PLANNING
Poway Commons in the Town Center Poway Road Specific Plan Area
City staff completed a second review for Tentative Tract Map 19-005 and Development Review 19-
004 to develop 97 market-rate multi-family residential units and 44 affordable senior housing units
on the north and south sides of Poway Road, west of Civic Center Drive and Tarascan Drive. Staff
noted to the developer that many of the items were still outstanding at the time of resubmittal. The
incomplete letter was sent to the project applicant on October 17. Incomplete items remain from the
Planning and Engineering Divisions, as well as the Public Works Department. Staff met with the
applicant on October 21 to discuss the second incomplete letter and to give direction to the applicant
for a complete and final submittal.
Wing Stop at 13358 Poway Road
A business certificate has been issued for the new 1,500-square-foot Wing Stop restaurant at 13358
Poway Road. The anticipated restaurant recently celebrated its grand opening on October 16.
Tenant Improvements for the General Atomics Building at 14115 Stowe Drive (B19-1782)
On October 9 a tenant improvement permit was issued to General Atomics for the building located
at 14115 Stowe Drive. The total construction valuation was $1,101.699.50 based on a remodel area
of 26,150 square feet. The total plan check and permit issuance fees paid for the project to the
building and fire department were $13,291.43 and the contractor is Johnson & Jennings.
Pre-Development Conference for Orchid Farm Proposal at Northwest Corner State Route 67
and Poway Road (PDC19-003)
The City received a request for a Pre-Development Conference (PDC19-003) that will be scheduled
for a future City Council meeting. The request is from the new owner of the vacant property at the
corner of State Route 67 and Poway Road who is proposing a new single-family residence and an
agricultural use that consists of a greenhouse complex to grow orchids. The greenhouses would
cover the majority of the 20-acre lot and would be visible from the adjoining public streets.
Proposed Aung-Khin Residence at 13526 Whitewater Drive
A Minor Development Review Application (MDRA) has been submitted to develop a 3,364 square-
foot single-family residence and 918 square-foot garage. The proposed single-family residence will
be the ninth residence in the nine lot subdivision.

CAPITAL IMPROVEMENTS
Valle Verde Park Playground Renovation
Bids were opened on October 10 and four bids were received. The apparent low bidder is Tri-Group
Construction with a low bid of $258,000. The engineer’s estimate for the project was $260,000. Staff
has scheduled the award of this project for the November 5 City Council meeting.
36-inch Water Main Assessment
The Consultant completing the assessment had originally scheduled the field portion of the
assessment for the week of October 21. Due to a damaged piece of equipment that is necessary
for the field work, the Consultant has rescheduled for the week of November 4. The work will involve
setting up traffic control on Lake Poway Road in order to access the existing cathodic protection
(corrosion prevention) station on the water main which is located in the roadway. The Consultant is
in the process of obtaining a Right-of-Way permit for the work.
2020-2021 Street Maintenance
Next week, staff from Development Services and Public Works will begin inspections of Zone 2 for
next year’s street maintenance project. An image depicting the limits of Zone 2 is shown below. The
limits of Espola Road from Mountain Road to Titan Way will not be included in this project due to the
on-going construction activities related to the Espola Road Safety Improvements Project. The team
will inspect all streets within the zone by walking two times each week for 2 to 2.5 hours each day
for approximately ten weeks. The team will walk 88 streets for a total of 21.5 miles. The team marks
out and measures all areas in need of deep patch repairs. These repairs are completed by the
Streets crews and the advance measurements allow them to ensure they have budgeted
appropriately for the repair work. The information is also used to ensure that the most appropriate
treatment is completed for each street. In some cases, a street that is in significant need of repairs
may be added to the annual overlay project.

Swim Center Mechanical and Deck Replacement
Staff from Development Services and Community Services, along with the Contractor, conducted a
warranty inspection walk-through in late September. A warranty inspection is typically done prior to
the expiration of the one-year warranty on construction projects. The City took beneficial occupancy
of the site on November 1, 2018. The warranty repair items are minor in nature and include
adjustment of the HVAC system and adjustment of the auto-close system of the double doors in the
administration building as well as adjustment of the auto-close system on one of the emergency exit
gates. The Contractor is currently scheduling the repairs. Once the repairs are complete, the
warranty bond can be released.
LAND DEVELOPMENT
AT&T Small Cell
(STI19-002) – The applicant returned the final mylar improvement plans for the replacement of four
public street light poles with new poles in order to install small cell antennas on them. This time the
plans were signed by the civil engineer.
Stampfl Residence
(G19-0007) – The City has returned comments for the second review of the grading plan package
to construct a single-family residence on Golden Sunset Lane.
Dixon Residence
(FLD19-0006) – City staff has approved the floodplain development permit for the addition and
remodel work proposed on the existing residence located within the floodplain on Orchard Bend
Road.
Howe Residence
(FLD18-0003) – City staff has approved the floodplain development permit for the pool house patio
cover and re-roof addition proposed on the existing residence located within the floodplain on
Camino Del Valle.
Dycus Residence
(G18-0010) – City staff returned comments for the second review of the grading plans provided to
correct illegal grading of a backyard pad on a property on Glenoak Road.
Lara Residence
(G18-0011) – Comments were issued on the third review of the Grading plan package for the
proposed single-family residence at the southern end of Golden Way. The plans include the
proposed single-family residence and widening and repaving of Golden Way.
Golden Way Water and Sewer Improvement Plan
(WI19-002) – Comments were issued on the third review of the improvement plans for the water and
sewer main extension improvements at the end of Golden Way.
Golden Way Utility Easement
(ESMT19-014) – Comments were issued on the first review of the proposed sewer and water
easement associated with the proposed sewer and water mains at the end of Golden Way.

Blanchard Residence
(G19-0006) – City staff has returned comments for the second review of the grading plan package
provided to address unpermitted grading that occurred on the property located on Del Poniente
Road.
Komenda Residence
(G19-0008) – City staff has returned comments for first review of the grading plan package for the
proposed residence located on Del Poniente Road.
STORMWATER
Water Quality Improvement Plan Regional Board Letters
Co-permittees met with the San Diego Regional Water Quality Control Board in June to discuss the
Water Quality Improvement Plan Annual Reports (WQIP ARs) that were submitted in the beginning
of the year. The Board acknowledged that Co-permittees are putting forth a great level of effort in
the ARs and that a lot of work is being done. The Board provided a handout summarizing which
watersheds will require updates to their WQIPs and a list of Adaptive Management General Topics
required to be more fully addressed in the WQIP ARs. Some of the items include homeless
encampments, identification of controllable and uncontrollable sources, agricultural orders update
and assessment, over-irrigation audit findings, groundwater source identification and monitoring
consistencies. Board staff explained that comment letters specific to each Watershed Management
Area will provide an explanation of deficiencies, details of requirements, and a deliverable schedule.
Updates are required for both watersheds that Poway lies within, Los Penasquitos and San Dieguito
watersheds. City staff just received the letter for the San Dieguito watershed. City staff is currently
reviewing the letter and will be working with other Co-permittees to implement required changes, as
well as a draft response letter asking for clarification on several items and questioning the relevance
of other items that are above and beyond the scope of our current permit requirements.
Business Licenses and the Statewide Industrial General Permit
In accordance with Senate Bill No. 205, the City is required to ensure businesses that are subject
to the Statewide Industrial General Permit obtain coverage for applications for initial business
certificates and business certificate renewals submitted on and after January 1, 2020. If proof of
coverage is not provided, then the City will not be able to issue or reissue the business certificate.
City staff is currently working to update internal procedures to accommodate this new requirement.
Staff will also be mailing a letter out to current business license holders notifying them of the
upcoming changes in order to streamline the renewal process.
INSPECTION
Austin De Lima Residence
Avenida La Valencia (G15-0013) - The property has been sold. The new owners have begun
cleaning up and are preparing to resume construction. The site inspector, project engineer and
owners met and discussed the permit, stormwater process, and administrative steps moving forward.
Construction will resume once owners have completed all required administrative changes.
Outpost
Poway Road (G18-0002) (STI18-001) - The contractor began drilling and constructing more than
200, 35-foot-deep, tie-downs but stopped to reconsider means and methods used for both drilling
and installation. The contractor was notified that any change in methods will need to be considered
by the City of Poway and the Building Department prior to initiating. The contractor continues to
utilize traffic control to both unload equipment and receive material. With groundwater still a factor,
the contractor continues to work on de-watering with pumps running around the clock.

Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - Sewer line construction continues. The contractor has
completed tapping the existing 21-inch sewer main along Oak Knoll Road which was followed by the
installation of the new 8-inch sewer main. The new sewer main will connect the new building to the
existing City sewer. The contractor has abandoned the existing lateral at the main. Stormdrain
installation work is approximately 60 percent complete with area drains and piping installation on the
eastern portion of the project. Last week the contractor worked on importing soil and filling the
western portion of the project site that had been on hold due to rock removals. Import and
compaction of soil will continue this week.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading. The contractor
has completed the exterior walls on Building A and is actively forming and placing concrete for tilt up
panels for Building B. The contractor will continue to utilize the extended work hours.
Stormdrain construction is ongoing and in different stages, including concrete structures, pipe
placement, excavation, backfill and the forming and installation of the brow ditches.
The contractor has completed the installation and tie-in of the 8-inch and 10-inch water mains.
Remaining water line work will be the extension of the 8-inch main along Kirkham way to the end of
the proposed cul-de-sac.

Aubrey Park Performed multiple mainline irrigation repairs and
adjusted sprinklers.

trees and shrubs.
City Owned Properties Performed weed abatement on one property off

Community Park Prepared and provided support for the contractor

Old Poway Park Provided support for multiple events and activities
including the Rendezvous. Performed multiple
irrigation repairs to the drip and spray systems.
Silverset Park Trimmed the acacia back and removed a stump.
Filled in low areas on the walking path. Tried to
remove a graffitied smiley face from the stairs;
may need to paint over it.
Starridge Park Trimmed the acacia bushes along the stairs.

Valle Verde Park Thatched several sports turf areas to improve

Trails Performed repairs to Twin Peaks Trail south side
