The sandwich chain will be taking the space formerly occupied by Which Wich. The Building Plan Check is currently in the final stages of review. New Project St. Michael’s Church located at 15546 Pomerado Road recently submitted a Conditional Use Permit (CUP) minor modification application (CUP 18-015) (handled administratively) and a Minor Development Review Application (MDRA 18-025) on a proposal to replace an existing 4,600 square foot rectory building with a new 4,700 square foot rectory building in the same general area and a proposal to add a 450 square foot restroom addition onto the main sanctuary building. CAPITAL IMPROVEMENTS ATP Cycle 4 Grant Application Staff has been working with County Supervisor Dianne Jacob’s office on the concept of a multi-use tunnel under SR-67 that could be used by pedestrians, bicyclists, and equestrians. Poway staff has been working on an Active Transportation Program (ATP) State grant to request funding for the project. Michael Baker International was commissioned to provide preliminary plans for the proposed project, the cost of which will be split in half between the City and the County. The grant application was submitted last week in advance of the July 31 deadline, and projects are scheduled to be awarded by December 31, 2018. Swim Center Mechanical and Deck Replacements Project Concrete placement for the deck is being placed once a week, with placement beginning at 4am to avoid the high heat causing issues with the concrete finish. Three pours have been completed. The next concrete placement is scheduled for this Saturday. Drywall is complete in the Admin building. Windows and doors in the Admin building, except for the storefront window wall, are also complete. Tile in the toilet areas is complete with ongoing placement in the locker rooms and showers areas. Painting in the locker rooms is complete. Director’s Notes August 1, 2018 Page 2 Multi-project Status Update Staff has completed the design on the following four projects, all with bid openings between August 13 and August 15: Buehler Reservoir Rehabilitation, Community Park Electrical Upgrades, FY 17/18 ADA Barrier Removal – Lake Poway Pathways, and Treatment Plant Chemical Building and Tank Farm Upgrades. 2018-2019 Citywide Striping Project The pre-construction meeting was held last week. Work started last week with the placement of stop bars in Pavement Management Zone 1, following behind the Street Maintenance Project. All striping in odd numbered Pavement Management Zones will be refreshed with this project. Refreshing of striping in Zone 7 is about 50% complete. Veteran’s Park POW/MIA Memorial Douglas Barnhart Construction is donating the construction of this project to the City. Staff is working with Risk Management, Finance, and the City Attorney to work out the details for an agreement with the Contractor. The bid opening has been cancelled. Poway Dam Inundation Map Staff received the draft Inundation Map and Technical Study last week. The documents have been routed to Public Works for review. Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of July 2018, the PCPA Carport PV system was estimated to produce 120,168 kWh (red line on both graphs) but in fact produced 125,080 kWh (blue bars on both graphs). During July 2018, the system over-produced all but 3 days, July 9, 10, and 18 (top graph). These days were overcast for longer periods in the morning and earlier in the evening than historically typical for the month of July. All mechanical systems appear to be functioning properly (orange line on both graphs). The lot merger exhibits have been approved and the covenant has been sent to the owner for signature. Filhart Water The single-family residence proposed on Deer Valley Estates requires an extension to the public water main and the addition of a fire hydrant. The second offsite water easement for the water main required was recorded last week. Mylar plans have been requested. Once the applicant executes the Standard Agreement for Public Improvements and pays the improvement securities and inspection fees, the mylars can be finalized and construction approved to commence. Chick-Fil-A City staff has returned comments for the first review of the grading plans associated with the Chick-Fil-A restaurant proposed on Poway Road. Affleck Grading Staff provided comments for third review of the grading plans associated with the single- family residence proposed on Old Coach Road. Malowney Grading Staff provided comments for first review of the grading plans associated with the single- family residence proposed on Markar Road. Christensen Floodplain Staff issued comments on the first review of ground mount solar panels proposed within the floodplain and floodway for a residence on Twin Peaks Road. Knox Subdivision The applicant has submitted a package for first review of the grading plans associated with the 2-lot subdivision proposed on Sunwood Trail. Webster Residence The applicant has submitted a request for partial release of grading securities associated with work complete on the grading for the single-family residence proposed on Belvedere Drive. Director’s Notes August 1, 2018 Page 6 INSPECTION Ridgeview Industrial Phase II Kirkham Way (G16-0013) - Bio-basin construction for all three buildings is nearly complete. The contractor is working on the onsite landscape and punch list items. Abandonment of existing stubbed utilities within the roadway has begun. In other areas of the roadway the contractor is scheduled to begin removal and replacement of damaged curb and gutter sections along Kirkham Way. Poway Stowe Properties Crosthwaite Circle (G17-0001) - The Bio-basin excavation and contouring for two of three bio-basins are complete and liner and bio-basin material placement has begun. The third basin is being excavated this week. Last week the contractor completed concrete placement for the west side parking and drive aisles. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) (WI18-002) - The contractor continues to work on tilt-up construction. Last week the contractor fine graded the loading dock area for building 1. This week the contractor is working on rough grade of drive, parking and planter areas around and between buildings1,6, and 7. SDG&E Substation Twin Peaks Road (G15-0010) - The contractor submitted for and received a new right of way permit. Work on asphalt slot patches in the right of way and interior asphalt is scheduled to begin this week. Poway Valley Center H2o Poway Road (WI17-004) - This week the contractor will be working on pervious asphalt placement. Work within the right of way continues. The contractor has installed conduit from the upgraded transformer at the rear of the project to the front and is now working on intercepting the existing SDG&E electrical line in the street to complete the connection. Once complete, backfill and street restoration will begin. Punch list work for both the water line and Little Sprouts Daycare continue. Pouliot Illegal Grading Northcrest Lane (G17-0011) - The contractor completed backfill behind the retaining wall and the installation of the D-40 storm water dissipater which outlets the site drainage. The project inspector has performed the final job walk confirming completion of all construction items. The project is complete. Crossland Residence Old Stone Road (G14-0016) - This week the project inspector has scheduled a preconstruction meeting for the sewer lateral and domestic water service connections. Director’s Notes August 1, 2018 Page 7 Austin De Lima Residence Avenida La Valencia (G15-0013) - Last week the site inspector contacted the owner to discuss the site inactivity and slope protection issues. Lack of maintenance of installed bmps and slope protection on inactive slopes was discussed with the owner. The owner stated that landscape work was scheduled to resume soon. Poway Corporate Center Lot 12 Community Road (G16-0009) (WI 16-006) - Last week the contractor performed the freezing and raising to grade of the new domestic and recycled water services. This work completes the punch list. The site inspector has performed the final site inspection conforming completion and has signed the occupancy request form. Sage Highlands (MDRA16-037-Lot 1, MDRA16-039-Lot 3, MDRA16-040-Lot 4) - Site work is complete. The inspector has signed the occupancy request form for Lots 1, 3, and 4 with Lot 2 remaining. The project will include replacing all seats with leather recliners, new concessions and a remodeled lobby area. Improvements will be in two phases, starting with five theaters and the concession area. After Phase 1 improvements are completed in mid-September, Phase 2 will commence on the remaining 5 theaters and the lobby area. All work is scheduled to be completed by the first week in November. • Development Services and Economic Development staff met with the owner of the Old Poway Village Shopping Center and their newest tenant, the Hop Stop. The business will be a family friendly kitchen and craft beer taproom located in the former (and soon to be expanded) San Diego Pond and Garden building. The business owners have hired Hauk Architecture, a firm that has designed over 100 breweries and tasting rooms. • Staff attended business outreach meetings with the following companies: o Teledyne Instruments – Staff provided the business with information on State sales tax credits and job training programs; o Hoist Fitness – Staff provided the business with information on SDG&E rebate programs. Staff has also put them in contact with local business Crown Lifts to purchase new forklifts for their operation. The business has been trying to get their State elevator permit for the past six months. Working with the Governor’s Office of Business and Economic Development, Staff arranged an inspection by CalOSHA that allowed Hoist to obtain a temporary permit. o Barons Markets Headquarters – Staff toured their warehouse facility and provided the company with information on job training programs. o Aldila - Staff toured the facility and discussed planned tenant improvement projects. July 2018 Report: Economic Development Page 2 • Staff continues to meet monthly with Guy Asaro, President of Meridian Development, to get an update on their plans for the Poway Town Center Development. Meridian continues to attempt to acquire additional private property to facilitate their development. Staff will have an update on the project for the City Council in September. • The City hosted the Chamber of Commerce Board Retreat. The annual meeting developed a business plan for the 2018/19 fiscal year. • Staff was appointed to the San Diego North EDC Board of Directors as an Ex Officio member. Garden Road Park - Performed herbicide application, repaired a failing turf irrigation valve, aerated turf areas, attempted to locate the source of a growing wet spot near the park restrooms. Hilleary Park - Made a repair to drip irrigation within the entry planter, began trimming the acacia along Community Road, performed irrigation inspection and made minor repairs, repaired a leak adjacent to the practice field, adjusted heads adjacent to the playground that were causing erosion and removed a fallen tree limb adjacent to the practice field. Lake Poway Park - Supported a Saturday Campout and a Sunday evening Summer concert, filled in open squirrel holes along the lake slope, repaired two picnic tables, replaced BBQ near the upper restroom, secured loose sections of shade cloth on the Pavilion patio, repaired multiple drip irrigation leaks within the parking lot medians, relocated a 10’ x 8’ cargo container from the Blue-Sky “back” parking lot to the Lake Poway upper maintenance yard and fertilized the trees within the upper parking lot medians.
