Weblink 10 includes many new features, including a web-based interface for Weblink Designer, and a redesigned Weblink website. You will continue to see changes to the site as staff works to enhance and improve the overall design and functionality of the system. Additionally, the City Clerk’s Office has initiated and completed portions of our Records Management Action Plan. The projects that have been completed include: 1. Transitioned from ImageFlow to Excel for Corodata Record Storage Inventory 2. Obtained a vendor (ECS Imaging, Inc.) to convert microfilmed Agenda Packets from the 1980s to TIFF files 3. Updated Versa Prints Labeling Software citywide 4. Actively prepping eligible records for destruction Among other assignments, Administrative Assistant Gloria Mauno has initiated a folder-level inventory of all records in the department and anticipates completing this project within a month. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: January 30, 2019 SUBJECT: Director’s Notes PLANNING Aria Estates (B19-0086 to 0092) located between Pomerado Road and the western terminus of Danes Road Building permits were submitted for the seven new single-family dwellings (SFD) for the Aria Estates project. There are three different floor plan designs ranging in size from 2,861 square-feet to 3,725 square-feet with 734 square-foot garages. The applicant is working with his engineer to address staff’s comments on the first plan check of the Final Map, Grading Plan, and Improvement Plan which have not yet been approved. Chick Fil-A (CUP16-008 & B18-1056) located at 13464 Poway Road In early January, a demo permit was issued to demolish the existing vacant Coco’s restaurant building. The contractor demolished more than just the building without authorization and removed almost all of the paving and landscaping within the fenced project area. Unfortunately, the contractor also removed four trees that were to be protected during construction. Staff will be working with the applicant to revise their previously approved tree removal permit to include the additional four trees and staff will determine the appropriate tree replacement in accordance with the City’s Urban Forestry Ordinance. The grading permit application has been plan checked and is awaiting corrections from the applicant. General Atomics (B18-1071) Tenant Improvements located at 14253 Kirkham Way This permit was issued on January 22, 2019 as a 40,580 SQ FT Tenant Improvement for General Atomics with a masonry fence and detached storage shed included in the scope of work. CAPITAL IMPROVEMENTS Buehler Reservoir Rehabilitation The concrete ring wall for the temporary water tank will be poured this week. The Contractor also will begin work on underground piping for the temporary tank. Piping work is expected to take several weeks. Poway Dam Security Upgrades Bids were opened on January 8 and one bid was received. The apparent low bidder is AToM Engineering with a bid of $140,398. The award of bid is scheduled for February 19. Director’s Notes January 30, 2019 Page 2 2018 CMP Repairs Lining work has been completed. Staff will be reviewing video of the lined pipe segments and then providing the contractor with a final punch list. LAND DEVELOPMENT Malowney Residence A construction change to the grading plan revising the proposed drainage and driveway materials was approved by City staff for the proposed single-family residence on Markar Road. Chick-Fil-A The applicant has submitted mylar grading plans and securities for the Chick-Fil-A restaurant proposed on Poway Road. Demolition of the existing building is nearing completion. Mansur Parking Lot The applicant has submitted mylar grading plans and paid securities for the project that proposes to extend the existing parking lot for U-Haul rental vehicle storage. The project is a part of California Keg & Liquor store located at the corner of Garden Road and Claire Drive. Once the Irrevocable Offer of Dedication for Claire Drive is complete and signed, the mylars will be routed to the City Engineer for signature. Tao Residence City staff approved the floodplain development permit for the storage room addition within the floodplain on Kennebunk Street. Villa de Vida Housing City staff has issued comments for first review of the grading plan package, water improvement plans and easement documents for the 54-unit special needs housing development proposed on Oak Knoll Road. STORMWATER Memorandum of Understanding City staff has received and is currently reviewing the final draft Memorandum of Understanding (MOU) for the Implementation of the County-Wide Storm Water Management Plan since the current MOU is set to end in August 2019. The MOU outlines the responsibilities of the Co-permittees and establishes a Regional Storm Water Management Committee, comprised of one representative from each of the Co-permittees. The committee provides regional coordination for urban runoff management activities; and prepares, approves and distributes an annual budget of estimated shared costs and expenses for Regional General Programs. Director’s Notes January 30, 2019 Page 3 Water Quality Improvement Plan (WQIP) Annual Reports City staff, along with the other co-permittees, has submitted the Annual Reports for both the San Dieguito River and the Los Penasquitos Watersheds to the Regional Water Quality Control Board. These annual reports cover two different reporting periods: July 1, 2017 through June 30, 2018 for the Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2017 through September 30, 2018 for monitoring and assessment programs. INSPECTION Outpost Poway Road (G18-0002), (STI18-001) - The contractor began excavating the perimeter to a depth of approximately 8’ to 10’. Depth has been reached and excavation has moved inward. Shoring is being adjusted as depth is reached. Once at a depth of 8’ to 10’, the contractor will begin to install the soil nails also referred to as tiebacks. Ground water has been encountered at approximately 10’. Dewatering will begin only after the dewatering system has been reviewed and approved by City staff. The contractor stated that the de- watering system is nearly complete and already has been reviewed and approved by the State of California. This week the contractor will continue to excavate and export excavated material. Director’s Notes January 30, 2019 Page 4 Filhart Residence Water Improvements Deer Valley (WI18-001) - The contractor has completed the installation of the 10” water line. All tests have been conducted and passed. The line was tied-in to the existing City water last week. Trench line restoration along Deer Valley is expected to begin soon. General Atomics Parking Lot Danielson Street (G16-0012) - The contractor has completed work with the recent placement of the missing bike lane legend. All punch list items have been completed. Once it has been confirmed that all final reports have been received, the project will be closed out. SDG&E Gas Line Conversion Project Woodcreek Place (RW18-0254 - SDG&E is nearly complete with the installation of several hundred feet of new 3” polyethylene gas line and home services. Once complete the entire street will be resurfaced with a type II slurry seal. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - Bio-basin construction continues with the basins in different stages from lot to lot. Excavation, liner placement, media installation, and planting are all being conducted. Driveway approach, concrete paving and drive aisles, curb, loading dock and sidewalk installation is all ongoing and in different stages. Last week the contractor exported material that had been generated during pad construction and completed construction of the geo-grid walls along the north property line above Scripps Poway Parkway. Franco Residence Highlands Ranch Road (G10-0008) - During the required pre-rain inspections the inspector tried to contact the site representative to correct BMPs but learned that the project had changed ownership yet again. The project was stopped, the new owners were required to attend a preconstruction meeting, sign applicable paperwork and post securities prior to resuming work. The new preconstruction meeting has been held and the new project name and owner is Highland Ranch LLC. Director’s Notes January 30, 2019 Page 5 Crossland Residence Old Stone Road (G14-0016) - The owner has completed the footing placement for the basement, which must be done to complete the grading. The footing has been placed and the block wall built. Grout placement for the building wall is scheduled to take place this week, weather permitting. Burgess Residence Coyotero Drive (G10-0001) - The contractor has completed the steel and footing placement. Block placement was completed last week. Vertical steel was inspected, and the wall grouted. The owner has opted to wait the 28 days prior to backfilling to allow the wall to reach maximum strength. Malowney Residence Markar Road (G18-0004) - The contractor has completed cut, fill and compaction of the pad portion of grading. The brow ditch has been excavated and is scheduled to be placed soon. The owner is working on the stormdrain system and will install sections under the proposed driveway prior to completing fine grade. This will help expedite the grading project with the threat of impending rain. The owner will then be permitted to place an all-weather surface which will act as temporary fire access while constructing the home. Once complete, the owner will install the permanent driveway consisting of pervious paver stones. Lake Poway ADA Barrier Removal Project Lake Poway Park (CIP18-017) - All work is complete. The site has been inspected and the punch list items have been completed. SCHEDULED ROAD/LANE CLOSURES Lane shift on Espola Road southbound lane between Northcrest Lane and Twin Peaks Road for work related to the Espola Road Safety Improvements Project. Lane closure on Garden Road, Fairburn Street, Floral Avenue, Aldrin Avenue, and Bowdoin Drive for work related to the SDG&E Gas Line Upgrade. Possible lane closure on Kirkham Way between General Atomics Way and Stowe Drive, both directions, for work related to the SDG&E Electric Mainline Installation Project. Intermittent lane closure with flaggers on Poway Road, east bound lanes between Community Road and Civic Center Drive for incoming and outgoing haul trucks. Work is related to the Outpost grading and improvement project. Emergency Response Emergency Response Call-outs 15 Responded to an alarm at Fire Station 3. Checked out a restroom at City Hall and unplugged a toilet at the Library. Turned off a continually running toilet in a park and barricaded off the area where water had pooled. Removed a fallen tree from fence and alley path. Removed lumber from the roadway and a fallen tree from the Poway Grade, a canopy from a sidewalk, a large amount of debris from in front of Chaparral School and palm fronds from the roadway.
