• Close to 15,000 hours have been donated by various volunteer groups in support of City
services over the last year.
• Lake Poway hosted 3 family campouts this summer for a total of 1,200 campers. The events
generated $14,878 in revenue, which exceeded staff projections. Families enjoyed night
hikes, s’mores, a magic show, and much more!
• The Teen Program Series is back with an exciting line-up including: Backyard Movie Night,
Night at the PCPA, Teen Mess-tival, Glow-in-the-Dark Dodgeball, Game Showdown, Glow-
in-the-Dark Egg Hunt, Teen Fiesta, Sea World Excursion, and Get Air Excursion! New this
year online registration is being offered through ActiveNet, which will allow for better tracking
of program participation.
• Despite the hottest August on record, 19 brave participants enjoyed docent-led hikes at Blue
Sky. Topics included flora and fauna, habitats, and riparian wildlife.

HOUSING
Affordable Housing Property Sale
The resale of a Poway Meadows home is complete.
Escrow closed on September 5. The Ordinario
family (Ed, Vivian, Kyleigh, Sophia, and Everett) are
extremely appreciative of having the opportunity to
be part of the SHOP Program and finally becoming
Poway residents, a goal for their growing family.
Real Estate and Fiscal Analysis RFP
To assist staff with the City’s affordable housing and real estate transactions, the City has
relied on the use of consultants to provide services such as real estate economics and
strategies; project pro forma review and analysis; fiscal impact and analysis; and annual
calculation of income and rental limits. The current agreement with Keyser Marston
Associates, Inc. expired August 19 with no additional extensions available. Staff released a
Request for Proposals on July 12. A total of 4 proposals were received and staff has
completed review of submissions for responsiveness. Staff will prepare a report and
recommend an award of contract to two consultants at the September 18 City Council
meeting.
PLANNING
Van Dam Peak Open Space Acquisition
An appraisal of the parcels was completed October 2017 with a subsequent appraisal review
conducted by the Department of General Services (DGS) in May. DGS’ review deemed the
appraisal not to be in compliance with the department’s standards and requirements. The
Trust for Public Land (TPL) and the appraiser, Anderson & Brabant Inc., submitted their
rebuttal of the appraisal review to the grant oversight agency, Environmental Enhancement
and Mitigation Grant Program (EEMP) last week. Because of this impediment, the Option
Agreement between the landowner and TPL will be extended until June 30, 2019 as well as
Exhibit A of the grant agreement between the City and EEMP to amend the project schedule
of the acquisition grant upon confirmation of appraisal approval by DGS.

CAPITAL IMPROVEMENTS
WTP Rehabilitation and PS-1 Electrical Upgrades Project
The final task for the project is switching over to the new electrical panel, switch gear, and
meter. This work is being coordinated with SDG&E. A power shutdown is required that will
impact three Public Works buildings: Admin, Maintenance, and Fleet. Staff has scheduled
the shutdown for September 21, which is a Friday that City offices are closed in order to
minimize impacts. There will be a temporary generator set up at the Admin building to keep
the servers running. A second temporary generator will be staged at the Maintenance
building in case of emergency.
Community Park Electrical Upgrades Project
This project will replace an existing electrical switchboard at Community Park that serves a
portion of the Senior Center and a portion of the park site lighting. Bids were opened on
August 22, with eight contractors submitting bids. The lowest bidder did not submit a bid
bond and therefore their bid has been deemed non-responsive. Staff will be recommending
award of the project to the second lowest bidder, Ace Electric, at the September 18 City
Council Meeting.
Martincoit Road Sewer Upsize Project
This project will replace approximately 1,200 linear feet of 8” pipe with 12” pipe, 1,900 linear
feet of 10” pipe with 12” pipe, and 1,800 linear feet of 12” pipe with 15” pipe that runs along
Martincoit Road, between Espola Road and Camino del Valle. Staff is coordinating with five
residential property owners to obtain new easements to relocate a portion of upsized sewer
main under an existing trail. The existing sewer easement contains a lot of mature trees
that would need to be removed in order to upsize the sewer main within the existing
easement. Four of the five owners have responded and are in favor of the new easements.
Staff has also been coordinating a new sewer easement with Poway Unified School District
(PUSD) within the Painted Rock Elementary School parking lot. The easement went before
the PUSD Board on August 9, 2018. There will be a public hearing for the easement on
September 13, 2018.
2018 CMP Repairs Project
This project will repair existing corrugated metal drainage pipe by installing a cured-in-place
liner at various locations in the City. Bids were opened on September 4, with four contractors
submitting bids. The apparent low bidder is Insituform with a bid of $237,784.00. This
project is scheduled to be awarded at the October 2 City Council Meeting.
Twin Peaks Road Speed Feedback Signs Project
This project includes installation of two solar powered, speed feedback signs on Twin Peaks
Road between Budwin Lane and Roberto Rio Road. Bids were opened on August 28, with
two contractors submitting bids. The apparent low bidder is HMS Construction with a bid of
$38,000.00. This project is scheduled to be awarded at the October 2 City Council Meeting.

Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of August 2018, the PCPA Carport PV system was estimated to produce
114,718 kWh (red line on both graphs) but in fact produced 115,754 kWh (blue bars on both
graphs). During August 2018, the system over-produced all but 6 days, August 9, 15, 20,
24, 25, and 26 (top graph). These days were overcast for longer periods in the morning and
earlier in the evening than historically typical for the month of August. All mechanical
systems appear to be functioning properly (orange line on both graphs).
LAND DEVELOPMENT
Davis Residence
City staff has notified residents within a 500’ radius of the application for a boundary
adjustment adjusting the property line between lots 4 and 5 of the Murel Trails Subdivision.
Affleck Residence
City staff released the grading plan mylars to the Engineer of Record to prepare the print
package of the approved plans for the proposed single-family residence on Old Coach Road.
The print package was returned to the City and routed to the lead inspector to schedule the
pre-construction meeting.
General Atomics Encroachment Agreement
The agreement to allow four encroachments at 14102 Stowe Drive within the City’s water
easement has been signed by the property owner. City staff has routed the agreement for
review and signature from the City Attorney.
Castiglione Residence
City staff has released the grading plan mylars to the Engineer of Record to prepare the print
package of the approved. construction change revising the pad elevations for the proposed
single-family residence on Oak Canyon Road.
Kingman Road Improvements
City staff has released mylar improvement plans to the Engineer of Record to prepare record
drawings of the water improvements along Kingman Road associated with the single-family
residence development on Oak Canyon Road.
Millards Road Water Improvements
City staff has released the water improvement plan mylars to the Engineer of Record in order
to prepare record drawings for the water improvements in association with the 3-lot
Bourgeois Subdivision.
Pouliot Residence
The mylars have been released to the Engineer of Record for completion of record drawings
for the illegal grading and retaining wall at a residence on Northcrest Lane.

Ridgeview Industrial II
Redlines drawings have been reviewed and approved for the Ridgeview Industrial II site
grading and improvements as well as the Ridgeview stockpile grading. The mylars have
been released to the Engineer of Record for completion of record drawings. This project
included the construction of three industrial buildings on the southside of Kirkham Way near
General Atomics Way.
Malowney Residence
Comments were issued for the second review of the grading plans for the proposed single-
family residence on Markar Road.
Outpost (Formerly Trading Post)
Minor comments were issued for the third review of the grading and improvement plans for
a mixed-use development located on Poway Road between Community Road and Bowron
Road. An electronic submittal of the fourth review has been received from the applicant.
The lot merger has recorded.
Marlow Residence
The applicant has submitted a construction change. The change is to rectify grading done
within the proposed Biological Conservation Easement (BCE). The dry utility and water
service trenches are proposed in a new location. The applicant will revise the BCE to
accommodate the trench relocation. All BCE documents will be reviewed by both Planning
and Engineering to ensure conformance with the project conditions of approval. The
construction change also incorporates a change in retaining wall type.
INSPECTION
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Buildings A and C are fully complete with no further inspections
required. Building B is near to completion with only landscape and offsite asphalt restoration
remaining. The request for occupancy forms for A and C have been signed by the inspector.
Offsite punch list items included asphalt patches and asphalt slurry on Kirkham Way. The
asphalt patches have been completed, and the asphalt slurry seal placement is scheduled
for Wednesday of this week.
General Atomics Parking Lot
Danielson Street (G16-0012) - A punch list walkthrough was performed. Several sections of
curb and gutter fronting the parking lot along Danielson Street will need to be removed and
replaced due to extensive damage during construction. City staff met with the General
Atomics representative and the project contractor to discuss remaining items.

Poway Stowe Properties
Crosthwaite Circle (G17-0001) - Bio-basin irrigation and landscape are nearing completion.
Removal and replacement of the existing curb and gutter, driveway approach and ADA
ramps at the intersection of Stowe Drive and Parkway Center Drive are complete. Last week
the contractor completed the re-configuration of the existing intersection striping. The site
inspector has begun the punch list which will aid the contractor in completing the grading
and improvement portion of the project.
Bourgeois Residence
Millards Road (G15-0003) - The owner requested a release of his grading bond. The
inspector conducted a punch list inspection generating a list to confirm completion. Several
items, including what appeared to be a possible grading violation on Lot 1 were noted. A
stop work notice to confirm disturbance within the conservation easement limits on Lot 1,
and a punch list was provided to the owner. Lot 1, one of the three graded lots was sold,
and the new owner of Lot 1 began work prior to completion of the overall grading project and
their individual MDRA approval. Some of the work done was within the biological
conservation easement.
The new property owner of Lot 1, being unaware of the stop work notice that was issued to
the previous owner, hired a contractor to complete the work, essentially disturbing more
area. The new property owner of Lot 1 was then issued a stop notice.
Subsequently, the new property owner, City planning staff, site inspector, and the previous
owner met and discussed the situation. Work required to correct any issues and possible
land mitigation were discussed.
Sage Highlands
Pomerado Road (G16-0002 & STI16-001) - Punch lists items for grading and improvements
are nearing completion. The one remaining item is energizing the newly placed street lights
along Pomerado Road. The final punch list walk through will be scheduled once the
contractor has completed the energizing of the new lights.
Mehdi Residence
Spyglass Terrace (G14-0018) - The owner was issued a correct notice requiring stockpiled
material and construction debris that have accumulated, be removed. The owner performed
a site clean-up removing debris and material. The contractor has begun stucco placement.
Kassen Residence
Skyridge Road (MDRA16-001) - The preconstruction meeting for this single-family residence
has been held.

Significant Activities for August 2018
• Staff met with the Government Relations Manager of Cox Communication to discuss upgrades
to the fiber network in both the business park and residential community. Cox is in the initial
stages of developing its deployment strategy.
• Staff attended meetings with four potential new businesses, including a real estate brokerage
firm, a self-storage business and two restaurants. The meeting topics were potential business
locations and the City’s approval process for permits.
• Staff attended a presentation by the Local Initiatives Support Corporation (LISC) and SDG&E
on new energy efficiency funding programs for affordable housing. Staff will work with
affordable housing developers to incorporate these funding sources into future developments.
• Staff continues to meet monthly with Guy Asaro, President of Meridian Development, to
receive updates on its plans for the Poway Town Center Development. Staff will be presenting
an extension to the Exclusive Negotiation Agreement to the City Council at the September 18
meeting.

under the new councilmember’s picture, repaired
doors and hinges at the Senior Center janitorial
closet and door on side entrance. Worked on the
turnout machine at Fire Station 3 (order two new
pumps). Replaced two windows at the Poway
Center for the Performing Arts. Worked on
remote controls for the apparatus doors at Fire
Station 1. Installed a new fridge filter at the
Water Treatment Plant. Replaced a toaster at
City Hall. Cleaned up vandalism on the City Hall
patio. Replaced keypad door latches and repaired
door hinges at Fire Station 3 and worked on regular

Incidents
Between Monday, August 27, and Sunday, September 9, Poway fire and paramedic
crews responded to 170 incidents of which 124 were medical aids.
TRAINING
Training Hours
Between Monday, August 27, and Sunday, September 9, personnel completed 498 hours
of training and activities. Topics included 222 hours of company training, 125 hours of
facility training, and 67 hours of EMS training.
