The 2019 Spring Camping Series at Lake Poway concluded with a total attendance of 129 families
generating $3,225 in revenue. This is a 36% increase in families and revenue compared to 2018.
This can partially be attributed to the addition of one campout in the 2019 series.
There is no better way to end the school year than with a picnic in the park or a swim in the pool!
Four schools reserved space to eat and play in our parks last week, and 1,567 kids made
celebratory waves in the pool. As a result, the City generated $6,289 in revenue.
Staff participated in two career fairs at Meadowbrook Middle School and Midland Elementary as a
way to provide public outreach and inspire the next generation of public servants.
The last Kid’s Night Out of the school year packed a big, super hero punch! Fifty-three kids used
imaginary play to develop super hero costumes, personas, and powers. Testing one’s powers is
not only good for building self-esteem, but also can burn a lot of calories. Good thing there was a
hulk-sized barbecue to quench the appetite. Kid’s Night Out will resume in September with an
incredible line up of new programming.
Summer camps kicked off this week and are in full swing. Contract instructor camps are trending
approximately $30,000 higher than last year at this same time.

PLANNING
Kirkham Wireless Facility (SPA 19-01/CUP 19-002) at 13875 Kirkham Way
An application was submitted to amend the South Poway Specific Plan to allow wireless
communication facilities (WCF) up to 90-feet tall and to construct a WCF on City-owned
property currently leased to Poway Auto Dealers Association for automobile storage. This
project was presented to the City Council as a preapplication and the City Council by majority
vote advised the applicant to prepare faux tree screening for the WCF. The resubmittal
includes a 89’ 6” high faux-pine tree. Additional changes include new landscaping in front of
the block enclosure where the WCF will be located and five new Aleppo pine trees in existing
landscape planters near the front of the property (north side) along Kirkham Way in an effort
to blend the faux pine tree with the surrounding area.
Pomerado Energy Storage (DR 18-010) on a vacant site between 13615 Stowe Drive
(O'Brien's Boulangerie) and 13655 Stowe Drive (Mytee Products, Inc.)
An application was resubmitted to construct a battery energy storage facility on a vacant site
on Stowe Drive. The resubmittal includes a site reconfiguration to provide room for parking
in the front of the property (north side) that can be leased to other proprietors in the area,
namely O’Brien’s Boulangerie. The facility would be composed of lithium energy batteries
installed in containers and other associated equipment to interconnect into 12 kilovolt
SDG&E facilities east of the project site on Stowe Drive. The facility would not generate
electricity, but would provide a service by receiving energy from the point of connection with
the SDG&E electric transmission system, storing energy, and then later delivering energy
back to the point of connection.
New Single-Family Residence and Accessory Dwelling Unit (MDRA19-021) on a
vacant site on Dos Amigos Trail
A Minor Development Review Application (MDRA) was submitted for a new single-family
development on a vacant property (APN 321-271-33). The project consists of a two-story,
a 6,036-square-foot single-family residence and an attached 1,270-square-foot accessory
dwelling unit on a four-acre site.

Street Landscape at Target Center and Discovery Isle Preschool
City staff has made contact with the management of the Target Center and Discovery Isle
regarding the upkeep of the landscaping areas that include the Ted Williams and Twin Peaks
sidewalk corridors. Both management teams are consulting with their landscape staff and
assessing the scope of work necessary to restore these areas. Code Compliance staff has
asked for a written response detailing what corrective measures they intend to initiate as
well as provide a timeline to complete all work. Target Center has advised that their
landscapers will commence tree trimming this week in the area. Discovery Isle is seeking
estimates to repair a broken pipe that supplied water to the sidewalk landscaping and for
repair of the falling stucco on the masonry perimeter wall. Code Compliance staff will
continue to monitor their progress.
CAPITAL IMPROVEMENTS
Clearwell Upgrades
The consultant continues to work on the design of the cover replacement while completing
the assessment tasks. Samples of the clearwell liner were taken last week and sent out to
a lab for testing. The testing will show the condition of the liner and help determine if it needs
replacement. This week an assessment of the piping connecting the treatment plant to the
clearwell will be conducted along with a detailed dive inspection of the clearwell.
Washwater Tank Upgrades
The tank has been put back in service and the project is substantially complete. Minor items
need to be completed, such as installation of cathodic protection and overall site cleanup.
Most punch list items have already been completed.
Buehler Reservoir Rehabilitation
The temporary storage tank has been put in service and Buehler Reservoir was drained.
Work on the interior began last week.
2018-2019 Street Overlay
Pedestrian ramp removal and replacement began last week on several residential streets.
Ramp replacement along Pomerado Road will be completed over the next two weeks. The
roads being paved include Pomerado Road from Poway Road to Twin Peaks Road, Ted
Williams Parkway from Pomerado Road to Twin Peaks Road, the Pomerado Road at
Bernardo Heights intersection, Lomax Street, Papago Drive from Silver Lake Drive to
Carriage Road, and Robison Boulevard from Ridgedale Drive to Carriage Road. Due to the
complexity of paving the intersection of Twin Peaks Road/Camino Del Norte at Pomerado
Road, work will be completed this Saturday outside of peak hours. Staff has issued a public
announcement regarding the traffic impacts. It is anticipated all paving will be completed in
mid-July.
Martincoit Road Sewer Upsize
A neighborhood meeting will be held this week. The Contractor is in process of obtaining a
Right of Way permit. Potholing of the proposed sewer alignment is scheduled to start on
June 26.

PCPA Fire Curtain and Smoke Hatch Upgrades
The construction contract for the PCPA Smoke Hatch Winch Replacement portion of the
project has been received from the contractor and is being routed internally for execution.
A pre-construction meeting has been scheduled for June 25 and the contractor has ordered
the winches which have an approximately three-week lead time. A consultant agreement
for the fire curtain inspection is being processed. The inspection will identify if the fire curtain
needs to be replaced.
LAND DEVELOPMENT
General Atomics Building A40 Conduit Duct Bank
The Standard Agreement and bond copies of the signed and approved improvement plans
have been submitted to the City for the project that proposes fiber optic duct bank and vaults
along Crosthwaite Circle and Stowe Drive (a portion east of Crosthwaite Circle). The
preconstruction meeting was held.
Carter Residence
City staff returned comments on Construction Change “3” submitted. The construction
change proposes to add a retaining wall along the driveway accessing the residence.
Robinson Boundary Adjustment
A boundary adjustment application has been submitted to revise a boundary line between
two lots on Dos Amigos W ay. City staff is currently reviewing the documents.
Mercy Housing Villa de Vida Project
City staff has issued the grading permit for the 54-unit special needs housing development
on Oak Knoll Road.
Nguyen Residence
The applicant has submitted revisions to the legal description and plat map for third review
of the boundary adjustment request revising the property line between their property on Oak
Canyon Road and a City owned parcel reserved for Open Space. The ordinance allowing
the relinquishment of a portion of the open space lot was accepted and processed at the
December 18, 2018 City Council Meeting.
Parkway Summit/Vantage Point
Grading Plan – City staff has approved the first construction change for the grading plan at
the eastern end of Kirkham Way within the South Poway Business Park. The construction
change includes revised tree diamond locations, utility points of connection modifications,
and the addition of rolled curb, brow ditches, and splash walls.
Street Improvement Plan – The City has received the performance and payment bonds
required for the street improvement project associated with the proposed buildings at the
eastern end of Kirkham Way within the South Poway Business Park. The plans include the
extension of Kirkham Way and the proposed public water facilities throughout the site.

Easements – The City has received the third submittal for the proposed onsite water
easement for the Vantage Point/Parkway Summit project.
Encroachments – City staff has approved the exhibits for the Encroachment Removal
Agreement for private improvements within the City’s right-of-way and/or easements
associated with the Vantage Point project. Private encroaching improvements proposed
include private storm drain, sewer, fire service, sidewalk underdrains, as well as
landscape/retaining walls within the landscape easement adjacent to Scripps Poway
Parkway.
Sunview Gardens Residential Care Facility
City staff has approved the grading plan for the proposed 15-bed residential care facility on
Aubrey Street. Securities were placed, the preconstruction meeting was held, and the permit
was issued.
Buswell Residence - City staff has approved the floodplain development permit for the
proposed front porch within the floodplain on Orchard Bend Road.
STORMWATER
San Dieguito Watershed
Co-permittees recently met with the San Diego Regional Water Quality Control Board to
discuss the Water Quality Improvement Plan Annual Reports (WQIP ARs) that were
submitted at the beginning of the year. The Board acknowledged that Co-permittees are
putting forth a great level of effort in the ARs and that a lot of work is being done. The Board
provided a handout summarizing which watersheds will require updates to its WQIPs and a
list of Adaptive Management General Topics required, to be more fully addressed in the
WQIP ARs. Some of the items include homeless encampments, identification of controllable
and uncontrollable sources, agricultural orders update and assessment, over-irrigation audit
findings, groundwater source identification and monitoring consistencies.
Board staff explained that comment letters, specific to each Watershed Management Area,
will provide an explanation of deficiencies, details of requirements, and a deliverable
schedule. Updates are required for both watersheds that Poway lies within, Los Penasquitos
and San Dieguito watersheds.
The San Dieguito Watershed received a conditional acceptance letter from the Board for the
WQIP in 2016. The letter contained required actions and compliance schedule. Board staff
assessed San Dieguito’s compliance and is considering future action. Board staff noted
their expectation that monitoring data would have already been available. Board staff
commented that enforcement action would likely be a Notice of Violation to the jurisdictions
within the watershed by the end of June. The watershed has requested an additional
meeting with Board staff scheduled for June 27 to discuss the issues in more depth and to
highlight the work and progress the watershed has made.

FEMA Community Rating System
The National Flood Insurance Program (NFIP) provides federally-backed flood insurance
within communities that enact and enforce floodplain regulations. To qualify for the NFIP, a
community must adopt and enforce a floodplain management ordinance to regulate
development in flood hazard areas. Additionally, the Community Rating System (CRS) is a
national program developed by the Federal Emergency Management Agency (FEMA)
through which communities can be rewarded with discounted flood insurance premiums by
doing more than simply meeting minimum national standards. To participate in the CRS
program, City staff must implement activities to reduce flood damage to existing buildings,
manage development in areas not mapped by the NFIP, protect new buildings beyond the
minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help
insurance agents obtain flood data, and help residents obtain flood insurance. Through the
City’s participation in the CRS program, residents currently receive a 10% discount on flood
insurance premiums. Each year, the City must recertify that it is continuing to implement
the activities for which it has earned credit and meets the requirements for its level of
participation. City staff is currently working on this recertification package to submit to
FEMA in August.

INSPECTION
Outpost
Poway Road (G18-0002), (STI18-001) - Excavation and hauling of excavated soil continues.
After the contractor completed soil nail installation, which included pressure grouting, City
sewer crews detected and removed grout from within the City’s sewer main paralleling the
construction site. After several days of investigation and removals, the City’s sewer crew
found only cracks with no definitive location of intrusion.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) - Landscape and punch list work
continues this week. Last week the contractor replaced sections of damaged curb and gutter
and worked on asphalt slot patch preparations at underground utility trench locations. This
week the contractor is scheduled to place asphalt at all locations.

Parkway Summit
Kirkham Way (G18-0008) - The contractor continues to work on grading for the two industrial
buildings and driveway entrances. As the new entrances are excavated the excavated dirt
is being used to fill at separate onsite locations. Keystone wall and associated drainage
construction is ongoing. The contractor has completed walls 1, 2, 6, 7 and 8 and are currently
working on several others. The contractor has added a second soil technician to perform
full-time observation, testing and reporting of wall footing excavation, construction and
backfill.
Chick-Fil-A
Poway Road (G18-0005) - Building construction continues. The newly installed 6” fire line
has passed all water quality testing and sampling. Last week the contractor began the sewer
tie in on Poway Road. The contractor cored the existing 18” VCP main. The saddle was
installed, and the lateral was constructed. Crews backfilled while a soils technician was on
site to observe, test and report soil compaction results. The contractor ran short on asphalt
material while paving. The contractor allowed asphalt material to cool to an unacceptable
level. Asphalt is required to be maintained and placed at a specified temperature. Asphalt
will lose workability and compactivity as it cools. Asphalt was placed temporarily but will be
required to be removed and replaced per approved construction standards.
Foto Residence Lot 6
Murel Trail (MDRA 17-020) - All work is complete. The inspector has signed the request for
occupancy form and delivered the form and project file to the engineer for official close out.
GA Conduit Duct Bank
Stowe Drive (STI18-002) - The preconstruction meeting for the General Atomic fiber optic
conduit duct bank project is scheduled for this week.

Austin De Lima Residence
Avenida La Valencia (G15-0013) - The owner informed the inspector through the contractor,
that the subject property will be put up for sale and all construction activity will cease. The
inspector informed the contractor of the requirements for an inactive site and directed him
to the City’s engineer that is assigned to the project. The site inspector provided a punch list
of uncompleted work to the project engineer.
Filhart Residence
Deer Valley (G15-0014) - Vertical construction of this single-family residence has begun,
and both upper and lower concrete slabs have been placed. The owner has been given
approval by the Fire Chief to use the existing DG driveway as an all-weather surface during
construction.
Villa De Vida
Oak Knoll Road (B19-0900) - Construction preparation has begun. Demolition includes
removal of a small area of contaminated soil, demolition of the existing building and removal
of existing improvements. A preconstruction meeting for the project was held on June 12.

Facilities Maintenance
Electrical & Lighting 8 Examined non-functioning exhaust fans at the
Pool - unable to repair, Neal Electric was called
in to rewire. Replaced light bulbs in the
Auditorium kitchen and in Skate Park’s restroom.
Installed a new outlet for a copy machine that
was moved from Community Park office. Reset
light timer issues at Arbolitos Park. Repaired
outlets on backstops at Aubrey Park.
Plumbing/HVAC 21 Replaced a broken shower head at the Pool.
Repaired a leaky water supply line at Lake
Poway, a hot water line at Community Park, the
HVAC system at Fire Station 2, a motor wire
configuration on AH-2, and VAVs at City Hall and
changed set points on the VAV in the Council
Observation Room. Repaired and replaced a
wax ring, unclogged a toilet at Lake Poway entry
booth, urinals at Fire Station 1 and a toilet at
Skate Park. Unclogged three toilets at the
Library and a dishwasher line at Fire Station 1.
Worked on three instant-hots at the Lake Poway
Recreation office. Tried removing a calcium
buildup in a dishwasher at Fire Station 2
(ordered material). Ordered a new urinal for
Community Park ballfield restroom. Worked with
AO Reed on AH-4 at Poway Center for the
Performing Arts. Checked out a non-functioning
air conditioning unit at the Water Treatment
Plant.
Miscellaneous 11 Sanded graffiti from a bench then refinished and
sealed it. Made a new base cover for a post at
the Hamburger Factory (due to a vehicle
accident), removed cabling for the backstop
netting from an existing seatrain and installed it

on a different seatrain, removed loose bubbly
paint from the ceiling at the Pool, worked on a
gate at the Fire Training Tower - restored remote
access. Checked out the roofing core at Fire
Station 1 for tear off, replaced broken/loose

holes in a restroom wall at Lake Poway,
measured doors at Council Chambers for
installation of safety tape/decals, continued to
repair a hole in wall at the Library and repaired
the door to the storage room at Skate Park.

Parks, Trails & Landscape Maintenance
Arbolitos Sports Field Contractor removed a fallen pine tree. Field
closed for renovation June 3 to July 14.
Performed irrigation repairs, replaced heads
and made irrigation adjustments.
Aubrey Park Replaced an irrigation valve. Provided support
for multiple end-of-school year parties and a
softball tournament.
Bette Bendixen Park Trimmed back encroaching shrubs between the
park and VFW parking lot.
City Hall Performed weed abatement. Distributed 40
yards of landscape mulch on-site filling planters
and mulching areas.
City Owned Properties Mowed and weed-whipped tall weeds and grass
across from Fire Station 2.
Community Park Provided support for multiple end-of-school
year parties, assisted Community Services
Department with storage container placement
and the Senior Center with a 40-yard
dumpster. Distributed 140 yards of playground
mulch and performed weed abatement.
Hilleary Park Performed irrigation repairs, replaced multiple
valves and added playground mulch.
Lake Poway Park Met with the Sheriff to report a break-in at the
storage yard, damage and theft of items.
Secured the storage yard. Four yards of mulch
were added to the playground. Performed
weed abatement at north end of the Park and
around the restroom building in the former
campground. Stocked and opened the former
campground restrooms. Aerated and fertilized
the ballfield and a section of compacted turf
near the upper parking lot. Assembled two

Old Poway Park Provided support to multiple events, school

Miscellaneous Trails Replaced a trail sign near Gateway
Retirement. Hauled away three loads of
trimmings generated by the trail volunteers at
the South Poway staging area. Removed a
refrigerator that was left in the Iron Mountain
parking lot. Performed weed abatement and
mowed along the Iron Mountain Trail up to the
¾ mile marker. Performed weed abatement
along the Old Coach Trail and filled in the deep
ruts at the north end of the trail with base
material. Knocked down weeds along the
Lake Poway Trail.
Miscellaneous Parks Total of 44 hours spent repairing, replacing
and adjusting irrigation due to the sudden and
severe increase in the temperature and heat
index. Supported many school graduation
events.

Factory, installed Veterans Park tiles and
refinished the floor in Templars Hall.
Emergency Response
Emergency Response Call-outs 14 Called out to the Auditorium for a lighting
malfunction, removed an illegal dump behind a
business, reset separated trench plates in the
road, cleaned up after a vehicle/fire hydrant
accident. Responded to five calls for meter
leaks, one “no water” call (handle was closed),
one irrigation leak and two meter unlock/service
restores.

Incidents
Between Monday, June 3, and Sunday, June 16, Poway fire and paramedic crews
responded to 182 incidents of which 117 were medical aids.
TRAINING
Training Hours
Between Monday, June 3, and Sunday, June 16, personnel completed 423 hours of
training and activities. Topics included 323 hours of company training, 48 hours of facility
training and 25 hours of driver/operator training.
