A fun, competitive spirit was stirred up as life-sized games including Operation, Foosball, and Kerplunk were set up along with game-themed crafts. In the Park Series is designed for all ages, abilities, and is usually held on a holiday or Poway Unified School District non-student day. The school year has begun and so has the robust Teen Program! The first event of the year was a splash-tacular night of fun at the Swim Center as teens said goodbye to summer under the stars. The Teen Splash Bash attracted 54 teens who competed in wicked water games, noshed on delicious food, and tried not to wipeout on the inflatable obstacle course. History came to life as 30 reenactment volunteers set up turn-of-the-twentieth-century encampments at Old Poway Park last weekend. Rendezvous in Poway kicked off on Thursday and Friday with school tours where 754 students interacted with cowboys and Indians, panned for gold, and witnessed train robberies. It was open to the public on Saturday and Sunday and drew a crowd of approximately 2,000 people. Volunteers and staff used authentic materials harvested from the Kumeyaay-Ipai Interpretive Center site to rethatch a replica e'waa. This labor-intensive process gave participants a glimpse into traditional Kumeyaay Indian shelters and helped them imagine what a typical village might look like when the land was known as Pauwai. October 7 marked the first day of the 2019 National Customer Service Week. The theme this year is The Magic of Service. CSD took time each day to reinforce our core purpose and recognize the outstanding service efforts of our staff. We celebrated their commitment to the community with sweet treats, praise, and raffles. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: October 9, 2019 SUBJECT: Director’s Notes PLANNING Vantage Point (Parkway Summit) Tilt-up Buildings A & B at 14400 and 14500 Kirkham Way There are two new industrial tilt-up buildings that are under construction at the southeast corner of Scripps Poway Parkway and General Atomics Way in the South Poway Business Park. Building A is 356,588 square feet at 14500 Kirkham Way, and Building B is 174,287 square feet at 14400 Kirkham Way. Future tenants have not been secured and tenant improvements will occur thereafter. In response to inquiries, staff has developed a list of frequently asked questions regarding the project which is available on the City’s website. Staff is also working with the developer on finalizing the landscape plan to achieve increased screening of the buildings. Neighborhood Meeting for a St. Bartholomew Episcopal Church Expansion at 16275 Pomerado Road Nine neighbors attended a neighborhood meeting regarding a proposal to expand and remodel the St. Bartholomew’s Episcopal Church campus located within the Rural Residential C (RR-C) zone. Another neighbor who was unable to attend the meeting contacted staff about the project. The project, which is proposed to be completed in phases over the next 10-15 years, includes demolishing of the existing parish hall to establish a new parking lot and toddler playground, replacing the parish hall with a new two-story parish community center, and an expansion of the preschool enrollment from 82 to 154 students maximum. In addition, the project includes a variance request to allow the proposed community center to encroach into the front yard setback along Pomerado Road in line with the existing sanctuary. The neighbors had questions about how the church would address the appearance of the new two-story community center building close to Pomerado Road, the increased noise from the additional preschool children and the proposed tree removals. This project will require City Council approval of Conditional Use Permit (CUP) 18-019, Development Review (DR) 18-008, and Variance (VAR) 19-001. Tenant improvements for Palomar Health’s Pomerado Outpatient Pavilion (Therapy Services) located at 15611 Pomerado Rd (B19-1051) On September 25th, a tenant improvement permit was issued to remodel 5,661 square feet of the existing Palomar Health’s Pomerado Outpatient Pavilion Therapy Services building. The scope of work includes new walls, electrical, plumbing and mechanical work to create a waiting room, kitchen area, exam rooms, charting space, a gym and places for different types of therapy (hand, leg, speech). Director’s Notes October 9, 2019 Page 2 CAPITAL IMPROVEMENTS Espola Road Safety Improvements The 20B utility underground infrastructure installation continues. VetSource has paved the southern- most section of joint trench that runs along Espola Road. Current construction includes work on several crossing including one at High Valley Road, Cox and AT&T only trenching, private service conduit trenching, and miscellaneous repair work. Mickey Cafagna Community Center The project was re-advertised for construction on August 29, 2019 after the original bid was rejected at the August 20, 2019 City Council meeting. Ten General Contractors attended the mandatory pre- bid meeting on September 10, 2019. Three addendums were issued during the advertisement that provided clarifications to the plans and specs and answered bidders’ questions. The bid opening was held on September 19, 2019 and the City received eight bids. The apparent low bidder is EC Constructor, Inc. with a base bid of $8,575,595 for the smaller Hybrid floorplan and $1,283,964 for the additive alternate, for a total bid of $9,859,559 for the Hybrid Plus floorplan. This is $15,195 less than the original bid. A bid protest was received via email on September 20, 2019. Staff has evaluated all bids received along with the bid protest. The award of this contract is scheduled for the October 15, 2019 City Council meeting. Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of September 2019, the PCPA Carport PV system was estimated to produce 96,260 kWh (red line on both graphs) but over-produced for a total of 100,660 kWh (blue bars on both graphs). During September 2019, the system under-produced on six days. Under production can be attributed to lack of sunshine during cloudy days and/or inclement weather. All mechanical systems appear to be functioning properly. SEPTEMBER 2019 MONTHLY TOTAL PRODUCTION SINCE PRODUCTION SYSTEM OPERATIONAL Director’s Notes October 9, 2019 Page 3 Valle Verde Park Playground Renovation This project is currently being advertised for construction. Staff received a question from a contractor regarding spacing for one piece of the play equipment. Based upon the information provided by the contractor, staff revised the play equipment layout to remove this piece of equipment. Staff coordinated with both Public Works and Community Services staff on this change. An addendum was issued last week extending the bid opening one week to allow contractors ample time to review the new layout prior to submitting their bids. The bid opening was rescheduled for October 10, 2019. FY 18/19 ADA Barrier Removal – Lake Poway Pathways Bids were opened on September 25, 2019 and five bids were received. The apparent low bidder is L.C. Paving & Sealing, Inc. Staff has scheduled the award of this construction contract to the apparent low bidder for the October 15, 2019 City Council meeting. This project will upgrade the access to an existing fishing pier at the lake. Reservoir Rehabilitation Warranty Work Staff is coordination warranty inspection and repairs on several reservoirs that were recently rehabilitated. A warranty inspection is conducted on projects during the 11th month after a project is accepted as complete by the City Council. This is to ensure that any warranty repairs are completed prior to releasing the project’s warranty bond. • The Pomerado Reservoir warranty inspection was completed in early August. Based upon a warranty inspection report provided, the contractor has scheduled the necessary repairs beginning this week. • A majority of the Blue Crystal Reservoir warranty repairs were completed earlier this month and the reservoir has been returned to service. Staff is coordinating with the contractor to replace hatch hardware on the top of the reservoir and activate the cathodic protection system. • The Alta Mira Reservoir cannot be taken out of service without a temporary tank in order to complete the warranty inspection. Staff has scheduled a warranty dive inspection in mid- November to determine if the reservoir needs to be drained for a full inspection. LAND DEVELOPMENT AT&T Small Cell The applicant submitted final mylar improvement plans for the replacement four public street light poles with new poles in order to install small cell antennas on them. The plans however, were not signed or stamped by the civil engineer and were returned for signatures. SDG&E Substation The engineer of record has provided final record drawings on mylars of the grading plan associated with the substation improvements located at the corner of Twin Peaks Road and Budwin Lane. Staff is processing the close out of the project. Vantage Point The City has received the second submittal of the Offsite Street Improvement Plans for the intersection improvements as required by the proposed Vantage Point project. Intersections to be improved include: Scripps Poway Parkway at SR-67, Scripps Poway Parkway and Danielson/General Atomics Way, and Community Road and Stowe Drive. He Residence Grading plans were approved for the proposed single-family residence on York Avenue. Director’s Notes October 9, 2019 Page 4 Bazaz Residence City staff has returned comments on the fifth submittal of the grading plan and Storm Water Quality Management Plan for the proposed single-family residence on Coyotero Drive. General Atomics Building A40 Conduit Duct Bank The project has been completed and the mylars have been returned to the engineer to prepare final record drawings. The project installed fiber optic duct bank and vaults along Crosthwaite Circle and Stowe Drive (a portion east of Crosthwaite Circle). INSPECTION Outpost Poway Road (G18-0002) (STI18-001) - Last week drilling and installation of more than two hundred, 35 feet deep tie-downs began. The contractor continues to utilize traffic control to both unload equipment, receive material and pothole utility tie-in locations along Poway Road. A large silo used to mix and distribute the required structural grout for the tie-downs was delivered. With groundwater still a factor, the contractor continues to work on de-watering with pumps running around the clock. Director’s Notes October 9, 2019 Page 5 Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The existing 6” water main along Oak Knoll Road was removed and replaced with a new 8” water main. The contractor completed all required testing and tie-in last week. Sewer line construction began with the taping of the 21” sewer main along Oak Knoll Road. Last week the contractor potholed and identified all existing utilities. This week the contractor will excavate across Oak Knoll Road and install the proposed 8” sewer main, which will connect the new building. Stormdrain installation has begun, the work is approx. 30% complete with area drains and piping installation on the eastern portion of the project. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading. The contractor has completed the exterior walls on Building A and is actively forming and placing concrete for Building B. The contractor will continue to utilize the extended work hours. Retaining wall construction is complete, brow ditch placement above and below new walls has begun. Stormdrain construction is ongoing and in different stages including concrete structures, pipe placement, excavation, backfill and the forming and installation of earlier mentioned brow ditches. The contractor has completed the installation of the 8-inch and 10-inch water mains. Testing of the new 7,500 linear feet of waterline began last week. The contractor completed the pressure test only after failing on two occasions before identifying and correcting a leak, followed by both high and low chlorination tests. The final test was the water quality test, also know as the bacteriological test, which required 7 samples due to the size of the new water main. All 7 samples have passed, and the tie-in is expected to be scheduled and performed this week. Sewer main installation is nearly complete. Work is on hold, waiting on testing procedures and acceptance to final the installation. Ridgeview Residential Care Facility Aubrey Street (G19-0005) - The preconstruction meeting for this elderly care facility has been held. This is the fifth and final care facility within the subdivision. The owner and contractor signed all applicable paperwork. Burgess Residence Coyotero Drive (G10-0001) - The owner/contractor has completed the final of four retaining walls. Last week grout was placed and inspected. Upon curing, the wall will be backfilled, and final landscape work can begin. GA Conduit Duct Bank Stowe Drive (STI18-002) - All construction work is complete. The contractor has replaced the two trees that were removed during trenching. The inspector has signed off as completed. Patel Residence Poway Road (MDRA14-042) - The owner/contractor has completed the fire department hammerhead turnaround and is nearly finished with the project. The occupancy request is expected soon. Director’s Notes October 9, 2019 Page 6 Austin De Lima Residence Avenida La Valencia (G15-0013) - The property was sold; the new owners have begun cleaning up and look to be preparing to resume construction. The inspector has contacted the new owner and has requested a meeting to go over the permit, stormwater process, and administrative steps moving forward. Ar ia Estates Danes Road (G19-0009) (WI19-003) - The preconstruction meeting for the grading and improvements for this 7-lot subdivision is scheduled for this week. Twenty-nine North County companies exhibited, including General Atomics Aeronautical System. Students participated in hands-on experiments and learned about manufacturing careers. You can to get a flavor for what the expo was like by clicking on this link made by the City of Carlsbad o The Poway Commons Purchase, Sale and Development Agreement (PSDA) between Meridian Development and the City requires Meridian to make two separate $125,000 Earnest Money Deposits into escrow. The Initial Deposit was made at the opening of Escrow in April 2019 and the Additional Deposit was received on October 3, 2019. As required by the terms of the PSDA, the Deposit funds have been released to the City. With the receipt of the Deposits, the City has given Poway Stoway a six-month Notice to Vacate, as required by the terms of the Lease Agreement with the City. Poway Stoway will be required to vacate the property no later than April 8, 2020. o As part of the work of the Shop Local ad hoc committee, which includes Councilmembers Frank and Leonard, and City Staff, we are working to refresh the Poway Event monument signs which will include painting of the structures and new sign panels. The sign on Scripps Poway Parkway is in a state of disrepair and will be removed. Staff will evaluate the effectiveness of the remaining signs to determine if the removed sign will be replaced. Economic Development Report for September 2019 Page 2 o Staff met with ZTelco, an internet and phone service provider. ZTelco has bought the building at 12585 Kirkham Court in the Poway Business Park. ZTelco has 22 employees and will be relocating from San Diego to Poway in November. o Mayor Vaus, Councilmember Leonard and City Staff were given a tour of 5 General Atomics buildings. Staff got to see manufacturing facilities for the General Atomics’ ITER superconducting electromagnet project and the Predator Unmanned Aerial Vehicle.
