• Staff and volunteers teamed up to host the Hoot, Howl and Prowl for 211 costumed
kids and adults. For more than 25 years, this annual event has shared the message
of preserving and protecting the Blue Sky Ecological Reserve in a fun and engaging
way.
• Swim Center staff are preparing to open the pool to the public on November 14.
Priorities include conducting lifeguard training, installing lane-lines and guard towers,
and preparing operational equipment and locker rooms.
• 53 participants had a whale of a good time at the “Oceans of Fun" themed Kid's Night
Out! We will host six more creatively-themed programs before the school year ends.
• Three new volunteers were welcomed aboard at the Reserve Park Ranger meeting.
35 volunteers were in attendance and discussion topics included: standards for park
patrols, safety, and customer service.

ADMINISTRATION/HOUSING
Open Space Acquisition – Van Dam Peak
Trust for Public Land (TPL) applied for a grant on behalf of the City to acquire 162.31 acres
of open space at Van Dam Peak. An appraisal of the parcels was completed October 2017
with a subsequent appraisal review conducted by the Department of General Services
(DGS) in May 2018. DGS’ review deemed the appraisal not to be in compliance with the
department’s standards and requirements. TPL and the appraiser, Anderson & Brabant Inc.,
submitted their rebuttal of the appraisal review to the grant oversight agency, Environmental
Enhancement and Mitigation Grant Program (EEMP) at the beginning of September. The
approval of the appraisal by DGS is still pending. Because of this delay, the Option
Agreement between the landowner and TPL will be extended until June 30, 2019 as well as
Exhibit A of the grant agreement between the City and EEMP will be amended to reflect a
revised project schedule upon confirmation of appraisal approval by DGS.
Open Space Acquisition – Monte Vista
On August 25, a letter of intent to negotiate in good faith for the sale of a 38.67-acre property
for open space was executed. After Council gave approval to move forward with negotiations
on October 2, staff worked with the property owners and their realty company to complete
the acquisition. Escrow closed on the property November 1.
PLANNING
County of San Diego Multi-Use Trail Proposal at Wildlife Underpass of Scripps Poway
Parkway
The EIR for the construction of Scripps Poway Parkway (SPP) required as mitigation that
the City build a wildlife underpass / tunnel under a stretch of the Parkway located between
the easterly boundary of the City and Highway 67. The underpass is part of a proposed
multi-use trail network being pursued by the County of San Diego Recreation Department.
The City owns the property to the north and south of the underpass but it is located within
the County. The biological resources analysis for the underpass allows for equestrian uses
and discourages additional human activity. The San Diego Mountain Biking Association is
requesting a letter of support from the City of Poway to allow trail use by mountain bikers on
the City property. This would indirectly support mountain bikers riding through the wildlife
underpass. On October 23 Planning and Public Works staff met with County officials and
officials from the California Department of Fish and Wildlife (DFW) and the U.S. Fish and
Wildlife and walked the underpass. DFW has concerns about increased human activity and

its impacts on wildlife use of the underpass. The County of San Diego Recreation
Department has expressed interest in acquiring easement rights on the City of Poway
properties for the multi-use trail system. Staff will continue to gather information before
consulting with the Trails Committee and formulating a recommendation.
T-Mobile / Phoenix International Cell Tower – 13875 Kirkham Way (Pre-Development
Conference PDC 18-002)
An application was submitted to obtain feedback from the City Council on a proposal to
install either an 85-foot high monopole antenna tower or a 90-foot high faux tree for up to
three wireless carriers to co-locate cellular antenna facilities. The proposed location is at
the City’s auto dealer vehicle storage lot approximately 100 feet from Kirkham Way. Per
Council policy staff will be scheduling a predevelopment conference at an upcoming City
Council meeting to discuss the proposal and provide the applicant with feedback.
2019-2050 Regional Plan Open House and Community Conversations
Staff attended the North County Inland Community Conversation in Escondido which was
hosted by Mayor Steve Vaus and Escondido Mayor Sam Abed. The 2019-2050 Regional
Plan will build upon the 2015 Regional Plan, which merged local planning efforts, emerging
issues, and innovative concepts into an overall vision for the region’s future, including
specific actions to turn that vision into reality. Mayor Vaus highlighted Poway’s open
space/sensitive biological habitat preservation and the Poway Road Corridor Study/Poway
Road Specific Plan including new mixed use projects. The attendees largely discussed land
use ideas with a focus on creating affordable housing and density along transportation
corridors and also discussed bringing new housing to employment centers and vice versa.
Unlawful Garage Conversion - 14805 and 14755 Budwin Ln.
On October 26 the property owner of the subject property (Huntington Manor) was issued a
Notice of Violation and a Building Violation notice for illegal habitation and conversion of a
garage and the use of a travel trailer for a residence. The illegal unit is suspected to be
employee housing for the residential care facility on the property. Per PMC Section 8.92.10,
allowing or renting housing units that do not comply with building codes is a violation of City
code, and is defined as, “rental of substandard housing”. Modifications to structures,
including garages, require a building permit.
TRAFFIC ENGINEERING
As -Needed Traffic Engineering Consultant RFP
In late 2013, the City began utilizing as-needed professional services to carry out the City’s
traffic engineering tasks. Since that time, a consultant agreement with Kimley-Horn and
Associates, Inc. has been in effect. The agreement was for a period of 3 years with 2 one-
year extensions, all of which is scheduled to expire on December 4. Staff prepared an RFP
for continued as-needed services. The RFP was posted from September 28 through October
18, and two proposals were received. Staff is reviewing proposals for responsiveness and
will submit their recommendation to Council at the December 4 Council meeting. The
agreement will be effective from December 5, 2018 through December 4, 2021, again with
2 one-year extension options.

CAPITAL IMPROVEMENTS
2018 CMP Repairs
The Notice to Proceed was issued last week. The Contractor has indicated there is a 4 to 6
week lead time to manufacture the lining. Cleaning and CCTV inspections will take place in
late November with lining installations expected to start in mid-December.
Swim Center Mechanical and Deck Replacement
The splash zone coating will be installed this week and is expected to be completed on
Wednesday. The coating needs five days of cure time. The contractor has indicated that
all punch list items have been completed. The project inspector is verifying that all items are
in fact complete. Corrective work to the main boiler flue and the gas regulator are being
completed this week by one of the City’s as-needed contractors. This work is expected to
be complete by Thursday. Public Works has completed the sod replacement.
Welton Reservoir Rehabilitation
This project was accepted as complete by the City Council last year. The warranty
inspection for this reservoir has been scheduled for November 27. Reservoir warranty
inspections are completed between 11 and 16 months after project acceptance to ensure
that everything is functioning properly. The reservoir will be drained and inspected. If no
issues are found, the reservoir will be put back into service after standard tests for bacteria
and VOCs are completed. If repairs are necessary, the contractor will be required to
complete repairs prior to placing the reservoir back in service.
Veterans Park POW-MIA Memorial
The contractor will be installing the tile and statue this week. All work will be done in advance
of Sunday’s Veteran’s Day celebration.

Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of October 2018, the PCPA Carport PV system was estimated to produce
84,578 kWh (red line on both graphs) but in fact produced 85,213 kWh (blue bars on both
graphs). During October 2018, the system over-produced all but 10 days. These days are
shown on the left graph as blue bars below the red line and were overcast for longer periods
in the morning and earlier in the evening along with intermittent passing clouds throughout
the days than historically typical for the month of October. All mechanical systems appear
to be functioning properly (orange line on both graphs).

FEMA Community Rating System
Staff has received final certification and confirmation from FEMA and the Community Rating
System (CRS) program staff that the City of Poway is in compliance and has earned the
necessary credits to meet the requirements for the Class 8 level of participation. This
certification is in response to the 5 year cycle visit that was conducted in June. The
verification visit involved a detailed review of all credited activities, including submittal of all
data and materials, and site visits throughout the City. Under the CRS program,
communities can be rewarded for doing more than simply regulating construction of new
buildings to the minimum national standards. The City participates in the CRS program for
several reasons, one of which is the discounted flood insurance premiums it provides for the
City’s residents and businesses. In order to participate in the CRS program, city staff must
implement activities to reduce flood damage to existing buildings, manage development in
areas not mapped by the National Flood Insurance Program (NFIP), protect new buildings
beyond the minimum NFIP protection level, preserve and/or restore natural functions of
floodplains, help insurance agents obtain flood data, and help people obtain flood
insurance.

LAND DEVELOPMENT
Kim Residence
The owners have signed the encroachment agreement document to allow pavers within the
public right-of-way for a residence on Riparian Road. The agreement has been routed to
the City Attorney for review and signature.
Le Residence
City staff has approved the floodplain development permit consisting of an interior remodel
proposed within the floodplain on Claire Drive.
Knox Subdivision
The City’s consultant surveyor has reviewed and signed the mylar final map for the two-lot
subdivision proposed on Sunwood Trail.
Malowney Residence
The applicant submitted mylar grading plans and the Acting City Engineer has reviewed and
signed them for the proposed single-family residence on Markar Road. Staff has issued the
grading permit.
Nichols Boundary Adjustment
The applicant submitted revised plats and legal descriptions with minor changes for a
boundary adjustment between three lots on Beeler Creek Trail. The minor changes were
approved, and a new 500-foot notification was mailed. No comments were received, and a
conditional approval of the boundary adjustment will be issued this week.
Chick-fil-A
City staff has received the third submittal of the grading plans, drainage study, and
stormwater reports associated with the Chick-Fil-A restaurant proposed on Poway Rd.
Aria Estates
The applicant has submitted plans and packages for review of the final map, street and water
improvements and grading plans associated with the 7-lot subdivision proposed along
Pomerado Road. The subdivision would take access off Danes Road.
Parkway Summit
Grading and Street Improvement Plans have been submitted to the City for the 2 warehouse
distribution buildings proposed at the eastern end of Kirkham Way within the South Poway
Business Park. The submitted plans show the proposed buildings and accompanying
parking, the extension of Kirkham Way, and the proposed public water facilities throughout
the site.

INSPECTION
Kaminskiy Illegal Grading
Solera Way (G17-0002) - The contractor has completed the first of two retaining walls built
to support the vertical cut created by illegal grading activities. The footing for the second wall
has been excavated and steel has been placed. The contractor has scheduled the footing
inspection for this week.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Bio-basin excavation continues, last
week the contractor completed lowering a section of 6” water line to accommodate a
proposed bio-basin. Abandonment of existing sewer laterals and water services are
ongoing, as well as drainage system installation.
Filhart Residence
Water Improvements (WI18-001) - The contractor has exposed the end of the existing water
main which was found to be 6’6” deep. The contractor will use high deflection couplings to
bring the new water main to an acceptable elevation. Also found to be in conflict is an existing
SDG&E electrical line. The contractor has been approved to use high deflection couplings
to raise the water line in order to miss the electrical line. Raising the water line will place the
line shallower than the approved plans. The contractor will add a concrete pad above the
water line between sand bedding and asphalt to add extra protection to the proposed water
main. Work is to resume this week.
General Atomics Parking Lot
Danielson Street (G16-0012) - The contractor has completed all asphalt patching within the
right-of-way. Work is nearly complete. The site inspector conducted the final inspection last
week. The only remaining item was for SDG&E to set the transformer to provide permanent
power. SDG&E submitted the paper work for the transformer placement last week.
Outpost
Poway Road Poway Road (G18-0002), (STI18-001) - The preconstruction meeting for the
grading and improvement portions of the project have been held. The owner’s representative
has signed all applicable paperwork. Staking for the temporary shoring locations will begin
this week. The contractor will be placing temporary shoring during the excavation prior to
constructing the retaining walls for the basement parking.
Tooth Rock
SFR Lot-1 (MDRA16-023), Lot-2 (MDRA16-024) - Bio-basin construction and beginning
stages of landscape have begun.
Austin De Lima Residence
Avenida La Valencia (G15-0013) - City staff met with the contractor to discuss the
completion of the project. The owner has instructed the contractor to work until the project
is complete. Crews have resumed onsite work.

Rafail Residence
Murel Trail (ACP18-006/MDRA17-016) - The administrative clearing has been completed.
The contractor has begun construction. Home footing have been excavated.
Affleck Residence
Old Coach Road (G17-0009) - The upper pad is on hold while the contractor works on the
building retaining wall and foundation on the lower pad, which will eventually support the
upper pad. Once complete the excavated material will be used to backfill behind the wall
and to complete the upper pad grading.
Cox Communications Expansion
Midland Road (CUP16-012) - Work on the new building in nearly complete. Work on Midland
Road under the existing sidewalk fronting the new building has begun. Work includes
locating and intercepting existing underground utilities to provide new connection to the
building.
SDG&E Substation
Twin Peaks Road(G15-0010) - Last week the contractor began removal of the existing chain-
link fence. Landscaping around the site has begun. This week the contractor will continue to
work on punch list items.

Significant Activities for October 2018
• On October 3, the San Diego North Economic Development Council held its annual
Manufacturing Day Expo at CSU San Marcos. The City of Poway co-hosted, along with five
other north county cities. General Atomics was among the 17 manufacturing companies
exhibiting its technologies and discussing career opportunities with more than 1,500 high
school students in attendance throughout the day.
• Staff attended the San Diego Housing Federation annual conference. Sessions attended
included tax credit program trends and proposed regulation changes, an overview of recently
adopted state and federal housing legislation, and affordable housing finance funding
opportunities.
• Staff met with the owner and manager of the Atlas Market. Atlas opened in the Target
Shopping Center in March 2018. Staff has arranged for a consultant with the Small Business
Development Center to assist Atlas in expanding its marketing program. Atlas is working to
fill the last tenant space in the food court area and to receive approval from the Alcohol
Beverage Control Board to sell alcohol. Atlas plans to host a grand opening event the last
week in November.
• Staff attended the annual Poway Business Park Association annual membership meeting.
• Staff met on three occasions with Guy Asaro, President of Meridian Development, to discuss
planning and engineering issues for the Poway Town Center Development. Staff and the City
Attorney have begun drafting the Disposition and Development Agreement for the sale and
development of the properties.

Garden Road and Claire Drive, cleared the
drain at Old Poway Park, contoured the ditch
at High Valley “S”-curve and cleared a fallen
tree from over a drain at Bridlewood Road.

repairs have been completed on generators.
Monthly underground storage tank inspection

Facilities Maintenance
Electrical & Lighting 8 Repaired an incorrectly wired light at Fire
Station 2. Replaced a broken sensor switch
and changed out numerous light bulbs and
ballasts at the Library. Met with Neal Electric
to troubleshoot lighting at the Poway Center
for the Performing Arts and finished installing
emergency lighting. Replaced light bulbs at
the Lake Poway entry booth and office. Met
with Dawn Winter to test outlets at the
Community Pool.
Plumbing/HVAC 25 Repaired the air conditioning at the Train
Barn. Reestablished water to a sink, replaced
carriage bolts on a toilet, repaired water

from the wall, replaced a broken toilet seat
and repaired a loose toilet seat at City Hall.
Miscellaneous 20 Picked up an AED from the Fire Department
for installation at Sports plex (but nobody
home). Repaired doors/latches at the Poway
Center for the Performing Arts. Purchased
and cut lumber for blocks to be used under
the City Planner’s desk. Removed a key that
was stuck and rekeyed a door at Fire
Station 1. Attended forklift training. Repaired
the front door threshold at Public W orks
Administration. Repaired a keyboard tray at
City Hall. W elded and reinstalled a handrail
that vandals cut off at Aubrey Park. Finished
repairing a wall at the Library. Installed 18
new soap dispensers at the Community Pool.
Removed a cigarette container from City Hall.
Obtained a part number for the oven at Fire
Station 3. Worked on roll up door at Poway
Center for the Performing Arts (pulley came
off motor). Checked generator that was
running at the Sheriff’s station (it was being
serviced). Performed HVAC/Roof inspections
on the gymnasiums at Meadowbrook Lane
and Twin Peaks Road. Repaired a boxcar
door at the Train Barn. Repaired holes in wall
at Templars Hall, cleaned up the shop and
division trucks.

Parks, Trails & Landscape Maintenance
Aubrey Park Repaired irrigation main-line, replaced valve to
Field #2.
City Hall Trimmed trees, trimmed shrubs and repaired
irrigation sprinklers.
City Owned Properties Assisted other Public Works divisions with a
homeless encampment cleanup behind the
Solera Property and Pomerado Road.
Community Park Prepared the area for, and assisted with the
installation of, sod at the Community Pool.
Garden Road Park Assisted West Coast Arborist with trimming
questions and gaining access to the park.
Hilleary Park Began trimming the acacia hedge along
Community Road.
Lake Poway Park Assisted the contractor with irrigation

OPP Cleared the train tracks of leaves and debris
and the boardwalk of olives.

Miscellaneous Trails Shrub and tree maintenance were performed
along Twin Peaks, Avocado and Lomas
Verdes Trails. Repairs were made to the creek
crossing on the Del Poniente Trail.
Miscellaneous Parks Staff completed October’s maintenance duties
at the Crosthwaite materials maintenance yard.
Two half-day trainings sessions were attended
on pesticides and forklift safety. Prepared for
sod installation Saturday. Completed 14 hours
of irrigation maintenance and repairs along
with 7.5 hours of tree maintenance.

Emergency Response
Emergency Response Call-outs 11 Responded to an alarm at Meadowbrook’s
gym, an overflowing urinal at the Library and
debris scattered by the statue in front of City
Hall. Shut down three irrigation valves due to
breaks. Unlocked a water meter, checked one
meter-box and two meter-leaks. Unlocked a
park to allow patron to leave.

Incidents
Between Monday, October 22, and Sunday, November 4, Poway fire and paramedic
crews responded to 183 incidents of which 132 were medical aids.
TRAINING
Training Hours
Between Monday, October 22, and Sunday, November 4, personnel completed 421 hours
of training and activities. Topics included 308 hours of company training, 50 hours of
facility training and 24 hours of driver/operator training.
