NOVEMBER 6, 2018 ELECTION
The City Clerk’s office has been busy preparing for the November 2018 election. This will be Poway’s
first by-district election since transitioning to districts in 2017. New Candidate Handbooks were
designed reflecting changes in election legislation and updated contents. An elections webpage was
published with information relating to the upcoming election, including a brochure for candidates
interested in running for local office.
Candidate filing period opened Monday, July 16 and will close Friday, August 10, 2018. The City Clerk’s
Office will be open on the final day of candidate filing, which is a dark Friday. The following took out
papers this week: Steve Vaus for Mayor, Dave Grosch for District 1, John Mullin for District 3, and
Caylin Frank for the 2 year at-large Council seat.

Here’s what we have been up to:
The Poway Center for the Performing Arts (PCPA)
Volunteer Usher Corps not only provides the City
with thousands of hours of cost-saving services,
but we in turn provide hundreds of retirees with a
sense of purpose, a place to utilize their skills, a
sense of community, and a place to call home.
Pictured here is one of the trainings PCPA staff
holds each July to provide continuing training to
the usher corps.
The Summer Concert Series continues to draw
large crowds! Over 2,000 people gathered with
family and friends to recreate and enjoy the
sounds of The Mighty Untouchables at Lake
Poway. Born in Brooklyn food truck provided
an opportunity to dine al fresco.

The 2018 Summer Movies in the Park Series kicked
off at Community Park on June 23 (The Lego®
Ninjago Movie) and July 7 (Ferdinand) with over
675 people in attendance! In addition to the movie,
families and youth of all ages enjoyed recreation
games provided by our teen volunteers and food
sold by Nana’s Heavenly Hot Dogs and DeLish
Dogs. These free events bring the community
together in a safe environment to enjoy our
beautiful City of Poway parks!
Business is booming at the Poway Farmers Market! Patronage
continues to increase due to the abundant and diverse offerings
and the positive community-gathering environment. The FY 17-
18 net revenue of $165,483 exceed the FY 16-17 total by nearly
$20,000.
Our wildly popular Lake Poway Day Camp
continues to be maxed out weekly with 61
campers and 12 counselors in training. Last
week, we beat the heat by chillin’ at Cardiff
State Beach and showed off our talents with
hula races and cultural crafts for a Hawaiian-
themed week. Our very own City staff
continues to provide an exceptional
experience for diverse interests and ages.
This week we’ll rocket off to the San Diego
Aerospace Museum!
The Friends of Blue Sky and volunteer docents turned out
in force to help the Interpretive Services staff install new
signs, replace broken lattice, and spruce up the native
plants outside the Lake Poway Office. Volunteers love to
show off their skills and demonstrate their substantial
sense of dedication to the Blue Sky Ecological Reserve
and the City.

PLANNING
Affordable Housing Property Sale
The resale of a Poway Meadows home continues as scheduled. SHOP program
underwriting is complete and two households remain eligible to move forward in the lottery.
The lottery will be conducted on 7/19/18. Once selected, the potential homebuyer will begin
working with a SHOP approved lender to obtain the primary mortgage, attend a SHOP
program course and a Department of Housing & Urban Development approved First-Time
Homebuyer course, as required by the program. The sale of the home is anticipated to be
complete by the end of August 2018.
CAPITAL IMPROVEMENTS
Pomerado Reservoir Rehabilitation
All punchlist items have been completed for this project. Staff is routing a final close-out
change order to adjust quantities in the contract to match what was constructed. The project
is scheduled to be Accepted by City Council on August 7.
Espola Road Safety Improvements Project
The traffic control was moved to Segment 2, between Durhullen Drive and Del Poniente
Road/High Valley Road, last week. The move date was delayed from late June due to a
scheduling error between the Contractor and their subcontractor. Work had already begun
on Segment 2 on areas that were within the Segment 1 traffic control area.
2018-2019 Street Maintenance Project
Slurry seal activities began this week. The work includes streets located within Pavement
Management Zone 1, which encompasses residential and arterial streets north of and
including Espola Road, from the western City limit to Sandhill Drive.

LAND DEVELOPMENT
Trading Post
The applicant submitted the grading plans, improvement plans, and lot merger for second
review for the mixed-use development located on Poway Road between Community Road
and Bowron Road.
Poway Corporate Center Lot 12
City staff has reviewed and provided comments of the redlined record drawings for the
grading and improvement plans associated with the industrial development at the
intersection of Community Road and Kirkham Way. Staff is releasing the mylar plans along
with the comments to expedite the process for final record drawings.
Sage Highlands
City staff has reviewed and provided comments of the redlined record drawings for the
grading plans associated with the 10-lot subdivision off of Pomerado Road. Staff is releasing
the mylar plans along with the comments to expedite the process for final record drawings.
United Oil
City staff has completed its’ first review of the grading plan package associated with the
redevelopment of the gas station on Poway Road. Comments have been issued to the
applicant.
General Atomics Building A40 Conduit Duct Bank
The applicant has submitted plans for first review of the conduit duct bank proposed along
Stowe Drive and Crosthwaite Circle.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Last week the contractor completed subgrade and base grade
compaction for the remaining section to be paved south of building B. Asphalt placement
south of building B has begun. Bio-basin construction around the site is ongoing. Basins are
in various stages from planting to installation of remaining surface improvements. Crews are
working on landscape, irrigation installation and punch list items on the existing street and
around the site. Last week the inspector and additional City staff members inspected the
curb, gutter and existing road and observed all damage. A list of damage will be given to the
contractor to make corrections.
Poway Stowe Properties
Crosthwaite Circle (G17-0001) - The contractor has completed both the geo-grid wall to the
west of the building and the keystone wall to the east. The loading dock and the north side
parking and drive aisles have been placed. Early last week the contractor completed
forming of the west side parking area and drive aisles. Concrete was placed after forms were
inspected and approved. Forming for the south side parking area and drive aisles is ongoing.
The contractor is actively working on both site bio-basins.

Sage Highlands
Pomerado Road (G16-0002) - The contractor has completed the street light installation and
the record drawings have been submitted. The City will work with SDG&E to energize both
locations. The contractor is actively working on punch list items throughout the site.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) (WI18-002) - The contractor located
and extended the 8” water lines in four locations; Flint Place for Lot 1, Dearborn Place for
Lots 18 and 13, and Paine Place for Lot 12. Both thrust block and anchor block for Lot 12
fire line will be installed and backfilled this week. Tilt up construction and slab placement
continue.
SDG&E Substation
Twin Peaks Road (G15-0010) - Work on the SDG&E substation was put on hold for several
months due to SDG&E design work. Design work is complete, and the contractor is set to
resume. The previously approved right of way permit expired, was extended, then expired
once again. No response was received from the contractor when notified. The contractor
has submitted for a new right of way permit.
Hilltop Preschool / Ner Tamid Synagogue
Casa Avenida (CUP17-001) - Last week the contractor placed the 20’ wide concrete
driveway for fire access and installed the pre-manufactured walkway/ramp providing access
to the modular building. The new deck was confirmed to be porous as per the approved
plans.
Poway Valley Center H2O
Poway Road (WI17-004) - The contractor has completed the water line and fire hydrant
installation. The inspector has created a punch list to aid in completion. Last week the
contractor completed the fence that separates Little Sprouts daycare and the rest of the
property. This week the contractor will be working to remove existing asphalt and excess
soil prior to placement of pervious asphalt.
Kaminski Residence
Markar Road (MDRA17-013) - The inspector has performed the final inspection. Work is
complete and the request for occupancy form has been signed.
Strata Residence
Markar Road (MDRA17-005) - This single-family residence is complete and the Request for
Occupancy form has been signed.

Bette Bendixen Park - Trimmed the shrubs between the park and parking lot to

Blue Sky - Removed a damaged picnic table located in the
northern portion of the parking lot.
City Hall - Removed ground-trash from the parking lot, reported
camping gear within a hedge in the back lot as potential
encampment items (these items have since been
removed by the owner after notice was posted) and
trimmed the shrubs in front of these planters to avoid
reoccurrence.
City Owned Properties - Weed abatement in and around the Old Stone Lodge.
Community Park - Removed cracked tree branch over picnic area #1.
Performed weed abatement within the main parking lot
and continued irrigation renovations and replacements
surrounding the Pool facility.
Dog Park - Removed a damaged picnic table from pen #1 and had
West Coast Arborists trim sagging limbs.
Garden Road Park - Removed two fallen tree branches, cleaned up debris
along the trail and replaced a park fence post that was
damaged.
Hilleary Park - Cleaned up the entry planters and repaired a faulty
irrigation valve.
Lake Poway Park - Prepared for and supported the pre, during and post
4th of July events. Supported a Saturday Campout
and Sunday Summer Concert. Replaced a park fence
post within the upper parking lot. Aerated the ballfield
turf. Removed the “Trail Closed Due to Extreme Heat”
signs at the Iron Mountain and Ellie Lane Trail Heads.
Replaced an aging BBQ near the ballfield. Replaced
three turf irrigation valves, several irrigation heads and
made multiple drip irrigation repairs.

basketball court and the drinking fountain; completed all
necessary repairs.
Starridge Park - Mowed the ballfield and the non-playing area, adjusted
irrigation on the non-playing area and within the front
planters.
Sycamore Creek Park - Performed herbicide applications within both the East
and West Parks and replaced a faulty irrigation valve
within Sycamore East Park.
Valle Verde Park - Covered an area of bare dirt on the south side of the
playground with landscape mulch. Repaired a faulty
turf irrigation valve, several irrigation heads and one
drip irrigation line-break.
Trail - Pomerado - Replaced 2 missing fence rails, replaced trail sign,
removed a faded volunteer sign and ordered a new one
to replace it.
Trail - Twin Peaks Rd. - Removed a fallen tree limb at west end of the trail.
Miscellaneous trails - Hosted a quarterly Trails Board Meeting, installed a dog
waste station at the south end of Midland Road.
Worked with resident on the Kent Trail to resolve a
fungus issue.
Emergency Response
Emergency Response Call-outs 17 Water Distribution Issues: responded to seven meter
leak calls which resulted in four gaskets being replaced,
turned off two meters so residents could repair leaks,
and responded to a call of no water and a call to turn on
meter.
Streets/Right of Way Issues: moved debris blocking
lanes and temporary filled pothole.
Landscape Maintenance Issue: Disconnected irrigation
drip system due to leak.
Alarm Issue: responded to alarm at Templars Hall.
Vehicle/Equipment Issue: Responded to alarm
indicating generator running at FS3.
Wastewater Issue: inspected sewer clean out and
confirmed blockage was on resident’s side.

Lake Poway and Poway Dam - Monitored lake level, rain gauge and evaporation;
obtained end-of-month dam piezometer reads.
Water Treatment Plant - Changed out two chlorine cylinders; flushed ammonia
lines daily; performed end-of-month reads for monthly
report; core inspection on two filters; jar testing done
with chemical vendor; prepped and installed new
chemical feed mixer pump at flocculation basin; general
housekeeping around plant; prepped influent vault for
new LED lighting (demo existing conduit and boxes).
Reservoirs Performed routine water quality sampling from various
reservoirs and performed mandated monthly
inspections.
Pumping Stations - Camelback: adjusted pressure transmitter ball valve
for suctions ide, half-closed.
Distribution System - Monitored and documented water quality, and
performed residual testing at Citywide locations.
Collection System - Removed odor sensor from manhole and documented
data collected.
North Poway Sewage Lift Stations/FS #2 - All: performed odor control maintenance.
Camino del Valle: troubleshot low flow on pump #2;
tested sump pumps.
