In collaboration with the Finance Department, the City Clerk’s Office has completed imaging Payroll
Registers from 1980 to 2018 and are now being preserved electronically in Laserfiche. Please note
that security has been put in place so that only Finance and HR have access to these records.
The City Clerk’s Office will be coordinating an onsite Records Destruction with Corodata in August
2019 and will transition to quarterly destruction thereafter. Destruction Authorization forms are
due to the Clerk’s Office by Thursday, July 11 for signature routing. Please contact Jasmine

have made significant progress in moving out of the facilities and into new locations. Both organizations

PLANNING
Van Dam Peak Open Space Acquisition
On February 19 the City Council authorized staff to enter into a grant agreement for the
acquisition of four parcels in the Van Dam Peak area for open space. The parcels total
162.31 acres and have a fair market value of $1,625,000. To help purchase the parcels, the
City was awarded grants from the California Natural Resources Agency for $500,000 and
$1M in Section 6 grant funds from the Wildlife Conservation Board; in addition to the City’s
contribution of $125,000 from the Habitat In-Lieu Fee Fund. Escrow closed on May 30,
2019. As a requirement of the grants, a sign will be erected at the trail head acknowledging
funders.
Vista Irrigation Open Space Acquisition
On August 28, 2018, staff was approached by the Vista Irrigation District (VID) with its desire
to donate .9-acres (APN 272-132-04) of surplus land to the City, after unsuccessfully offering
the property for sale. The parcel is vacant and is located along the northwestern City border
adjacent to the San Pasqual Valley and Poway-owned open space. On December 4, 2018,
the City Council authorized staff to move forward with the acquisition. Since that time, staff
has worked with VID to ensure the viability of the donation and draft transfer documents.
VID executed a Quitclaim Deed for the parcel on June 5 and the acquisition was complete
on June 27.
Regional Housing Needs Assessment (RHNA)
The San Diego Association of Governments (SANDAG) is currently coordinating with the
SANDAG Board of Directors, a RHNA Subcommittee (appointed by the SANDAG Board)
and the Planning Director’s Technical Working Group (TWG) on the Regional Housing
Needs Assessment (RHNA) allocation by jurisdiction (aka the RHNA Plan). The TWG and
RHNA Subcommittee are both recommending that the SANDAG Board adopt a RHNA Plan
which allocates 1,319 housing units to the City of Poway. This is only slightly higher than the
1,253 housing units allocated during the current housing element cycle. Jurisdictions and
the public can comment on the recommended RHNA plan up until the Board adoption. Once
SANDAG adopts the RHNA Plan, staff will begin preparation of our housing element update
in order to ensure we have adequate capacity for the housing units allocated for Poway.
Staff does not anticipate significant zone change requirements, if any, as a result of the
proposed allocation because of the adoption of the Poway Road Specific Plan and the
marginal increase in the RHNA allocation for the City. The City’s housing element update
adoption is required to be completed by April of 2021.

Weed Abatement at Vacated Stoneridge Golf Course
The City has received an increase in the number of calls and complaints regarding weeds
on the vacated Stoneridge Golf Course property. The property manager has communicated
to staff that he intends to commence mowing of weeds during the week of July 8. The weed
reduction will occur within areas pre-identified by City staff that were selected for fire
protection of adjacent homes. If mowing has not commenced at the identified time, the City
will initiate enforcement action.
Poway’s Annual Weed Abatement Contractor
The brush removal contractor, Weed Eliminators, responsible for annually reducing weeds
on over 60 City-owned properties and many privately owned properties who request
abatement at their own expense, had notified staff that they do not intend to renew their
weed abatement contract with the City this July because their company will be dissolved by
the end of the year. Staff promptly initiated and advertised a Request for Proposal (RFP)
seeking new candidates to complete the annual weed abatement work. The selection of a
new contractor(s) is scheduled during the regular Council Meeting on August 6. As the RFP
and selection process moves forward, Development Services Department staff will utilize a
brush removal firm that is under contract with the Department of Public Works (for landscape
maintenance) to assist with some of the annual weed abatement until a new contractor is
selected.
Creekside Plaza Expansion
A Development Review application (DR) has been submitted to construct a multi-tenant
5,000 square-foot commercial building in the Creekside Plaza center (with AMC Theatres
and Stater Brothers). The building would be located west of the main driveway from Poway
Road in the existing parking area directly north of the outdoor plaza. It is not known who the
prospective tenants will be.
Poway Plaza Outdoor Patio Enhancements at 13301-13305 Poway Road
A Minor Development Review Application (MDRA) has been submitted to remodel the
existing outdoor patio between Five Guys and Poway Road consisting of adding a 735
square foot wood trellis, a new water feature and modifying the existing landscaping. New
patio furniture and potted plants are also proposed to be added.
A-1 Self Storage (SPA 19-002/DR19-003) at 12183 Kirkham Road
An application was submitted to amend the South Poway Specific Plan to allow three stories
within the 35-foot height limit. Within the Light Industrial land use designation, the Specific
Plan allows a maximum of two-stories or 35 feet above ground level whichever is less. The
Specific Plan Amendment (SPA) is being submitted in conjunction with a Development
Review (DR) that consists of a proposal to construct a three-story self-storage facility over
two levels of basements on a vacant lot. The self-storage building totals approximately
79,079 square feet. Generally, DR applications within the South Poway Specific Plan Area
are approved administratively, however, because this DR is being applied for in conjunction
with a SPA, the application will be presented to the City Council for consideration.

CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center
The project was advertised on June 6. Two pre-bid meetings were held on June 17 and 20.
It was mandatory that contractors attend at least one of the pre-bid meetings to be eligible
to bid on the project. Fourteen general contractors attended the meetings. Based upon
questions received during the pre-bid meetings an addendum was issued on June 25. It is
anticipated a second addendum will be issued this week answering additional questions and
providing clarifications to the plans and specifications. Bids will be opened on July 22 and it
is anticipated the construction contract will be presented for City Council consideration at
the August 20 City Council meeting.
Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of June 2019, the PCPA Carport PV system was estimated to produce
110,589 kWh (red line on both graphs) but over-produced for a total of 111,596 kWh (blue
bars on both graphs). During June 2019, the system under-produced on 13 days. Under
production can be attributed to lack of sunshine during cloudy days and/or inclement
weather. All mechanical systems appear to be functioning properly, however one inverter
is experiencing a communication issue, which is why there are spikes in the monthly
production chart provided. The actual production is not affected by this communication
issue. GE will be attempting to resolve the communication issue during its next preventative
maintenance visit.

Espola Road Safety Improvements
The start of installation for utility undergrounding infrastructure has been delayed. Additional
construction staking is being completed for changes to the Cox Communications design.
Additional public notification will be given once a revised schedule is available. It is still
anticipated that infrastructure installation will be complete prior to school starting in August.
Clearwell Upgrades
Staff has received the 50% design submittal. Staff has submitted a memo to the Department
of Drinking Water (DDW) regarding the proposed construction method for replacement of
the floating cover. Once the DDW confirms approval of the construction method, the design
can be completed. DDW will also review and provide comments on the 50% design.
Rattlesnake Creek Integrity Study
An RFP for consultant services to study a section of Rattlesnake Creek between Budwin
Lane and Midland Road was issued in early June. The study will analyze the creek to
determine if erosion will continue to occur in the same area where a sewer main was
exposed and failed during the 2017 storms. The study will also provide insight on design
options and permitting requirements. Proposals were due on July 1 and five proposals were
received. Staff anticipates reviewing and selecting a consultant by the end of July.
LAND DEVELOPMENT
Aria Estates
Staff provided engineering comments to the applicant for the 3rd review of the grading,
improvements and final map for the proposed 7-lot residential subdivision and proposed
extension of Danes Road.
Knox Subdivision
City staff issued comments for the second review of the grading plans for the proposed lot
split on Sunwood Trail. Staff also conditionally approved the public water improvement plans
pending a signed standard agreement and the payment of fees and securities. The Final
Map is also conditionally approved pending the completion of some minor items remaining
per the Conditions of Approval for the tentative map.
Nguyen Residence
City staff issued comments to the applicant for third review of the boundary adjustment
request revising the property line between their property on Oak Canyon Road and a City-
owned parcel reserved for Open Space.
Vantage Point Street Improvement Plan
The City has approved the Street Improvement plans associated with the proposed buildings
at the eastern end of Kirkham Way within the South Poway Business Park. The plans include
the extension of Kirkham Way and the proposed public water facilities throughout the site.

Tobar Residence Retaining Wall
City staff has received the 2nd submittal of the grading plans for the retaining wall proposed
in the rear yard for a residence on Cumberland Drive.
Ridgeview Residential Care Facility
(G19-0005) - The City has returned 1st review comments and redlines of the grading plans
for the proposed residential care facility at 13612 Aubrey Street.
STORMWATER
Permanent Facilities Annual Certifications
Each year, properties with permanent stormwater facilities are required to self-certify that
on-going inspections and maintenance have occurred for the prior year. These certifications
are typically due by the end of every October for the period of October 1 through September
30. In December, follow-up letters were sent to the 20 properties that had not returned their
self-certification. The letter gave them until the end of January to provide the certification.
In May, Notices of Violation were sent to the remaining 6 properties that still had not
submitted their self-certification. As of June 24, 3 properties still have not submitted their
self-certifications. Code Enforcement staff will follow up with these properties, to try and
avoid further enforcement action.
Dry Weather Monitoring
The Municipal permit requires the City to perform Dry Weather MS4 Outfall Discharge
Monitoring each monitoring year (October 1 – September 30). The City is required to visit
at least 80 percent of its major MS4 outfalls within each Watershed Management Area
(WMA) twice per monitoring year. The City’s current inventory has 53 major outfalls, 16 in
the San Dieguito WMA and 36 in the Los Peñasquitos WMA. The work will include a total
of 84 routine field visits recording visual observations, identifying evidence of and sampling
dry weather flows, upstream source investigations and trash assessments. Due to recent
303(d) list updates and associated changes to the Water Quality Improvement Plan
monitoring procedures, additional analyses will be added for 2019. The City’s stormwater
consultant D-Max Engineering, Inc. will now begin this monitoring.
INSPECTION
Outpost
Poway Road (G18-0002) (STI18-001) - Last week the contractor excavated and piled dirt
prior to hauling. Hauling of piled excavated soil resumes this week. Hauling is scheduled
for the entire week and may continue into next week.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading for the
two industrial buildings and driveway entrances. Concrete building slab placement has
begun. The contractor has been authorized to begin concrete placement at 4 a.m. This will
help the contractor avoid rush hour traffic and interference to the motorists. Retaining wall

and associated drainage construction is ongoing. The contractor is working on grading walls,
with construction in a variety of different stages from footings to block placement. Wall
construction is scheduled to continue for several weeks. Storm drain construction is ongoing
with several concrete structures and pipe placement at different stages throughout the site.
The improvement preconstruction meeting has been held. Last week the contractor began
the water line installation. The site inspector met with the contractor and inspected all onsite
parts and material prior to commencing work.
Chick-Fil-A
Poway Road (G18-0005) - Building construction continues. Storm drain construction and
the stormwater filtration system has begun. Last week the contractor excavated and cut into
the existing storm drain line and began the modular wetlands installation.
Sunview Garden Residential Care Facility
Aubrey Street (G19-0001) - Last week the contractor grouted one retaining wall and began
footing excavation for a second larger retaining wall. This week the contractor has scheduled
the wall footing excavation, steel inspection, and concrete placement.
Brake Stop and Auto Repair
Poway Road (RW19-0020) - The contractor has completed all construction punch list items.
During construction the contractor damaged the signal loop detection system. The system
was repaired and paid for by the City of Poway. Reimbursement for the repair work has yet
to be received and may delay the occupancy. The owner has expressed a desire for
conditional occupancy.
GA Conduit Duct Bank
Stowe Drive (STI18-002) - The preconstruction meeting for the General Atomics fiber optic
conduit duct bank has been held. The duct bank consists of eight 4-inch conduits evenly
spaced and encased in concrete sand slurry. Last week the contractor sawcut and began
removing the first sections of asphalt and excavating the trench. Duct bank installation is
ongoing this week.
Bravo Residence
Boulder View Drive (MDRA19-005) - The preconstruction meeting for this single family
addition has been held. The owner and contractor signed all applicable paper work.
Villa De Vida
Oak Knoll Road (B19-0900) - Last week the third of six over-excavated areas were
completed and inspected by the project inspector and geotechnical engineer. This week
rock separation is the main goal. Presently, large boulders are taking up a large area and
need to be removed prior to resuming removal and replacement of soil within the pad
envelope. One large boulder has been exposed within the building pad. The contractor will
work to remove the portion of rock in conflict with the building footing.

o Staff continues to meet with the Meridian development team regarding the Town
Center/Poway Commons project. Staff from the Land Development, Planning and Fire
Departments met with Meridian and Chelsea Investment Corporation (the affordable housing
developer) to discuss site plan details. Staff also attended a meeting with the equity investor
in the project to discuss project approval timelines. Meridian anticipates submitting a formal
application for Tentative Map and Development Review in July.
o Staff is again working with the San Diego North Economic Development Council on
preparations for National Manufacturing Day. This event connects North County
manufacturing companies with high school students to learn about careers in manufacturing.
The event will take place on October 1 at CSU San Marcos. General Atomics has accepted
an invitation to participate in this event and staff is inviting additional Poway manufacturing
companies.
o At the February 5, 2019 the City Council heard a Pre-Development Conference for a Wireless
Communication Facility (cell tower) to be located on City-owned property at 13875 Kirkham
Road (the Auto Dealers Storage Lot). The City Attorney and staff are completing negotiations
on a draft lease agreement for the cell tower. The lease, along with the related Conditional
Use Permit is anticipated to be brought to the City Council for their review in the Fall

Street Maintenance
Asphalt Repairs (sq. ft.) 64,665 Completed 15 streets (46,665 sq. ft.) of asphalt
grind/pave in Zone #3. Crack-sealed two assets
in Zone #3 (18,000 ft.)
Signs 2 Replaced a damaged street name sign on
Poway Road at Welton Lane. Reinstalled a
knocked over street name sign on Amso Street.
Vegetation 830 Weed abatement was completed along the
sidewalk on Seiler Street (330 sq. ft.) and along
Poway Road (500 sq. ft.)
Stormwater & Flood Control
Annual Concrete Channel Cleaning
Program
15 Completed photo documentation of pre-work
conditions in 45 concrete channels. Began
preparing sites by trimming and placing
branches and vegetation for mechanical
removal.
Vactor Request 5 Cleaned five inlets including an earthen outlet
south of Twin Peaks Road, west of Espola Road.
Work Orders 2 Installed candlestick bollards on Wanesta Drive,
repair to be completed by Engineering. Cleaned
a brow ditch at the east end of Old Winery Road.
Complete Inspection and Duties 1 Performed monthly duties at the Crosthwaite
Material Handling Yard.
Complete Brontosaurus Maintenance 1 Replaced a belt, teeth and bearings on
machinery.

Facilities Maintenance
Electrical & Lighting 14 Repaired an outlet and replaced the cover.
Replaced light bulbs in the gazebo, one light
bulb on a light pole at Old Poway Park, a cover
plate on an outlet in the Great Room and a PEC
to Valle Verde lighting. Repaired lighting at the
Library, re-lamped a supervisor office at Public
Works. Assisted Neal Electric with pulling new
wire for the water heater breaker at Fire Station
3. Reset and repaired outlets at Veterans Park,
changed out numerous lamps at the Household
Hazardous Waste building. Rescheduled a light
timer at Arbolitos Park, replaced ground fault
interrupters and repaired outlets at Aubrey Park
ballfields. Rewired the exhaust fans at the Pool.
Plumbing/HVAC 27 Replaced the controller for AH-4 and checked
out a leaky toilet and sink at the Poway Center
for the Performing Arts. Repaired split system
#2 at Council Chambers, changed set points for
the AC system at City Hall, checked out the air
conditioning vent issues in the City Clerk’s office
and reset the VAV. Repaired a leaky toilet at the
Hamburger Factory and air conditioner at Fire
Station 2. Unclogged the laundry and ice
machine drains at Fire Station 3, three toilets at
the Library, a urinal at Starridge Park, a toilet at
the Community Park ballfield restroom, a toilet at
Aubrey Park, a toilet at Skate Park, a toilet at
Lake Poway and a toilet at the Lake Poway entry
booth. Reset a non-functioning garbage
disposal at City Hall. Finished installing new
instant hots at the Lake Poway Rec office and
installing two new water heaters at Fire Station
3. W orked with AO Reed to install a new fan
motor at the Pool. Replaced VFD chiller at City
Hall. Worked on getting new AC unit for the
Water Treatment Plant. Ordered parts for repair
work on the toilet at Household Hazardous
Waste building. Installed a new air gap for the
dishwasher and ran citric acid at Fire Station 2,
Fire Station 4 and at City Hall.
Miscellaneous 12 Replaced numerous boards in the boardwalk at
Old Poway Park and boards at Aubrey Park
entrance walkway. Met with Vinyard Doors to
troubleshoot issue at Fire Station 1 and with the

roofing contractor regarding a repair of the roof
at Donart Pump Station. Installed decals on the
doors of Council Chambers, new locks at Dog
Park and timers at the ballfield at Community
Park. Troubleshot remote issue for the gate at
the Training Tower. Lubed hinges on a door at
City Hall. Repaired a stall door that was torn off
its hinges, the door to the chlorine room at the
Water Treatment Plant and a door at Skate Park.

Parks, Trails & Landscape Maintenance
Arbolitos Mini Park Applied herbicide along the perimeter of the
park. Removed limbs encroaching onto the
sidewalk.
Arbolitos Sports Park Removed a fallen pine tree. The park will be
closed until July 14th for field renovations. We
will aerate, fertilize, fill and seed low spots,
check and adjust irrigation heads, and remove
any graffiti.
Aubrey Park Provided support for end of school activities
and softball tournament. Performed irrigation
repairs and adjustments. Trimmed trees and
shrubs.
Bette Bendixen Park Performed weed abatement.
City Hall Added mulch to planters and trimmed shrubs.
Re-arranged the Park’s office.
Community Park Provided support for end of year activities,
multiple summer camps and “Movie in the
Park”. Preparing to relocate staff to City Hall.
Garden Road Park Performed weed abatement, mulched areas
on the north side of the park and along the
adjacent trail. Distributed mulch and
performed gopher abatement.
Hilleary Park Made irrigation repairs, replaced valves,
heads and adjusted.
Lake Poway Park Supported the first summer concert on
Sunday evening. Put a tarp over the trellis at
the back of the ballfield restroom building for
Summer Camp. Repaired two damaged park
fence posts along the parking lot. Performed
weed abatement along the western side of the
park. Trimmed shrubs that were encroaching
along the entry medians, along the Pavilion
stairs, and along the south side of the
concession building. Added base material

fishing float. Trimmed, cleaned and added
new landscape mulch around the Tony

Old Poway Park Provide support for multiple events and
activities featuring the Fourth of July event.
Poway Oaks Park Removed low hanging tree branches along
the perimeter of the park.
Starridge Park Provided support for multiple events and
activities.
Sycamore Creek Parks Performed gopher abatement and trimmed
the shrubs along the perimeter of Sycamore
Park east.
Trail - Iron Mountain Performed weed abatement from the parking
lot to the ½ mile marker. Filled in ruts along
the trail up to the ½ mile marker.
Miscellaneous Trails Performed weed abatement along the
northern section of the Old Coach Trail to the
bridge and at the end of the Espola Trail.
Removed debris and trash bags filled by our
trail volunteers at the Metate and Old Coach
staging areas. Applied herbicide along
Espola Road, Twin Peaks, Westridge and Old
Coach Trail up to the bridge.
Miscellaneous Parks 19.5 total hours spent repairing, replacing and
adjusting irrigation.

Incidents
Between Monday, June 17, and Sunday, June 30, Poway fire and paramedic crews
responded to 169 incidents of which 123 were medical aids.
TRAINING
Training Hours
Between Monday, June 17, and Sunday, June 30, personnel completed 548 hours of
training and activities. Topics included 254 hours of company training, 204 hours of facility
training and 38 hours of officer training.
