NOVEMBER 6, 2018 ELECTION
1st Pre-Elect Campaign Statements are due no later than 5:30 p.m., September 27, 2018. This
campaign statement covers the period from July 1 to September 22, 2018.
The City Manager’s Office conducted an orientation for the November 2018 candidates on Tuesday,
September 25th. Presentations were made by City Manager Tina White, Development Services Director
Bob Manis, City Attorney Alan Fenstermacher and City Clerk Nancy Neufeld.
RECORDS MANAGEMENT
Preparations are taking place for the Citywide Records Management Training to be held Oct. 3 and 4 in
the Council Chambers. Training will be conducted by the City’s records consultant Diane Gladwell.
Announcements have been sent to all city departments inviting key records staff to attend. Sign-ups
have been coming in and a good turnout is expected. Additionally, the e-mail portion of the training is
open to any staff member interested in receiving this very important records management policy.

PLANNING
Wildfire Defensible Space and Weed Abatement Programs Update
Code Compliance staff is wrapping up its annual weed abatement and defensible space
inspections. All City-owned weed abatement and defensible space properties have been
trimmed or reduced by Weed Eliminators, the City’s brush reduction contractor. Code
Compliance has opened a small number of enforcement cases as a result of some property
owners failing their annual inspection.
Boarding House at 13944 Powers Rd.
Code Compliance staff has been monitoring a property associated with an unlawful boarding
house since May of 2017. Staff had noted evidence of an unapproved garage conversion
and occupied rooms not approved for bedroom occupancy that converted a 6 bedroom
home into 12 bedrooms. The municipal code defines a boarding house as more than four or
more individuals renting rooms. The City successfully negotiated with the property owner to
reduce the number of tenants to 4, and ensured that the unlawful bedrooms were no longer
being occupied by tenants. Once the City verified the number of tenants was reduced, the
property owner applied for permits to build a new garage and approve the unpermitted
garage conversion. The new floor plan configuration under the issued permit will create a 9
bedroom, 2 bathroom home. Staff will continue to monitor this property after construction is
complete to ensure it is not being used as a boardinghouse.
Poway Valley Center Update - MDRA 16-027 and CUP 16-005
A major facelift of this center located at 13314-13358 Poway Road (west of Walgreens) is
wrapping up, and the City Council-approved preschool (Little Sprouts) located towards the
rear of the center is now in operation. The renovation of the center also included an
upgrade to the electrical service to the site. This resulted in the installation of new electrical
conduit on the roof which is visible from streets and adjacent properties. Staff is currently
working with the owners of the center to provide screening of the conduit.
Landscaping at Arco Gas Station - AM/PM
The landscaping, including a tree and several shrubs, at the gas station at 12805 Poway
Road (southeast corner of Poway Road and Carriage Road) was recently removed or
severely cut back. Staff is working with the new property owners to replace the tree and
install new drought tolerant plants along the street to reestablish the landscaping required
by the Conditional Use Permit for the gas station.

St. Michael’s Church Fall Festival (TUP 18-024)
St. Michael’s Church, located at 15546 Pomerado Road, is holding their 13th Annual Fall
Festival on Friday, Oct. 5th and Saturday, Oct. 6th. This fundraising and social event
consists of games, entertainment, food, and a raffle for a new Toyota vehicle or $10,000 in
cash! This year, in order to bring more visibility to their event, St. Michael’s will have a 38’
high Ferris wheel on the portion of their property facing Pomerado Road.
Poway Rodeo (TUP 18-023)
The 46th Annual Poway Rodeo will be held on Friday, Sep. 28th and Saturday, Sep. 29th at
14336 Tierra Bonita Road. The event includes everything from mutton busting (“sheep
riding” for young children) to live music and dancing! As in previous years, the Rodeo will
use the Poway Housing Authority vacant lot on Twin Peaks Road as overflow parking.
Stoneridge “The Farm” Preapplication (PA18-010)
A preapplication was received September 20th for a 118-acre specific plan proposed on the
Stoneridge Golf Course property to include 170 residential homes including twinhomes and
smaller detached cottages. Amenities include a swim and racquet club, café, wine and/or
beer garden, multi-purpose room and butterfly discovery center. Trails, agriculture pocket
parks, community gardens and ponds are also included. Staff is coordinating with the
applicant to determine which facilities will be open to the public and which will be available
to residents within the development only as a part of their HOA. Neighborhood meetings
will be held prior to scheduling the project for City Council action. The project will be subject
to a future Prop FF vote.
School Fee Increase
School fees were increased from $3.79 per sf to $3.90 per sf. New construction less than
500 sf is still exempt.
TRAFFIC ENGINEERING
As -Needed Traffic Engineering Consultant RFP
In late 2013, the City began utilizing as-needed professional services to carry out the City’s
traffic engineering tasks. Since that time, a consultant agreement with Kimley-Horn and
Associates, Inc. has been in effect. The agreement was for a period of 3 years with 2 one-
year extensions, all of which is scheduled to expire on December 4. Staff is preparing an
RFP for continued as-needed services. The RFP will be posted from September 28 through
October 18. If a consultant is chosen, staff will submit their recommendation to Council at a
future meeting and the agreement will be effective from December 5, 2018 through
December 4, 2021, again with 2 one-year extension options.

CAPITAL IMPROVEMENTS
Street Lights Project
The street light pilot ended last week and 38 residents sent emails. The pilot included
installing fixtures provided by three different suppliers. Based upon the selected lights, staff
estimates bidding the project for construction in early January 2019. Staff also anticipates
amending the Poway Municipal Code for the use of LED lights. While the pilot program is
over, the test lights will remain in place. The test lights cannot be replaced with Low
Pressure Sodium (LPS) lights due to the modifications that needed to be made to install the
LED lights. The lights not chosen will be replaced in the first phase of the construction
project.
Alta Mira Reservoir Rehabilitation Project
During the cathodic protection installation, additional corrosion was discovered that will
require the tank to be taken back out of service and drained. The corroded areas will be
removed to expose white metal, the holes plated, and new holes cut to meet the standard
5” size for the cathodic protection. It is anticipated that the work and retesting will take 45
days. Staff is coordinating with the contractor and Public Works to develop a schedule for
the repairs.
Espola Road Safety Improvements
Project
The Contractor has completed installation

and one free standing wall. This week, the
Contractor is stacking block for the three
walls. Recent work also includes
relocation of seven water meters and a
sewer cleanout. Clearing of vegetation
and removal of tree stumps has begun in
front of another property.

Boulder Mountain Reservoirs 1 and 2 Rehabilitation Project
The 100% final design plans are being reviewed by staff. It is anticipated that this project
will be advertised for construction the first week in October.
LAND DEVELOPMENT
Christensen Residence Floodplain Permit
City staff issued comments for the second review of ground mount solar panels proposed
within the floodplain and floodway for a residence on Twin Peaks Road.
Le Residence Floodplain Permit
City staff issued comments for the first review of an interior remodel proposed within the
floodplain on Claire Drive.
Rafail Residence Boundary Adjustment
An applicant has submitted a boundary adjustment package moving the property line
between Lots 7 and 8 of the Murel Trails Subdivision.
General Atomics Building A40 Conduit Duct Bank Improvement Plan
Comments were issued on second review of the improvement plans for the fiber optic duct
bank and vaults proposed along Crosthwaite Circle and Stowe Drive (a portion east of
Crosthwaite Circle). Within days of comment issuance, City staff received the third submittal
of the improvement plans for review.
Highcrest Court Subdivision Grading and Improvement Plans
The engineer of record has submitted mylar record drawings associated with the 10-lot
subdivision on High Valley Road for review and final approval.
Filhart Residence Grading Plan
City staff has reviewed and approved the Certification of Line and Grade and the Soil
Compaction report associated with the grading for a single-family residence on Old Coach
Road.
Davis Residence
City staff has conditionally approved the boundary adjustment revising the property line
between lots 4 and 5 of the Murel Trails Subdivision. The owner has 6 months to provide
required documents in order to complete the boundary adjustment.
Poway Valley Center
The applicant has completed the water improvement project comprised of the addition of a
fire hydrant near the rear of the Poway Valley Center property on Poway Road. City staff
has scheduled the acceptance of the improvements for the October 16th City Council
Meeting.

Poway Corporate Center Lot 12
The applicant has completed the water improvement project comprised of the installation of
a public water main loop and appurtenances through the Poway Corporate Center site
located on Community Road. City staff has scheduled the acceptance of the improvements
for the October 16th City Council Meeting.
Chick-Fil-A
City staff has returned comments for the second review of the grading plans and stormwater
reports associated with the Chick-Fil-A restaurant proposed on Poway Road.
Poway-Stowe Properties
The applicant submitted redline drawings for review and approval. The redlines have been
approved and the mylars have been released to the Engineer of Record for completion of
record drawings for the industrial building located at the intersection of Stowe Drive and
Parkway Centre Drive.
Ridgeview Industrial II
The applicant submitted record drawings for review and approval for the construction of
three industrial buildings on the southside of Kirkham Way near General Atomics Way.
Several errors have been noted on the record drawings. They will be returned for correction
prior to final close out of the project.
STORMWATER
Permanent Treatment Control BMP Facilities
Letters went out to all property owners with permanent stormwater facilities on their property.
The letter provides a copy of the annual certification for maintenance of stormwater
treatment control BMPs. The owners must certify and provide dates for maintenance
completion between October 1, 2017 and September 30, 2018. The completed certification
forms are due by October 31. Staff is currently inspecting the high-priority facilities
throughout the City, as required by the NPDES stormwater permit.
Construction Sites
Staff mailed notices to all active construction projects regarding the upcoming rainy season,
which starts on October 1. The notice indicated that all construction projects must implement
erosion/sediment control measures prior to the start of the rainy season. Beginning October 1,
the construction inspectors will begin completing stormwater inspections on all active
construction projects. The frequency of those inspections depends upon the priority rating of
the construction site. High-priority sites are inspected every two weeks, medium-priority sites
are inspected monthly, and low-priority sites are inspected as needed. The inspectors also
inspect major construction sites prior to rain events when at least a 50% chance of rain is
predicted within 48 hours.

INSPECTION
General Atomics Parking Lot
Danielson Street (G16-0012) - A punch list walkthrough was performed. Several sections of
curb and gutter fronting the parking lot along Danielson Street were removed and replaced
due to extensive damage during construction. Only final asphalt patching remains. Patching
is scheduled to be completed soon.
Tartre Residence
Avenida La Valencia (VAR14-008) - The owner has requested the final inspection prior to
occupancy. The site inspector has scheduled the site final inspection for this week.
Poway Stowe Properties
Crosthwaite Circle (G17-0001) - Bio-basin irrigation and landscape are nearing completion.
Removal and replacement of the existing curb and gutter, driveway approach and ADA
ramps at the intersection of Stowe Drive and Parkway Center Drive are complete. The
contractor completed the re-configuration of the existing intersection striping. The removal
of the existing striping damaged the asphalt slurry. The contractor was issued a correct work
notice and required to re-seal the damaged area. The site inspector has begun the punch
list which will aid the contractor in completing the grading and improvement portion of the
project.
Ridgeview Industrial Phase II
Kirkham Way (G16-0013) - Buildings A and C are fully complete with no further inspections
required. The request for occupancy forms for Buildings A and C have been signed by the
inspector. Building B is near completion. Offsite punch list items included asphalt patches
and asphalt slurry on Kirkham Way, both of which have been completed. Kirkham Way has
been striped and is complete. The site inspector will perform the final walkthrough for
Building B and offsite punch list items this week.

Sage Highlands
Pomerado Road (G16-0002 & STI16-001) - Punch list items for grading and improvements
are complete. The only remaining item was to energize the newly placed street lights along
Pomerado Road. All street lights have been energized and confirmed to be working. The
final punch list walkthrough will be scheduled for this week.
Thibodeaux Residence
Lomas Verdes Drive (G14-0017) - The contractor has completed the placement of the site
retaining wall footing, placed block and grouted wall. The footing excavation parallels a city-
maintained trail. The footing excavation was required to be protected during cure time and
prior to backfill.
Filhart Water Improvements
(WI-18-001) - The contractor began excavation to locate the existing water main. The water
main location was not located where the City mark out was placed. The contractor potholed
in a few more locations without locating the main. The City will work with the owner to try to
locate the existing water main.
Lot 7 Murel Trail
(ACP18-006/MDRA17-016) - The preconstruction meeting for the administrative clearing
and the preconstruction meeting for the MDRA are scheduled for this week.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Abandonment of existing sewer
laterals is ongoing. The contractor is working on subgrade placement, forms for curb and
gutters and concrete placement for parking and drive aisles.

Aubrey Park Due to unusually high incidents of irrigation
mainline breaks, staff have been systematically
troubleshooting for pressure problems and/or
product-related issues. There has been nothing
conclusive.
City Hall Staff continues to troubleshoot irrigation laterals
for persistent problems. Managing a minor rodent
infestation.
Community Park Provided support for the Poway Days and
September Fest events. Moved fence panels per
a work request and performed post-event irrigation
and turf repairs as needed. Aerated and applied a
wetting-agent to the turf within Dog Park’s Pen #3.
Removed numerous incidents of graffiti.
Garden Road Park Removed and disposed of a large fallen tree limb
from the trail, just outside the northeast corner of
the park.
Lake Poway Park Backfilled an old drain with two yards of dirt.
Supported a weekend campout from Friday
through Saturday.
OPP Began preparing facility for upcoming
“Rendezvous in the Park” event.
Silverset Park Removed and disposed of a large eucalyptus tree
branch from the trail adjacent to the park.
Miscellaneous Trails Replaced a broken board that covers a concrete
brow-ditch along the Espola Trail. Cleaned up a
fallen tree branch and debris from the Pomerado
Trail near the Big Stone Lodge. Removed graffiti
from numerous Iron Mountain Trail signs and from
the picnic table and telescope on the top of the
mountain.
Miscellaneous Parks Collectively completed 47 hours of irrigation
repairs and adjustments and 22 hours of tree-
related maintenance and trimming.

Between Monday, September 10, and Sunday, September 23, Poway fire and paramedic
crews responded to 188 incidents of which 131 were medical aids.
TRAINING
Training Hours
Between Monday, September 10, and Sunday, September 23, personnel completed 448
hours of training and activities. Topics included 249 hours of company training, 75 hours
of facility training and 31 hours of driver/ operator training.
