This annual event is a special time set aside to recognize the innumerable benefits of volunteers who contribute daily to the success of the city’s operations. Over 600 volunteers were in attendance this year. The 2019-20 Teen Program Series kicks off this month with an amazing lineup of safe and engaging programming that will help foster social, intellectual, physical, and emotional development all while having fun. The Teen Program also includes a robust core of volunteers who donated 2,040 hours of service in 2018 alone. Five family-friendly movies found their way to the big screen in our parks and at our pool this summer. The 2019 Summer Movies in the Park Series drew approximately 2,250 people who enjoyed Dragons, LEGOs, Goonies, and Spiderman to name a few. Twenty volunteers from the North Island Naval Base pitched in for a clean-up day at Old Poway Park. Projects included fence painting and beautification of other public use areas within the park. This collaborative effort was in cooperation with the Public Works Department, and their equipment and supply support were critical to the success. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: September 11, 2019 SUBJECT: Director’s Notes PLANNING Poway Commons (TTM19-005/DR19-004) in the Town Center District of the Poway Road Specific Plan Area City staff completed the first review for the Poway Commons project on August 30. The project was determined to be incomplete and City staff met with the applicant the following week to discuss the incomplete items and issues of concern. The applicant is working on addressing those items and is expecting to resubmit plans and other requested information in the coming weeks. Staff is tentatively planning on forwarding the project for City Council consideration in December assuming all outstanding issues are addressed by the development team. Neighborhood Meetings for (Stoneridge) “The Farm” Specific Plan (SPP18-001) “The Farm in Poway” is a 118 acre specific plan proposed to include 160 residential homes including twinhomes and detached cottages, as well as, agricultural, recreational and retail uses. On September 10 the development team for “The Farm in Poway” specific plan project in conjunction with City staff hosted a neighborhood meeting providing an overview of the project and answering questions from the public. The meeting was hosted at the City Council Chambers from 6:30 p.m. to 8:00 p.m. Selected community stakeholders, interested parties, local homeowner’s associations and property owners and occupants within 500 feet of the previous Stoneridge golf course were notified (approximately 1,300 notifications). Staff estimates over 100 persons were in attendance. The development team provided an overview of the project with a PowerPoint presentation then answered questions from the audience. Comment cards were also available for attendees to write down their comments. Numerous community members were concerned about the overgrowth of weeds on the existing property and potential fire risk. Several attendees expressed concerns about future project changes and increased intensity if the project is approved. Impacts to traffic, schools and views were also common concerns. A public review period is required as part of the EIR process and all comments received will be responded to in writing. Additionally, on September 3 the development team, in conjunction with City staff, attended a community meeting with the Chateau HOA members outside their community center to provide an overview of the project and answer questions. The HOA asked if an easement will be allowed for their HOA’s monument sign and if the proposed trail should loop around their condominium development or only remain along the southerly side. Fencing around their condominium development was also discussed, but the developer stated there are no funds for fencing on their property. There were also general concerns about weed abatement and property maintenance on the existing former Stoneridge golf course property. Director’s Notes September 11, 2019 Page 2 Walmart Tenant Improvements A tenant improvement plan was submitted on September 4 for Walmart located at 13425 Community Road for an interior remodel of 35,986 square feet with a construction valuation of $1,516,090.18. The improvements include refurbishing customer bathrooms, breakroom, customer service area, grocery section and the vision center. New equipment is being added to the photo lab and grocery section of the building and they are doing some repairs to the roof structure. Annual Weed Abatement on City Properties DBI Services, Poway’s recently retained weed removal contractor, has commenced work on weed abatement efforts on City properties. They are presently working in the southeast area of Poway (Garden Road, Gate Drive and surrounding areas) with estimated completion date of all City properties by end of October. CAPITAL IMPROVEMENTS Poway Dam Maintenance and Security Upgrades The contractor has excavated and poured the pole foundations. They have also set the camera poles and installed about half of the equipment. The remainder of the equipment is expected to be installed this week. Poway Road Turn Lane Extension The contractor has completed all curb installations and installed the stamped concrete inside the median. The contractor installed pavement adjacent to the median this week. Remaining work includes striping and signage. Mickey Cafagna Community Center The project was re-advertised on August 29, 2019. This project had one mandatory pre-bid meeting which took place on Tuesday. There were ten general contractors in attendance. The bid opening is scheduled for September 19, 2019. Espola Road Safety Improvements Underground conduit installation on Espola Road is ongoing. The contractor is scheduled to complete paving of the trench work north of and through the Del Poniente Road/High Valley Road intersection this week. The contractor will begin grinding for the next section of trench plates on the same day that paving occurs. When the contractor can provide one vehicular travel lane in each direction, they will be allowed to work 8:30 am to 5 pm otherwise traffic control will be removed prior to Poway High School’s afternoon dismissal. FY 18/19 ADA Barrier Removal – Lake Poway Pathways This project advertised for construction last week. The bid opening is scheduled for September 25. This project will upgrade the access to an existing fishing pier at the lake. Construction is anticipated to occur during November in coordination with Community Services to minimize impacts to park users. PCPA Smoke Hatch Winch Replacement The contractor has installed all equipment. It is anticipated that required labeling and signage will be installed this week, after which the project will be considered substantially complete. An inspection of the fire curtain and rigging was completed in late August. While staff is waiting on the final report, the early indications are that the fire curtain does not need to be replaced. Director’s Notes September 11, 2019 Page 3 Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of August 2019, the PCPA Carport PV system was estimated to produce 113,819 kWh (red line on both graphs) but over-produced for a total of 124,960 kWh (blue bars on both graphs). During August 2019, the system over-produced every day. All mechanical systems appear to be functioning properly. AUGUST 2019 MONTHLY TOTAL PRODUCTION SINCE PRODUCTION SYSTEM OPERATIONAL LAND DEVELOPMENT SDG&E Substation (G15-0010) – City staff returned redlined record drawings and mylars of the grading plan associated with the substation improvements located at the corner of Twin Peaks Road and Budwin Lane. Staff has requested that the Engineer of Record complete record drawings. Bourgeois Subdivision (G15-0003) – City staff returned redlined record drawings and mylars of the grading plan associated with the three-lot subdivision off of Millards Road. Staff has requested that the Engineer of Record complete record drawings. Blanchard Residence (G19-0006) – The applicant has submitted the grading plan package for second review to legalize grading that occurred at a residence on Del Poniente Road. Director’s Notes September 11, 2019 Page 4 Villa de Vida (G19-0002 and WI19-001) – City staff approved a construction change for the grading plans rerouting storm drain around a subsurface boulder formation that has been found during construction. City staff also approved a construction change to the improvement plans proposing to abandon an existing sewer lateral and cleanout and connect a new sewer lateral at the main at a different location along Oak Knoll Road. AT&T Small Cell (STI19-002) – The applicant has submitted improvement plans for second review to replace four public street light poles with new poles in order to install small cell antennas on them. Parkway Summit/Vantage Point Grading Plan (G18-0008) - The second construction change for the grading plan at the eastern end of Kirkham Way within the South Poway Business Park has been approved. The construction change includes the addition of landscape area drains, storm drain connections, and trash capture devices. Ridgeview Residential Care Facility (G19-0005) - The City has approved the plans for the third submittal of the grading plans for the proposed facility at 13612 Aubrey Street. The applicant has been notified to pay the securities and fees and submit mylars prior to grading permit issuance. Bazaz Residence Trail & Archaeological Easements (ESMT19-010 & ESMT19-011) - The City received the second submittal of the proposed trail and archaeological easements for the proposed single-family residence on Coyotero Drive. STORMWATER Water Quality Improvement Plan Regional Board Letters Co-permittees met with the San Diego Regional Water Quality Control Board in June to discuss the Water Quality Improvement Plan Annual Reports (WQIP ARs) that were submitted in the beginning of the year. The Board acknowledged that Co-permittees are putting forth a great level of effort in the ARs and that a lot of work is being done. The Board provided a handout summarizing which watersheds will require updates to their WQIPs and a list of Adaptive Management General Topics required to be more fully addressed in the WQIP ARs. Some of the items include homeless encampments, identification of controllable and uncontrollable sources, agricultural orders update and assessment, over-irrigation audit findings, groundwater source identification and monitoring consistencies. Board staff explained that comment letters specific to each Watershed Management Area will provide an explanation of deficiencies, details of requirements, and a deliverable schedule. Updates are required for both watersheds that Poway lies within, Los Penasquitos and San Dieguito watersheds. City staff just received the letter for the Los Penasquitos watershed. City staff is currently reviewing the letter, and will be working with other Co-permittees to implement required changes, as well as a draft response letter asking for clarification on several items and questioning the relevance of other items that are above and beyond the scope of our current permit requirements. Director’s Notes September 11, 2019 Page 5 INSPECTION Outpost Poway Road (G18-0002) (STI18-001) - Last week the northern section of the project area was excavated, generating material that was simultaneously being hauled offsite. When the north / west corner was excavated, a greater amount of water than was anticipated was encountered. Additional wells and trenches are being utilized to try and control the ground water. The contractor will continue to focus on de-watering with dewatering pumps running around the clock. GA Conduit Duct Bank Stowe Drive (STI18-002) - The contractor completed the asphalt restoration and striping for the fiber optic duct bank construction project on Crosthwaite Circle and Stowe Drive. Fiber optic cable installation began last week and will continue until complete. Villa De Vida Oak Knoll Road (B19-0900) - The grading contractor continues to work on rock breaking and hauling. Work on the retaining wall is on hold pending a possible change adding a screen fence connected to the retaining wall. The existing 6” watermain has been replaced with a new 8” watermain. The contractor began the required 4-hour pressure test but failed due to an existing water service that was leaking. The contractor will be required to replace or repair the existing water service before retesting. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading, cutting in areas and filling in others. Concrete building slab placement for A is complete. Slab B concrete placement is ongoing. Forming and standing tilt up panels on Building A and forming tilt up panels on B is ongoing. The contractor will continue to utilize the extended work hours to avoid rush hour traffic and midday heat while placing tilt up walls and associated structures. Retaining wall construction is nearing completion. Only wall 11 remains, which partially supports the grading for a portion of the cul-de-sac and will be constructed at the same time. Stormdrain construction is ongoing and in different stages including concrete structures, pipe placement, excavation and backfill. The contractor continues the installation of 8-inch and 10-inch water mains. Work includes pipe installation, sand backfill, concrete anchor thrust blocks, and backfill and compaction. Work continues on 8” sewer. Sewer main is being installed, manholes are being placed and brought to grade, while backfill material is being placed and compacted in completed areas. Chick-Fil-A Poway Road (G18-0005) - All work is done, and punch list items completed. The engineering inspector has signed the final occupancy request form. The event will be on Tuesday, October 1, from 8:00 a.m. to noon. The City of Poway, along with five other north county cities are the co-hosts of the event. General Atomics will again be among the north county manufacturing companies exhibiting their technologies and discussing career opportunities with their company. To date, over 1,500 high school students have registered to attend the event. Removed low hanging tree branches on four liquid amber trees. Starridge Park - Performed irrigation repairs and adjustments. Sycamore Creek Park - Performed gopher abatement. Valle Verde Park - Worked with Streets as they saw cut a channel in the sidewalk enabling the installation of new irrigation wires to the other side. Trimmed and cleaned up around the shrubs in the pocket park. Applied herbicide along the hardscapes, tree wells and planters. Removed a fallen tree limb. Removed low hanging tree branches along the back sidewalk. Miscellaneous Trails - Removed two truckloads of artichoke heads generated by the work of volunteers along the South Poway Trail. Completed trail and fencing repairs along the South Poway Trail to Community Road. Installed a sign along the trail for the Van Dam Peak near Dorothea Lane. Installed two “No Off-Road Vehicles” signs at Metate Lane. Performed repairs to the South Poway Trail including the downhill section to Gate Drive and to the trail crossing at Stowe Drive. Removed a fallen tree branch that was blocking one traffic lane and the sidewalk on Tierra Bonita. Removed a branch that fell on a signal light and sidewalk at Kirkham and Scripps Poway Parkway – employed the use of the tree truck. Responded to another complaint about the contractor’s steel plates at the Espola Road Project; they left a void in the road causing a traffic hazard. Performed one emergency SDG&E mark-out.
