Evaluations have been positive and a reminder will be sent out encouraging those who haven’t completed their evaluation to turn in their form. This month, the PCPA is proud to display a variety of styles and mediums from Momo Becissa, Rit Mishra, and Christopher Polentz. November will feature an exhibit of beautiful, handstitched quilts from Friendship Quilters of San Diego. • The annual Rendezvous in Poway brought history to life this past weekend. On Thursday and Friday, over 1,000 school students toured historical encampments, panned for gold, and got a taste of the wild west. The excitement continued Saturday and Sunday with train robberies and gun-fighting reenactments for the general public. Approximately 3,000 attended. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: October 10, 2018 SUBJECT: Director’s Notes PLANNING The Hop Stop, 14055 Midland Road The City received notification of a permit application to the California Department of Alcoholic Beverage Control (ABC) Board for The Hop Stop located in the Old Poway Village Shopping Center. The ABC is asking to verify that the zoning will allow the business. In previous discussions with the applicant, The Hop Stop will be a brewpub offering food and craft beer. They will be adding an outdoor dining area along with other exterior modifications that will require a Minor Development Review Application. Proposed Express Tire Demo and Rebuild, 12619 Poway Road (PA18-009) A pre-application was received on September 6 to replace the existing Express Tire facility with an expanded 6,927 sf tire retail sales and service center and a 3,600 sf retail center. The project will need to be modified to comply with rear setback requirements to keep the rear building face away from future residents to the south. Frontage improvements are also required to have a storefront facing Poway Road. Should this project go forward to a formal application, it would be subject to City Council approval of a Conditional Use Permit application. Proposed Commercial Building, Creekside Plaza, 13409-13589 Poway Road (PA18-011) A pre-Application was received on September 27 for a new 5,000-square-foot retail building in the middle of the existing parking area closest to Chipotle Mexican Grill. This is feasible because the overall number of required parking spaces for the center has been reduced because fewer seats will be provided within the renovated movie theater and reduced parking standards have been established for restaurants with the Poway Road Corridor Specific Plan. Should this project go forward to a formal application, it would be subject to City Council approval of a Development Review application. Vacant Lot on St Andrews Drive The City received a Minor Development Review Application (MDRA) for the development of a vacant lot on St. Andrews Drive near the intersection of Del Paso Drive. This lot has remained undeveloped since the creation of the Stone Ridge development, due to its steep slope. The development proposes a 2,286 sq ft building, including an Accessory Dwelling Unit (ADU) that will be built into the hillside with decks on the front and rear of the home. Director’s Notes October 10, 2018 Page 2 CAPITAL IMPROVEMENTS Traffic Signal Controller Upgrades A change order has been approved to drill the hole for the new traffic signal pole on the southeast corner of Community Road and Twin Peaks Road. The contractor is entering into an agreement with a sub-contractor and scheduling the work to take place this month. The contractor has removed a damaged tree at the intersection of Silverset Street and Twin Peaks Road after receiving a correct work notice to remove it. Poway Dam Inundation Map Final comments were provided for the Inundation Map and Technical Study and are being addressed by our consultant. The consultant will provide a hard copy of the final version for City Submittal to the Division of Safety of Dams (DSOD). The consultant submitted the draft Emergency Action Plan and a review meeting with Public Works and Safety Services is scheduled for October 9. Limited Hydraulic Study – Exposed Sewer near Martincoit After meeting with Public Works and reviewing our consultant’s report on preliminary sewer designs, it was decided that the City would pursue a permanent sewer replacement design which combines a portion of trenchless and open trench installation. The consultant completing the study will provide an updated report with preliminary estimate. Temporary solutions to protect the exposed sewer are also being explored by our consultant. Staff will be pursuing additional survey work by an as-needed survey consultant to determine the extent of existing easements in relation to the proposed replacement. Alta Mira Reservoir Rehabilitation All repair items have been completed and only punch list items remain. This week the reservoir will be filled and the first of two tests will be completed. The second test will be completed next week. It is anticipated that the reservoir will be back in service by October 19. Swim Center Mechanical and Deck Replacement The contractor continues to work through the punch list. To date, they have completed approximately 50% of the punch list items. The contractor requested final Building Department inspection, which was conducted on October 9. Thirteen items were noted. County Health also has a follow-up inspection the week of October 17. The equipment startup has begun, and staff will be trained on the operation of the equipment this week. The contractor has started delivering the project closeout binders. WTP Rehabilitation and PS-1 Electrical Upgrade The final task to repair the trenches in the parking lot next to PS-1 will be completed this Tuesday. The removal of the old switch gear was accomplished last week. This project will be complete by the end of this week. Director’s Notes October 10, 2018 Page 3 Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of September 2018, the PCPA Carport PV system was estimated to produce 97,020 kWh (red line on both graphs) but in fact produced 92,077 kWh (blue bars on both graphs), which is less than anticipated. During September 2018, the system over-produced all but 11 days. The 11 days where the system under-produced are shown on the first graph as blue bars below the red line and were overcast for longer periods in the morning and earlier in the evening than historically typical for the month of September. All mechanical systems appear to be functioning properly (orange line on both graphs). Overall, we are on track to meet our production goals for the year. The annual reconciliation for the system, also called “True up”, analyzes the system production in relation to usage for annual bill credits. The City’s consultant is currently analyzing the data which will be provided to SDG&E, by the City, in early November. SEPTEMBER 2018 MONTHLY PRODUCTION TOTAL PRODUCTION SINCE SYSTEM OPERATIONAL LAND DEVELOPMENT Filhart Residence Water Improvement City staff is working with the Engineer of Record to accept a re-design of the proposed water main along Old Coach Road due to a utility conflict found during construction. The goal is to handle this change in the field and document the change in the record drawings as opposed to processing a construction change and causing additional delays. Director’s Notes October 10, 2018 Page 4 Ridgeview Industrial II The applicant submitted revised grading and improvement plan record drawings for review and approval for the construction of three industrial buildings on the south side of Kirkham Way near General Atomics Way. The record drawings have been accepted. Staff is processing the documentation for release of securities and has scheduled improvement acceptance for the November 7th City Council Meeting. Mansur Parking Lot The applicant has submitted a grading package for first review to add a small parking lot on a property next to the liquor store at the corner of Garden Road and Claire Drive. The parking lot will be used to store U-Haul rental vehicles. Bazaz Residence Grading plans for third review have been submitted to the City for the proposed single-family residence on Coyotero Drive. The submittal included the revised grading plans, Storm Water Quality Management Plan, and Hydrology report. STORMWATER Trash Amendment The San Diego Regional Water Quality Control Board issued Final Order No. R9-2017-0077 for Control of Trash in Discharges (Order) on June 2, 2017. The order requires all Municipal Separate Storm Sewer System (MS4) permittees within its jurisdiction to select either Track 1 or Track 2 for implementing trash reduction measures within three months of Final Order issuance. The City had previously chosen Track 1 for compliance with the Order. Track 1 will require the installation and maintenance of full-capture devices in all storm drain inlets within priority land use areas. The full-capture devices will eliminate trash greater than 5mm in size (essentially capturing anything larger than a cigarette butt) and prevent it from entering the storm drain system. The Order requires MS4 permittees to submit a jurisdictional map identifying Priority Land Use areas, the corresponding storm drain network, along with proposed full capture system installation locations and the associated drainage areas for those locations. This jurisdictional map is due December 3, 2018 to the Regional Board with full implementation within 10 years. Staff is currently working with D- Max Engineering to finalize the jurisdictional map for the December 3rd submittal. A time schedule for full compliance must also be provided, including interim milestones, with a completion date no later than December 2, 2030. Over-Irrigation Audit The San Diego Water Board completed a program audit of San Diego County Copermittees to assess each jurisdiction’s program effectiveness to prohibit over-irrigation. The San Diego Water Board has identified non-storm water discharges resulting from over-irrigation as a source of pollutants to receiving waters. The audit evaluated the City’s Jurisdictional Runoff Management Plan (JRMP), ordinances, public outreach and education program (available on its website), implementation of its Illicit Discharge Detection and Elimination (IDDE) and enforcement program, and jurisdictional strategies for active and effective implementation of provisions set forth in the Municipal Storm Water Permit. The audit found Director’s Notes October 10, 2018 Page 5 areas where the City’s program meets the provision requirements and some areas where the City potentially does not meet the provisions and requires responses in the Annual Report. City staff is currently reviewing the audit and working to provide revisions to the City website and overall program in order to comply with requirements. FEMA - CRS PROGRAM Flood Protection City staff has mailed out letters to all residents located within the Special Flood Hazard Area as defined by the Flood Insurance Rate Maps produced by FEMA. These letters provide valuable information regarding the property’s likelihood to flooding, knowledge regarding other flooding hazards around the property, flood insurance, safety tips, drainage maintenance and how to build responsibly to avoid future flooding. Additional information is provided to properties that have already flooded repetitively and have filed insurance claims. INSPECTION Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - Bio-basin excavation has begun while abandonment of existing sewer laterals and water services continue. It was determined by the City water supervisor that the two existing 6” water lines that were scheduled to be abandoned do not exist. The contractor is working on subgrade placement, forms for curb and gutters and concrete placement for parking and drive aisles around buildings 1 and 8. Tilt up panel installation continues. Poway Stowe Properties Crosthwaite Circle (G17-0001) - The site inspector created a punch list to aid the contractor in completing the project. Minor punch list items were noted and corrected. One remaining item includes repair of the damaged asphalt slurry in the intersection. The contractor is scheduled to re-seal the damaged area Tuesday of this week. Once complete, the contractor will re-stripe the intersection. Sage Highlands Pomerado Road (G16-0002 & STI16-001) - Punch lists items for grading and improvements are nearly complete. The final punch list walk was conducted. During the inspection the inspector noted that several items remain incomplete. The contractor has stated that the remaining items are scheduled to be finished by end of next week. Ridgeview Industrial Phase II Kirkham Way (G16-0013) (WI16-007) - All Permit related construction is complete with no further inspections required. The request for occupancy forms for buildings A, B and C have been signed by the inspector. Director’s Notes October 10, 2018 Page 6 Ridgeview II Stockpile Kirkham Way (G17-005) - All work is complete. The site inspector has signed off the project. Marlow Residence Deer Valley Estates (G17-0007) - Crews continue to work on the onsite geo-grid retaining wall. Rafail Residence Lot 7 Murel Trail (ACP18-006/MDRA17-016) - The preconstruction meeting for the administrative clearing and MDRA have been held. Filhart Residence Water Improvements (WI18-001) - After potholing in several locations the owner found the existing waterline. Now that the line has been located and identified the contractor will expose the end and begin preparation for connecting. Tartre Residence Avenida La Valencia (VAR14-008) - All work on the addition to this single-family residence is complete. The site inspector has conducted the final site inspection and no further engineering inspections will be required. Hosokawa Residence Belvedere Drive (G15-0012) - The owner has completed all punch list items. The site has been inspected and no further engineering inspections will be required. The inspector has signed the occupancy request form. The Forum showcased programs that provide access to capital and technical assistance to small businesses. The event also provided an opportunity to participate in a strategy discussion on how to spur small business growth. Staff has shared the information with Poway small businesses and the Chamber of Commerce. • Staff participated in a webinar presented by the California Economic Development Corporation. The webinar discussed best practices when working with International companies as they decide to locate in the United States. • Staff met with Chris Sanchez, the Leasing Manager for the Twin Peaks Center (Target Center). Chris is finalizing a lease with a new restaurant to fill the only vacant space in the Center. Staff will meet with the new tenant in October to discuss the tenant improvement process prior to submitting building plans to the City. Staff also toured Atlas Market with the leasing agent and manager. In October, staff will meet with the owner to discuss marketing and promotion resources available to the business. • Staff has been meeting with representatives of T-Mobile to discuss locating a cell tower on City-owned property. Staff met with the representatives to look at existing examples of cell towers in Poway and Escondido. T-Mobile has submitted a Pre-Development Application to begin the review process. • Staff continues to meet monthly with Guy Asaro, President of Meridian Development, to receive updates on its plans for the Poway Town Center Development. The extension to the Exclusive Negotiation Agreement for the project was approved by the City Council at its September 18 meeting. Staff and the City Attorney are working on the draft Disposition and Development Agreement to determine the sale and development of the properties.
