The meeting will be hosted at the City Council Chambers from 6:30 pm to 8:30 pm. The Notice of Preparation associated with potential environmental impacts is scheduled to be released on May 10, 2019 and comments will be required by June 9, 2019. Selected community stakeholders, interested parties, local homeowner’s associations and property owners and occupants within 500 feet of the previous Stoneridge golf course will be notified. The City Council selected Dudek as the environmental consultant for the project. “The Farm” is a 118 acre specific plan proposed to include 160 residential homes including twinhomes and detached cottages, as well as agricultural, recreational and retail uses. Villa De Vida at 12341 Oak Knoll Rd On April 22, 2019, a building permit was issued for a 54 unit affordable housing complex for individuals with developmental disabilities. The building totals 64,545 square feet, which includes 54 units with covered patios/balconies and storage, a leasing office, lounges, dining and kitchen area, laundry and trash areas, classrooms, exercise rooms, restrooms and utility/maintenance areas. There are both one bedroom and two bedroom units that range from 668-1,022 square feet. Demolition and grading permits are ready to be issued. Once rough grading is complete, construction of the building may begin. General Atomics Tenant Improvement at 13950 Stowe Dr On April 24, 2019, a building permit was issued for a 30,743 square foot tenant improvement at the subject property. The building is for General Atomics – Tooling and Automation manufacturing with office areas. Poway Town and Country Shopping Center on the Northeast Corner of Poway Road and Community Road (Vons Anchor) A buyer for the Town and Country Shopping Center is currently in escrow. The Town and Country Shopping Center is located at the northeast corner of Poway Road and Community Road. The prospective owner of the shopping center has expressed interest in making some aesthetic improvements to the exterior of the buildings and parking lot. No plans have been submitted to the City to date. Director’s Notes May 8, 2019 Page 2 The Kiln Restaurant at 14005 Midland Road in Old Poway Village A Minor Development Review Application (MDRA) has been submitted in connection with a proposed Italian food restaurant within the Old Poway Village Center. The applicant requests to make minor exterior modifications and to establish an outdoor eating area facing Edgemoor Street. New Dental Office at 15708 Pomerado Road, Suite 10N – Oral Prime On May 2, 2019, a building permit application was received for a 1,357 square foot tenant improvement for a new dental office. New Single-family residence at 14095 Murel Trail On May 1, 2019, a building permit application was received for a new 3,800 square foot Single Family Dwelling with a 721-square-foot attached garage, 462-square-foot patio and 112-square-foot porch. Accessory Dwelling Unit at 15000 Saddlebrook Lane On May 2, 2019 a building permit was issued to convert an existing 999-square-foot detached guest house to an accessory dwelling unit, with a 498-square-foot addition and a 575-square-foot remodel. New Detached Garage with Second Story Habitable Space at 13681 White Rock Station Road On April 23, 2019, a building permit application was received for a new detached garage and 2nd story addition at the subject property. The structure has a 908-square-foot garage with a bathroom on the first floor and an 846 square foot habitable accessory space on the second floor. CAPITAL IMPROVEMENTS Buehler Reservoir Rehabilitation The tie-in for the temporary tank has been completed. The contractor will be backfilling and pressure testing this week. Once the temporary tank passes testing and is put in service, work on the reservoir will proceed. Washwater Tank Upgrades The contractor has completed exterior blasting and prime coating. Interior structural repairs and coating are also complete. Exterior coating was completed last week. The tank is scheduled to be disinfected and filled next week. Martincoit Road Sewer Upsize The bid opening was held last week, and four bids were received. The apparent low bidder is Blue Pacific Engineering & Construction with a total bid of $2,414,880. The project is scheduled to be awarded at City Council on May 21. Director’s Notes May 8, 2019 Page 3 Exposed Sewer East of Martincoit This project is to replace an existing sewer main, east of Martincoit Road, that has an exposed portion of pipe within a creek. Staff has reviewed the three proposals received for design services and selected Psomas to complete the project design. The approval of the consultant agreement is scheduled for City Council on May 21. Espola Road Safety Improvements Work continues on the 20A Utility Undergrounding between Mountain Road and just north of Evergreen Lane. VetSource, SDG&E’s contractor, has completed approximately 95% of the conduit installation, which includes installation of a conduit package and vault structures in the Right of Way as well as conduit for individual property service connections. This week VetSource will begin working on conduit installation on the 20B Utility Undergrounding, between just north of Evergreen Lane and just north of Northcrest Lane. Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of April 2019, the PCPA Carport PV system was estimated to produce 102,671 kWh (red line on both graphs) but over-produced for a total of 109,293 kWh (blue bars on both graphs). During April 2019, the system under-produced on 6 days. Under production can be attributed to lack of sunshine during cloudy days and/or inclement weather. All mechanical systems appear to be functioning properly, however one inverter is experiencing a communication issue, which is why there are spikes in the monthly production chart provided. The actual production is not affected by this communication issue. GE will be attempting to resolve the communication issue during their next preventative maintenance visit. APRIL 2019 MONTHLY TOTAL PRODUCTION SINCE PRODUCTION SYSTEM OPERATIONAL Director’s Notes May 8, 2019 Page 4 LAND DEVELOPMENT Castiglione Residence The engineer of record submitted redlined record drawings for the grading plans of the single-family residence built on Oak Canyon Road. City staff reviewed the plans and provided comments along with the mylar drawings to complete the record drawing process. Knox Subdivision The applicant has submitted revisions to the final map mylars and plans for third review of the water improvement plans and second review of the grading plans. The 2-lot subdivision is proposed for an existing residence on Sunwood Trail. Parkway Summit/Vantage Point: Onsite Improvements The City has received the third submittal of the Street Improvement Plans for the proposed buildings at the eastern end of Kirkham Way within the South Poway Business Park. The plans include the extension of Kirkham Way and the proposed public water facilities throughout the site. Encroachment Agreement City staff has returned comments on the first submittal of the Encroachment Removal Agreement for private improvements within the City’s right-of-way or easements. Private encroaching improvements proposed include private storm drain, sidewalk underdrains, and landscape/retaining walls within the landscape easement adjacent to Scripps Poway Parkway. Ridgeview Residential Care Facility The City has received the first submittal of the grading plans for the proposed facility at 13612 Aubrey Street. Stowe Lot Subdivision The City Engineer has signed the mylar Final Map. City staff has prepared the agenda report and scheduled acceptance for the May 21, 2019 City Council meeting. Prior to parcel map approval, a covenant is to be recorded on both of the new parcels prohibiting the sale of either parcel until a firewall is installed adjacent to the property line between the parcels. In addition, a reciprocal access and shared parking agreement is to be recorded on the properties. At the time of the writing of the agenda report, the covenant and agreement have not been executed or recorded. The documents are expected to be executed prior to the City Council meeting but they will not be recorded until after the parcel map is recorded because until then, they are not two separate parcels. Director’s Notes May 8, 2019 Page 5 Hough Residence City staff has returned comments on the first submittal of the floodplain development permit for the proposed interior remodel of a residence within the floodplain on Kittery Street. Olhausen Residence The applicant has submitted a floodplain development permit for a proposed patio cover for a residence located within the floodplain on Chancellor Way. Nguyen Residence The applicant has submitted a boundary adjustment packet for second review to revise the property line between their property on Oak Canyon Road and a City owned parcel reserved for Open Space. The ordinance allowing the relinquishment of a portion of the open space lot was accepted and processed at the December 18, 2018 City Council Meeting. STORMWATER Over-Irrigation Audit In September of last year, the San Diego Water Board completed a program audit of San Diego County Copermittees to assess each jurisdiction’s program effectiveness to prohibit over-irrigation. The San Diego Water Board identified non-storm water discharges resulting from over-irrigation as a source of pollutants to receiving waters. The audit evaluated the City’s Jurisdictional Runoff Management Plan (JRMP), ordinances, public outreach and education program (available on its website), implementation of its Illicit Discharge Detection and Elimination (IDDE) and enforcement program, and jurisdictional strategies for active and effective implementation of provisions set forth in the Municipal Storm Water Permit. The audit found areas where the City’s program meets the provision requirements and some areas where the City potentially does not meet the provisions and requires responses in the Annual Report. In January of this year, City staff reviewed the audit and provided revisions to the City website and overall program in order to comply with requirements. Revisions were also discussed in the Jurisdictional Runoff Management Plan (JRMP) Annual Reports submitted to the Board in January. City staff just received an email from the Board last week confirming that the changes made were acceptable to the Board for program compliance. INSPECTION Brake Stop and Auto Repair Poway Road (RW19-0020) - Upon completion of the curb, gutter and sidewalk the contractor paved the asphalt slot patch but unfortunately the patch did not meet smoothness and density specifications. The contractor has been notified and will be required to remove and replace non-conforming asphalt sections. Director’s Notes May 8, 2019 Page 6 Poway Tech Center West Flint Place Dearborn Place, Paine Place (G17-0003) - This week the contractor continues to re-work all the bio-basins that did not meet percolation rate standards. The inspector will continue to work on punch list generation this week. Chick-Fil-A Poway Road (G18-0005) - The contractor continues to work on the vertical construction of the building. Potholing work is being done around the site in preparation for upcoming improvements. Tooth Rock Road Lot 1 Tooth Rock Road (MDRA16-023) - The contractor has completed the bio- basin and most drainage items. Work on the impervious section of the driveway is nearly complete. The pavers are scheduled to be completed this week. Outpost Poway Road (G18-0002), (STI18-001) - Last week, the contractor hauled excavated soil. Hauling is scheduled again this week. The contractor has also been working on placing soil nails under adjacent properties to the north, south and east as the excavation continues. Parkway Summit Kirkham Way (G18-0008) - The contractor continues to work on the 2 feet deep over- excavation below the entire proposed building pad area. Improvements have begun with the demolition of the concrete sidewalk curb and gutter and grinding of existing asphalt cul-de- sac and driveway. The Summit included a presentation by Mark Vitner, Senior Economist for Wells Fargo Securities. Mr. Vitner predicts the national economy will grow at a pace of 2.4% in 2019 and is cautiously optimistic that the economy will continue to grow at a similar pace through the 2020 election. o Staff met with a representative from a bio tech company looking to expand their production facilities. The company is currently headquartered on the east coast but is looking to expand in San Diego County. Staff gave a tour of the Business Park and an overview of the development process. The company is looking to make a site location decision by the end of 2019 and move into an existing building in the second quarter of 2020. o On April 18th, the City and SBDC hosted the annual Meet the Buyers workshop which provides opportunities for small businesses to learn about contracting with local companies and government agencies. Poway’s largest employer, General Atomics, was one of 15 companies that talked about their contracting opportunities. As a result of this workshop, staff met with three small businesses interested in locating in Poway. o Staff continues to work with the developer of the Town Center development. Escrow was opened in April and the initial $125,000 was deposited by the buyer. The next major milestone in the project will be the submittal of a Development Review application by August 2019.
