NOVEMBER 6, 2018 ELECTION
Candidate filing period opened Monday, July 16 and closed Friday, August 10, 2018. The City Clerk’s
Office was open on the final day of candidate filing, which was a dark Friday. The following filed
nomination papers and have been verified by the Registrar of Voters: Mayor - Steve Vaus, Yuri Bohlen,
Brian Edmonston, Emily Johnson; District 1 - Dave Grosch, Pete Neild, John Carson, and Jonathan Ryan;
District 3 - John Mullin and Joe Calabrese; and At-large 2-Year Seat - Caylin Frank, Torrey Powers and
Tony Russo. The following took out papers but did not file: Yvonne Houshan, Randall J. Young and
Christopher Olps. Not since the November ’86 election has there been this many (13) candidates on the
ballot.
Frequent updates to the City Clerk’s elections webpage proved to be most helpful to the public and
candidates as the nominees transitioned through the process. An official candidate list will be posted
once the ballot order has been determined by the Secretary of State.

The latest Reserve Park Ranger Academy had eight attendees and they are now actively
providing service to the community. The program has 51 active volunteers.
Six of nine Night Fishing weekends at Lake Poway are complete. The bi-weekly stocks and
inhabitant catfish population helped 13-year-old Cylas catch his first fish ever.
PCPA is unavailable for performances in July and August for annual maintenance. Projects
included replacement of the main drape and batten suspension clamps, sound-board repairs,
interior painting, and inventory/repair of 4,000 lighting instruments.
Fall registration opened on August 7. New programs this season include paint your own
pottery, country line dancing workout, and canine tricks!
Program improvements for the Teen Volunteer Program now include individual orientations to
expedite processing and higher-level intern opportunities. The program now has 90 active
participants providing volunteer service across the City.

PLANNING
Happy Poway Days!
The Planning Division has approved Temporary Use Permits for the Rotary Club of Scripps-
Poway to hold the Poway Days Parade on September 8 and for the Poway Valley Riders
Association to hold the Poway Rodeo on September 28 and 29. The Poway Rodeo will
again use the City’s vacant lot adjacent to the Circle K on Twin Peaks Road for overflow
parking. A Temporary Sign Permit was issued for the following Community Event
Signs: Community Day and Septemberfest in Community Park, Poway Day Parade
and Poway Rodeo. Thanks to the Risk Management Division for assisting with the
insurance reviews for the Parade and the Rodeo (required since the overflow parking site is
on City property).
Neighborhood Meeting for Solar Panel Array at Fire Station #3 Site
One neighbor attended a neighborhood meeting to provide information and receive
comments about the proposed installation of a solar Photovoltaic (PV) system for the City
of Poway on City-owned vacant land adjacent to the Fire Station #3 off of Leone Way. The
solar panels would be located on the west side of a minor hillside running parallel to
Pomerado Road. The solar panels would face west and south and would not be visible from
Pomerado Road and visibility of the array from other nearby properties and streets would
be limited considering existing topography and vegetation. Invitations to the meeting were
sent to owners of property within 500 feet of the project site which included properties in
both the City of Poway and City of San Diego. The one attendee did not have any objections
to the proposed project and expressed support for the City installing solar panels in general.
New Petco Concept
Petco has submitted a substantial Tenant Improvement (TI) application to the building
division to offer a new concept in Poway. The entire store will be remodeled and would be
rebranded as a Pet Coach store. The existing retail area would be reduced in size to make
room for new services such as a pet self-wash, dog day care, veterinary hospital, and a
demonstration area. The existing pet grooming and dog training areas will continue to be
offered but will also undergo a major remodel. Staff anticipates that work on the TI will begin

soon since a demolition permit for the interior has already been issued. Petco is still
contemplating if it wants to do some exterior changes to their store façade. It is not known
yet if the store will remain open during construction.
CAPITAL IMPROVEMENTS
WTP Tank Farm & Chemical Building Project
This project will replace various pieces of equipment at the water treatment plant including
valves, actuators, caustic soda tank, site tubes, chlorine piping, chemical metering pump,
utility water pump, and the sodium permanganate system. The project is currently out to bid
with 9 general contractors listed as plan holders. The pre-bid meeting was held last
Tuesday. A few questions from contractors have been received and will be addressed via
addendum prior to the August 23 bid opening.
Traffic Signal Controller Upgrades Project
The meter and pedestal at Twin Peaks and Midland were replaced without the needed for a
generator. Loops at this intersection will be installed this week. Due to the location of sewer
and water lines and ground conditions, the signal pole on the southeast corner of Twin Peaks
and Community will need to be drilled and a pedestal pole installed.
Ground Mounted Photovoltaic System – Fire Station 3
The neighborhood meeting was held on August 8. One resident attended the neighborhood
meeting and was in favor of the project. Three calls were also received from residents in
support of the project. The CUP will be presented to City Council on September 18. Due to
SDG&E design and construction timelines, the system activation is currently scheduled for
February 2019.
2018-2019 Street Maintenance Project
All slurry work is anticipated to be finished this week. Staff has been working with the
contractor on a punch list. Restriping of slurry sealed streets has begun.
LAND DEVELOPMENT
Davis Residence
City staff issued comments for first review of a boundary adjustment adjusting the property
line between Lots 4 and 5 of the Murel Trails Subdivision.
Webster Residence
City staff has approved the request for partial release of grading securities associated with
work complete on the grading for the single-family residence proposed on Belvedere Drive.
Bourgeois Subdivision
The owner has requested a list of remaining items left to complete in order to close out the
improvement plan project and the grading permit. City staff has provided a complete list of
remaining items to the owner.

Poway Corporate Center Lot 12
Staff has approved the request for final occupancy of the new light industrial facility proposed
on Community Road.
Sage Highlands
The owner has received final occupancy on the remaining lots. Staff has provided the owner
with the final punch list items to complete in order to close out the grading permit and
improvement plan project. The mylar plans have been released for the grading and
improvements to complete record drawings.
Walmart Lot Merger
The lot merger for parcels within the Walmart shopping center is now complete. Previous
recordation of the merger did not result in an actual merge of the properties because the
parcels were not owned by the same entity under the Walmart Corporation. All issues have
been resolved.
Filhart Water
The Standard Agreement for Public Improvements has been executed and fees and
securities have been provided. The mylars have been signed and the print package has
been requested. This project will install a water main extension and fire hydrant on Deer
Valley Estates as part of the requirements for the Filhart single-family residence on Deer
Valley Estates.
General Atomics Building A-40 Conduit Duct Bank
Comments were issued on first review of the improvement plans for the fiber optic duct bank
and vaults proposed along Crosthwaite Circle and a portion of Stowe Drive east of
Crosthwaite Circle.
STORMWATER
Dry Weather Outfall Discharge Monitoring
The Municipal Permit requires the City to perform Dry Weather Outfall Discharge Monitoring
each year. The City is required to visit at least 80 percent of its major outfall locations within
each Watershed Management Area (WMA) twice per monitoring year. The City’s current
inventory has 52 major outfalls, 16 in the San Dieguito WMA and 36 in the Los Penasquitos
WMA. The work includes a total of 84 routine field visits recording visual observations,
identifying evidence of and sampling dry weather flows, upstream source investigations and
trash assessments. The City’s consultant D-Max Engineering, Inc. has completed the field
visits and sampling of dry weather flows and is currently preparing a report summarizing
their findings. City staff has issued a series of letters to residents that were identified as
contributors of dry weather flows (i.e. over irrigation, illegal pool discharges, car washing,
etc). The letters are intended to educate and correct issues involving illicit discharges which
are a violation of the Municipal Permit and Poway Municipal Code. Follow-up and upstream
investigations may be required in response to the sampling results when data is returned
from the laboratories.

FEMA Community Rating System
City staff has completed and submitted the final package of requested items to FEMA staff
for the cycle visit. This material was completed in response to the letter received after the
field verification visit conducted by FEMA staff in June. The verification visit involved a
detailed review of all credited activities, including submittal of all data and materials, and site
visits throughout the City. As anticipated, the letter requested some minor clarifications and
additional data in order to maintain the City’s current Class 8 standing.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Bio-basin construction for all three buildings is complete.
Landscape and punch list work continues. Last week the contractor completed
abandonment of the existing stubbed utilities within the roadway. Utilities were capped and
concrete lugged. The old pipes were filled with a concrete sand slurry. Curb and gutter
removal and replacement has been completed and the contractor is scheduled to begin
asphalt patching along Kirkham Way this week.
Poway Stowe Properties
Crosthwaite Circle (G17-0001) - This week bio-basin construction continues. Liner and bio-
basin material placement is ongoing. Last week the contractor placed approximately 100
linear feet of modified D-75 Brow ditch above the newly placed keystone retaining
wall. Demo of the existing sidewalk and curb and gutter in the intersection of Stowe Drive
and Parkway Center Drive has begun. This week the contractor will work on forming and
placing the new ADA accessible ramps and driveway entrance.

SDG&E Substation
Twin Peaks Road (G15-0010) - The contractor completed the asphalt slot patches in the
right of way and interior asphalt drive aisles and parking area. Only punch list items remain
to be completed.
Thibodeaux Residence
Lomas Verdes Drive (G14-0017) - The contractor has removed a portion of retaining wall
which did not meet specifications. Last week the contractor placed the footing for the new
portion of retaining wall which replaces the non-conforming retaining wall.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Forming of curb for the site parking
lot has begun. Rough grade work for the loading dock to building 6 and between building 1
and 6 has begun.
Poway Valley Center H2o
Poway Road (WI17-004) - Pervious asphalt placement is complete, and the parking lot has
been slurry sealed and striped. Work within Poway Road right of way continues. The
contractor has installed conduit from the upgraded transformer at the rear of the project to
the front and intercepted the existing SDG&E electrical line in the street. Once tie-in is
complete, backfill and street restoration will begin. Punch list work for both the water line
and Little Sprouts Daycare is near complete with only minor items that remain. The site
inspector has scheduled a final punch list inspection for this week.

Bourgeois Residence
Millards Road (G15-0003) - The owner has requested a release of his grading bond. The
site inspector generated a punch list for the owner. Several items including a possible
grading violation were noted. One of the three graded lots was sold, and the new owner
began work prior to completion of the overall grading project. Work was done within the
biological conservation easement and possibly in the new water line easement. Other items
include correcting grading above the bio-basin and pad drainage issues.
Nguyen Residence
Budwin Lane (MDRA16-018) - All work on this single-family addition is complete. Final site
inspection has been completed. The request for occupancy has been signed.

portable air conditioning unit in the warehouse
office and re-taped duct work. Repaired the hot

Performed bi-annual controls servicing at the
Library. Cleaned coils on air conditioning units at
the Auditorium and Old Poway Park. Drained and
removed the hot water heater from Nelson
House. Unclogged a sink and checked out a
possible leak in the men’s room at in the Senior
Center. Met with Ontario Air for AH-3 and
replaced the economizer relays, installed a
thermometer at VAV1-30 and repaired a leak in
the ceiling from VAV1-30 at City Hall. Continued
with replacing a faucet at Poway Center for
Performing Arts. Replaced a drop kit in a toilet at
Lake Poway and called out AO Reed for repair.
Checked out thermostat issue at Public Works
operations lounge and AO Reed was called out to
make repair. Scheduled TAC Vista for the week.
Miscellaneous 19 Checked out the ice maker and the oven at Fire
Station 1. Checked out and repaired the coffee
maker at City Hall. Started changing out batteries
on automatic flushometers citywide. Cleaned up
snack machines and the facilities workshop and
adjusted hinges on door. Repaired rollup window
at and drinking fountain plate at Skate Park.
Repaired a door at the Community Park office.
Measured for wall tile at Fire Station 2. Adjusted
a door at the Senior Center. Followed up with
repairs completed by ATI at Aubrey Park.
Checked out holes in windows at Poway Center
for the Performing Arts and scheduled Sea
Breeze for replacement. Installed a vent to
resolve ice maker heat issue and repaired the ice
machine water line at Lake Poway Crew Shed.

Garden Road Park - Gopher abatement performed. Irrigation water line
repaired.
Lake Poway Park - Prepped/supported City Picnic, Campout and
Summer Concert. Replaced five parking lot fence
posts. Moved vehicles and equipment to
accommodate the parking lot slurry sealing.
Removed the low hanging tree branches on a
large tree in the bowl area. Replaced 2” irrigation
valve along with several irrigation head
adjustments. Returned 16 plastic trash cans back
to Old Poway Park after an Eagle Scout had
completed his project of retrofitting the existing
trash cans.
Silverset Park - Trimmed back the Acacia where encroachment
into the walking path had occurred. Trimmed the
shrubs in the parking lot medians. Irrigation head
repairs/replacements.
Sycamore Creek Park - Removed tree and leaf debris. Ongoing process
of locating and making all the needed irrigation
line repairs due to the large tree roots damaging
the existing water line.
Valle Verde Park - Gopher abatement performed. Completed

lot area for a future project. Filled in low areas in

Miscellaneous Trails - Removed couch and general debris located off the

out the transition area between the trail and new
bridge recently installed by an Eagle Scout.

Between Monday, July 30, and Sunday, August 12, Poway fire and paramedic crews
responded to 200 incidents of which 130 were medical aids.
