These lessons were the first offered since the completion of the pool’s renovation and were 98% full, with 588 participants. Ninety tweens and teens got their hunt on at this year’s Teen Glow-in-the-Dark Egg Hunt. This Teen Series Program favorite provided a memorable night of feasting on tasty barbecue, playing hoppin' games with friends, creating spring-y crafts, and the highly- anticipated culmination of hunting for thousands of prize-filled eggs. High Tech met Mother Nature at the General Atomics Earth Day fair last month. General Atomics invited our Interpretive Services staff to introduce their tech employees to the rich, natural resources the City of Poway has to offer, and encourage environmental stewardship. Keeping kids safe, engaged, and learning while parents are at work is our goal this summer! Summer class registration began last week with a first-day revenue total of $38,844. Summer camp and class registration is ongoing. During the month of April, the Poway Center for the Performing Arts (PCPA) was home to 530 performers and over 5,500 patrons. Shows ranged from ballet to Chinese and Indian cultural performances. Diverse community programming helps to celebrate and increase cultural unity. This month’s art show Our Unsung Minds illuminates, through photographs and writing, some of the challenges faced by those affected by mental health struggles. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: May 22, 2019 SUBJECT: Director’s Notes PLANNING Stoneridge “The Farm” Specific Plan (SPP18-001) On May 23, 2019, City staff in conjunction with Dudek and proponents of the developer will host a public scoping meeting regarding the potential environmental impacts resulting from “The Farm” project. The meeting will be hosted at the City Council Chambers from 6:30 pm to 8:30 p.m. The Notice of Preparation associated with potential environmental impacts was released on May 10, 2019 and comments will be required by June 9, 2019. Selected community stakeholders, interested parties, local homeowner’s associations and property owners and occupants within 500 feet of the previous Stoneridge golf course will be notified. City Council selected Dudek as the environmental consultant for the project. “The Farms” is a 118-acre specific plan proposed to include 160 residential homes including twinhomes and detached cottages, as well as agricultural, recreational and retail uses. Poway Honda at 13715 Poway Road City staff met with representatives of the owners of Poway Honda to discuss their plans to store inventory on the parcel they purchased on the southwest corner of Poway Road and Gate Drive (the former site of Kountry Kafe). The tentative plans are to demolish the two existing buildings, add paving, and provide new landscaping. The work will require a modification to Poway Honda’s Conditional Use Permit (CUP), a neighborhood meeting, and a public hearing at the City Council meeting. Staff is working with Poway Honda to coordinate a Pre-Application to provide comments to Poway Honda prior to submitting their CUP application. Update on Cox Equipment Facility at 14016 Midland Rd Cox Communications is progressing on its expansion of the existing Cox equipment facility on Midland Road in the Old Poway neighborhood. The overall project consists of replacing an existing one-story building with two, two-story buildings which will be connected with a pedestrian “bridge.” The project is being completed in phases to avoid service interruptions to Cox customers. Cox has requested provisional occupancy of the first building to allow installation of equipment in this building. When this building is operational, the existing one- story building will be demolished and construction can begin on the second building. It should be noted that a second-floor door and associated metal stair structure are located on the north side of the first phase building. They were not part of the approved project but Director’s Notes May 22, 2019 Page 2 are needed for access until the other building and bridge are completed. The north elevation will be restored per the approved plans before final occupancy is granted for the entire project. Cox anticipates the project to be completed in the Fall of 2020. CAPITAL IMPROVEMENTS 2019-2020 Street Maintenance The street maintenance project is part of an annual renewable contract. Staff is coordinating with the contractor to establish the unit prices for this year’s project, which will be in Zone 3. Zone 2 was the normally scheduled zone for this year and is being skipped due to the construction on Espola Road. Approval of the contract extension is scheduled for the June 18 City Council meeting. It is anticipated that construction will start in July. 2019-2020 Citywide Striping The Citywide striping project is part of an annual renewable contract. Staff is coordinating with the contractor to establish the unit prices for this year’s project. Approval of the contract extension is scheduled for the June 18 City Council meeting. Typically zones that are refreshed are odd or even to coincide with the zone being slurry sealed with the Street Maintenance Project. This allows for the entire City to be restriped every two years. This year’s striping will include new striping in Zone 3, the 2019-2020 Street Maintenance Zone, along with refreshing Zones 4, 6, and 8. Zone 2 was skipped due to construction on Espola Road. 2018-2019 Street Overlay The contractor has returned the executed contracts. Staff will be scheduling a pre- construction meeting for this week. It is anticipated that pedestrian ramp removal and replacement will begin next week with asphalt work starting the first week in June. Buehler Reservoir Rehabilitation The underground piping between the reservoir and temporary tank has passed the water quality testing. The temp tank is being disinfected and filled this week. Water Quality test results on the temp tank are expected by the end of next week. Upon successful test results, the temp tank will be put into service and work can begin on the reservoir rehabilitation. Washwater Tank Upgrades The tank is being disinfected and filled this week. Water quality test results are expected by the end of next week. Upon successful test results, the tank will be put back in service. The contractor still needs to apply the final exterior coat, which will be completed this week pending weather. Director’s Notes May 22, 2019 Page 3 LAND DEVELOPMENT Lara Residence Comments were issued on the second review of the Grading and Improvement plans for the proposed single-family residence at the southern end of Golden Way. The plans include the proposed single-family residence, road widening of Golden Way, water and sewer main extension improvements. Sunview Gardens Residential Care Facility Staff issued comments on the second review of the grading plans for the 15-bed residential care facility on Aubrey Street. Parkway Summit/Vantage Point Onsite Improvements The City has returned comments on the third review of the Street Improvement Plans for the proposed buildings at the eastern end of Kirkham Way within the South Poway Business Park. The plans include the extension of Kirkham Way and the proposed public water facilities throughout the site. Castiglione Residence The engineer of record submitted record drawings for the grading plans of the single-family residence built on Oak Canyon Road. City staff reviewed and approved the plans. Staff has closed out the grading permit. General Atomics Parking Lot Staff reviewed and approved the final soils compaction report for the parking lot built on Danielson Street. Bazaz Residence The fifth submittal was submitted to the City for the grading plan of the proposed single- family residence on Coyotero Drive. The submittal included the revised grading plans, Storm Water Quality Management Plan, and Hydrology report. Aria Estates City staff has received the second submittal of the grading plans for the 7-lot subdivision proposed along Pomerado Road. The resubmittal included revised plans, stormwater report, drainage study, and geotechnical investigation. Olhausen Residence City staff has received the first submittal of the floodplain development permit for the work proposed on the existing residence that is located within the floodplain on Chancellor Way. Hough Residence City staff has received the second submittal of the floodplain development permit for the addition proposed in the floodplain on Kittery Street. Director’s Notes May 22, 2019 Page 4 Dixon Residence A floodplain development permit has been submitted for first review of an approximate 460-square foot addition within the floodplain for a residence on Orchard Bend Road. STORMWATER Storm Water As-Needed Services The City is responsible for maintaining compliance with the Regional Water Quality Control Board’s Municipal Storm Water Permit and associated regulations. The Development Services Department administers the City’s Storm Water Program including the Municipal Permit, the Jurisdictional Runoff Management Program, and other aspects of storm water compliance. The City currently has contracts with two consultant engineering firms specializing in storm water compliance to assist with compliance for portions of the storm water program. These contracts will be expiring on June 30, 2019. Therefore, City staff has advertised a Request for Proposals from qualified firms to provide storm water engineering consulting services on an as-needed basis. After the proposals are submitted, staff will select a minimum of one consulting firm to recommend for Council Acceptance at the June 18th council meeting. INSPECTION Parkway Summit Kirkham Way (G18-0008) - The contractor continues to work on the 2-foot-deep over- excavation below the entire proposed pad for building A and approximately 25% of the pad for building B. The contractor has removed the existing concrete sidewalk curb and gutter, the asphalt cul-de-sac and private driveway. Material will be pulverized and mixed to create base material for parking lots, drive aisles and other non-landscape areas. Excavation for the new entrance on General Atomics Way progresses and excavated material is being used to fill the old driveway and cul-de-sac location. Director’s Notes May 22, 2019 Page 5 Brake Stop and Auto Repair Poway Road (RW19-0020) - Upon completion of the curb, gutter and sidewalk the contractor paved the asphalt slot patch; the patch did not meet smoothness and density specifications. The inspector met separately with the owner and then with the contractor to discuss asphalt work and repairs to the City’s signal light detection loop system damaged during demolition. The owner and contractor have not been talking but were both put on notice nearly two months ago, shortly after damage occurred. The contractor cited scheduling and administrative reasons for lack of repairs. The City has subsequently scheduled Siemens, the City’s signal light contractor, to replace and restore the signal to function as programmed. Due to work load, Siemens will not be available to perform work until mid-June. Hucik Residence Butterfield Trail (DR18-002) - The contractor has completed the placement of the garage pad and construction of the connected building retaining wall. Vertical construction has begun. Outpost Poway Road (G18-0002), (STI18-001) - The contractor has completed soil nail installation and tensioning. Last week the contractor chose not to haul excavated soil due to wet conditions from both weather and ground water. Hauling will be rescheduled after wet material has had time to thoroughly dry. De-watering continues but a small issue has been detected at the existing storm drain inlet. The existing concrete drainage box structure may have a crack or hole, which seems to be allowing filtered water to percolate back into the excavation. The subcontractor performing the underground utility installation and the site inspector will check the existing box structure to determine the extent of the possible issue. Director’s Notes May 22, 2019 Page 6 Poway Tech Center West Flint Place, Dearborn Place, Paine Place (G17-0003) - This week the contractor continues to re-work bio-basin A-1. All other bio-basins have been rebuilt and retested to confirm 72- hour percolation requirements. The contractor has placed the remaining commercial driveways for buildings 8 and 12, completing driveway and concrete flat work for the entire project. Installation of domestic back flow preventers continues as does punch list work. Chick-Fil-A Poway Road (G18-0005) - The contractor is working on vertical construction of the building. The underground subcontractor hot tapped the existing 12” ACP watermain and placed the 6” valve for the new fire service. The contractor placed approx. 140 LF of 6” PVC pipe and thrust blocks and performed the required 4-hour pressure test. This week the contractor is scheduled to perform the high chlorination and low chlorination followed by water quality testing. SDG&E Substation Twin Peaks Road (G15-0010) - Landscape work continues with the placement of decorative rock and shrubs. W ork has progressed to the east and west side of the substation. Tooth Rock Road Lot 1 Tooth Rock Road (MDRA16-023) - The contractor has completed the bio-basin and drainage system. Last week the contractor completed both the pervious and impervious sections of the driveway. Occupancy was requested, and provisional occupancy was granted. Full occupancy will be granted once landscape vegetation has reached 70% coverage. Patel Residence Poway Road (MDRA14-042) - The new single-family residence is progressing and is nearly complete. The owner stated that paving of the private road and driveway are scheduled to begin soon. The owner has expressed the desire to pave the private road and driveway on the approved plans and an additional existing private driveway all together. Paving the additional driveway may trigger storm water requirements. Over- seeded and top-dressed the newly seeded areas that were still a little thin on the sports field.
