The thatch of annual grasses you tilled was entirely dead, and the habitat will quickly regrow from the seed bank in the soil as it has done every year since at least the 1980s. Your discing did not impact any sensitive habitat or other sensitive biological resources. No special status species, including narrow endemics or other significant species, would have been present onsite and impacted by this activity. The Board acknowledged that Co-permittees are putting forth a great level of effort in the ARs and that a lot of work is being done. The Board provided a handout summarizing which watersheds will require updates to their WQIPs and a list of Adaptive Management General Topics required to be more fully addressed in the WQIP ARs. Some of the items include homeless encampments, identification of controllable and uncontrollable sources, agricultural orders update and assessment, over-irrigation audit findings, groundwater source identification and monitoring consistencies. Updates are required for both watersheds that Poway lies within, Los Penasquitos and San Dieguito watersheds. City staff just received the letter for the San Dieguito watershed.
