This statement covers the period from September 23 to October 20, 2018. Early voting is already underway at the Registrar’s office in Kearny Mesa, located on the County Operation Center campus at 5600 Overland Ave., San Diego, 92123. Voters can cast their ballots there from 8 a.m. to 5 p.m. Monday through Friday until Election Day, when the voting hours will change to 7 a.m. to 8 p.m. to reflect the hours at the polls. The Registrar will also be open between 8 a.m. and 5 p.m. on Saturday, Nov. 3 and Sunday, Nov. 4 for weekend voting. There is still time to apply for a mail ballot if that is more convenient. Amenities include a swim and tennis club with pickle ball courts, fitness center, café, wine and/or beer garden, multi-purpose community barn and butterfly discovery center. Trails, pocket parks, community gardens and ponds are also included. The project would include 26 acres of agricultural uses. Staff is coordinating with the applicant to determine which facilities will be open to the public and which will be available to residents within the development as a part of their HOA. Staff will meet with the property owner to discuss the project on November 7. 13746 Frame Rd – Code Enforcement for Accumulation of Junk in Front Yard Setback and Unpermitted Patio Cover (Case #18-0134) The Sheriff’s Department performed a raid on September 28 for drug activity. Several arrests were made. The property was already in active code enforcement for pop up canopies and junk in the front yard setback. Building construction records revealed that patio covers were constructed in the rear without required building permits. All code enforcement items are still outstanding. A third administrative citation was sent on October 23 for failure to comply and the property is being continually monitored by Code Enforcement Staff. Gymnastics Facility Relocation, So Cal TTC, Inc. – 12115 Paine Street (CUP18-017) An application was submitted on October 17 to relocate a gymnastics facility from their current location at 13007 Kirkham Way to an existing industrial building at 12115 Paine Street. The gym would provide instruction in gymnastics, tumbling, and competition cheer. There are no exterior improvements proposed at the site, only interior. This project is subject to approval from the City Council. Director’s Notes October 24, 2018 Page 2 CAPITAL IMPROVEMENTS Swim Center Mechanical and Deck Replacements Provisional occupancy has been granted for the swim center buildings with final building and fire inspections scheduled for Wednesday. Community Services staff continues to move into the buildings. The Health Department has completed their inspection and signed off. Staff is now allowed to enter the pool and begin training and installation of lane lines. Public Works staff continues to complete several items including re-keying of the building locks, installation of the alarm system, and installation of sod. The contractor has a handful of punch list items to complete prior to final sign-off of the project. Carport Mounted Photovoltaic System – PCPA Quarterly maintenance inspections are conducted to ensure the system is functioning properly. During a recent maintenance inspection, several loose connections were discovered in a junction box. The connections were repaired and verified. The loose connections did not reduce the system performance; only communications with the monitoring equipment were affected. Veteran’s Park POW/MIA Memorial A preconstruction meeting was held last week, and work began onsite this week. The tile is expected to ship at the end of this week. WTP Rehabilitation and PS1 Electrical Upgrade The final asphalt patch work was completed last week. All work is now complete, and staff is processing the final progress payment. The acceptance of this project will be scheduled for the December 4 City Council meeting. Alta Mira Reservoir Rehabilitation All testing has been completed and the reservoir is back in service. Remaining punch list items including asphalt repairs are scheduled to be completed this week. The acceptance of this project will be scheduled for the December 4 City Council meeting. TRAFFIC Harley Davidson Toys for Tots Run A charity motorcycle run is being planned for Sunday morning November 18 at 10 a.m. The run will benefit Toys for Tots and is anticipated to draw around 500 motorcycles. The run will start in El Cajon and end in Del Mar. The portion of the run within the City of Poway is proposed to enter on Poway Grade at Highway 67, turn right onto Espola Road, then left onto Twin Peaks Road. The run will continue along Twin Peaks Road through the City limits. The event coordinators are working with the Sheriff’s Department in the hopes to have the Senior Volunteer and/or Reserve Deputy Patrols assist with traffic control at major intersections. Riders will be expected to adhere to the traffic signal lights at all minor intersections. Director’s Notes October 24, 2018 Page 3 LAND DEVELOPMENT Heritage Estates Staff issued a stop work notice to the Heritage Estates Homeowners Association for work conducted within City water and sewer easements. The work included pavement removal and replacement with pavers without proper permits and an encroachment agreement. The HOA has since submitted for the right-of-way permit and the encroachment agreement. Staff is working with the HOA to prepare the documents and provide the proper insurance. Rafail Residence Staff issued comments on first review of the application to adjust the property line between Lots 7 and 8 of the Murel Trails Subdivision. Kim Residence Staff completed preparation of the encroachment agreement document to allow pavers within the public right-of-way for a residence on Riparian Road. Staff is currently waiting on owners to sign the document. Hosokawa Residence The Engineer of Record has completed record drawings for the single-family residence on Belvedere Drive. Staff is in the process of closing out the project. Highcrest Subdivision The 10-lot subdivision off High Valley Road is close to completion. Therefore, staff recorded the final three storm water facilities maintenance agreements for Lots 2, 7 and 8. United Oil The applicant has submitted the grading plan package for second review of the proposed redevelopment to the gas station on Poway Road. Tao Residence The applicant has submitted a package for first review of the floodplain development consisting of a shed addition within the floodplain on Kennebunk Street. Le Residence The applicant has submitted plans and documents for second review of the floodplain development consisting of an interior remodel proposed within the floodplain on Claire Drive. Dakis Property The applicant has submitted a boundary adjustment package for first review, revising the internal property line between two properties located on Lakeview Road. Both properties are owned by the Dakis Family Trust. General Atomics Building A40 Conduit Duct Bank Comments were issued on third review of the improvement plans for the fiber optic duct bank and vaults proposed along Crosthwaite Circle and Stowe Drive (a portion east of Crosthwaite Circle). Director’s Notes October 24, 2018 Page 4 Malowney Residence The applicant has been notified of grading plan approval and has been directed to submit mylar grading plans for the proposed single-family residence on Markar Road. Securities have been accepted and staff is waiting on the submittal of the mylars before proceeding with the grading permit. Kirkham Way Street Closure This developer-initiated project closed the end of Kirkham Way, east of General Atomics Way, to prevent vandalism to several vacant graded pads at the end of the street. With the development of the Ridgeview Industrial Phase II project, one of the new buildings included access beyond the road closure. The developer re-opened the closed roadway and repaired all striping. Redline drawings have been approved and the mylars released to the engineer for record drawings. Once the record drawings have been received and approved, the project will be scheduled for acceptance by City Council. Outpost Fees and securities were received for both the grading permit and improvement plan for the proposed mixed-use development on Poway Road between Community Road and Bowron Road. The bonds will be routed to the City Attorney for review and approval. Mylars for the improvement plans and the grading permit have also been received. Liguori Ranch Estates The applicant of the 496-acre property on Stage Coach Road has submitted the grading plan package, the water improvement plan package and the final map package for fourth review. This project proposes to subdivide the property into 31 lots, comprised of 29 residential lots and 2 open space lots. INSPECTION Kaminskiy Illegal Grading Solera Way (G17-0002) - The contractor has completed the retaining wall built to support the vertical cut created by illegal grading activities. The footing was placed, block stacked, and the wall is awaiting the compressive strength test results prior to backfilling. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - Bio-basin excavation continues, the contractor has begun lowering a section of 6” water line to accommodate the proposed bio- basin. Abandonment of existing sewer laterals and water services are also ongoing. Last week the site inspector inspected the proof rolling of the subgrade around buildings 1 and 8 that had been previously placed. Forms for curb and gutters and concrete placement for parking and drive aisles continues. Tilt up panel installation is complete. Drainage system installation and drainage structure construction has begun. Director’s Notes October 24, 2018 Page 5 Poway Stowe Properties Crosthwaite Circle (G17-0001) (WI17-001) - Repair of the damaged asphalt slurry in the intersection is complete and both coats of striping have been applied. This completed all outstanding construction items. Red line drawings have been reviewed, no further engineering inspection is required. Affleck Residence Old Coach Road (G17-0009) - During pad over excavation large rocks were encountered. Boulders were broken into smaller pieces by means of expansive grout. Pieces were removed, and the lower pad was recompacted. The upper pad is on hold. The proposed building wall will be constructed and then the upper pad will be completed using the excavated material for backfill behind the wall and to complete the upper pad. Filhart Residence Water Improvements (WI18-001) - The contractor has exposed the end of the existing watermain. The watermain was measured to be 6’ 6” deep. The design engineer is working on a design to raise the waterline to an acceptable elevation. Hilltop Preschool / Ner Tamid Synagogue Casa Avenida (CUP17-001) - The contractor has completed construction. The final work included re-locating and properly adding signage for the new ADA parking stalls. Work is complete with no further inspection required. Mechling Subdivision Highcrest Court (G1603-07) - Grading is complete. The contractor cleaned out the storm drain separator within the cul-de-sac completing all construction items. No further engineering inspection is required. SFR Lot 9 Highcrest Court (MDRA15-011) - Punch list is complete with no further inspections required. The inspector has signed the occupancy request form. SFR Lot 2 Highcrest Court (MDRA16-007) - Punch list is complete with no further inspections required. City Hall Repaired irrigation heads along the east side of the Council Chambers and replaced a broken drain grate. City Owned Properties Replaced a section of wood that had been knocked down with a sheet of plywood at the Old Stone Lodge. Community Park Made repairs and repainted several picnic tables. Assisted contractor who was removing a large fallen elm tree and began preparing the west and south bare-areas, adjacent to the pool, for turf renovations. Irrigation repairs were completed; beginning to perform soil preparations. Sod is scheduled to be installed on Saturday, Nov. 3. Installed a concrete Memorial bench along the trail adjacent to the boat dock. Installed five new wooden trash can enclosures as part of an Eagle Scout project in the park. OPP Cleaned up large amounts of olives that had dropped onto the boardwalk. Coordinated with the Garden Club to install a drip irrigation in the orchard. Poway Oaks Park Power washed the basketball court to increase the visibility of the foul lines and foot traction on the court. Silverset Park Repaired a broken support to the basketball backboard on the east side of the court. Miscellaneous Trails Filled in a large hole in the trail near the Rodeo Grounds. Repaired a broken water- line, and section of trail that had washed out due to this water-line, near Community and Twin Peaks Roads. Completed trail repairs and renovations along the South Poway Trail just below the Montauk basin. Miscellaneous Parks Total of 29 hours were spent on making various irrigation repairs and a total of 47 hours addressing various tree issues throughout areas of responsibility.
