC 32 Unclogged one sink in the men’s and one in the women’s bathroom at the Senior Center, a toilet at the Auditorium, a drinking fountain and the men’s restroom toilet (two times) at the Library, the urinal at Community Park Ballfield and another inside the park. Repaired a dripping spigot at Fire Station 1 and replaced one at Starridge Park. Repaired a leaky sensor on the urinal in the Hamburger Factory restroom. Repaired a wax ring on a toilet in Public Works Operations and repaired a urinal at the Water Treatment Plant. Rebuilt the flushometer at Lake Poway. Repaired a leaking sink at the Library and performed drain work at City Hall in the men’s, upstairs restroom. Responded to a report of no air conditioning in Council Chambers’ audio/visual room and reset the system. Checked the air conditioning in the Public Works Operations Center, called AO Reed out to repair. Checked out water damage at Fire Station 2 and discovered mold. ATI was contracted to abate the mold. Met with Ontario Air and repaired VAV’s 1-20, 1-26, 1-29, 2-6, 2-16, 2-40 and 2-45 and worked on 2-47 but could not repair. Met with AO Reed for a quote to upgrade the plumbing in Fleet Vehicle Maintenance. Inspected the new plumbing at the Pool in Community Park. Verified the boiler stack repair at City Hall. Hedged around and began renovating the Victorian benches around the carriage turn around. Sprayed for weeds along the creek. Poway Oaks Neighborhood Park - Replaced several turf irrigation heads. Silverset Park - Replaced several turf irrigation heads. Removed damaged pressure release valve on a drip irrigation line. Replaced a broken soap dispenser in the restroom. Starridge Park - Performed routine mowing and edging and replaced the basketball rim. Sycamore Creek Park - Replaced several turn irrigation heads in Sycamore East. Valle Verde Park - Removed two fallen tree branches. Dragged the ballfield filling in low areas and removing grass and weeds. Applied herbicide and temporarily installed a battery irrigation controller until the new one is repaired in the Pocket Park. Continued to lower the drip irrigation lines to just below the surface and covered with mulch. Miscellaneous Parks - Continued to complete housekeeping chores in the Community Park shop and yard. Assisted the contractor with removal of one of the existing barbeques at Aubrey Park and replaced three missing barbeques. Iron Mountain Trail - Delivered a yard of soil for an Eagle Scout project. South Poway Trail - Sprayed for weeds between the tunnel and the South Poway Staging Area. Pomerado Trail - Sprayed for weeds on the trail leading to La Manda Drive. Miscellaneous Trails - Cleaned up excessive trash left in the South Poway Staging Area.
