PLANNING
Neighborhood Meeting
A neighborhood meeting was held on June 28, 2018, to share details about two different but
related projects to develop a 15-person senior residential care facility on the vacant 0.5 acre
property located at 13612 Aubrey Street and a separate 15-person senior residential care
facility on a separate adjacent vacant 0.5 acre property located at 13608 Aubrey Street.
Notices of the meeting were mailed to 67 property owners and occupants within 500-feet of
the subject lots. Four neighboring owners attended the meeting and discussed the
proposals. Nobody voiced opposition to the projects. Both projects are tentatively being
scheduled for public hearings before the City Council in August 2018.
False Alarm Tracking and Billing
For years, the City has used a Consultant to process alarm permits, collect false alarm
charges and monitor activity. The current contract has expired therefore Development
Services released a Request for Proposals (RFP) for False Alarm Tracking and Billing
services on May 14. The RFP is for a revenue-sharing agreement with the City associated
with alarm permit fees and false alarm charges. Through this agreement, 40% of revenue
received is paid to a Consultant, 60% retained by the City. The deadline for proposals was
June 5, with a total of 3 proposals received. Upon submission review, staff is preparing a
report to recommend an award of contract to Municipal Alarm Tracking, the City’s current
provider, at the August 7th City Council meeting.
TUP 18-020, Poway Weapons & Gear
The Planning Division approved Temporary Use Permit 18-020 for Poway Weapons &
Gear’s 4th Anniversary Celebration. A vendor’s fair along with a kid’s zone will take place in
the parking lot. The event will be conducting a canned food drive for the San Diego Food
Bank and all proceeds from the range reservations for the day will go to the Wounded
Warriors Foundation. Poway Weapons & Gear claims to be the largest indoor gun range
in the western United States.
CAPITAL IMPROVEMENTS
Poway Dam Inundation Study
A kick-off meeting for this project has been held. Staff has provided the consultant with the
requested Poway documents and the consultant has obtained necessary documents from
San Diego for Lake Hodges. This study will provide an inundation map in the event of a

Lake Poway dam failure. The map and supporting technical study is required by the
California Department of Water Resources. Draft documents are expected from the
consultant in late July.
ADA Barrier Removal 17/18 Lake Poway Project
The final plans have been submitted to the County of San Diego for review prior to
advertising for construction. This is one of the requirements due to the CDBG project
funding. It is anticipated this project will advertise for construction in July with construction
occurring in an October through November window, which was coordinated with Community
Services.
Cafagna Community Center Project
A consultant has been selected to complete cost estimates for this project. The consultant
contract is routing for signatures. The Schematic Design submittal is expected late this
week. Staff is scheduling separate coordination meetings with the consultant and Public
Works, Building Division, and Safety Services to go over the schematic plans. This will
provide the consultant with initial input on the project. Staff continues to have regular
meetings with Community Services to keep them up to speed on the project.
WTP Washwater Tank Rehabilitation Project
The consultant has submitted 100% design plans and specs for final review. The documents
will be routed to Public Works prior to providing final comments. It is anticipated that the
project will be advertised for construction in August.
LAND DEVELOPMENT
Crossland Residence
City staff have approved the Certification for Line and Grade and the Soil Compaction Report
for the single-family residence proposed on Old Stone Road.
Davis Residence Boundary Adjustment
An application package has been submitted to adjust the property line between Lots 4 and
5 of the Murel Trails development.
Affleck Residence
The applicant has submitted the grading plan package for third review of the single-family
residence proposed on Old Coach Road.
Poway Valley Center
The applicant has submitted a construction change revising the alignment of the water main
for the fire hydrant proposed at the Poway Valley Center shopping plaza on Poway Road.
Mehdi Residence
City staff has approved the mylar construction change revising the rear yard drainage
through area drains to discharge at the curb in the front of the residence instead of through
a curb outlet along Pomerado Road.

Ridgeview Industrial II
A construction change for parking lot grades behind Building B has been approved. The
mylars have been released to the consultant to incorporate the changes.
Tech Center West
A construction change for modifying the Lot 12 fire service to avoid utility crossings has been
approved. The changes have been made to the mylars.
Filhart Residence
The applicant submitted new easement documents to revise the Biological Conservation
Easement and Open Space Easement on site to accommodate a landscape easement to
the neighboring property.
Thibodeaux Encroachment
The applicant submitted for a new encroachment agreement to install pavers in the right of
way on Lomas Verdes Drive.
STORMWATER
Education and Outreach
One of the goals for the Land Development group is to ensure education and outreach is
provided to the City’s residents in accordance with the requirements set forth in the Municipal
Storm Water Permit regulated by the San Diego Regional Water Quality Control Board.
Activities such as residential car washing, over-irrigation, pool dichlorination techniques and
proper use of fertilizer and pesticides are easy ways that residents can help to reduce the
potential for pollutants to enter our creeks and channels. In an effort to provide such
education, City staff will host a table at this weekends’ “Summer Movies in the Park” series
event located at Poway Community Park. Educational materials, brochures, pens and yo-
yos will be available free to residents.
FEMA Community Rating System
City staff has received the response letter from the field verification visit conducted by FEMA
staff in June. The verification visit involved a detailed review of all credited activities,
including submittal of all data and materials, and site visits throughout the City. As
anticipated, the letter requests some minor clarifications and additional data in order to
maintain the City’s current Class 8 standing. City staff is currently working on providing this
data within 30 days in order to complete the cycle visit.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - All onsite water line testing has been completed and accepted
by the City. Asphalt placement on the south side of building B is expected to resume now
that the water line is complete. Bio-basin construction around all three buildings is ongoing.
Basins are in various stages from material placement to planting. Crews are working on
remaining landscape, irrigation installation and punch list items around all three buildings.
Last week the contractor completed fire flow tests for all three buildings.

Poway Stowe Properties Crosthwaite Circle
(G17-0001) - The contractor has begun work on the proposed keystone wall along the
eastern property line. Last week the contractor completed the keystone wall along the
western property line. Parking areas and drive aisles on the north side have been placed,
and the contractor has begun forming along the west and south side of the building for
surface improvements. The third round of concrete placement is scheduled for this week.
Sage Highlands
Pomerado Road (G16-0002) - The contractor began street light conduit placement along
Pomerado Road. Crews excavated approx. 400 linear feet of trench but only placed approx.
200 linear feet of 2” conduit. After several days the inspector was forced to give the
contractor a notice requiring the trench be filled in, and the sidewalk be cleared of excavated
material. The contractor has completed street light installation along La Manda. Record
drawings have been submitted. The city will work with SDG&E to energize. Updated
Punchlist has been issued for grading and improvements.
Marlow Residence
Deer Valley Estates (G17-0007) - The project inspector noticed that the contractor had
begun clearing a path through the BCE for the proposed water service. In addition, the
contractor placed a large volume of rock within the BCE on the opposite side of the project.
The owner was issued a stop work notice for both issues. The boulders have been removed
and the owner’s engineer has begun the process to obtain the required approval to place
the water line in the intended location.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) (WI18-002) - The project inspector
held the preconstruction meeting for the change of work and the additional work to the water
line. The contractor located and extended the 8” water lines in four locations. Flint Place for
Lot 1, Dearborn Place for Lots 18 and 13, and Paine Place for Lot 12. Tilt up construction
and slab placement continue.
Pan Webster
SFR Belvedere Drive (G16-0011) - The contractor has completed earthmoving, wall
construction, brow ditch placement and the shared driveway access road. A punch list has
been created. Items remaining will not hold up the building permit issuance as they are minor
and require cleanup rather than construction.
Eschbach Residence
Joyas Court (G13-0005) - The owner was issued a correct work notice for constructing a
boulder retaining wall not on the approved plans. The owner will work with his design
engineer to resolve the issue.

Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of June 2018, the PCPA Carport PV system was estimated to produce
111,462 kWh (red line on both graphs) but in fact produced 132,509 kWh (blue bars on both
graphs). During June 2018, the system over-produced all but 2 days, June 16 and 17 (top
graph). These days were overcast for longer periods in the morning and earlier in the
evening than historically typical for the month of June. All mechanical systems are
functioning properly (orange line on both graphs).

Significant Activities for June 2018
• The City hosted the annual Access to Capital event with the Small Business Development
Center. The meeting attracted over 50 local business owners and included presentations on
how to improve your credit score and how to prepare your business to apply for a loan.
• Staff attended a meeting with the North County EDC and member cities to discuss National
Manufacturing Day. The event is tentatively scheduled for Wednesday, October 3 at CSU San
Marcos. The event will focus on next generation manufacturing careers and will invite local
high schools and community college students. Staff has begun reaching out to local
manufacturers about participating in the event.
• Staff attended a business outreach meeting with Delkin Devices. Delkin is a local
manufacturer of flash drives. Delkin has a need to obtain training for its assembly staff. Staff
has been able to connect Delkin with two funding sources to provide the necessary training
and funding.
• Staff was contacted by local manufacturer Hoist Fitness regarding its need to comply with
State air quality regulations for its fork-lift fleet. Staff was able to put Hoist in contact with the
local Air Resources Board representative and assist them to meet regulatory requirements.
• Staff met with Guy Asaro, President of Meridian Development, to hear an update on plans for
the Poway Town Center Development. Meridian continues its attempt to acquire additional
private property to facilitate its development.

Arbolitos Mini Park - Removed the low hanging tree branches along the
sidewalks and above the park benches.
Arbolitos Sports Fields - Aerated the soccer fields.
Aubrey Park - Placed mulch, cleaned up the parking lot,
performed irrigation repairs adjacent to the
ballfields, sprayed for weeds, trimmed the hedges
within the parking lot and removed leaves and
debris from within the medians.
Bette Bendixen Park - Removed low hanging tree branches that were
surrounding the playground and picnic area.
Blue Sky - Removed damaged picnic table.
City Hall - Picked up trash, cleaned up leaves and debris,
sprayed for weeds and performed minor irrigation
repairs.
City Owned Properties - Trimmed the pepper trees within the parking lot
across from Old Poway Park, removed fallen tree
branches and debris within two properties off
Community Road and picked up a large pile of tree
debris that a resident had piled up for us to pick up
off York Avenue.
Community Park - Performed minor irrigation repairs and restored the
irrigation wiring to the Pool, sprayed for weeds
throughout the park, removed graffiti within the
Skate Park and removed a damaged park bench.
Dog Park - Mowed and edged along fence lines, inspected the
irrigation and added water-time to water schedule.
Garden Road Park - Reattached the paper towel dispenser within the
restroom. Removed two large fallen tree branches
from the trail near the playground. Returned the
gopher gasser to the Lake Poway storage yard.
Hilleary Park - Removed graffiti from the wall near the creek and
assisted the playground repair Contractor with the
replacement of a worn out “spinner”.
OPP - Completed major renovations to 14 of the 15
Victorian benches that surround the fountain,
continued general clean up throughout the park,
performed irrigation inspections and adjustments,
and began trimming shrubs.
Lake Poway Park Replaced soap dispenser within the Pavilion
restroom. Removed a large dead shrub near the
back corner of the concession building and the
boat dock. Provided support for the Tony Gwynn
Run on Saturday and for the first Summer
Concert at the Lake on Sunday, performed weed
abatement around the archery range, filled in low
areas within the ballfield warning track, fertilized
the ballfield turf, replaced several aging turf
irrigation heads, performed an herbicide
