RECORDS MANAGEMENT
The City Clerk’s Office coordinated an onsite records destruction with Corodata on February 11, 2019.
Records onsite that met or exceeded their retention were listed and authorized for destruction from the
City Clerk’s Office, Community Services, Development Services, Public Works and Safety Services. A
total of 37 boxes were destroyed including 22 residential building plan boxes that were removed from our
offsite records storage. Over the course of the year, the Clerk’s Office has reduced the cost of storage
by 285 boxes.
The Clerk’s Office provided Complete Paperless Solutions (CPS) with a 60-day cancellation notice,
effective March 29, 2019, and executed a new contract with ECS Imaging, Inc. for technical support
services for the Laserfiche Software Assurance Plan. The City previously used ECS, and will benefit
from a 3% cost savings.

The City Clerk’s Office completed a review and update of the department’s webpage to give the public
direct and easy access to information. Many pages were combined and simplified, and repetitive
information was eliminated. In addition, Jasmine is working with Rene and Lawrence to create some
new eye-appealing graphics for the City Clerk Home Page.

PLANNING
Stoneridge “The Farm” Specific Plan (SPP18-001)
Application corrections and submittal requirements were provided to the applicant on
February 1, 2019 for a 118-acre specific plan proposed to include 160 residential homes
including twin-homes and detached cottages. Amenities include an outdoor amphitheater,
tot-lot, swim and racquet club, café, wine and/or beer garden, multi-purpose community
building and butterfly discovery center. Trails, pocket parks, community gardens and ponds
are also included. Staff is coordinating with the applicant to determine which facilities will be
open to the public and which will be available to residents within the development only as a
part of their HOA. Staff is coordinating a request for proposals for an environmental
consultant to prepare the environmental impact report. Interviews of consultants are
expected to be held in March with the consultant selection to be proposed at an April City
Council meeting.
Poway Housing Authority Lot/Staging Area for SDG&E Undergrounding (TUP19-002)
On February 3 staff received a temporary use permit application for the use of the vacant
Poway Housing Authority Lot located on Twin Peaks Road (APN 321-190-28) as a staging
area for SDG&E undergrounding. The permit is ready to issue, pending submittal of
additional insurance information by VetSource (SDG&E’s contractor). Equipment and
material storage will commence as soon as the permit is issued. VetSource will be
undergrounding conduit along Espola Road as part of “Espola Conversion 20A.” The
temporary use is expected to be completed by June 30, 2019.
Property Services Plus Minor Conditional Use Permit (MCUP19-001) at 12323 Oak
Knoll Road
Property Services Plus, a property management company, operated its offices at 12341 Oak
Knoll Road (the site of Villa de Vida affordable housing project). They are relocating their
offices to 13410 Pomerado Road and will be moving seatainers to 12323 Oak Knoll
Road. Seatainers are allowed with a Minor Conditional Use Permit. There will be no other
outdoor storage at the site.

Accessory Dwelling Unit (ADU) Minor Development Review (MDRA19-002) at 14513
Hill ‘n dale Way
A request for a 898-square-foot ADU was received. The single story ADU is located behind
the residence which is within the RS-4 zone.
Sushi Lounge Poway is moving to 12622 Poway Road
Sushi Lounge Poway is moving from 13132 Poway Road (the Poway Library Plaza shopping
center) to 12622 Poway Road (Poway Crossing Shopping Center at the former Bruski
restaurant site). The City has verified the zoning for the California Alcoholic Beverage
Control (ABC) Board and has processed a Temporary Sign Permit for the “Coming Soon”
banner. The restaurant manager indicated that they were excited about the larger outdoor
dining area and larger parking lot.
CAPITAL IMPROVEMENTS
Traffic Signal Controller Upgrades
The battery backup switchover at the Midland Road and Twin Peaks Road intersection will
be completed this week. This is the final remaining task on the project. After completion of
this item and payment of the final progress pay, the project will be scheduled for acceptance
by City Council.
Washwater Tank Upgrades
The Contractor has started structural repairs to the rafters. Roof blasting was completed
last week, and interior prime coating work started this week. The Contractor is planning to
complete all interior coating work prior to the scheduled shutdown, between March 4 and
March 7, of the Water Treatment Plant for modification to the underground piping.
Martincoit Road Sewer Upsize
Comments on the 100% design submittal have been returned to the Consultant. It is
anticipated that this project will be advertised for construction in March. This will allow the
segment of pipe being upsized within Martincoit Road and a majority of work within one of
the Painted Rock Elementary School parking lots to be constructed during the summer
break. There will be some work in the parking lot that occurs after school is back in session.
City staff will be coordinating with maintenance staff from the school for use of a portion of
their parking lot during construction.
36” Water Main Assessment
In order to complete the assessment of the 36” water main on Lake Poway Road Public
Works needs to excavate the access point in the pipe as well as install a temporary high
line. Due to unexpected staff changes in the water crew, Public Works has requested to
delay the project. After further coordination with Public Works, the water main assessment
will be rescheduled for the March 2020. This is the month of the year with the lowest water
usage which will allow for the use of the temporary high line.

Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of January 2019, the PCPA Carport PV system was estimated to produce
63,878 kWh (red line on both graphs) but over-produced for a total of 64,614 kWh (blue bars
on both graphs). During Jan 2019, the system over-produced all but 14 days. Under
production can be attributed to lack of sunshine during cloudy days and/or inclement
weather. All mechanical systems appear to be functioning properly, however one inverter
is experiencing a communication issue, which is why there are spikes in the monthly
production chart provided below. The actual production is not affected by this
communication issue. GE will be attempting to resolve the communication issue during their
next preventative maintenance visit.

LAND DEVELOPMENT
Liguori Ranch Estates
City staff has issued comments for the fourth review of the final map and grading plans
associated with the 496-acres and 31-lot subdivision proposed on Stage Coach Road.
Cinchring Drive Residence
City staff has received the first submittal for a floodplain development permit proposing the
removal and replacement of damaged trusses for a residence on Cinchring Drive. The
structure is within the floodplain.
Buswell Residence
City staff has received the first submittal for a floodplain development permit proposing a
front porch within the floodplain for a residence on Orchard Bend Road.
Parkway Summit Street Improvement Plan
The City has received the second submittal of the Street Improvement Plans for the
proposed buildings at the eastern end of Kirkham Way within the South Poway Business
Park. The plans include the extension of Kirkham Way and the proposed public water
facilities throughout the site.
Bazaz Residence
The requested revised geotechnical investigation report was submitted to the City in
association with the grading plan for the proposed single-family residence on Coyotero
Drive.
Lara Residence
Comments were issued on the first review of the Grading and Improvement plans for the
proposed single-family residence at the southern end of Golden Way. The plans include the
proposed single-family residence, widening of Golden Way, water and sewer main extension
improvements.
Kaminskiy Residence
City staff issued comments on first review of a construction change revising the plans to
include an additional retaining wall, concrete patio and walkways as part of the project to
address illegal grading on Solera Way.
General Atomics Lot 1
City staff reviewed and returned redlined record drawings, along with the mylar plans, to the
applicant for preparation of the final record drawings for the parking lot built on Danielson
Street.

United Oil
City staff issued comments for 4th review of the grading plans for the gas station
redevelopment proposed on Poway Road. Since remaining comments were repeat items
not being addressed, staff met with the applicant to get resolution on the items and get
progress towards a grading permit. Staff is working with the applicant to provide final review
of documents electronically this week for a quick review to ensure completion.
Chick-fil-A
Staff has approved the grading plans, the applicant has provided fees and securities and
the mylars have been signed by the City Engineer. The preconstruction meeting was held
this week.
Sunview Gardens Residential Care Facility
City staff returned comments for 1st review of the grading plans for the proposed 15-bed
residential care facility on Aubrey Street.
Parkway Summit
Staff approved the stockpile grading plan for Parkway Summit. The stockpile project
proposes to crush rock from the existing onsite stockpile, in preparation for use as backfill
for the improvements associated with the Parkway Summit Grading Plan.
STORMWATER
In response to the Regional Water Quality Control Board (RWQCB) staff concerns regarding
a potential sewer discharge reported on January 29, the City of Poway conducted a thorough
investigation into the illicit discharge. Several key staff members within the Public Works
department, Code Enforcement and Engineering within the Development Services
Department and the City’s stormwater Consulting Firm D-Max Engineering, Inc. conducted
concurrent investigations of the sewer system, the storm drain system and field
investigations to assess the site conditions and try to find possible sources. The outcome
of the investigations resulted in no finding of illegal sewer connections or illicit discharges
into the storm drain system.
INSPECTION
Crossland Residence
Old Stone Road (G14-0016) - The owner has completed the footing placement for the
basement. The footing was placed, and the block wall built. Grout was placed and is awaiting
compressive strength test results prior to being approved to backfill. BMP maintenance work
is scheduled for this week.

Affleck Residence
Old Coach Road (G17-0009) - With the lower pad complete, the contractor was able to focus
and complete the upper pad prior to rain. Basin excavation and media placement has begun.
Brake Stop and Auto Repair
12764 Poway Rd. (RW19-0020) - The preconstruction meeting has been held. The
contractor is scheduled to begin work once weather permits. Work will consist of concrete
curb and gutter, driveway approaches and sidewalk improvements within the right-of-way
on Poway Road west of Carriage Road.
Malowney Residence
Markar Road(G18-0004) - The contractor has completed cut, fill and compaction of the pad
portion of grading. The brow ditch has been excavated and is scheduled to be placed soon.
The owner is working on the storm drain system and has completed the storm drain section
running under the proposed driveway and down to an approved D-40 energy dissipater.
When completed with backfilling, the owner will begin working on an all-weather surface
which will act as temporary fire access while constructing the home. Once complete the
owner will then install the permanent driveway consisting of pervious paver stones.

Mehdi Residence
Spyglass Terrace (G14-0018) - Landscape and fine grade has resumed. The bio-basin is
complete other than planting. The contractor has resumed work on the private driveway.
The old driveway was removed, base and gravel placed, and paver stone installation has
begun.

Outpost
Poway Road (G18-0002), (STI18-001) - The contractor has completed excavating the
perimeter to a depth of approximately 8’ to 10’, with shoring being adjusted as depth is
reached. Groundwater was encountered at approximately 10’. Excavation and export of
materials has been stopped due to groundwater and overly saturated conditions. The
contractor’s consulting firm has designed and submitted a dewatering system designed to
convey groundwater through treatment tanks and then discharge directly to the City’s
stormdrain system. The State of California Regional Water Quality Control Board has
reviewed and approved the Consultant’s de-watering system. A copy of the plan was
provided to City staff to monitor and ensure compliance.

Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - This week the contractor is working
on driveway approach, concrete paving and drive aisles, curbs, loading dock and sidewalk
installation. Bio-basin construction continues with the basins in different stages from lot to
lot. Work ranges from liner placement to media installation, and planting. Last week the
contractor completed exporting material that had been generated during pad construction.
Exporting will resume when rains have passed, and additional material has been generated.
SCHEDULED ROAD/LANE CLOSURES
Lane closure on Garden Road, Fairburn Street, Acton Ave, Floral Ave, Aldrin Ave,
and Bowdoin Drive for work related to the SDG&E gas line upgrade.
Possible lane closure on Kirkham Way between General Atomics Way, Stowe Drive
and Crosthwaite Circle in both directions, for work related to the SDG&E electric
mainline Installation Project.
Intermittent lane closure with flaggers on Poway Road, eastbound lanes between
Community Road and Civic Center Drive for incoming and outgoing haul trucks. Work
is related to the Outpost grading and improvement project.
Possible lane closure on Espola Road between Northcrest Lane and Twin Peaks
Road both directions for the undergrounding of utilities associated with the Espola
Road Safety Improvement Project.

Miscellaneous 13 Working on repairing numerous sections of
lumber on the boardwalk, dried the carpet in the
Senior Center, checked out the Sanor system in

in the refrigerator in the Public Works
Administration building, installed weather
stripping on all new pool doors, installed new
blinds on windows at City Hall, repaired a lock on
a door at the Senior Center, removed the “Winter
Festival” banner, repaired doors at City Hall’s
main entrance, tightened a cable and repaired a
water leak at Old Poway Park water tower,
worked on a broken window at Old Poway Park,
relocated an AED cabinet at the Sportsplex and
attended Hazard awareness training.

Parks, Trails & Landscape Maintenance
Aubrey Park Prepared the facility for softball season opener.
Removed storm debris from walkways and
cleared drains.
City Hall Removed weeds from the planters, trimmed trees
and shrubs.
City Owned Properties Installed four of the new-style “No Trespassing”
signs to the exterior fence of the Big Stone Lodge.
Provided support cleaning up two encampments;
Poway Road at Tarascan and directly behind the
former Poway TV station. Knocked down weeds
and tall grass with the mower on two large
properties on Community Road.
Community Park Weeded baseball-fields and Dog Park’s fence
lines.
Garden Road Park Placed additional playground mulch in the
playground.
Hilleary Park Weeded entrance planters and cleaned up debris
from the tennis courts.
Lake Poway Park Completed fusing the 1500-foot campground
waterline to Lake Poway Park. Placed additional

parking lot and medians. Supported the “Youth

and supplies. Placed landscape mulch within
the entryway medians.
OPP Provided support for the Garden Club by
providing mulch and decorative rock to renovate
the orchard and planters adjacent to the
Templar’s Hall.
Starridge Park Cleared drains and repaired erosion diverters.
Placed mulch in the entry planters.
Sycamore Creek Park Sprayed for weeds at Sycamore Park East.
Valle Verde Park Installed additional playground mulch on the
playground, in the parking entryway planters and
along the east border sidewalk. Sprayed for
weeds in the parking lot and planters. Replaced
an aging drip irrigation in the parking lot planters.
Miscellaneous Trails Began making repairs to the trails following the
rains along Ellie Lane Trail, filled in ruts and
removed low tree branches. Delivered three
truckloads of base-material to the Del Poniente
Trail for future repairs of the creek crossing.
Sprayed for weeds along the Poway Valley Riders
Association Trail, the High Valley Trail and along
Lake Poway Road to Espola Road. Removed
graffiti from the wall, signs and rocks leading to
Boulder Bay at Lake Poway.
Miscellaneous Parks Park staff moved the ballfield bleachers back to
the ballfield after using them for “Winter Fest”
event. Provided the Street’s Department with
support clearing a fallen pepper tree that was
blocking Aubrey Street.

Emergency Response Call-outs 22 Contacted contractor to reset the alarm at Public
Works; covered a broken window; responded to
two residents with storm water drainage issues,
one resident with a sinkhole near a storm drop
inlet, a traffic collision, a report of oil in road, a
large tree down in the street, a burst water pipe at
the cemetery and an emergency mark-out; turned
water on for a resident; unlocked a meter;
checked out a water leak at an abandoned auto
parts store, a meter leak and a main break at
Valle Verde and Espola Road pushing up through
the asphalt; and patrolled hot spot flooding areas
three times a day for two days.

Between Monday, January 28, and Sunday, February 10, Poway fire and paramedic
crews responded to 168 incidents of which 116 were medical aids.
