PLANNING
Purchase of Tax-Defaulted Property for Open Space
On December 18, 2018 the City Council authorized staff to enter into an agreement with the County
of San Diego for the purchase of a 46.43-acre tax-defaulted property (APN 317-280-12-00) for open
space. The property is located just east of Community Road on the north-facing slope below the
Poway Business Park and is adjacent to habitat conservation and open space parcels to the west
and north owned by the City and Housing Authority, respectively. The City paid the County $4,872.22
for the purchase of the property and reimbursement of advertising costs. The purchase agreement
became effective on July 26, and the Deed was received by the City on August 26.
Neighborhood Meeting for a New T-Mobile Antenna Project on Boca Raton Water Tank 2
(CUP18-016)
One neighbor attended a neighborhood meeting about a proposal to establish a T-Mobile wireless
facility at the Boca Raton Water Tank 2 consisting of nine antennas, six Remote Radio Units (RRU),
a Global Positioning System (GPS) antenna, and ground mounted equipment within a proposed
walled enclosure. The project site is located off the 17100-block of Butterfield Trail. The neighbor
opposes the proposed project because of visual and health concerns and also believes that the
project will negatively affect his property value. This project will require City Council approval of a
Conditional Use Permit (CUP).
Stoneridge “The Farm” Specific Plan (SPP18-001)
A neighborhood meeting is scheduled and noticed for September 10 at 6:30 pm in the City Council
Chambers for “The Farm in Poway” specific plan and development project. A mailing notice to
property owners and tenants within a 500-ft. radius of the project site and a mailing list of local HOAs
and project stakeholders (containing approximately 1,000 names and addresses) was provided to
the developer for noticing purposes. The purpose of the meeting is to engage the community and
discuss the project with the developer’s professional team. “The Farm in Poway” is a 118 acre
specific plan proposed at the former Stoneridge Golf Course to include 160 residential homes
including twinhomes and detached cottages, as well as, agricultural, recreational and retail uses.
Outpost Building Permits at 13247 Poway Road (B18-1507 & 1508)
On August 22, the first building permit phase for the Outpost mixed use project for the podium,
foundation, and parking garage was issued. The second and final phase has been submitted and is
currently being reviewed.

RFP for Big Stone Lodge Demolition at 12237 Old Pomerado Road
On July 15, the City released a request for proposals (RFP) to provide environmental consulting
services for the preparation of an Environmental Impact Report (EIR) associated with the demolition
of a locally registered historical site, Big Stone Lodge. A total of five proposals were received on
August 5 and the top three firms were interviewed on August 20. Planning staff interviewed the firms
and the firm selected for City Council consideration proved to have the most knowledge and relevant
experience related to the project. References spoke highly of their knowledge and subject matter
expertise and their ability to complete projects on time and on budget. The consultant contract will
be considered at the September 17th City Council meeting. The EIR will not address any potential
for future development.
CAPITAL IMPROVEMENTS
Martincoit Road Sewer Upsize
Pipeline installation on Martincoit Road was completed last week. All activities including base paving
and manhole installations were completed prior to school resuming last Wednesday. Striping will be
installed on Martincoit Road within the next two weeks. Final paving on Martincoit Road will occur
on a future date when school is not in session. The contractor has moved to Camino Del Valle to
begin work at the downstream end of the project.
2019 CMP Repairs
Staff has completed the project design and is preparing the bid package for advertisement. Staff is
working with one property owner to obtain an easement over a section of storm drain that currently
has no easement. The City already has easements on the property downstream and obtaining this
easement will allow for maintenance access along the entire segment of storm drain. Once the
easement has been obtained, staff will advertise the project for construction. The project includes
lining deteriorated corrugated metal pipe storm drain crossing Poway Road near Silver Lake Drive,
within a trail off of Espola Road, and on Taunt Road near Glenoak Drive.
2019-2020 Street Maintenance
All slurry work is complete. Today the contractor will begin to raise water valve lids and manhole
covers. This work is expected to take approximately two weeks to complete.
Poway Road Turn Lane Extension
The contractor is 90% completed with demo activities in the median. Last week they also formed and
placed concrete for new curbs in a small median that is being added east of the turn pocket. Work
this week includes completion of demo activities and installing the remaining median curb.
Micky Cafagna Community Center
The project will be re-advertised for bid on August 29. The bid opening will take place on September
19.
Espola Road
Underground conduit installation on Espola Road is ongoing and the contractor has been working
under restricted hours (8:30 a.m. – 1:30 p.m.) since school resumed last Wednesday. The contractor
is scheduled to complete conduit installation north of Del Poniente Road this week. When the
contractor can provide one vehicular travel lane in each direction, they will resume work under normal
working hours which are 8:30a.m. – 5p.m., to avoid the morning traffic peak period.

LAND DEVELOPMENT
Bazaz Residence
(G16-0010) – The applicant submitted the revised grading plans, Storm Water Quality Management
Plan and Hydrology report for fifth review of the proposed single-family residence on Coyotero Drive.
Lara Residence
(G18-0011 & WI19-002) – The City has received the third submittal of the Grading and Improvement
plans for the proposed single-family residence at the southern end of Golden Way. The plans include
the proposed single-family residence, road widening of Golden Way, water and sewer main
extension improvements.
Komenda Residence
(G19-0008) – A grading plan package has been submitted for first review of a single-family residence
proposed on Del Poniente Road.
Eschbach Residence
(G13-0013) – City staff approved the redlined record drawings and provided the mylar grading plans
to the engineer of record for final preparation of grading plan record drawings for the tennis court on
Joyas Court.
Vantage Point
(G18-0008) - The second construction change for the grading plan at the eastern end of Kirkham
Way within the South Poway Business Park has been submitted. Revisions include the addition of
landscape area drains and storm drain connections.
Aria Estates
(FTM18-001) – The City has received the fourth review of the final map for the proposed 7-lot
residential development at the end of Danes Road.
Stampfl Residence
(G19-0007) – Staff has returned the first review of the grading plan that proposes to construct a
single-family residence on Golden Sunset Lane.
Rafail Residence
(BA18-002) – City staff executed and recorded a boundary adjustment revising the property line
between lots 7 and 8 of the Murel Trails Subdivision.
SDG&E Substation
(G15-0010) – The applicant has submitted redlined record drawings for review of the grading plan
associated with the substation improvements located at the corner of Twin Peaks Road and Budwin
Lane.
Knox Subdivision
(G18-0006 & WI17-005) – The applicant has submitted revised grading and improvements plans.
The grading plans were reviewed and approved. Staff has requested the submittal of final mylar
plans and grading securities. The improvement plans submitted were already approved and the
mylar plans were submitted. Staff is awaiting the submittal of the payment and performance
securities before routing the plans for final signatures.

Bourgeois Subdivision
(G15-0003) – The applicant has submitted redlined record drawings for staff review for the three-lot
subdivision off of Millards Road.
STORMWATER
Water Quality Improvement Plan Regional Board Letters
Co-permittees met with the San Diego Regional Water Quality Control Board in June to discuss the
Water Quality Improvement Plan Annual Reports (WQIP ARs) that were submitted in the beginning
of the year. The Board acknowledged that Co-permittees are putting forth a great level of effort in
the ARs and that a lot of work is being done. The Board provided a handout summarizing which
watersheds will require updates to their WQIPs and a list of Adaptive Management General Topics
required to be more fully addressed in the WQIP ARs. Some of the items include homeless
encampments, identification of controllable and uncontrollable sources, agricultural orders update
and assessment, over-irrigation audit findings, groundwater source identification and monitoring
consistencies. Board staff explained that comment letters specific to each Watershed Management
Area will provide an explanation of deficiencies, details of requirements, and a deliverable schedule.
Updates are required for both watersheds that Poway lies within, Los Penasquitos and San Dieguito
watersheds. Although letters have not been provided for either of these watersheds, the Board has
sent letters to other watersheds within San Diego and Orange counties. The letters are very similar
in regard to the list of updates and documents required. It is expected that the letters for the San
Dieguito and Los Penasquitos Watersheds will also be very similar. City staff, along with other Co-
permittees, is working on a draft response letter asking for clarification on several items and
questioning the relevance of other items that are above and beyond the scope of our current permit
requirements.
Agriculture Order
City staff received an email from the San Diego Regional Water Quality Control Board requesting
assistance with outreach in regard to their Commercial Agriculture Regulatory Program. The Board
stated that they are in the midst of an “aggressive outreach and enforcement effort to locate
agricultural operations that are not enrolled in the Program”. The request includes that City staff will
inform the owner or operator of the requirements and provide the informational flyer the Board
provides. In addition, staff will notify the Board of all non-filers.
Dry Weather Outfall Discharge Monitoring
The Municipal Permit requires the City to perform Dry Weather Outfall Discharge Monitoring each
year. The City is required to visit at least 80 percent of its major outfall locations within each
Watershed Management Area (WMA) twice per monitoring year. The City’s current inventory has
52 major outfalls, 16 in the San Dieguito WMA and 36 in the Los Penasquitos WMA. The work
includes a total of 84 routine field visits recording visual observations, identifying evidence of and
sampling dry weather flows, upstream source investigations and trash assessments. The City’s
consultant D-Max Engineering, Inc. is currently conducting the field visits and sampling of dry
weather flows and notifying staff of illicit discharges. As the notifications come in from D-Max, City
staff issues a series of letters weekly to residents that were identified as contributors of dry weather
flows (i.e. over irrigation, illegal pool discharges, car washing, etc). The letters are intended to
educate and correct issues involving illicit discharges which are a violation of the Municipal Permit
and Poway Municipal Code. Follow-up and upstream investigations may be required in response to
the sampling results when data is returned from the laboratories.

Jurisdictional Runoff Management Program Annual Report
City staff is working with our consultant D-Max Engineering, Inc. to prepare the Jurisdictional Runoff
Management Program (JRMP) Annual Report. The Annual Report will summarize components of
the City’s storm Water program including illicit discharge detection and elimination, development
planning, construction management, existing development compliance for municipal, commercial,
industrial and residential sites, public education and fiscal analysis. The final JRMP Annual Report
will be provided to the Water Quality Improvement Plan (WQIP) group by the requested deadline
which is expected to be in early September 2019. The WQIP group is responsible for incorporating
the JRMP Annual Report forms into the WQIP Annual Report for each watershed and submitting to
the Regional Water Quality Control Board by January 31, 2020.
Los Penasquitos Lagoon Restoration
Staff participated in a conference call last week for a status update. The City of San Diego reported
that they held contractor interviews in June for the design work. They have selected a contractor
and are negotiating costs. San Diego will provide updates with more details once the contract is
finalized and goes to their Council for approval. San Diego is also working on preparing the draft
Memorandum of Understanding to route for first review to the participating agencies. Caltrans is
working with the City of San Diego to finalize their contribution to the project. They stated that they
can only contribute to the construction phase, not the design phase. Caltrans reminded everyone
that they are regulated by a separate stormwater permit than the one the Cities located within the
watershed are and that the TMDL load reduction is not a requirement for them yet. They are look ing
to join this project as part of their compliance for future expected requirements. The City of San
Diego also provided the table showing the calculation behind the current proposed cost share
breakdown for the restoration project. This breakdown was based on a model for the sediment load
reduction assigned to each jurisdiction as part of the original Water Quality Improvement Plan
prepared in 2014/2015. City of Poway staff has sent some questions related to this model and the
data used to prepare this model to City of San Diego staff and has requested a meeting to discuss
further. Staff is awaiting a response. Once the meeting has taken place and staff has additional
information, a City Council workshop will be scheduled.
INSPECTION
Outpost
Poway Road (G18-0002) (STI18-001) - This week the contractor continues to focus on de-watering.
Several additional wells were installed and drainage trenches to divert and concentrate water to a
central location to be removed. Dewatering pumps continue to run around the clock.
GA Conduit Duct Bank
Stowe Drive (STI18-002) - Construction continues for the General Atomics fiber optics conduit duct
bank on Crosthwaite Circle and Stowe Drive. The contractor has completed asphalt restoration of
the trenches and around newly installed utility vaults. Fiber optics expected to be pulled this week.
Villa De Vida
Oak Knoll Road (B19-0900) - The grading contractor continues to work on rock breaking and hauling.
The footing for the proposed C-3 retaining wall was placed. The contractor has begun building the
wall and placed the first grout lift. Work on the waterline improvement continues. Both ends of the
existing 6” water line has been cut and capped. Removal and upsizing to the proposed 8” water line
is ongoing with approx. 60 LF having been placed. Several unmarked unity lines have been
encountered but were protected in place to avoid damage. As the trench is excavated, pipe is placed,
inspected and then backfilled and compacted.

Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading, cutting in areas
and filling in others. Concrete building slab placement for A complete. Slab B concrete placement is
ongoing. Forming tilt up panels on Building A pad is ongoing. The contractor will continue to utilize
the extended work hours to avoid rush hour traffic and midday heat while placing tilt up walls and
associated structures.
Retaining wall construction nearing completion. One wall remains to be completed. Wall construction
will continue for weeks to come.
Stormdrain construction is ongoing with several concrete structures being built and pipe placement
being constructed at different stages throughout the site.
The contractor continues the installation of 8-inch and 10-inch water mains. Work includes pipe
installation sand backfill, concrete anchor thrust blocks, and backfill and compaction.
Work continues on 8” sewer. Manholes stacked.
Bourgeois Residence
Millards Road (G15-0003) - The contractor has completed all punch list item and submitted red line
drawings. The occupancy request form has been signed and delivered.
SDG&E Substation
Twin Peaks Road (G15-0010) - All work is completed. All punch list items have been addressed and
the red line drawings have been submitted and reviewed by the project inspector. The occupancy
request form has been signed and delivered.
Rafail Residence Lot 7
Murel Trail (ACP18-006/MDRA17-016) - The contractor has completed all punch list items. The
occupancy request form has been signed and delivered.

Tarascan Drive and 1200 feet adjacent to the
sidewalk on Espola Road. Cut and cleared a tree
that fell across Bowron Road and another that fell
across Northcrest Lane. Cleared and disposed of
a tree limb that fell across the walking path along
Twin Peaks Road.

Miscellaneous Maintained/cleaned City traffic control devices
and paving equipment following the paving
season. Replaced five damaged, permanent,
traffic control devices on Twin Peaks Road near
the school. Re-painted two “45 MPH” stencils on
Twin Peaks Road at Midland Road that were
covered by slurry used to cover a paint spill.
Special Events Attended the parade preparation meeting and
scheduled employees to work each segment of
the route providing traffic control.

Annual Concrete Channel Cleaning
Program
9 Crews completed cleaning nine channels
including Adah Lane, Via Monte Claro, Indian
Trail, Bennye Lee, Monte Vista, Blanco Court,
Casa Avenida, and Rattlesnake Creek near Dog
Park and continued cutting vegetation at the
Pomerado Channel. 22 channels have been
completed this year and 560 yards of obstructive
vegetation, sediment and debris have been
removed.

Electrical & Lighting 3 Rewired the boxcar and some outlets at Old
Poway Park. Assisted with the installation of new
lights in the stairwells at City Hall. Replaced
outlet covers at the Porter House.
Plumbing/HVAC 21 Repaired a plumbing leak at the Museum.
Unclogged a blocked toilet, a urinal, drains, and a
deep sink at the Library; a urinal at Templars Hall
(two times); a floor drain at Valle Verde Park and
a sink at Lake Poway. Attempted to install new
shower heads at the Community Pool, (need to

parts). Repaired a leaky drinking fountain at Lake
Poway Park and worked on a broken drinking

Installed a spigot on the filtered water line at
Skate Park. Repaired a faucet at City Hall and a
sink that was pulled away from the wall in the
Museum restroom. Turned off a noisy water line
to a toilet at the Senior Center. Adjusted the
water pressure on an overflowing toilet at Lake
Poway. Met with Daikin at City Hall regarding the
chiller. Met AO Reed at City Hall and assisted
with AC-2 repair and conducted VAV
troubleshooting. Assisted with the installation of
13 AC units and thermostats at the Sheriff’s
Station. Assisted with two AC units at Public
Works Operations.
Miscellaneous 12 Worked with ATI to remediate mold at the
Museum. Repaired a latch on the main front door
of City Hall. Installed four new vertical blinds and
hardware at Fire Station #1. Met with
Progressive and provided access and assistance
for a fire damper that was in trouble mode.
Repaired a threshold at Public Works and a soap
container at City Hall. Removed graffiti from the
Library. Removed human feces from the floor in
the main entrance lobby and from the floor in the
men’s and women’s restrooms. Replaced a
fridge filter at the Water Treatment Plant.
Repaired doors at the Porter House and replaced
boards in the boardwalk. Investigated a water
leak in Public Works Operations (caused by the
roofers). Repaired a wall at the Pavilion caused
by a missing door stop.

Lake Poway Park Applied herbicide to the western section of the
park, archery range and along the upper
restroom buildings. Removed two large hanging
tree branches and debris along the western side
of the bowl area. Removed two tree roots that
started to grow into the playground mulched
area. Repaired a leaking drinking fountain.
Assisted two Eagle Scouts with the installation of
their projects; ten trash and recycle can holders
five wooden trashcan enclosures. Met with
another Eagle Scout regarding a canopy project
at the Archery Range. Removed the 20x20
canopy used for summer camp and stored it for
next year. Cleaned the northern drain channel of
debris and plant material. Painted 24 wooden
picnic tables located in the bowl and surrounding
areas. Trimmed back shrubs along the
Concession and Pavilion buildings.
Old Poway Park Provided support for Volunteer Dinner event as
well as the Garden Club/Navy Volunteer project
providing supplies, tools, and materials.
Silverset Park Trimmed the acacia along the stairs and walking
path from the basketball court to the park’s
entrance.
Starridge Park Performed multiple irrigation repairs, checked and
adjusted the systems.
Valle Verde Park Located the source of wire issues with two of our
irrigation valves; the repair will require a 120-foot
run of irrigation wire to the valves. Performed
weed abatement and tree trimming on both sides
of the stairs.
Miscellaneous Trails Abated graffiti on one of the picnic tables in
South Poway staging area. Completed repairs
to the water diversion berms on South Poway
Trail near Community Road. Mowed along the
trail between Mini Arbolitos and Arbolitos Park.
Applied herbicide along the South Poway Trail
up to Gate Drive. Installed a new doggie pot bag
dispenser and a volunteer sign at the entrance to
Old Coach Trail. Removed approximately 14
sections of damaged trail fencing due to a recent
vehicle accident along Twin Peaks Road.
Disposed of two truck-loads of artichoke heads
removed by the volunteers at the South Poway

started tree trimming at Twin Peaks/Silverset
(400 trees), made an irrigation repair at Amso,
scalped turf in center median and rights of way of
Scripps Poway Parkway. Removed fallen
branches from Poway Center for the Performing
Arts and Espola Road.
Emergency Response
Emergency Response Call-outs 21 Responded to a fallen light and pole and a second
call out for a pole that rotted out at the base in the
parking lot at Old Poway Park. Released two sets
of after-hours patrons from locked parks.
Responded to two sewer issues, one was on the
resident’s side one required the use of the rodder
to clear tree roots from the system. Relocated
contractor’s traffic control devices that had been
set up incorrectly. Removed a mattress and
debris in the roadway. Unlocked two water
meters. Performed two emergency SDG&E mark
outs. Repaired six meter leaks. Responded to
one resident irrigation line leak and one water
service reinstatement.
