June has traditionally been known as the most popular month to wed and Old Poway Park
confirmed that with a total of nine weddings. Those weddings, along with other facility rentals at
Old Poway Park, generated a one-month total revenue of over $17,000.
Families with kids were encouraged to hit the trails in Blue Sky Reserve with a new Critter Craft
and Trail Time program. Staff and volunteers hosted a morning of nature-themed crafts and trail
walking activities for 26 participants. This valuable, educational program connects young children
with nature to help foster environmental stewardship.
The Teen Hello Summer Jam welcomed summer with a splash! An all-day pool party with
inflatables, crafts, and food gave 50 teens the perfect way to ditch the school books, kiss the
school year goodbye, and embrace fun in the sun.
The City of Poway celebrated our nation’s birthday in style with two, large-scale events. Countless
thousands attended the Old-Fashioned Fourth of July in the morning and 2,080 people paid to
enter the Poway High School Stadium for a front-row seat at the annual fireworks display. The
show could be seen and enjoyed for miles. The total admissions revenue was $10,400, which
the City splits with the Poway High School Boosters.

PLANNING
Accessory Dwelling Unit (ADU) Update
Since the Ordinance was adopted in September 2018, 11 building permits have been issued
for new ADUs. Staff has noted some areas of the ordinance that need additional clarification
and staff will bring proposed amendments to the City Council for consideration in fall or
winter 2019.
Honda Dealership Inventory Lot at 13715 Poway Road
Minor Conditional Use Permit (MCUP) 19-003 application was submitted to modify the
existing MCUP for the Honda dealership to add an additional inventory lot that is located
across Gate Drive from the Dealership. The proposal includes demolishing two existing
commercial/office buildings, expanding the existing parking lot for vehicle storage only (no
sales) and adding new landscaping within the street setback areas enhancing the
streetscapes. This is permissible if it is considered part of their larger dealership campus.
Big Stone Lodge Demolition RFP
On July 15, the City released a request for proposals (RFP) to provide environmental
consulting services for the preparation of an Environmental Impact Report (EIR) associated
with the demolition of a locally registered historical site, Big Stone Lodge, located at 12237
Old Pomerado Road. The EIR will not address any potential for future development.
Development Services Counter Sign-In Sheet
As of July 2, the Development Services Department began using a sign-in sheet at the front
counter to track how many customers are being served by staff. Staff is requesting that
customers provide contact information in addition to their reason for visiting the Development
Services Counter.
Code Compliance Case #14-0221
Long-standing code compliance case on Range Park Road has reached compliance after
several months of Code Compliance staff working directly with the property owner to reach
compliance. Per a court order, the resident will be on a probationary period of four years to
maintain his compliance.

CAPITAL IMPROVEMENTS
Martincoit Road Sewer Upsize
Work has begun on Martincoit Road with potholing for all utility crossings and staging area
set up. This week the contractor will be trenching in the PUSD parking lot.
Espola Road Bike Lanes
Potholing of the San Diego County Water Authority (SDCWA) pipelines was conducted this
week. The two potholes were completed in the shoulder area of Espola Road. Flaggers
were used to assist drivers through the construction zone. The purpose of the potholing was
to verify location and depth of the SDCWA pipelines in order to determine limits of widening
on Espola Road for bike lanes, between Poway Road and Range Park Road within the
SDCWA easement.
Espola Road Safety Improvements
In an effort to help expedite the 20B utility undergrounding infrastructure installation, City
staff is allowing extended traffic control hours as well as placement of up to 500’ of trench
plates at one time. With these changes, SDG&E’s contractor indicated the work would take
four to six weeks to complete. Work has begun on the infrastructure installation after being
previously delayed in order to provide additional construction staking for a Cox
Communications redesign. Prior to starting, the contractor placed changeable message
signs on Espola Road to give advance warning to drivers of possible traffic
impacts. SDG&E’s contractor has provided staff with an updated schedule for completion
of the infrastructure installation. They have indicated that they will be using a smaller crew
and therefore the work will extend through the end of September. The work is being done
starting at the north end in an attempt to complete work within the narrowest portion of the
project prior to school starting in August. This section of roadway requires reducing traffic
to one lane with the assistance of flaggers. City staff has informed SDG&E’s contractor that
working hour restrictions will be placed on lane closures or work affecting the signal at the
Del Poniente Road/High Valley Road and Espola Road intersection, once school resumes.
The changeable message signs will remain in place until at least the beginning of the school
year.
Buehler Reservoir Rehabilitation
Internal structural repairs are expected to be complete this week. This work will be followed
by blasting and then coating on the interior of the reservoir.
2018-2019 Street Overlay
This project is substantially complete. Staff will be completing a final walk of the project to
develop a punch list. Once all punch list items have been completed, the project will be
scheduled for acceptance at City Council.

Mickey Cafagna Community Center
The project was advertised on June 6. Two pre-bid meetings were held on June 17 and
20. It was mandatory that contractors attend at least one of the pre-bid meetings to be
eligible to bid on the project. Fourteen general contractors attended the meetings. Based
upon questions received during the bid process four addendums have been issued providing
clarifications to the plans and specifications. Because new information and updated
versions of several sheets were provided with the fourth addendum (distributed July 18), the
bid opening has been extended to July 29. The construction contract is still scheduled to be
awarded at the August 20 City Council meeting. The Senior Center has moved all necessary
items to their new location. Contingent upon the award of the construction contract, the Fire
Department is planning fire drill training at the existing facilities prior to the start of project
demolition.
LAND DEVELOPMENT
Nguyen Residence
(BA19-002) – The applicant submitted revised documents for review of the boundary
adjustment request revising the property line between their property on Oak Canyon Road
and a City owned parcel reserved for Open Space. City staff was able to quickly look at the
documents and see that key information was missing and provide direction back to the
applicant to correct.
Blanchard Residence
(G19-0006) – City staff has returned comments for first review of the grading plan package
provided to address unpermitted grading that occurred on the property located on Del
Poniente Road.
Olhausen Residence
(FLD19-0005) – City staff has received and approved the third submittal of the floodplain
development permit for the work proposed on the existing residence located in the floodplain
on Chancellor Way.
Aria Estates
(STI18-004) – Staff approved the public improvement plans for the proposed private
extension of Danes Road for the associated seven-lot subdivision. The applicant has been
notified to submit mylar plans, a signed standard agreement, and the Performance and
Payment bonds for the project.
Robinson Boundary Adjustment
(BA19-002) – The first review of the boundary adjustment application has been returned to
the applicant. The boundary adjustment proposes to revise a boundary line between two
lots on Dos Amigos Way.

Bazaz Residence
(G16-0010) – City staff has returned comments on the fourth review of a grading plan for a
proposed single-family residence on Coyotero Drive. The submittal included the revised
grading plans, Storm Water Quality Management Plan, and Hydrology report.
Tobar Residence
(G19-0004) - City staff has issued comments on the second review of the Grading plans for
the retaining wall proposed in the rear yard for a residence on Cumberland Drive.
Kane Residence Lot Merger
(M19-0001) – City staff has received and is reviewing an application to merge two parcels
along Olive Tree Lane. The owner is requesting this merger to construct an ADU without
violating setback criteria.
Stampfl Residence
(G19-0007) – The applicant has submitted a grading plan package for first review to
construct a single-family residence on Golden Sunset Lane.
INSPECTION
Outpost
Poway Road (G18-0002) (STI18-001) - Last week the contractor completed a round of
hauling excavated material, bringing the average depth of the site to just below 20 feet deep.
The site is expected to finish at approximately 28 feet deep.

Sunview Garden Residential Care Facility
Aubrey Street (G19-0001) - Crews placed the steel and concrete footing for the second of
three walls. Last week crews worked on block placement. The inspector performed the pre-
grout inspection. Grout placement is scheduled for this week.
Chick-Fil-A
Poway Road (G18-0005) - Building construction continues. Stormdrain construction and
the stormwater filtration system has begun. The contractor excavated and worked on tying
into the existing stormdrain line, as well as began the site drainage and modular wetlands
installation. Work on the parking lot is nearly 50% complete. Crews continue to work on
parking lot curbs, curb and gutter and flat work around the building prior to remaining asphalt
placement.

Brake Stop and Auto Repair
Poway Road (RW19-0020) - The contractor has completed all construction punch list items.
During construction the contractor damaged the signal loop detection system. The system
was repaired and paid for by the City of Poway. Reimbursement for the repair work has been
received. The inspector has signed the request for occupancy.
GA Conduit Duct Bank
Stowe Drive (STI18-002) - The preconstruction meeting for the General Atomics fiber optic
conduit duct bank was held. The duct bank consists of eight - 4” conduits evenly spaced and
encased in concrete sand slurry. The contractor has sawcut and began removing the first
sections of asphalt and excavating the trench. Work thus far has been limited to Crosthwaite
Circle. Duct bank installation continues this week.
Roman Residence
Arroya Vista Road (MDRA18-007) - Construction of the addition and remodel to this single-
family home is complete. The inspector has signed the occupancy request form.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading, cutting
in areas and filling in others. Concrete building slab placement is ongoing. The contractor
has been authorized to begin concrete placement at 4:00 a.m. and has completed approx.
6 placements. The approved time adjustment has proven to help the contractor avoid rush
hour traffic and midday heat.
Retaining wall and associated drainage construction is ongoing. Retaining wall construction
is in a variety of different stages from footing excavation to wall grouting and all stages in
between. Wall construction will continue for several months.
Stormdrain construction is ongoing with several concrete structures and pipe placement
being constructed at different stages throughout the site.

Webster Residence
Belvedere Drive (G16-0011) - The grading and construction of this single-family residence
is nearly complete. The contractor has installed the drainage system piping, pervious gravel
layers and is scheduled to begin work on the pavestone installation.
Villa De Vida
Oak Knoll Road (B19-0900) – A preconstruction meeting was held last week. The grading
contractor has completed 4 of 6 over-excavated areas. Locations were inspected and
approved by the project inspector and geotechnical engineer prior to replacing and
compacting. This week rock separation and removal continues. Presently, large boulders
are taking up a large area and need to be removed. One large boulder was exposed within
the building pad but was broken into smaller more manageable pieces and hauled off.
Malowney Residence
Markar Road (G18-0004) - The new modular home has been delivered and set in place. The
owner continues to work on both the home and garage structure. Work is nearly complete
with final landscape and driveway construction remaining.

summer concert Sunday evening.
Reattached the toilet paper dispenser in the
Concession men’s restroom. Removed one
park bench and installed two park benches.

Fourth of July” event. Prepared and set-up
July 3, cleaned-up July 5. Repaired 2-1/2”
mainline break. Performed weed abatement
along walkways, in planters, and parking lots.
Starridge Park Irrigation repairs addressed and removed
fallen branches.
Sycamore Creek Park Removed the low hanging tree branches from
Sycamore Park east and west.
Valle Verde Park Removed fallen tree limb in the pocket park
and fertilized the sports turf.
Miscellaneous Trails Herbicide applied on puncture vines along the
Tierra Bonita and Espola Trails. Filled in ruts
along the Avocado Trail to Del Poniente.
Trimmed back encroaching shrubs along the
trail from Quasar to Silverlake drive. Replaced
four fence rails along the Pomerado Trail.
Weed abatement performed along the South
Poway Trail.
Miscellaneous Parks (30) Total hours spent repairing, adjusting and
replacing irrigation heads, water lines and
valves. Supported the Fourth of July event at
both the Old Poway and Lake Poway Parks.

required shut-off; one meter-leak and one
hydrant-leak.

Incidents
Between Monday, July 1, and Sunday, July 14, Poway fire and paramedic crews
responded to 154 incidents of which 113 were medical aids.
TRAINING
Training Hours
Between Monday, July 1, and Sunday, July 14, personnel completed 312 hours of training
and activities. Topics included 205 hours of company training, 76 hours of facility training
and 21 hours of officer training.
