Through creative and comedic skits, the animals provide pertinent information such as predator/prey relationships and the food chain, human impact on animal homes, humans as predator, and animals as Mother Nature’s helpers. Tweens and teens went glow crazy at the legendary Teen Glow-in-the-Dark Dodgeball showdown at Meadowbrook Gymnasium on October 19. The glow gear, games, prizes, and treats pleased approximately 80 participants. Not only was it an epic event, but tweens/teens developed social skills, teamwork, and friendships over friendly competition. Kid’s Night Out was a howling success with a Halloween theme sure to delight little ghosts and goblins. 55 kids enjoyed a fang-tastic evening away from their parents where they could laugh, play and be kids! Activities included making a popcorn hand and mummified picture frame; playing games such as fear factor and mummy wrap; and watching Hotel Transylvania 3. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: November 6, 2019 SUBJECT: Director’s Notes PLANNING San Diego Pond and Garden at 12257 Old Pomerado Road (MDRA19-011) The applicant has made the necessary corrections to the MDRA application and staff is preparing the approval letter to allow a koi pond and canopy and related improvements at San Diego Pond and Garden. The MDRA notice was recently mailed to the adjacent property owners. This business relocated from Midland Road. Neighborhood meeting for Lot Split at 13424 Olive Tree Lane (TPM19-001) The applicant and staff held a neighborhood meeting to discuss the lot split for the property at 13424 Olive Tree Lane. Three neighbors attended the meeting to review the plans and to hear about the proposal. Besides having questions about the long term plans for the vacant lot, there were no other concerns raised about the proposal. Tenant Improvements for the California Spirits Company at 12190 Dearborn Place (B19-1461) A tenant improvement permit for the California Spirits Company was issued on October 25th, 2019 for remodeling 7,986 square feet. Tenant Improvements for Rush Cycle at 12368 Poway Rd Ste. 21 (B19-1753) A tenant improvement permit for Rush Cycle was issued on October 24, 2019, which included the joining of two separate suites for a training and exercise work space. The total square footage being remodeled is 2,450. Tenant Improvements for Palomar Health’s Pomerado Outpatient Pavilion Therapy Services at 15611 Pomerado Rd. (B19-2067) A tenant improvement permit was issued for Palomar Health’s Pomerado Outpatient Pavilion Therapy Services. The total area to be remodeled is 2,075 square feet. The scope of work entails all interior work including new walls to create a waiting room, kitchen area, exam rooms, charting space, a gym, and places for different types of therapy (hand, leg, speech). New Accessory Dwelling Unit and Patio Cover at 16529 Calle Ana (B19-1658) A permit was issued on October 22nd for an attached ADU (745 square feet) and a patio cover (108 square feet). Director’s Notes November 6, 2019 Page 2 CAPITAL IMPROVEMENTS Mickey Cafagna Community Center On October 15, City Council awarded a construction contract for the Hybrid Plus floorplan to EC Constructors (ECC). The contractor delivered the signed contract and bonds, and is addressing several insurance formalities. The pre-construction meeting is being scheduled for November 14. ECC is currently working on putting together the project schedule. Sebago Channel Project The Sebago Channel runs from Bowdoin Road to Springvale Street in the neighborhood north of Garden Road. The existing, deteriorated, eight-foot-wide asphalt channel will be replaced with a wire mesh reinforced concrete channel. The project’s target schedule includes bidding the project in the spring with construction planned for the beginning of summer. The plans are being completed by in- house staff and are currently 75% complete. Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of October 2019, the PCPA Carport PV system was estimated to produce 83,915 kWh (red line on both graphs) but over-produced for a total of 96,193 kWh (blue bars on both graphs). During October 2019, the system under-produced on one day. Under production can be attributed to lack of sunshine during cloudy days and/or inclement weather. All mechanical systems appear to be functioning properly. OCTOBER 2019 MONTHLY TOTAL PRODUCTION SINCE PRODUCTION SYSTEM OPERATIONAL Director’s Notes November 6, 2019 Page 3 2019-2020 Signal Controller Upgrades Staff has issued an RFP to the City’s two as-needed traffic engineering consultants. The scope of work includes inspection and functional testing of the traffic signals at three intersections: Community Road and Scripps Poway Parkway, Poway Road at Oak Knoll Road, and Pomerado Road at Oak Knoll Road. The selected consultant will design construction plans for repairs and replacement of necessary components of these three signals. Espola Road Safety Improvements Work on the utility undergrounding infrastructure installation is nearly complete. Progress has been slowed by red-flag warning days in recent weeks where SDG&E has not allowed its contractor to work. Remaining activities include a short section of trench at the south end of the 20A job along with a gas-service replacement and some punch list items. Walk-throughs for as-built drawings will be done after the final section of trenching is completed. Cabling is expected to start in the 20B section in December followed by the 20A section with each section will take a couple of months to complete. Treatment Plant Chemical Building and Tank Farm Upgrades A second preconstruction meeting was held on October 28. This week work began with demolition activities in the Chemical Building. Work in the Chemical Building area is expected to be on-going through February 2020 with valve replacements starting in March 2020. City Hall Hydronic Piping Replacement Project The project will replace the hot-water piping associated with City Hall’s HVAC system. The contractor will begin construction the week of November 12 with the completion targeted for December. The work will take place in the front parking lot of City Hall and the City Vehicle Parking corral. During the project there will be one-way traffic in the parking aisle directly next to the Office Building and the contractor will use trench plating to maintain access to City Hall during the trenching operations. LAND DEVELOPMENT AT&T Small Cell (STI19-002) – City staff has approved the final mylar improvement plans for the replacement of four public street light poles with new poles in order to install small cell antennas on them. The plans have been routed to the engineering inspection team to begin construction. Tynan Boundary Adjustment (BA19-003) – The first review of the boundary adjustment application has been returned to the applicant. The boundary adjustment proposes to revise boundary lines between two lots located off Fallen Leaf Road and one lot accessed from Stoney Canyon Road. Austin De Lima/Smith Residence (G15-0013) – City staff has approved a construction change associated with a grading plan correcting illegal grading at an existing residence on Avenida La Valencia. Approved revisions include a change in property ownership and the addition of a curb along the access driveway to avoid cross lot drainage. Stampfl Residence (G19-0007) – The applicant has submitted the grading plan package for third review of a single- family residence proposed on Golden Sunset Lane. Director’s Notes November 6, 2019 Page 4 Vantage Point Street Improvement Plan (STI19-001) The City has returned comments for the second review of the Offsite Street Improvement Plans for the intersection improvements as required by the proposed Vantage Point project. Intersections to be improved include: Scripps Poway Parkway at SR-67, Scripps Poway Parkway at Danielson/General Atomics Way, and Community Road at Stowe Drive. Grading Plan (G18-0008) – City staff has approved the second construction change for the grading plan at the eastern end of Kirkham Way within the South Poway Business Park. The construction change includes added trees, area drains, storm drain, and revised grading at the southern end of the site. STORMWATER Permanent Facilities Annual Certifications Property owners that have a Storm Water Facilities Maintenance Agreement with the City are required to certify annually that appropriate maintenance and inspections have been completed. The certification window is from October 1 through September 30 each year. The certifications were due by October 31. Of the 102 sites currently on the City’s inventory, 29 have not yet returned their annual certification forms. Staff will send out courtesy letters this week to those property owners that have not yet returned their annual certification forms. The courtesy letters will indicate that property owners have 30 days to provide their certification or the issue will be forwarded to Code Enforcement for follow up. High Priority Inspections Engineering inspection staff completed inspections of all sites with permanent stormwater facilities designated as high priority. Following the inspections, staff sent letters to sites requiring corrective actions. Property owners will be given three weeks to resolve any issues and to request a site reinspection. INSPECTION Outpost Poway Road (G18-0002) - Work is still on hold pending a change in the drilling method. The contractor has been experiencing water infiltrating into the excavation area. The Public Works department investigated, and no leaks were detected in the City’s water infrastructure. The contractor will continue to control ground water with pumps running 24 hours a day, 7 days a week. Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The contractor has requested to extend their morning start time from 7am to 6am on Nov 14th, 21st and 26th to move in and set up the concrete pump for pad placement. Offsite sewer line construction is complete. The contractor abandoned the existing lateral at the main, completed tapping the existing 21” sewer main, and installed the new 8” sewer line onto the property which is along Oak Knoll Road. The new sewer main will connect the new building to the existing City sewer. Only dry utility abandonment and installation remain and will require asphalt trenching that will again affect the traffic loop system. Director’s Notes November 6, 2019 Page 5 Stormdrain installation work is approximately 90% complete with area drains and piping installation on the eastern portion of the project. The contractor completed importing soil and filling the western portion of the project site and began stormdrain trenching and installation. The contractor encountered additional rock and has requested to relocate the stormdrain again. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on grading per the revised plan. The contractor has completed standing tilt up panels for both Buildings, other than peripheral walls associated with the loading dock. The contractor will continue to utilize the extended work hours. Stormdrain construction is ongoing and in different stages, including concrete structures, pipe placement, excavation, backfill and the forming and installation of the brow ditches. The contractor is currently testing the extension of the 16” domestic water and 8” reclaimed water main on Kirkham Way cul-de-sac. Aria Estates Danes Road (G19-0009) (WI19-003) - The contractor has begun grading. Excavation and hauling are ongoing. Stormdrain construction has begun with the excavation of the proposed brow ditch which ties into the existing stormdrain system. Director’s Notes November 6, 2019 Page 6 Tobar Residence Cumberland Drive (G19-0004) - The preconstruction meeting for the grading and construction of two retaining walls has been held. The owner began construction immediately after. The contractor has excavated, placed steel, and has placed the footing for the proposed wall. Block placement has begun and is ongoing this week. Highlands Ranch LLC Highlands Ranch Road (G10-0008) - Due to the steepness of the proposed driveway the design engineer is submitting a construction change to adjust the slope shown on the approved plans. Agamirzoyan Residence Bryce Point (MDRA18-030) - The contractor has completed the construction of both bio-basins in preparation for the wet season. He Residence York Avenue (G18-0003) - The preconstruction meeting for this single-family residence has been held. The owner has signed all applicable paperwork.
