The tours focus on Kumeyaay history, life, and use of native plants. • Swim Center staff finished teaching the publicly-offered Lifeguard Certification course for seven participants. All were able to pass the requirements to become certified in lifeguarding, safety personnel first aid, and use of emergency oxygen. • The current art exhibit at the Poway Center for the Performing Arts features seven award-winning women artists titled Off the Pedestal. The art represents “both nature and a woman’s path in life” using various medium such as assemblage, acrylic, collage, and mixed. • Spring registration opened on March 5 with evidence that the public is glad that the Swim Center has reopened. Compared to two years ago, Aquatics registrations were up by 18.7% and revenue was up by 26.6%. Early Summer Camp registration opens April 9 at 7:30am. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: March 27, 2019 SUBJECT: Director’s Notes PLANNING New Drive-through Restaurant, CHICK-FIL-A, at 13464 Poway Road (Town & Country Shopping Center) Building permits were issued on March 12 for a new 4,584 square foot restaurant with a 1,027 square foot covered patio and a 340 square foot carport at the subject property. General Atomics Tenant Improvements at 12365 Crosthwaite Circle Building permits were issued on March 7 for 48,955 sf of tenant improvements at the subject property, which includes multiple offices and conference rooms. AT&T Streetlight Cellular Antennas (PA 19-001) A Pre-Application was submitted on February 20 to receive feedback and direction from City staff on the design and location of 12 streetlight cellular antennas, also known as small cell antennas, within the City’s public right-of-way. A master lease agreement was approved by the City Council allowing for these installations. Ten of the streetlight antennas are proposed within South Poway Business Park and two are located along Poway Road. The small cell antennas would be contained within canisters and installed on top of existing street light poles; two of the locations would require the replacement of a street light. Other associated equipment would also be affixed to the light poles. Each small cell antenna would require approval of a Right-of-Way Permit. The small cell antennas will initially be considered 4G technology and the upgrade to 5G technology is anticipated to be in 2020. The upgrade to 5G technology allows for more data to be transmitted at a faster speed. CAPITAL IMPROVEMENTS Washwater Tank Upgrades This week the Water Treatment Plant will be shut down for modification to the underground piping to Washwater Tank No. 1. The shutdown is scheduled for the entire week however, the Contractor anticipates work only taking a few days. Interior coating work is anticipated to be completed this week. Once the underground piping work is complete, external coating work will start. Director’s Notes March 27, 2019 Page 2 Buehler Reservoir Rehabilitation The contractor continues to install the undergrounding piping for the temporary tank. A mainline shutdown for connection of the temporary tank is scheduled for April 5. The temporary tank is scheduled to be in service in mid-April and work on Buehler Reservoir will start. Espola Road Safety Improvements Work continues on the 20A Utility Undergrounding between Mountain Road and just north of Evergreen Lane. VetSource, SDG&E’s contractor, has completed approximately 30% of the conduit installation, which includes installation of a conduit package and vault structures in the Right of Way as well as conduit for individual property service connections. LAND DEVELOPMENT Dycus Residence Staff issued comments on first review of the grading plans to legalize grading in the rear yard of a residence on Glen Oak Road. Parkway Summit/Vantage Point • Grading - The City has returned comments on the 3rd review of the Grading Plans for the 2 warehouse distribution buildings proposed at the eastern end of Kirkham Way within the South Poway Business Park. The reviewed and returned items include grading plans, cost estimate, and drainage & stormwater reports for the proposed buildings and accompanying parking. • Offsite Improvements - The City has received the first submittal of the Offsite Street Improvement Plans for the intersection improvements as required by the proposed Parkway Summit/Vantage Point project. Intersections to be improved include: Scripps Poway Parkway at SR-67, Scripps Poway Parkway and Danielson/General Atomics Way, Scripps Poway Parkway and Pomerado Rd, and Community Road and Stowe Drive. • Encroachment Agreement - City staff has received the 1st submittal of the Encroachment Agreement for private improvements within the City’s right-of- way or easements. Private encroaching improvements proposed include private storm drain across Kirkham way, sidewalk underdrains, and landscape/retaining walls within the landscape easement adjacent to Scripps Poway Parkway. • Easements - The City has returned comments on the 1st review for the proposed easements of the Parkway Summit/Vantage Point project. Easements submitted include vacating and proposing new street, utility, and pedestrian easements at the Kirkham Way cul-de-sac. Director’s Notes March 27, 2019 Page 3 • Onsite Improvements - The City has returned the review for the second submittal of the Street Improvement Plans for the proposed buildings at the eastern end of Kirkham Way within the South Poway Business Park. The plans include the extension of Kirkham Way and the proposed public water facilities throughout the site. Nguyen Residence The applicant has submitted a boundary adjustment packet to revise the property line between their property on Oak Canyon Road and a City owned parcel reserved for Open Space. The ordinance allowing the relinquishment of a portion of the open space lot was accepted and processed at the December 18, 2018 City Council Meeting. Tobar Residence Grading plans have been submitted for first review of a retaining wall proposed in the rear yard for a residence on Cumberland Drive. Stowe Lot Split City staff has issued comments on first review of the Final Map package for the lot split proposed on Stowe Drive. The existing lot is developed with two existing building used for General Atomics. Villa de Vida City staff returned comments for second review of the improvements and grading plans for the 54-unit affordable housing project on Oak Knoll Road. Remaining comments are minor. The two easements proposed for drainage access public water have been approved and are ready for execution. Lara Residence The City has received the 2nd submittal Grading and Improvement plans for the proposed single-family residence at the southern end of Golden Way. The plans include the proposed single-family residence, Golden Way widening and water and sewer main extension improvements. General Atomics Building A40 City staff has received the fifth submittal of the improvement plans for the fiber optic duct bank and vaults proposed along Crosthwaite Circle and Stowe Drive (a portion east of Crosthwaite Circle). This latest submittal has revised all vaults to be in-line vaults, with the exception of the vaults at the beginning and end of the line. Director’s Notes March 27, 2019 Page 4 STORMWATER San Diego County Water Authority (SDCWA) The SDCWA is a public agency supplying wholesale water to agencies throughout San Diego County including the City of Poway. Water provided to these agencies is conveyed through large-diameter pipelines, commonly referred to as aqueducts. City staff has been notified by the SDCWA of their intent to shut down and drain one of their pipelines within the City of Poway on March 31st. The water will be released from their facilities into natural or man-made channels located at low points along the pipeline. The locations of discharge include Poway Creek at Garden Road in front on Garden Road Park, and near Crocker Road crossing Golden Sunset Lane southerly to El Topo Drive. They do not anticipate that the discharge rate will exceed the capacity of these channels and their crews will monitor the draining to ensure that no problems arise. The draining will be completed by April 10, 2019. INSPECTION Malowney Residence Markar Road (G18-0004) - With the drainage system complete, the contractor placed and compacted class 2 aggregate base for the driveway. The base section of the driveway has been approved to act as the all-weather surface during construction. Excavation for the building footing has begun. Mikvah Ritual Bath Chabad Way (DR17-006) - Last week the owner met with the site inspector and informed the inspector that due to lack of funds the project will be inactive. All interior work looks to be complete, but parking modifications remain incomplete. The inspector discussed with the owner the requirements in place for preparing a project for inactivity. Director’s Notes March 27, 2019 Page 5 Castiglione Residence Oak Canyon Road (G17-0008) - After completing both coats of stucco, the contractor cleaned the site and performed BMP maintenance. Construction of the pervious driveway began with excavation, then preparation and compaction of the subgrade material, followed by compaction tests. Compaction test results were confirmed. The contractor placed the fabric liner, and pervious rock layers. Driveway and home construction continue. Brake Stop and Auto Repair Poway Road (RW19-0020) - Last week the contractor completed forming and placed the concrete driveway approaches and curb and gutter fronting the project. A small section of the approach along Poway Road was placed too close to the neighboring property line and will need to be removed and replaced per City of Poway standards. The architect and contractor were both informed of the applicable standard at the preconstruction meeting and again during the concrete form inspection. Mansur Parking Lot Garden Road (G18-0007) - The contractor excavated and compacted the sub-grade then placed and compacted the base material for the new parking area. Last week curb, gutter and the new driveway approach were placed. Asphalt placement is scheduled for this week. Director’s Notes March 27, 2019 Page 6 Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - The contractor continues to work on fine grading in preparation for and placement of driveway approaches, concrete paving and drive aisles, curbs, loading dock and sidewalk and other flat work. Work on the 2” domestic backflow devices for buildings 11, 13, and 18 continue with the contractor working on backfill and then road restoration. Last week the crews resumed work on the bio-basin drainage construction. Concrete drainage boxes for basins draining Lots 7, 12 and 14 have been excavated, with work continuing this week. Chick-Fil-A Poway Road (G18-0005) - Last week the contractor placed both footings and structural support columns for the building. The placement signals vertical construction has begun. The inspector will be holding a preconstruction meeting for street improvements this week. Eschbach Residence Joyas Court (G13-0005/G13-0013) - The City received a complaint from an adjacent (downhill) property owner concerned with what was described as heavy drainage flow resulting from construction on the subject property. The inspector and the City’s land development engineer visited the site and confirmed the site previously or prior to construction drained to the same locations. Direction of flow is unchanged, and both locations drain to the same spot as before construction, but now pass through D-40 rock energy dissipaters, decreasing the velocity before allowing storm water to sheet flow downhill and across property lines per the approved plans. Silverset Park Replaced two soap dispensers, removed a small fallen tree that was leaning on a residential fence on the south side of the park in the tree grove, added plastic slats to one eight-foot section of chain link fencing across from the playground to help reduce visibility into residential homes below and placed a sign in the parking lot notifying park users that the water running through the parking lot was runoff from the adjacent slope. Miscellaneous Trails Performed weed abatement in the lot that leads to the archery area across from the Public Works Administration building, off Ezra Lane, on Espola Trail and along the South Poway Trail head; regraded the top of the slope in the Future Farmers of America yard; filled in areas of washout on the upper and lower sections of the slope that were affected by the last rain; removed multiple loads of debris and trash bags generated from volunteers working at the South Poway Staging area; installed “No Off Road” signs along a section of Valle Verde Trail and added base material to low muddy areas along the Lomas Verdes Trail.
