Participants jammed the night away with music-themed crafts, games, and activities. Out of 56 participants, 8 were brand new to the Kid’s Night Out series. With the holidays fast approaching and anglers of all ages expected, we requested and received plenty of trophy-size trout in the 1,500 pounds stocked on December 19. Christmas in the Park 2018 is a wrap! In support of this year’s event, we received $1,500 in cash donations and in-kind support valued at $3,975. Over 1,000 people visited the Poway Center for Performing Arts (PCPA) to watch the 120-member RB Chorale perform December 8 and 9. The RB Chorale has been performing at the PCPA for over 20 years. Operational adjustments at the newly-renovated Swim Center have been well received. They include a 6:30am public lap-swim time and utilization of the Turnmaster walls to create additional lanes for swim team rentals and public space. The Water Aerobics class has averaged about 15 participants each class, and the numbers are expected to increase as displaced attendees end their memberships elsewhere. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: December 19, 2018 SUBJECT: Director’s Notes PLANNING Stoneridge “The Farm” Preapplication (PA18-010) Preapplication comments and submittal requirements were provided to the applicant on November 9, 2018 for a 118-acre specific plan proposed to include 160 residential homes on the former Stoneridge Golf Course. Proposed amenities include a swim and racquet club, café, wine and/or beer garden, multi-purpose community building and butterfly discovery center. Trails, pocket parks, community gardens and ponds are also included. Staff is coordinating with the applicant to determine which facilities will be open to the public and which will be available to residents within the development only as a part of their HOA. The applicant plans to submit a specific plan application on December 27, 2018. A neighborhood meeting was held on December 12, 2018 from 6:30 to 9:30 p.m. in the multipurpose room of Painted Rock Elementary School. A mailed notice to property owners and tenants within a 500-foot radius and 3,600 emails within the Green Valley Civic Association (GVCA) were sent and two articles were provided in the Poway Chieftain. The meeting was well attended with standing room only. Over 150 comment cards were received. During the open question and answer session, members of the public expressed concern regarding: 1) impacts to school facilities because of increased enrollment, 2) ensuring there are no gated areas and that there is public access to the trails, parks and proposed facilities and amenities, 3) maintenance of the current Stoneridge property, 4) widening, crossing and intersection improvements at Espola Road, 5) preservation and maintenance of proposed open space, agricultural lands and community gardens, and 6) HOA and mello roos fees for proposed and surrounding residents. Staff will continue to coordinate with the applicant on the project. Code Enforcement Abatement The City Council approved going forth with abatement of two properties, one on Frame Rd. and the other on Humo Dr. Staff will be working closely with the City Attorney’s office and coordinating with the abatement contractor if that is necessary. The first step will be a letter to the property owners requesting that they comply before any litigation is initiated. Those letters went out this week. O’Brien’s Boulangerie Development Review (DR18-009) at 13615 Stowe Drive O’Brien’s Boulangerie has submitted an application (DR18-009) to modify Development Review DR97-026 to construct a deck in an existing landscaped area to provide outdoor seating for the new bakery/deli in the business park at the southeast corner of Stowe Drive and Kirkham Road. Director’s Notes December 19, 2018 Page 2 HOUSING Monte Vista Housing Site With the Villa de Vida housing project moving forward, the current tenants of the Oak Knoll housing site (Property Services Plus and Perry Ford) were given a 90-day lease termination notice giving the tenants until February 14, 2019 to vacate. Perry Ford approached the City about leasing the Monte Vista housing site as a stop gap measure to ensure secured storage of excess vehicles. Staff is working with Perry Ford to negotiate a new lease for the housing site. CAPITAL IMPROVEMENTS Buehler Reservoir Rehabilitation Construction began on grading for the temporary water tank. A ring wall will be installed to support the temporary water tank and the footing for the ring wall has been excavated. Community Park Electrical Upgrades A preconstruction meeting with SDG&E was held. Construction began last week. Staff is coordinating the switchover to the new electrical gear so that no electrical outages disrupt activities at the Senior Center. The contractor will be connecting the system to a temporary generator. 2019-2020 Street Maintenance Project Staff from both Development Services and Public Works have begun inspections for areas in need of deep patching. The inspections occur twice a week and take approximately two months to complete. This project will slurry seal Zone 3, which includes the area east of Pomerado Road, south of Twin Peaks Road, north of Poway Road, and west of Pequot Drive and Palisades Drive. Poway Road Turn Lane Extension Survey data for this project is expected this week. Once received, staff will begin an in- house design to extend the westbound left turn lane on Poway Road, east of Pomerado Road. The extension will involve removing a portion of the center median. It is anticipated the design will be complete in late January or early February. 36” Water Main Assessment A site meeting is scheduled for this week with the consultant to discuss project specifics and timing for the assessment. This project will drain and inspect the 36” water main that connects the clearwell with the City’s water distribution system. The assessment will be performed once a temporary high-line has been set up that will continue to provide water to the City. Director’s Notes December 19, 2018 Page 3 LAND DEVELOPMENT Rahimzadeh Residence Staff approved the floodplain development permit for a single-family residence proposed on Claire Drive in the floodplain. Sage Highlands The improvements associated with the 10-lot subdivision off of Pomerado Road have been completed. Improvements associated with the project include new public water main with associated appurtenances, new sewer main with associated appurtenances, trail improvements and roadway improvements along La Manda Drive and public street lights installed along La Manda Drive and Pomerado Road. Acceptance of the improvements occurred at the December 18th City Council Meeting. Dakis Property Staff issued conditional approval for the boundary adjustment revising the internal property line between two properties located on Lakeview Road. Both properties are owned by the Dakis Family Trust. The applicant has provided recorded deeds for the exchange of property and signatures on the Owners Certificate. The boundary adjustment is scheduled to record this week. Groe Residence City staff has completed the first review of the floodplain development permit consisting of a proposed ADU and garage addition within the floodplain on Camino Del Valle. General Atomics Building A40 Conduit Duct Bank Comments were issued on fourth review of the improvement plans for the fiber optic duct bank and vaults proposed along Crosthwaite Circle and Stowe Drive (a portion east of Crosthwaite Circle). Parkway Summit The City has returned comments on the first review of the Grading and Street Improvement Plans for the 2 warehouse distribution buildings proposed at the eastern end of Kirkham Way within the South Poway Business Park. The submitted plans include the proposed buildings and accompanying parking, the extension of Kirkham Way, and the proposed public water facilities throughout the site. Marlow Residence City staff has approved a construction change revising the location of a proposed utility trench which bifurcated the approved biological conservation easement. The BCE has been revised for the adjustment as well. Director’s Notes December 19, 2018 Page 4 INSPECTION Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - The bio-basin construction for Building #1 is nearly complete. Excavation, liner placement, and filter media installation is complete. Basin planting was completed last week with only minor punch list items remaining. The contractor has placed the driveway approach at Building #1 and is now working on concrete paving and curb installation in several other areas. Last week the contractor requested conditional occupancy for Building #1, prior to 100% completion. Filhart Residence Water Improvements (WI18-001) - The contractor has completed the installation of the 10” water line. The contractor completed the placement of a concrete cap over the main in the approved shallow area to prevent from possible damage. Compaction results for the trench backfill have been received, and the pressure test has passed. The remaining high chlorination testing is scheduled to begin after the first of the year. Outpost Poway Road (G18-0002), (STI18-001) - Drilling and placement of over 130 soldier beams is complete. The de-watering system comprised of over 20, 6” perforated pipes drilled and placed at varying depths was completed last week. Excavation of the underground parking area will begin once the ground water has been tested and the de-watering system has been devised and approved by the City. Work on the fall protection fence is ongoing. Survey crews were onsite late week setting fixed locations on the soldier beams that will be used to measure in case of movement. SDG&E Substation Twin Peaks Road (G15-0010) - Landscaping is progressing with the planting of the onsite bio-basin. This week the contractor will continue to work on planting and punch list items. Director’s Notes December 19, 2018 Page 5 Franco Residence Highlands Ranch Road (G10-0008) - During the required pre-rain inspections the inspector tried to contact the site representative to correct onsite bmps but learned that the project had changed ownership yet again. The project was stopped, and new owners were required to attend a preconstruction meeting, sign applicable paperwork and post securities prior to resuming work other than storm water device maintenance. Mehdi Residence Spyglass Terrace (G14-0018) - The owner has begun work outside on the landscape and grading portion. The bio-basin has been excavated, the liner placed, and filter media installed. The contractor has also begun work on the private driveway. The old driveway has been removed. Pervious paver installation is on hold until the driveway area has had sufficient time to dry Crossland Residence Old Stone Road (G14-0016) - The owner has completed the footing placement for the basement, which must be done in order to complete the grading. The footing was excavated, inspected, and placed. The contractor continues to work on block placement. Tooth Rock SFR Lot-1 (MDRA16-023), Lot-2 (MDRA16-024) - Bio-basin construction and landscape work continues. Slope re-grading and compaction has been completed per the approved revision. Burgess Residence Coyotero Drive (G10-0001) - Last week the contractor completed the footing excavation and steel placement. Steel and excavation was inspected, and the footing concrete has been placed.
