PLANNING
New Single-Family Residence on a vacant lot on Beeler Canyon Road
A Minor Development Review Application 19-030 (MDRA19-030) was submitted for a 6,110
square foot residence with a 1,180 square foot garage near the intersection of Creek Road
and Beeler Canyon Road. The 20-acre parcel (APN 320-020-04) is zoned Open Space -1
Dwelling Unit (OS-1DU) and is within the mitigation area for the City’s Habitat Conservation
Plan (HCP).
Mobil Gas Station at 13556 Poway Road
At the request of the staff, the owner of the Mobil gas station at northwest corner of Poway
Road and Midland Road has been repainted again. The gas station had been painted a
sky-blue color which was not consistent with the color scheme for the Poway Road Specific
Plan. The gas station is now a light grey-tan color as requested by the owner and approved
by Planning staff.
CAPITAL IMPROVEMENTS
Poway Road Turn Lane Extension
Work is expected to begin the week of August 5. Staff is preparing a public outreach
statement to notify the public of potential traffic delays. Staff is also working with the
contractor to make some revisions to the traffic control plan prior to issuance of the Right of
Way Permit.
2019-2020 Citywide Striping
Striping work will begin this week with stop bars being placed first. The striping efforts will
follow behind the 2019-2020 Street Maintenance project in Zone 8.
PCPA Smoke Hatch Winch Replacement
Work is expected to begin this week on the winch replacement.
Exposed Sewer East of Martincoit
The 50% design plan submittal is expected at the end of this week.

LAND DEVELOPMENT
Bazaz Residence
(ESMT19-010 & 011) - The City returned comments on the first review of the proposed trail
and archaeological easements at the proposed Bazaz residence on Coyotero Drive.
14135 York Avenue Residence
(FLD19-0008) – The applicant has submitted plans and the application for first review of a
floodplain development permit to legalize improvements to an existing structure in the
floodway on York Avenue.
AT&T Small Cell
(STI19-002) – The applicant has submitted an improvement plan for first review to replace
four public street light poles with new poles in order to install small cell antennas on them.
Tobar Residence
(G19-0004) - City staff has received and approved the third submittal of the Grading plans
for the retaining wall proposed in the rear yard for a residence on Cumberland Drive. City
staff has requested the submittal of mylar grading plans and grading securities.
Mehdi Residence
(G14-0018) – The applicant has submitted redlined record drawings for staff review
consistency with the construction site. The residential addition on Spy Glass Terrace is
nearing completion.
INSPECTION
Outpost
Poway Road (G18-0002) (STI18-001) - Last week, work to control ground water continued.
The contractor excavated a series of 3-foot-deep trenches in a grid pattern, sloped to a
central location to settle and then be removed. Dewatering pumps continue to run around
the clock. This week work to draw down groundwater will be continued.
Sunview Garden Residential Care Facility
Aubrey Street (G19-0001) - The contractor has completed two of the three retaining walls.
Both walls work in conjunction to create the building pad. One wall remains that is a
continuation of an existing wall which will help to support a proposed bio-swale. The
owner/contractor has requested building permit issuance prior to completion of the
remaining wall and other work on the grading plans. The owner would like to work on both
the building and grading improvements simultaneously.
GA Conduit Duct Bank
Stowe Drive (STI18-002) - Construction continues for fiber optics conduit for General
Atomics on Crosthwaite Circle and Stowe Drive. The duct bank consists of eight – 4-inch
conduits evenly spaced and encased in concrete sand slurry. The contractor continues
potholing ahead of work, sawcutting and removing sections of asphalt, excavating the trench
and installing conduit. Work is proceeding on both Crosthwaite Circle and Stowe Drive. Duct
bank installation continues this week.

Webster Residence
Belvedere Drive (G16-0011) - The grading and construction of this single-family residence
is nearly complete. The contractor installed the driveway drainage system piping, pervious
gravel layers and paver stones. Driveway width was not per plans nor was the radius of the
fire department turn around. Both issues are being addressed by the contractor.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading, cutting
in areas and filling in others. Concrete building slab placement and forming tilt up panels on
Building A is ongoing. Partial pad certification was approved for Building B and trenching
has started for sewer inside building envelope on Building B. The contractor has been
authorized to begin concrete placement at 4:00 a.m. and has completed approx. 7
placements. The approved time adjustment has proven to help the contractor avoid rush
hour traffic and midday heat.
Retaining wall and associated drainage construction is ongoing. Retaining wall construction
is in a variety of different stages from footing excavation, geogrid placement, perforated back
drains and all stages in between at several locations throughout the site. Wall construction
will continue for several months.
Stormdrain construction is ongoing with several concrete structures and pipe placement
being constructed at different stages throughout the site.
The contractor continues to install of 8-inch water main including 6-inch fire hydrants at
Building A. Offsite water line A tie in continues this week. The construction of the 8-inch sewer
main continues along the east side of General Atomics Way and up into the project.
Poway Tech Center West
Flint Place, Dearborn Place, Paine Place (G17-0003) (WI18-002) - All work is now complete.
The inspector has verbally given the ok for occupancy. The form will be signed when
received.
Patel Residence
Poway Road (MDRA14-042) - Work on the home is nearly complete. The contractor has
completed the private road improvement minus the turnaround and driveway portion.
Chick-Fil-A
Poway Road (G18-0005) - Exterior and interior building construction continues. Stormdrain
construction and the stormwater filtration system is proceeding. The contractor excavated
the bio-basin, installed the non-permeable liner, aggregate and 6” perforated pipe. Last week
the contractor completed the drive-thru turnaround and parking lot. This week the contractor
is scheduled to complete the sewer line abandonment on Poway Road. Work will be done
at night to avoid traffic congestion and high flow within the sewer line.

Villa De Vida
Oak Knoll Road (B19-0900) - The grading contractor continues to work on rock separation
and hauling. Work on the waterline improvement has begun. The contractor is potholing in
preparation for placement.
SCHEDULED ROAD/LANE CLOSURES
Sidewalk closure south side of Poway Road between 13301 and 13245 for work
related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to
the Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure with flaggers in the #1 lane on Poway Road eastbound between
Community Road and Civic Center Drive for incoming and outgoing haul trucks. Work
is related to the Outpost Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet
north of Stone Canyon Road in both directions for work related to the Pomerado Road
Sewer Repair Project.
Lane closure on Poway Road westbound #2 lane for work related to the Chick-fil-A
restaurant project.

INCIDENTS
Between Monday, July 15, and Sunday, July 28, Poway fire and paramedic crews
responded to 173 incidents of which 101 were medical aids.
At 1:30pm on Sunday, July 21, Firefighters responded to a residential structure fire at
13115 Silver Saddle Lane. Firefighters encountered an exterior fire penetrating the
attached garage of the residence. The fire was being fed by a broken gas line and melted
gas meter. Firefighters searched the home and determined the occupants were not there
at the time of the fire’s start. Firefighters extended hose lines and extinguished most of
the fire but were unable to stop the gas-fed fire flames. Firefighters kept the fire in check
while waiting for SDG&E gas control crews to arrive. SDG&E electric crews had to cut
electrical service to the neighborhood in order to disconnect service to the home and its
melted electrical meter panel. SDG&E gas crews had to dig a hole in the front yard and
pinch the gas service line to stop the flow of gas. Firefighters were able to completely
extinguish the fire. Major damage occurred to the garage, attic/roof, master bedroom and
master bath. Residents returned to the home and were assisted by firefighters. The
origin of the fire is at the electric panel and gas meter area. The cause appears to be a
malfunctioned gas line or meter with escaping gas lit by nearby electrical
equipment. There were no injuries and damage was estimated at $250,000. A family of
three was displaced.
At 12:45pm on Monday, July 29, firefighters responded to a structure fire in the La Privada
Apartment Complex located at 13240 Community Road. Firefighters encountered a
kitchen fire in a 2nd floor apartment. The occupants had evacuated the apartment prior to
the arrival of fire responders. Firefighters extended hose lines and aggressively attacked
the fire keeping it from extending into the attic area and from entering other rooms of the
unit. Additionally, Firefighters used minimal water to extinguish the fire preventing water
damage to the apartment unit below. The fire damage was confined to the kitchen area
with minor smoke damage throughout the unit. The origin of the fire is the oven and exact
cause is undetermined. There were no injuries and damage was estimated at
$10,000. Red Cross was requested to assist with seven displaced occupants – two adults
and five children.

new wands for the showers at the Pool. Worked
with a contractor on a leaky pipe in Fire Station 1

City Hall. W orked with AO Reed to repair the air
conditioning in the AV room in Council Chambers.

Miscellaneous 24 Installed seat cover and soap dispensers at the
Library, attended Active Shooter Training, had
keys made for paper towel dispensers throughout
City, moved drawers/cabinets around in an office
at City Hall and hung items on the wall, cleared
out debris from the generator room and around
AC units at City Hall/Council Chambers, and took
the blowers to the Water Treatment Plant to
alleviate the heat while waiting for a new air
conditioning unit to arrive. Repaired a wall at the
Library, a broken arm slide on a door at Public
Works Operations, holes in an office wall at City
Hall, the door to the Pool’s First Aid room and
broken boardwalk boards at Old Poway Park.
Checked out a bad odor in City Hall, an
intermittent door problem at Fire Station 1 and an
air leak in a compressor at Fire Station 3 (repair
parts have been ordered). Replaced stained
ceiling tiles at the PCPA and Fire Station 1, a
missing tile at the Library and a refrigerator filter
in Public Works. Turned off all air conditioning
units, unplugged freezers and turned off gas to
stoves and water heaters at the Auditorium and
Senior Center.

City Owned Properties Performed weed abatement at four properties
between York and Sycamore avenues.

abatement.
Lake Poway Park Removed a torn volleyball net (replacement has
been ordered) and tree limbs that were hanging
close to the upper playground. Replaced a park
bench with a memorial bench near the fishing
float, four fence posts around the Rose Garden
and a broken toilet paper dispenser. Added
memorial plaques to three benches and two
picnic tables, installed three memorial benches,

areas. Trimmed the shrubs along the interior of

Road and the ballfield. Removed low hanging
tree limbs that were too close to the playground.
Removed thatch build up in some of the older
turf areas. Opened the sports field after the
recent turf renovation project.
Miscellaneous Trails Removed a stump from the center of the Metate
staging area, a broken fence post near the pond,
debris left by the Metate and Old Coach
volunteer groups, multiple truckloads of
artichoke tops removed by volunteers from the
South Poway staging area, and a fallen tree from
along Twin Peaks Road Trail near PUSD. Filled
in ruts along the Tierra Bonita, Avocado link and
Espola Trails. Added one picnic table to the Iron
Mountain Trailhead. Performed weed
abatement and mowed the Iron Mountain and
Ellie Lane staging areas.
Miscellaneous Parks Spent 17 hours making irrigation repairs,
adjustments and replacements. Staff attended
half day Active Shooter Training. In the pocket
parks, cleaned the playground equipment, park
benches and picnic tables due to spider
concerns.

Service Requests Work Orders 13 Attended paint pre-bid meeting, Active Shooter
Training, signal controller upgrade meeting and
janitorial clarification meeting. Repaired multiple
irrigation breaks and two valves at the Library.
Researched LMD irrigation meter at Scripps
Poway Parkway and General Atomics Way, and
pull alarm events. Collected all fire extinguishers
from the Senior Center, assisted staff with
hanging items on wall at City Hall, selected coping
colors for Operations and Fire Station 1 and
finished working with contractors on Council
Chambers cabinets and flooring.
Emergency Response
Emergency Response Call-outs 20 Halted an alarm at the Operations Lounge and at
the train barn. Contained a water leak in
Development Services. Removed and capped a
sink in the park. Shut off water at the meter.
Removed a fallen tree from roadway, lumber from
Poway Road at Hwy 67, glass debris from Poway
Road, a tree limb from Ezra Lane and three other
debris in road responses. Stopped an irrigation
leak and two water leaks. Responded to an
interruption in water service and a water waste
call. Opened a park to allow a patron to leave.
Performed an emergency mark out and cable
rodded a sewer line.
