HOUSING
Villa de Vida
Villa de Vida is a 54-unit affordable housing project for individuals with development
disabilities proposed on a Housing Authority-owned property at the southwest corner of Oak
Knoll Road and Pomerado Road. Staff continues to work with the non-profit housing
developers to complete all requirements needed to implement the project. Revisions to the
financial pro forma are being finalized and an amendment to the Disposition, Development
and Loan Agreement (DDLA) is being prepared. The DDLA amendment is expected to be
presented to the City Council on April 2 and Escrow is scheduled to close on April 9. The
tight timeframe is due to the strict time limits allotted by the Tax Credit Allocation Committee
as a result of the award of 9% tax credits to the project- a key component of the projects’
financing plan.
PLANNING
Van Dam Peak Open Space Acquisition
On February 19 the City Council authorized staff to enter into a grant agreement for the
acquisition of four parcels in the Van Dam Peak area for open space. The parcels total
162.31 acres and have a fair market value of $1,625,000. Staff compiled and executed the
required documents and on March 7 the Wildlife Conservation Board awarded the City $1
million in Section 6 grant funds. This is in addition to $500,000 awarded by the California
Natural Resources Agency in March 2018. The Trust for Public Land (TPL) will purchase
the parcels from the property owner, and the City will immediately purchase the property
from TPL using the $1.5 million in grant funds and $125,000 from the Habitat In-Lieu Fee
Fund. Escrow is scheduled to close by April 30, 2019.
Accessory Dwelling Unit (ADU) Handout
Planning staff finalized the Accessory Dwelling Unit (ADU) Handout. This informative
handout, available to the public at the Development Services counter and on the City’s
website, summarizes the Poway Municipal Code regulations for ADUs which went into effect
on October 2, 2018. The handout also contains a “Frequently Asked Questions” section,
which address questions that are most commonly asked by the public.

Stoneridge “The Farm” Specific Plan (SPP18-001)
On March 12th, City staff interviewed prospective EIR consultants to prepare an EIR for the
subject project. A total of six qualifying proposals were received and three firms were
interviewed. Staff is currently negotiating a scope of work with the preferred firm and the
selection of the EIR consultant is tentatively scheduled for City Council review on April 16th.
The EIR is estimated to cost $250,000 which will be paid for by the developer. Mike Strong,
City of Escondido, and Greg Kazmer, County of San Diego, were on the panel and assisted
Planning staff with the selection. The City of Escondido prepared an EIR for “The Villages”
golf course conversion project which is very similar to this proposal. “The Farms” is a 118
acre specific plan proposed to include 160 residential homes including twinhomes and
detached cottages, as well as agricultural, recreational and retail uses.
Single Family Residence (SFR) Minor Development Review (MDRA19-004) at 13306
Del Poniente
A request for an approximate 4,526-square-foot SFR was received for a vacant lot in the
Williams Ranch subdivision. The development plan also includes two attached garages
totaling 1,140-square-feet. The site is within the Rural Residential RR-B zone.
Filming for Commercial Temporary Use Permit
The City received an inquiry from a filming production company looking to film for a
commercial. The filming is scheduled for March 21, 2019 and will be for the local
trucking/freight company, SAIA Motor Freight Line. The filming will occur at their depot
facility at 12055 Tech Center Drive and along Scripps Poway Parkway. They will obtain the
necessary Temporary Use Permit. The Sheriff’s Department and possibly California
Highway Patrol will be providing traffic control. Traffic on Scripps Poway Parkway will be
stopped and filming will take place in 3-minute intervals throughout the day.
Boardinghouse Code Compliance Case at 13944 Powers Road
The City has had an active investigation regarding the unlawful boardinghouse at 13944
Powers Rd. City staff had noted occupants residing within rooms not approved for
occupancy, a garage conversion into 3 bedrooms, as well as rental of individual rooms under
separate leases. The City issued and finalized a permit that removed the unlawful garage
conversion and bedroom addition in violation of building code and the property is now in
compliance with City regulations. Staff will investigate if additional complaints are received.
Nuisance Abatement Code Compliance at 13746 Frame Road
The City Council declared a public nuisance at this property on February 5, requiring
abatement. An inventory inspection was performed on March 7th of the front yard of the
subject property. License plates numbers were sent to the Sheriff’s Office for registered
owner information. Two vehicles out of four were able to be verified as “operable”. The
tenants have made some progress since it was last inspected and are planning on acquiring
a large dumpster to mitigate the remainder. If substantial progress is not made by March
18th, City staff will proceed with getting a bid from the abatement contractor and will move
forward on the abatement warrant.

Nuisance Abatement Code Compliance at 13990 Humo Drive
The City Council declared a public nuisance at this property on February 5, requiring
abatement. The City Attorney made contact with the property owner and asked that he allow
a property inspection in order the fully document the amount of materials and number of
vehicles. The property owner agreed to do so. Code Compliance staff inspected the
materials and vehicles on the property on February 28th. The owner accompanied staff
through the duration of the inspection and answered all questions from staff. Staff will
coordinate a timeline with the property owner to bring the property into compliance within 60
days. If substantial progress is not made within 60 days, City staff will proceed with getting
a bid from the abatement contractor and will move forward on the abatement warrant.
ARCO Landscape at 12805 Poway Road
Several trees were removed from the subject property and planning staff coordinated with
the tenant and property owner to replant the landscape and adhere to the City’s landscape
standards. The new landscaping has been installed.
CAPITAL IMPROVEMENTS
Community Park Electrical Upgrades
The SDG&E switchover to the new electrical gear was successfully completed last week.
Remaining activities include installation of sod and removal of temporary fencing.
Martincoit Road Sewer Upsize
The consultant is incorporating final comments on the 100% design submittal. Staff has
obtained signatures on one of two sewer easements and is processing a Right of Entry
agreement for access to the south side of the creek from Martincoit Road. The construction
will also access from the Painted Rock Elementary School parking lot on the north side of
the creek. Staff is coordinating with the school district.
Espola Road Bike Lanes
The project kickoff meeting has been held. Staff provided the consultant with requested
record drawing information. The consultant has recommended two alternative alignments
to the street widening on Espola Road between Range Park Road and Poway Road. Staff
will be meeting with planning to go over the two alternatives and get some direction on what
is needed for the environmental determination on the project.
Clearwell Upgrades
A RFP to complete an assessment of the clearwell reservoir as well as design the
replacement of its floating cover has been posted. A pre-proposal site meeting will be held
on March 18 to allow access for consultants to see the site prior to submitting proposals.
Proposals are due by March 29.
Buehler Reservoir Rehabilitation
The temporary water tank is assembled. The contractor continued working on the
underground piping last week. The piping won’t be complete until mid-March due to
manufacturing lead-time on the butterfly valves.

Washwater Tank Upgrades
The Contractor has completed structural repairs to all 15 rafters. Work continues on the
exterior and interior structural modifications along with interior coating. A shut down of the
Water Treatment Plant was originally scheduled for March 4 through March 7 for
modification to the underground piping. It has been rescheduled for March 25 through March
29 due to a delay at the plant manufacturing for the piping materials.
Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of February 2019, the PCPA Carport PV system was estimated to produce
69,390 kWh (red line on both graphs) but under-produced for a total of 67,430 kWh (blue
bars on both graphs). During February 2019, the system under-produced on 14 days. Under
production can be attributed to lack of sunshine during cloudy days and/or inclement
weather. All mechanical systems appear to be functioning properly, however one inverter
is experiencing a communication issue, which is why there are spikes in the monthly
production chart provided. The actual production is not affected by this communication
issue. GE will be attempting to resolve the communication issue during their next
preventative maintenance visit.

LAND DEVELOPMENT
Parkway Summit
(G18-0008) - The applicant submitted the Grading Plan package for third review of the
proposed buildings at the eastern end of Kirkham Way within the South Poway Business
Park. The Grading Plan resubmittal package included revised plans, stormwater, and
drainage reports.
Tao Residence
(FLD 19-0003) – City staff received the floodplain development permit associated with a
kitchen remodel for a residence within the floodplain on Kennebunk Street.
Buswell Residence
(FLD19-0002) - City staff has returned comments on the first review of the floodplain
development permit for the proposed front porch within the floodplain on Orchard Bend
Road.
Stowe Properties
(FPM19-001) – The applicant has submitted the final map package for first review of the lot
split proposed on Stowe Drive. The existing lot is developed with two existing buildings used
for General Atomics.
Villa de Vida
(G19-0002; WI19-001; ESMT19-001 and 002) – The applicant has submitted plans for
second review of the grading plans, improvement plans and two easements associated with
the 54 unit affordable housing project on Oak Knoll Road.
United Oil
(G18-0001 & M16-002) – Staff issued comments for the second review of the lot merger for
the gas station redevelopment proposed on Poway Road. This is one of a few remaining
items required prior to grading permit issuance. Staff is continuing to work with the applicant
electronically instead of formal submittals in order to keep this project moving forward
successfully.
Kingman Road
(WI17 -003) – The applicant has requested that the City approve a Reimbursement
Agreement to recover a portion of the cost for the installation of a public water main and fire
hydrant constructed on Kingman Road in association with their development of a single-
family residence on Oak Canyon Road. City staff has prepared the council agenda report
for the acceptance of a Reimbursement Agreement and Acceptance of the Public
Improvements. The hearing is scheduled for the March 19th council meeting.

Davis Residence
City staff recorded the final document revising the property line between Lots 4 and 5 of the
Murel Trails Subdivision.
Mansur Parking Lot
City staff has issued the grading permit for the extension to the existing parking lot at the
California Keg & Liquor store at the corner of Garden Road and Claire Drive. The parking
lot extension is for U-Haul rental vehicle storage.
INSPECTION
Outpost
Poway Road (G18-0002), (STI18-001) - The contractor has installed the permanent
sidewalk closure and the construction fence. In addition to the sidewalk closure there will be
various single lane closures throughout the duration of the project, so the contractor can
make connections to the existing utilities, perform street improvements and complete other
critical construction tasks.
The contractor received approval from the State of California’s Regional Water Quality
Control Board for a filtering system to discharge groundwater and have conducted the first
tests. A complete copy of the report has been received and reviewed by the City of Poway.
The City inspector has scheduled a meeting with the testing firm to discuss testing location,
frequency of sampling and reporting. The de-watering system was installed on the adjacent
property prior to submitting for a temporary use permit (TUP). The contractor is in the
process of submitting for the TUP and the agreement to use the adjacent property is with
the adjacent property owner awaiting signature.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Last week the contractor worked on
driveway approaches, concrete paving and drive aisles, curbs, loading dock and sidewalk
installation. They placed a total of three G-17 driveway aprons and sidewalk for building 6
and 12. Work on the 2” domestic backflow devices for several of the buildings continues.
Last week during excavation for an additional backflow device, the contractor damaged an
existing gas service to a neighboring lot. The Fire Department and SDG&E were immediately
contacted. The gas service was repaired by SDG&E.
Brake Stop and Auto Repair
12764 Poway Road (RW19-0020) - The contractor began demo of the existing sidewalk,
curb and gutter but has encountered wet weather. During demo the contractor damaged the
existing traffic signal loops. Siemens was contacted, and the signal was confirmed to be on
recall. The contractor is coordinating with Siemens to fix the damage. Siemens has
scheduled the repairs but will not be able to do the work for a couple weeks due to workload.
Public Works has been notified. This week the contractor is scheduled to finish forming and
place the concrete approaches.

Chick-Fil-A
Poway Road (G18-0005) - The contractor has completed the pad over-excavation and
compaction. A large tent was erected to prevent the excavated building footings from
becoming overly saturated during rain.
Parkway Summit Stockpile
Kirkham Way (G19-0003) - The preconstruction meeting has been held. Work has begun.
Crews started by separating stockpiled material to dry. This week the contractor will resume
the screening process, weather permitting.
Mansur Parking Lot
Garden Road (G18-0007) - The preconstruction meeting has been held and work has begun,
Staking has been placed and inspected. A meeting to discuss demo and asphalt placement
is scheduled for this week.

mainline installation project.
Intermittent lane closure with flaggers on Poway Road, eastbound lanes between
Community Road and Civic Center Drive for incoming and outgoing haul trucks. Work
is related to the Outpost grading and improvement project.

Significant Activities for December 2018
o New Businesses
• Genesis is a luxury automotive brand that is locating within the Poway Hyundai dealership.
Staff assisted the dealer with completing its license requirements with the State
Department of Motor Vehicles, to enable it to begin operations.
• Staff met with representatives looking to locate several new businesses in Poway. The
prospective businesses included a new gym, a fast food restaurant, two medical offices
and a new trailer sales business.
o Existing Business
• Poway Sushi Lounge will be moving from their current location to a larger site at 12622
Poway Road (the former Bruski restaurant).
• Staff assisted Perry Ford to move their excess auto storage from the Housing Authority’s
property on Oak Knoll to a vacant parcel at 12674 Monte Vista Road.
o In January, staff attended the San Diego County Economic Roundtable. The general
consensus of the speakers was that they expect to national and local economies to grow at a
more modest rate for the next year as compared to the past two years. The speakers also
expressed concern about the cost of housing in the region being the biggest threat to the local
economy.
o Staff continues to meet with representatives of Meridian Development, to discuss
development of the Poway Town Center. Staff anticipates that the Purchase, Sale and
Development Agreement will be presented to the City Council at the March 19 City Council
meeting.

crack seal to help prevent decay of Espola, Twin
Peaks and Poway roads (16,080 ft.); completed
six crack seal tasks as part of Zone #3 Crack
Seal Program (18,200 ft) and repaired 23
potholes throughout city (23 ft.)
Debris Removal 4 Picked up and discarded a hot water heater
illegally dumped on Stowe Drive and removed
post-storm silt from Sycamore Valley, Midland
and Summer Sage roads (400 sq. ft.)
Concrete Repairs (sq. ft.) 467 Completed two Zone #3 concrete grinds (8 ft.),
three unscheduled concrete sidewalk grinds on
Ted Williams Pkwy (9 ft.) and five concrete
remove/replace tasks as part of Zone #3
concrete program (450 ft.)
Signs 6 Installed 10 small RPM reflectors along curb face
on York Avenue, replaced a faded ‘Stop’ sign on
Orchard Gate Road and a missing turn sign on
Markar Road, re-installed two delineators
knocked down by autos on Twin Peaks Road
and relocated street name sign on Vista View
Court.
Vegetation (ft.) 445 Completed weed abatement from center median
of General Atomics Way (20 ft.), cleared a
pepper tree blocking signage along Markar Road
(10 ft.), cleared vegetation from the sidewalk
along La Manda Drive (120 ft.), cleared
vegetation from sidewalk along Espola Road
(215 ft.) and trimmed vegetation from alongside
Old Community Road (80 ft.)

Graffiti 1 Removed graffiti from a trash can on Ridgedale
Drive.
Miscellaneous 3 Replaced 11 fence rails on Midland Road
concrete guardrail fence (90’). Removed two to
three inches of soil from the road surface and
replaced it with crushed aggregate, graded and
compacted it to existing elevations on Sycamore
Avenue. (3600 sq. ft.) Loaded and moved 14
pallets of concrete block from private property
located in the former Espola Road construction
site and relocated them to Crosthwaite Yard.
Stormwater & Flood Control
Crosthwaite Materials Handling Yard 1 Completed monthly responsibilities for February
and handed off to the Parks division for March.
Responding to Rain events 12 Responded to multiple rain events: inspecting
flood prone areas, clearing drains and resident
requests and call-ins.
Sand and sand piles 15 As Poway residents utilized the three sand bag
stations to help protect themselves from flooding,
the storm water crew ensured the stations were
restocked with sand and sand bags daily.
Vactor Request 6 Crews continued ongoing Vactor work clearing
drains throughout Poway.
Graffiti 2 Crews removed/painted over graffiti on the
confluence wall near dog park and at Poway
Creek near the foot bridge at Carriage Road

Facilities Maintenance
Electrical & Lighting 11 Installed new lights in Templars Hall. Assisted
Siemens with parking lot lights at Fire Station 1
and City Hall. Worked with Neal Electric to
replace all apparatus bay lighting with new LED
lighting at Fire Station 1. Repaired lights in
Arbolitos Park’s restroom, Old Poway Park
gazebo, Kumeyaay, Aubrey Park building and at
the Auditorium. Turned off outside outlet breaker
for Council Chambers and worked on GFI
switches at Fire Station 1.

Plumbing/HVAC/ Roofing 34 Helped AO Reed with leaky sump pump at Fire
Station 2, worked on the hot water heater at the
Train Barn (could not fix will have AO Reed
replace), assisted Engineering with locating a
roof leak in the new family restrooms at the
Community Pool, investigated and repaired
water damage to the roof at Fire Station 3,
assisted with replacing the pressure regulator
and Wye strainer at the Sheriff’s station, checked
out HVAC issue at the Train Depot, checked out
two hot water heaters for possible replacement
at Fire Station 3, replaced 12 flushometers at the
Community Pool, checked out AC problem at the
Treatment Plant, repaired a continually running
urinal at the Community Pool, replaced a broken
sink handle at City Hall and applied a primer to
floor drains. Unclogged a toilet in Community
Park, assisted with boiler pump replacement at
the Sheriff’s Station, replaced a toilet seat at
Templars Hall, unclogged ten toilets at the
Community Pool, repaired a leaky urinal at
Templars Hall, replaced a toilet flush-valve at
City Hall, unclogged a toilet at the Library,
repaired a leak in the Clerk’s Office, repaired
exhaust fan 7 at City Hall and unclogged a toilet
at the Library. Continued working on various
roof leaks: Hamburger Factory, Senior Center,
Community Pool, Fire Station 3, City Hall,
Operations and Lake Recreation office.
Miscellaneous 25 Repaired two clean out cover plates in Templars
Hall’s restroom; repaired, painted and replaced
windows at the Porter House; checked out
vandalism at Skate Park and Templars Hall;
repaired and reinstalled a cabinet door in Human
Resources; replaced a door latch at the Pavilion;
assisted Engineering with opening an electrical
vault at Community Park; repaired a latch on the
Arbolitos restroom door; relocated a file cabinet
and keyboard tray for Human Resources;
repaired a broken board in the boardwalk at Old
Poway Park; replaced a refrigerator water filter at
the Treatment Plant; removed a broken chair
from the Library; replaced a broken latch on the
restroom door at the Senior Center; repaired a
coat hook in City Hall; rehung a sign at the Train
Depot; repaired a door closer at Fire Station 3;
trimmed wood and greased box car door;
replaced a soap dispenser at City Hall; repaired

Parks, Trails & Landscape Maintenance
Arbolitos Sports Fields Performed irrigation inspections. Replaced and
adjusted irrigation heads.
Aubrey Park Reported and repaired an incident of vandalism
in the maintenance yard at Old Poway/Aubrey
Park and secured the facility. Installed a
replacement “Crawl Tunnel” in the playground.
City Hall Performed weed abatement in the planters and
along the walkways.
City Owned Properties Mowed tall weeds and grass from several
properties between Community Road and York
Avenue.
Community Park Performed weed abatement in the planters and
along the walkways. Cleared storm debris from
the creek and playground.
Garden Road Park Installed a new dog bag dispenser in the north
side of the park.
Hilleary Park Cleared storm debris from walkways and
weeded planters.
Lake Poway Park Performed weed abatement along the perimeter
of the Archery Range, filled in a sinkhole on the
west slope between the Park and the Water
Treatment Plant, added landscape mulch to the
parking lot planters and medians, and transported
ten new unassembled plastic picnic tables from
the Warehouse to the Lake Poway storage yard.
OPP Trimmed wisteria and provided support to the
Garden Club. Reset the irrigation valve boxes
and backfilled the Orchard area.
Poway Oaks Park Trimmed shrubs along the perimeter of the park.
Silverset Park Removed two large trees that fell in the southeast
portion of the park.
Starridge Park Cleared acacia back from the base of a large
eucalyptus that requires inspection. Cleared
storm debris and runoff along the walkways.
Valle Verde Park Completed the installation of 450’ of trail
fencing along Espola Road west of Valle Verde
Park and delivered two temporary/portable

restrooms to Fire Station 2 for use while their
plumbing is being repaired.
Trail - Iron Mountain Repaired and regraded low-spots throughout the
parking lot.
Miscellaneous Trails Removed bags of brush and trash that trail
volunteers collected from just off Casa Avenida,
performed weed abatement along Tierra Bonita
and the north end of Old Coach Trail, began
trail renovations along the Ellie Lane Trail with
assistance from the Honor Camp, regraded the
drainage channel along the west side of the
Future Farmers of America site, delivered fill
and filled in the washed-out section of the bank
with the assistance of the Drainage Crew.
Signed up a new group of trail volunteers who
have adopted the South Poway Staging Area;
they immediately got to work and removed two
truckloads of brush from the South Poway
Staging Area. These volunteers are also
installing some new habitat signage in and
around the staging area as well as a dog waste
bag dispenser.
Miscellaneous Parks Monitored the drain inlets, channels and culverts
before and after rains for silt and debris build ups.
Sprayed for weeds at Adobe Ridge Park.
Contract Inspections Performed landscape contract inspections;
inspected cabinets in City Hall’s kitchens;
checked peeling paint in the Library quad area
and performed Street Light, bus stop and grove
inspections.

Emergency Response
Emergency Response Call-outs Responded to calls: to clear rockslide debris
from roadway, unlock water meter after hours,
assist with malfunctioning park field lights,
regarding gym floor water sensor alarm and
regarding water build up behind the wall in the
children’s area of the Library.

Incidents
Between Monday, February 25, and Sunday, March 10, Poway fire and paramedic crews
responded to 181 incidents of which 132 were medical aids.
TRAINING
Training Hours
Between Monday, February 25, and Sunday, March 10, personnel completed 400 hours
of training and activities. Topics included 144 hours of company training, 133 hours of
facility training and 37 hours of driver/operator training.
