The cost of the project came in $1,293 less than anticipated. In addition to great prizes for big fish, kids enjoyed hotdogs, games, and a magic show. 45 families camped at the lake the night before the derby, and 400 attended the fishing seminar to learn how to reel in the big one. • February was full of diverse activity and programming at the Poway Center for the Performing Arts: Poway High School’s student-led Spring Musical, the Brigham Young University community rental, a Poway OnStage professional performance, the American Chinese Culture and Education Foundation community rental, a popular visual arts exhibit, a Volunteer Usher training, and a band and orchestra festival. • Who knew that getting dirty would be so much fun?! 39 teens had a blast playing goopy games, making gooey artsy masterpieces, and eating mouthwatering sticky treats at The Teen Mess-tival. • In the Park Series provided two hours of “Color” fun for the whole family. An estimated 258 attendees used the rainbow to create colorful masterpieces, water-bead stress balls, and unicorn poop. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: February 27, 2019 SUBJECT: Director’s Notes PLANNING Kirkham Wireless Facility (CUP 19-002) at 13875 Kirkham Way An application was submitted to amend the South Poway Specific Plan to allow wireless communication facilities up to 90-feet tall and to construct a wireless communication facility on City-owned property at 13875 Kirkham Way. The facility as proposed consists of an 89.8- foot high faux tree with options for a Eucalyptus, Pine or Broad Leaf tree with ground mounted radio equipment within two decorative block enclosures in an existing landscape planter. The lot is City-owned and is used as new vehicle storage for the Poway Auto Dealers’ Association. The facility will allow for up to three carriers. The proposal went before City Council on February 5, 2019, through the Pre-Development Conference process. The Specific Plan Amendment and Conditional Use Permit will require approval from the City Council. Staff will select one of the three faux tree alternatives for City Council consideration based on aesthetics and surrounding landscape. New Single Family Residence (SFR) Minor Development Review (MDRA19-003) at 15176 Vali Hai Road A request for an approximate 2,400-square-foot SFR was received for a vacant property in the High Valley area. The development plan includes a detached garage, covered horse corrals in addition to the residence which is within the RR-B zone. CAPITAL IMPROVEMENTS Buehler Reservoir Rehabilitation The temporary water tank is approximately 75% assembled. The contractor began working on the underground piping last week. The piping won’t be complete until mid-March due to manufacturing lead-time on the butterfly valves. Washwater Tank Upgrades The contractor has completed structural repairs to all 15 rafters. Work continues on the exterior and interior structural modifications along with interior coating. A shutdown of the Water Treatment Plan was originally scheduled for March 4 through March 7 for modification to the underground piping. It has been rescheduled for March 18 through March 21 due to a delay at the plant manufacturing for the piping materials. Director’s Notes February 27, 2019 Page 2 Community Park Electrical Upgrades The SDG&E switchover to the new electrical gear is scheduled for February 27. The contractor will install a temporary generator early in the morning to ensure the Senior Center does not experience a power outage. SDG&E will complete its work during the day. After the Senior Center activities are completed for the day, the contractor will complete the switchover. Treatment Plant Chemical Building and Tank Farm Upgrades This project was originally bid last year. Due to manufacturer lead time for valve actuators, the project would not be able to meet the required timelines at the Water Treatment Plant. The consultant is currently incorporating RFI questions that came up during the previous bid into a new bid package which will be advertised in March. Espola Road Safety Improvements The contractor hired by SDG&E, VetSource, will begin mobilizing equipment and materials to its staging yard this week. They were issued a TUP for use of the Poway Housing Authority owned on Twin Peaks Road, west of Espola Road. Weather permitting, they will begin construction activities this week for the 20A Utility Undergrounding which is between Mountain Road and just north of Evergreen Lane. LAND DEVELOPMENT Aria Estates City staff received the second submittal of the final map, improvement plans and grading plans for the seven-lot subdivision proposed along Pomerado Road. The resubmittal included revised plans, stormwater report, drainage study, and geotechnical investigation. Davis Residence City staff prepared the final document revising the property line between Lots 4 and 5 of the Murel Trails Subdivision. The applicant provided the recordation fee and the document is anticipated to be recorded early this week. Liguori Ranch The applicant neglected to submit structural calculations for the retaining walls and bridge with the previous fourth review of the grading plans as well as the reservoir structural calculations as a part of the improvement plans. Staff received these calculations, with a request to review now, even though fourth reviews have been completed and returned. Staff has agreed to extend the reviews to accommodate this request. Mansur Parking Lot The City is awaiting bond copies of the signed mylar grading plans. Once received, the preconstruction meeting will be scheduled. This project proposes to extend the existing parking lot for U-Haul rental vehicle storage at the California Keg & Liquor store at the corner of Garden Road and Claire Drive. Director’s Notes February 27, 2019 Page 3 Parkway Summit (Vantage Point) The City has returned comments on the second review of the grading plans for the 2 warehouse distribution buildings proposed at the eastern end of Kirkham Way within the South Poway Business Park. The reviewed and returned items include grading plans, cost estimate, and drainage & stormwater reports for the proposed buildings and accompanying parking. Valdez Residence The floodplain development permit for the truss repairs and replacements on the single- family residence located within the floodplain off Cinchring Drive has been approved. Kaminskiy Residence The applicant has submitted for second review of a construction change revising the plans to include an additional retaining wall, concrete patio and walkways as part of the project to address illegal grading on Solera Way. STORMWATER The City’s stormwater consulting firm D-Max Engineering, Inc. has completed the 2017-2018 Dry Weather Municipal Storm Sewer System Outfall Monitoring Summary Report. The report presents the results of the monitoring program conducted during the 2017-2018 monitoring year, and includes field observation results, flow source identification results, trash assessment data, photographs of visited sites, and completed field datasheets. The report also presents the results of flow source investigations conducted in response to routine field screening program results and their recommendations for additional actions. City staff will be reviewing this report and proceeding with the necessary additional actions. INSPECTION Outpost Poway Road (G18-0002), (STI18-001) - The site was inspected on several occasions during the rains and no issues were noted. Last week the contractor installed the permanent sidewalk closure. The closure includes appropriate signage at the required intersections and extends to the top of the existing curb, with fence post drilled into the top of the existing curb to support the construction fence. In addition to the sidewalk closure there will be various single lane closures throughout the duration of the project so the contractor can make connections to the existing utilities, perform street improvements and complete other critical construction tasks. The contractor’s consulting firm has submitted a de-watering system designed to convey groundwater through treatment tanks and then discharge directly to the City’s storm drain system. The State of California’s Regional Water Quality Control Board has reviewed and approved the Consultant’s de-watering system. A complete copy of the report has been received by the City of Poway for review. The contractor has started installation of the dewatering system on the north east corner of the Park View Terrace Apartments, which borders the Outpost project to the south. Once the system is complete dewatering of the Outpost site can begin. Director’s Notes February 27, 2019 Page 4 Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - With recent rains, work was stalled, and most activities were conducted within the buildings. Once the site begins to dry out the contractor will resume work on driveway approaches, concrete paving and drive aisles, curbs, loading dock and sidewalk installation. Last week the contractor was able to work on the 2-inch domestic backflow devices for several of the buildings. Bio-basin construction is in different stages from lot to lot, but work has paused due to recent rains. Brake Stop and Auto Repair 12764 Poway Rd. (RW19-0020) - The preconstruction meeting has been held. Last week the contractor began demolition of the existing sidewalk curb and gutter. Work includes installation of concrete curb and gutter, driveway approaches and sidewalk improvements within the right-of-way on Poway Road west of Carriage Road. A temporary sidewalk closure is in place and being maintained by the contractor. Concrete placement is scheduled for this week. Chick-Fil-A Poway Road (G18-0005) - The preconstruction meeting has been held. The contractor began by demolishing the existing building. With the building demolished and removed, the contractor began pad over excavation and re-compaction. The contractor is nearly complete with the 2-foot over-excavation and re-compaction for 5 feet outside the building pad. Pad completion is scheduled for this week. Malowney Residence Markar Road (G18-0004) - When weather permits the owner/contractor will resume work on the storm drain system backfill. The D-40 energy dissipater headwall has been built and placed, installation of fabric and rock is also scheduled to resume when weather allows. When complete with backfilling, the owner will begin working on an all-weather surface which will act as temporary fire access while constructing the home. Mehdi Residence Spyglass Terrace (G14-0018) - Landscape and fine grade has resumed. The bio-basin is complete other than planting. The contractor has completed work on the private driveway. The old driveway was removed, base and gravel placed, followed by paver stone installation.
