Donated prizes were awarded weekly for landing the largest fish and this revenue-generating idea helped sell more fishing permits and boats than the last two years. The staff idea brought in over $25,000 in one month! Artists of every skill level joined us to capture the beauty of the Kumeyaay-Ipai Interpretive Center. Basic instruction and materials were provided and 22 participants picked a spot to create their very-own watercolor masterpiece. Local history is the highlight during interactive and volunteer-led tours at Old Poway Park. For this year’s tour season (March-June), we expect a total of 652 students to participate in this fun and educational program. Early Summer Camp Registration opened on April 9 with a one-day revenue total of $197,445. This was a 5.67% increase over last year’s opening day. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: April 24, 2019 SUBJECT: Director’s Notes PLANNING Neighborhood Health Clinic Carport/Solar Project at 13010 Poway Road A Minor Development Review Application (MDRA) was submitted to add ground-mounted solar panels to the clinic property. The solar panels with be contained within three separate arrays and will also function as carports for 25 of the 47 parking spaces provided on the site. Prior to submitting the application, staff worked with the applicant to place the carports in a location that will minimize the need to remove trees and other landscaping. New Single-Family Residence at 12870 Welton Lane A Minor Development Review Application (MDRA) was submitted for a new single-family home on a vacant property (APN 323-092-15). The project consists of a two-story, 5,314- square-foot residence and an attached 1,135-square-foot garage on a 10-acre parcel in the Gate Drive Specific Plan area. Hop Stop Restaurant at 14055 Midland Road A building permit was submitted for plan check for a new 2,356 square-foot restaurant serving craft beers with a 1,252 square-foot tenant improvement on the existing building at the subject property at the north end of Old Poway Village shopping center. There will also be a 2,292 square-foot patio cover connecting both structures. The MDRA is in review. The Hop Stop wants to establish a restaurant with a large, covered outdoor dining area using the existing building and outdoor area formerly occupied by the Poway Pond and Garden business. The proposed building would contain the kitchen and restroom facilities. They are also proposing to create an outdoor game area for use by patrons. The architecture of the new building and structures would be in keeping with the historic architecture of the shopping center. St. Bartholomew’s Episcopal Church at 16275 Pomerado Road A building permit was issued for a 2,971 square-foot tenant improvement to the Youth Room/Chapel at the subject property. New Single-Family Dwelling at 14009 Murel Trail A Minor Development Review Application (MDRA) was submitted at the subject property to construct a single-family home within the Norris Subdivision off of Poway Grade. A MDRA submitted in 2018 to build a home on this lot was approved, but not constructed. The lot was subsequently sold and the new owner submitted a new MDRA to construct a different house on the property. Director’s Notes April 24, 2019 Page 2 New Single-Family Dwelling at 14123 Sky Mountain Trail A building permit was issued for a 3,585 square-foot single-family dwelling with a 851 square-foot garage and 637 square-foot patio cover. New ADU at 12623 Celestial Court A building permit was issued for a garage conversion to a 475 square-foot accessory dwelling unit. New ADU at 11982 Old Pomerado Road A building permit was submitted for plan check for a detached garage conversion to a 737 square-foot accessory dwelling unit with a 483 square foot interior remodel to the existing home. New Major Single-Family Dwelling Addition at 13822 Temple Street A building permit was submitted for plan check for a 2,244 square foot single family dwelling addition of bedrooms, master suite, family room, and game room. New Single-Family Dwelling Addition at 15014 Huntington Gate Drive A building permit was submitted for plan check for a 552 square-foot single family dwelling media room addition, 288 square-foot patio cover and a 47 square-foot storage structure. CAPITAL IMPROVEMENTS 2018 CMP Repairs All contract work and punch list items are complete. Last week the Contractor completed a change order item for a point repair within a City trail easement off of Espola Road. The project is now complete and will be scheduled for acceptance at City Council on May 21. Sewer Line Repair Replace 14/15 (Pomerado Road/Stone Canyon Road) Construction has begun with potholing activities. This project will replace the existing sewer main along Pomerado Road at Stone Canyon Road. Significant delays occurred in starting this project due to coordination with the City of San Diego. Approximately 90% of the project limits are located with the City of San Diego’s Right of Way and they have required numerous traffic control plan changes that have delayed the project start date. 2018-2019 Street Overlay Bids were opened on April 16 and eleven bids were received. The apparent low bidder is SRM Contracting and Paving with a bid of $562,440. This project has been scheduled for award at City Council on May 7. LED Street and Safety Light Conversion The RFP for design-build services to convert all of the City’s street and safety lights from low pressure sodium to light emitting diode will be posted this week. The scope of work includes recommending a brand of street light fixtures that will meet Municipal Code requirements and allow for the installation of light shields and field dimming of fixtures. Proposals are due on May 23. Director’s Notes April 24, 2019 Page 3 LAND DEVELOPMENT Stowe Property Lot Split City staff returned comments on second review of a final map for a lot split on Stowe Drive. Villa de Vida Housing The applicant has submitted the grading plan package and water improvement plans for third review of the 54-unit special needs housing development proposed on Oak Knoll Road. General Atomics Parking Lot City staff has reviewed and approved the record drawings for the parking lot built on Danielson Street. Staff has closed the project and is processing the return of deposit funds and securities. Residential Care Facility The City has received the 2nd submittal of the grading plans for the proposed facility on Aubrey Street. Parkway Summit/Vantage Point The City has issued the grading permit for the Parkway Summit/Vantage Point development at the eastern end of Kirkham Way within the South Poway Business Park. Proposed work includes onsite grading for the 2 warehouse distribution buildings, walls, and associated parking. Staff has also returned comments on the 1st review for the proposed onsite water easement for the Vantage Point/Parkway Summit project as well as the 1st review of the Offsite Street Improvement Plans for the intersection improvements as required by the project. Intersections to be improved include: Scripps Poway Parkway at SR-67, Scripps Poway Parkway and Danielson/General Atomics Way, Scripps Poway Parkway and Pomerado Rd, and Community Road and Stowe Drive. Buswell Residence (FLD19-0002) - City staff has returned comments on the second submittal of the floodplain development permit for the proposed front porch within the floodplain on Orchard Bend Road. General Atomics Building A40 Conduit Duct Bank (STI18-002) - Improvement plans were approved for the fiber optic duct bank and vaults proposed along Crosthwaite Circle and Stowe Drive (a portion east of Crosthwaite Circle). Prior to starting work, both the Standard Agreement and Encroachment Agreement need to be finalized and signed. The City is waiting on the Right-of-Way Permit to be submitted in order to finalize the Encroachment Agreement. Director’s Notes April 24, 2019 Page 4 INSPECTION Brake Stop and Auto Repair Poway Road (RW19-0020) - The contractor completed the concrete sidewalk and driveway approach removal and replacement. The sidewalk closure and signage has been removed. Last week the contractor placed the asphalt slot patch and is now scheduled to begin onsite improvements. Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - The contractor continues to work on preparation and placement of concrete paving, curbs, sidewalk and other flat work. Bio-basin re-construction of all bio-basins not meeting percolation rates has begun. Occupancy has been mentioned and will be requested for the second completed building as soon as that buildings applicable bio-basin has been reconstructed. Preliminary punch list inspection and generation for the remaining buildings has begun and will be updated as items are completed or corrected. Chick-fil-A Poway Road (G18-0005) - The contractor previously placed both footings and structural support columns for the building. Rough plumbing and electrical, building foundation and slab have been placed. Last week the contractor began working on vertical construction of the building. Installation of the new electrical feed from the SDG&E transformer to the new building was completed and the trench and conduits slurry backfilled. Outpost Poway Road (G18-0002), (STI18-001) - The de-watering system has helped to alleviate most of the groundwater, but very wet material has been encountered. The contractor added additional rock, rumble plates and a mechanical sweeper truck, attempting to eliminate tracking during hauling. The contractor began placing soil nails under adjacent properties to the north, south and east. Holes are drilled to varying depths, steel cables installed and grouted in place. This week after grout has reached required strength, the contractor will begin tensioning the newly installed cables / soil nails. Issues with parking on the sewer easement / fire lane behind Five Guys has been an ongoing issue as has been the delivery of equipment and material along Poway Road at varying hours of the day. The City inspector has been working with the contractor to try and limit the disturbance to the public and Public Works staff. Parkway Summit Kirkham Way (G18-0008) - The preconstruction meeting for this large construction project within the business park has been held. The project consists of grading, construction of two large buildings, construction of a full drainage system and some road improvements. The contractor has begun with rock crushing and material conditioning. The cul-de-sac at the east end of Kirkham Way will be temporarily closed for construction activities. Director’s Notes April 24, 2019 Page 5 Parkway Summit Stockpile Kirkham Way (G19-0003) - No further inspections will be necessary as work will be overlapped by Parkway Summit Project. This project has been closed. Castiglione Residence Oak Canyon Road (G17-0008) - The contractor completed the asphalt placement for the widening of the existing driveway. The inspector has created a preliminary punch list to aid the owner in close out. The owner has completed grading and has nearly completed construction of the home. All drainage is in and the only remaining items are landscape related. One concern is the deviation of plant species. The owner has installed ice plant which is not the approved plant material. The owner has requested the City to allow the change in plant species and has submitted the request for occupancy form. Newham Residence Sky Mountain Trail (DR05-11EX) - The preconstruction meeting for this single-family residence has been held. The owner signed all applicable paper work and viewed the City educational stormwater video. Tooth Rock Road Lot 1&2 Tooth Rock Road (MDRA16-023 & MDRA16-024) - Lot 1- The contractor has completed the bio-basin and drainage items. Work on the impervious and pervious sections of the driveway continues. Lot 2 - The contractor completed the driveway placement and all draining items. The site has been planted but is not more the 70% covered as plants are still maturing. Occupancy was requested, and conditional occupancy approved. SDG&E Substation Twin Peaks Road (G15-0010) - Landscape work has resumed. Work was stalled due to an SDG&E internal issue but has resumed with the placement of decorative rock, shrubs and some trees. Planting and landscape work are scheduled to continue this week.
