PLANNING
Stoneridge “The Farm” Preapplication (PA18-010)
Preapplication corrections and submittal requirements were provided to the applicant on
November 9 for a 118-acre specific plan on the former Stoneridge Golf Course property.
The proposal includes 160 residential homes including twin homes and detached cottages.
Amenities include a swim and racquet club, café, wine and/or beer garden, multi-purpose
community center and butterfly discovery center. Trails, pocket parks, community gardens
and ponds are also included. Staff is coordinating with the applicant to determine which
facilities will be open to the public and which will be available to residents within the
development only as a part of their HOA. The applicant will soon submit a specific plan
application with appropriate deposit for full staff cost recovery. A neighborhood meeting is
scheduled for December 12, 2018 from 6:30 to 9:30 p.m. in the multipurpose room of Painted
Rock Elementary School located at 16711 Martincoit Road. A notice was sent to property
owners and tenants within 500 feet of the subject property and 3,600 emails were sent to
members of the Green Valley Civic Association (GVCA). City Planner David De Vries will
attend the neighborhood meeting.
St. Bartholomew’s Church Expansion at 16275 Pomerado Road (Conditional Use
Permit CUP 18-019 and Development Review DR 18-008)
An application was submitted for a modification to the existing CUP and DR for St.
Bartholomew’s Church. The Church proposes to demolish and replace the existing 8,500
square foot parish hall with a new 13,700 square foot hall, add a new parking area and
request approval to increase the maximum number of preschool students permitted at the
church preschool from 82 to 154.
Wing Stop at 13358 Poway Rd (New Business)
Sizzling Platter, an international franchise restaurant operator, has indicated they signed a
lease agreement and are preparing to submit Tenant Improvement and Sign Permit
submittal packages for a Wing Stop that will be located in the corner, street-facing space at
the recently remodeled Poway Valley Center. The shopping center is west of Community
Road, adjacent to the Walgreens Drug Store.
New Single-Family Home at 14095 Murel Trail (Minor Development Review Application
MDRA 18-035)
An application was submitted for a proposed new 3,732 square foot single family home on
a vacant lot in the Blue Crystal Trails area.

New Single-Family Home at 15121 Sycamore Canyon Road (Minor Development
Review Application MDRA 18-036)
An application was submitted to construct a 2,790 square-foot single-family home with an
800-square-foot garage on a vacant property. A home previously occupied the property but
it was destroyed during the Cedar Fire in 2003.
HOUSING
Villa de Vida
Staff met with the development and finance team for the Villa de Vida project. Since the
project received their tax credit reservation they are now under a tight timeline to close
escrow and submit everything to the Tax Credit Allocation Committee in April to secure the
tax credits. They are seeking to close escrow by the end of March. They plan to submit their
grading plans at the end of December and submit for building permits in January, which they
will need by the time they close escrow. Final financial numbers will be provided in January
also.
CAPITAL IMPROVEMENTS
Buehler Reservoir Rehabilitation
The preconstruction meeting for this project has been held and grading for the temporary
water tank has begun. Harper Engineering has been selected to provide inspection services
for the cathodic protection and reservoir coatings. Ninyo & Moore has been selected to
provide inspection services for the welding and any required soil sampling or testing. AT&T
is the only remaining utility company that needs to remove antennas from the reservoir.
Traffic Signal Controller Upgrades
Work on this project resumed last week with drilling and placement of the new signal pole
foundation hole at Community Road and Twin Peaks Road. Work was delayed while a
change order was processed due to rock being encountered in the only location viable for
the pole to be located. The new signal pole and mast arm will be installed in early January
after the foundation concrete has cured.
FY 17/18 ADA Barrier Removal – Lake Poway Pathways
The contractor has completed all grading, asphalt, and concrete work. The picnic tables
and BBQ equipment were installed last week. A punch list has been created for the project.
Espola Road Bike Lanes
Staff is preparing an RFP for design services. This project will widen the west side of Espola
Road between Poway Grade and Range Park Road to accommodate designated bike lanes.
Design is expected to be complete by June 2019.
2018 CMP Repairs
Cleaning and grouting of storm drains began this week. This work will take approximately
two weeks to complete. This will be followed by CCTV inspections of the pipes. Lining work
will be completed in early January once the materials are delivered.

Twin Peaks Driver Feedback Signs
The preconstruction meeting for this project has been held. Construction is scheduled to
begin starting December 26 to coincide with the PUSD winter break.
Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of November 2018, the PCPA Carport PV system was estimated to produce
71,498 kWh (red line on both graphs) but in fact produced 71,698 kWh (blue bars on both
graphs). During November 2018, the system over-produced all but 8 days. Under
production can be attributed to lack of sunshine during cloudy days and/or inclement
weather. All mechanical systems appear to be functioning properly.

LAND DEVELOPMENT
Dakis Property
Staff has reviewed and deemed the application complete for second review of a boundary
adjustment revising the internal property line between two properties located on Lakeview
Road. Both properties are owned by the Dakis Family Trust. The mailing notifying the
residents within a 500-foot radius around the properties has been mailed out. Staff is
awaiting the 10-day comment window before proceeding with the conditional approval letter
for the applicant.

Mansur Parking Lot
Staff provided comments to the applicant for the first review of the project that proposes to
extend the existing parking lot at the California Keg & Liquor store at the corner of Garden
Road and Claire Drive. The parking lot extension will be used to store U-Haul rental
vehicles. The scope of the project has grown since City Council approval of the Variance
and Conditional Use Permit. The grading plan submitted included filling in the existing
earthen drainage channel and extending the culverts south near the southerly property line
in order to pave over the top and expand their parking lot. This significantly increases the
complexity of the project. Staff is seeking confirmation from the applicant or their engineer
that they really want to increase the scope of the project or leave the existing culverts in
place.
Tao Residence
City staff has received the second submittal of the floodplain development permit consisting
of a proposed storage room addition within the floodplain on Kennebunk Street.
Kassen Residence
The City received the application for the Administrative Clearing Permit for brush
clearance/fuel management for the proposed Kassen residence on Skyridge Road.
Heritage Estates
Staff completed preparation of the encroachment agreement document to allow pavers
within the public right-of-way and public utility easements at the intersections of Old Coach
Road with Old Coach Drive and Cascade Crossing. The document has been signed by the
president of the Homeowners Association and is awaiting signature from the City Attorney.
General Atomics Building A40 Conduit Duct Bank
City staff has received the fourth submittal of the improvement plans for the fiber optic duct
bank and vaults proposed along Crosthwaite Circle and Stowe Drive (a portion east of
Crosthwaite Circle).
Knox Subdivision
City staff returned comments for first review of the grading plans encompassing the grading
and paving of Sunwood Trail Road as a part of the proposed two-lot subdivision of the Knox
property.
United Oil
City staff returned comments for second review of the grading plans upgrading the gas
station along Poway Road.
Dycus Residence
The applicant has submitted a grading plan package for first review of illegal grading of a
backyard pad on a property on Glenoak Road.
Groe Residence
The applicant has submitted an application for first review of a proposed detached accessory
dwelling unit and remodel of existing residence in the floodplain along Camino Del Valle.

Chick-Fil-A
City staff has returned comments for the third review of the grading plans and stormwater
reports associated with the Chick-Fil-A restaurant proposed on Poway Road.
STORMWATER
Memorandum of Understanding
City staff received the draft Memorandum of Understanding (MOU) for the Implementation
of the County-Wide Storm Water Management Plan since the current MOU is set to end in
August 2019. The MOU outlines the responsibilities of the Copermittees and establishes a
Regional Storm Water Management Committee, comprised of one representative from each
of the Copermittees. The committee provides regional coordination for urban runoff
management activities; and prepares, approves and distributes an annual budget of
estimated shared costs and expenses for Regional General Programs. As part of the
preparation for the new MOU, discussions on the Brown Act and how that would be carried
forward/changed/removed in the new MOU have taken place. Staff has forwarded the draft
MOU to the City Attorney for his review and comment.
Trash Amendment
The San Diego Regional Water Quality Control Board issued Final Order No. R9-2017-0077
for Control of Trash in Discharges (Order) on June 2, 2017. The order requires all Municipal
Separate Storm Sewer System (MS4) permittees within its jurisdiction to select either Track
1 or Track 2 for implementing trash reduction measures within three months of Final Order
issuance. The City had previously chosen Track 1 for compliance with the Order. Track 1
will require the installation and maintenance of full-capture devices in all storm drain within
priority land use areas. The full-capture devices will eliminate trash greater than 5mm in
size (essentially capturing anything larger than a cigarette butt) and prevent it from entering
the storm drain system. The Order requires MS4 permittees to submit a jurisdictional map
identifying Priority Land Use areas, the corresponding storm drain network, along with
proposed full capture system installation locations and the associated drainage areas for
those locations. This jurisdictional map was due December 3, 2018 to the Regional Board
with full implementation within 10 years. A time schedule for full compliance must also be
provided, including interim milestones, with a completion date no later than December 2,
2030. Staff worked with our consultant, D-Max Engineering to complete these required
items and submitted the deliverables to the Regional Water Quality Control Board.
INSPECTION
Kaminskiy Illegal Grading
Solera Way (G17-0002) - The contractor has nearly completed the construction of both
retaining walls built to support the vertical cut created by illegal grading activities.
Compaction test results have been obtained and reviewed. Last week the contractor
installed the wall drain, and backfilling will begin this week.

Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - The contractor is revising bio-basin
A-1 due to a storm drain pipe elevation conflict. The contractor has placed the modified G-
17 driveway approach at Building #1 and is now working on concrete paving and curb
installation in several areas. The contractor is also working on the underground drainage
system.
Filhart Residence
Water Improvements (WI18-001) - The contractor has completed most of the installation of
the 10” water line. An additional fire hydrant was requested and has been approved on
condition of easements from the property owner. This week the contractor is working on
preparations for testing. In a section of watermain that was approved to be shallower than
the approved plans the contractor will be placing a concrete cap over the main to prevent
from future damage. Concrete work is to begin this week.
Outpost
Poway Road (G18-0002), (STI18-001) - The contractor excavated a 2’ x 2’ trench around
the entire perimeter to establish plan elevation. Drilling and placement of 130 plus soldier
beams is complete. The de-watering system comprised of 20 plus 6” perforated pipes drilled
and placed at varying depth continues. Excavation of basement will begin once the de-
watering system has been completed.
Tooth Rock SFR Lot-1 (MDRA16-023), Lot-2 (MDRA16-024) - Bio-basin construction and
landscape work continues. The contractor has completed compaction work and slope re-
grading per the approved revision.
Cox Communications Expansion
Midland Road (CUP16-012) - Work on the new building is nearly complete. Work on Midland
Road under the existing sidewalk fronting the new building continues. Work includes locating
and intercepting existing underground utilities to provide new connection to the building.
SDG&E Substation
Twin Peaks Road (G15-0010) - Landscaping is progressing with the planting of the onsite
bio-basin. This week the contractor will continue to work on planting and punch list items.
Mehdi Residence
Spyglass Terrace (G14-0018) With the final color coat of stucco complete the owner began
work outside on the landscape and grading portion. The bio basin has been excavated, the
liner placed, and filter media installed. The contractor has also begun work on the private
driveway. The old driveway has been removed. Pervious paver installation begins this week.

4/2 Two “Out of Service” fire engines are being
repaired by vendors.
Facilities Maintenance
Electrical & Lighting Turned on and off the breakers at the Library for
outside outlets function. Re-lamped lights in City
Hall conference room and ordered new ballasts
(1518). Checked out power problem at the Pool
and a contractor-installed covered pull box with
concrete. Patched outlet at Fire Station 1 and
repaired a light in Porter House restroom.
Plumbing/HVAC Installed a new drop kit in the urinal at Community
Park. Met with Trane at Poway Center for the
Performing Arts to check chiller issues. Repaired
a clogged urinal and AO Reed repaired a toilet at
Community Park. A leaky toilet was repaired by
AO Reed at City Hall. Checked out a Treatment
Plant exhaust fan and called out AO Reed for
repair. Checked out heater at Hamburger Factory

and AO Reed was called for repair. Repaired a
shower drain at Fire Station 1. Attempted to
unclog drain in showers at the pool and
unclogged a sink at Crosthwaite Materials
Handling Yard. Cleaned an exhaust fan and
unclogged a toilet at the Library, checked out
VAV in RDA and adjusted. Replaced a
flushometer diaphragm and gaskets in a toilet at
the Museum.
Miscellaneous Rearranged new City Planner’s office, attended
environmental training, provided access to all
roofs for roofing company, reset all light timers in
City, provided access and assistance to Vinyard
door at Fire Station 2, repaired a drawer in a
fridge at City Hall, repaired holes in a wall at
Templars Hall, installed a paper towel dispenser
at the Pool, checked out operation of door at City
Hall, mounted scoreboards to block wall at the
Pool, mounted a cash drawer at the Pool, worked
on replacing locks at the Pool, assembled and
installed a new AED cabinet at the Sportsplex,
repaired holes in the wall in Fire Station 1’s
laundry room, installed two multi-use restroom
signs at the Water Treatment Plant, and welded a
chair cart wheel back onto the cart.
Parks, Trails & Landscape Maintenance
Arbolitos Mini Park Painted all the park benches.
Arbolitos Sports Park Delivered bleachers that were relocated from the
Pool and maintained facility during the holiday
tournaments.
Aubrey Park Closed parking lot due to high winds, cleaned up
debris and falling branches generated by high
winds.
City Hall Cleaned up debris from high winds; trimmed trees,
shrubs and weed planters.
Community Park Prepared Pool for re-opening, reattached dugout
covers blown off during high winds, addressed
multiple incidents of graffiti and maintained facility
during holiday tournaments.
Hilleary Park Painted over multiple incidents of graffiti and
maintained facility during holiday tournaments.
Lake Poway Park Replaced nine missing block wall caps in various
locations surrounding the Pavilion picnic area.
Applied herbicide along the ballfield. Fertilized the
ballfield turf areas. Assisted the contractor with
installing two picnic pads, irrigation head
placements, and adjustments and overall
operation approvals. Reattached sections of the

shade cloth that was broken free during the high
winds. Met with the Sheriff Community Service
Officer to report Lake Poway Park/Rec. storage
yard break-in and loss of items.
OPP Closed park due to high winds and cleaned up
debris from falling branches.
Silverset Park Removed a fallen tree limb.
Starridge Park Delivered a concrete memorial park bench from
Lake Poway and set it in place along the north
sidewalk heading toward the ballfield.
Valle Verde Park Replaced the old and worn rubber pitching plate
on the ballfield, removed debris from high winds
and performed major overall cleanup of this
facility.
Trail - Iron Mountain Painted over graffiti along the trail.
Miscellaneous Trails Replaced four old and faded trail signs toward the
end of Old Winemaster Court and two fence rails
damaged by fallen tree branches along Twin
Peaks Road, removed three old and rotten
sections of trail fencing located at the Metate
staging area, repaired wind damaged kiosk at the
South Poway staging area, and cut down a large
fallen but still attached oak tree limb and large
Sycamore tree across the Old Coach Trail.
Miscellaneous Parks Staff totaled 49 hours, adjusting, repairing or
replacing irrigation lines, heads and valves; and
18 hours on tree maintenance this period. Staff
attended half day environmental training, cleaned
up trash and debris from many facilities after the
high winds, checked and cleared drain channels
and inlets, and installed two new signs at the
Kumeyaay entrance gate and one on the Blue Sky
Trail.

FIRE DEPARTMENT
Incidents
Between Monday, November 19, and Sunday, December 2, Poway fire and paramedic
crews responded to 150 incidents of which 108 were medical aids.
TRAINING
Training Hours
Between Monday, November 19, and Sunday, December 2, personnel completed 355
hours of training and activities. Topics included 203 hours of company training, 100 hours
of facility training and 21 hours of driver/operator training.
