The 6,400 square foot home and 1,600 square feet of non-habitable space will be the third residence in the 10-lot subdivision. CAPITAL IMPROVEMENTS LED Street & Safety Light Conversion Tanko Streetlighting Inc. (Tanko) began the audit of the street light system at the end of August and has completed the audit, which is ahead of schedule. Tanko will now begin to reconcile the audit data with the City’s existing GIS data. After the reconciliation is complete, the design portion of the project will start. Valle Verde Park Playground Renovation Staff has completed the design of new playground structures at Valle Verde Park. The project advertised for construction last week and the bid opening is scheduled for October 3. Buehler Reservoir Rehabilitation Interior coating on the reservoir is complete. Exterior coating began in early September and is expected to be on-going throughout the month. Sewer Line Repair/Replace 14/15 (Pomerado at Stone Canyon) Pipe installation was put on hold last week after granite was discovered in the pipe zone. The section of rock is approximately 15 feet long. The contractor has received approval for using chemical expansion to break the rock due to the proximity of the rock to an existing water main. The work is scheduled for this week. WTP Clearwell Distribution Flow Meters Staff received one proposal in response to the RFP issued for design services. After careful review of the proposal and fee negotiations with the consultant, staff is recommending approval of a consultant agreement with IEC at the October 15 City Council meeting. City Hall Hydronic Piping Replacement The contracts are fully executed and an NTP for the work has been issued. The pre-construction meeting will be held this week. Due to lead time for materials, the construction is anticipated to begin in late October or early November. The construction for this project will occur in the main parking lot of City Hall and the secured parking area for City vehicles. The contractor will maintain access to all City facilities during construction. Director’s Notes September 25, 2019 Page 2 Mickey Cafagna Community Center The project was re-advertised for construction on August 29, 2019 after the original bid was rejected at the August 20, 2019 City Council meeting. Ten General Contractors attended the mandatory pre- bid meeting on September 10, 2019. Three addendums were issued during the advertisement that provided clarifications to the plans and specs and answered bidders’ questions. The bid opening was held on September 19, 2019 and the City received eight bids. The apparent low bidder is EC Constructor, Inc. with a base bid of $8,575,595 and $1,283,964 for the additive alternate, for a total bid of $9,859,559 for the Hybrid Plus Alternative. This is $15,195 less than the original bid. A bid protest was received via email on September 20, 2019. Staff is currently evaluating all bids received along with the bid protest. The award of this contract is scheduled for the October 15, 2019 City Council meeting. LAND DEVELOPMENT AT&T Small Cell City staff returned comments on the improvement plans for second review to replace four public street light poles with new poles in order to install small cell antennas on them. Villa de Vida The applicant has submitted a certificate of line and grade for the easterly two thirds portions of the pad. Rough grading is still continuing on the remainder westerly portion. City staff is in the process of reviewing the document. Colburn Residence City staff has returned comments on the first submittal of the Water Improvement plans for the proposed fire hydrant associated with the proposed residence on Cedar Ridge Court. Dixon Residence City staff has received the second submittal of the floodplain development permit for the work proposed on the existing residence located within the floodplain on Orchard Bend Road. Stampfl Residence The City has received the second submittal of the grading plan package to construct a single-family residence on Golden Sunset Lane. The first submittal of the proposed pedestrian easement along a portion of Crocker Road has also been submitted for review. Bazaz Residence The City returned comments on the second review of the proposed trail and archaeological easements at the proposed residence on Coyotero Drive. Brumand Residence City staff has returned corrections on the second submittal of the plat and legal for the fire fuel modification easement proposed on the neighboring property to the west of the proposed residence on Murel Trail. Director’s Notes September 25, 2019 Page 3 INSPECTION Outpost Poway Road (G18-0002) (STI18-001) - Last week the contractor hauled material and the existing dirt access ramp was relocated to the west to clear room for tie-down installation. With the excavation nearly complete, construction of the tie-downs was set to begin last week but was re-scheduled for next week due to groundwater. This week the traffic control will be utilized to unload equipment and receive material for the tie-down installation. A large silo has been placed to mix and distribute the required structural grout for the tie-downs. The contractor continues to work on de-watering with pumps running around the clock. Webster Residence Belvedere Drive (G16-0011) - The grading and construction of this single-family residence is nearly complete. The contractor installed the driveway, but the width of the driveway and the radius at the fire department hammerhead was not per the approved plans. Both issues have been corrected. Occupancy request is expected soon. One remaining item preventing occupancy is a missing property line marker that was removed during construction of the driveway retaining wall. The owner was notified several months ago and is currently working on hiring a surveyor to re-set and file the missing corner marker. Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The existing 6” watermain was removed and replaced with a new 8” watermain. The contractor has completed all required testing and is now waiting on results from the water quality test samples prior to connecting to the existing City water main. Sewer line construction has begun. The contractor has sawcut and began potholing to identify all existing utilities. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading. Concrete building slab placement for A and B is complete and the contractor has begun standing tilt up panels on Building A. The contractor will continue to utilize the extended work hours to avoid rush hour traffic and midday heat while placing tilt up walls and associated structures. Retaining wall construction is complete. Wall 11, which partially supports the grading of a portion of the cul-de-sac is complete. Stormdrain construction is ongoing and in different stages including concrete structures, pipe placement, excavation and backfill. The contractor continues the installation of 8-inch and 10-inch water mains. Work includes pipe installation, sand backfill, concrete anchor thrust blocks, and backfill and compaction. Waterline construction is nearly complete. Sewer main is being installed, manholes are being placed and brought to grade, while backfill material is being placed and compacted. GA Conduit Duct Bank Stowe Drive (STI18-002) - All construction work is complete. The project cannot be closed until the contractor has replaced a tree that was removed during trenching. Agamirzoyan Residence Bryce Point (MDRA18-030) - The preconstruction for this single-family residence has been held. Austin De Lima Residence Avenida La Valencia (G15-0013) - The inspector went to the site to request a cleanup and removal of overgrown weeds. Upon arrival a “SOLD” sign was observed hanging in the front yard. The new owners have begun cleaning up and look to be preparing to resume construction. Removed a truck load of wild artichoke heads that were gathered by a volunteer group at the South Poway staging area. Made trail repairs along the Mt. Woodson Trail at the Lake Poway intersection. Responded to a “no water” call, problem on commercial business side. Installed a new water meter at a residence and replaced meter gaskets at two residences. Inspected a water leak; on resident’s side. Repaired one meter and unlocked two others. Responded to one “no water” call; resident’s landscaper had turned off the backflow.
