Hayes (continued) 8. All writings, from October 18, 2018 to the date of receipt of this
request, relating to Certified Biological Consultant Vincent Scheidt's
November 27, 2018 report in which he concluded: "The recent discing
activities, as noted, did not result in any loss of vegetation. The thatch
of annual grasses you tilled was entirely dead, and the habitat will
quickly regrow from the seed bank in the soil as it has done every year
since at least the 1980s. Your discing did not impact any sensitive
habitat or other sensitive biological resources. No special status
species, including narrow endemics or other significant species, would
have been present onsite and impacted by this activity. The discing did
not result in a habitat conversion, even a temporary one, due to the
nature of the area affected. In my professional opinion, this activity did
not result in any significant impacts and therefore no specific mitigation
measures are warranted";
9. All writings, from January, 2003 to the date of receipt of this request,

request, relating to any proposed entry(ies) and/or actual entry(ies) by
the City onto the "Hayes' property" and/or the "subject property"
including but not limited to the entry(ies) by Poway Fire Chief Jon
Canavan and the photographs, he took of the premises, and later
destroyed, and any other notes, memoranda, and reports whether or
not such writings were also later destroyed;
12. All writings, from June I, 2014 to the date of receipt of this request,
relating to citizen complaints made to the City concerning the Hayes,
the "Hayes' property", the "subject property", or any part(s) thereof;

Property owners that have a Storm Water Facilities Maintenance Agreement with the City are
required to certify annually that appropriate maintenance and inspections have been completed. The

by October 31. Of the 102 sites currently on the City’s inventory, 29 have not yet returned their
annual certification forms. Staff will send out courtesy letters this week to those property owners that
have not yet returned their annual certification forms. The courtesy letters will indicate that property
owners have 30 days to provide their certification or the issue will be forwarded to Code Enforcement
for follow up.
High Priority Inspections
Engineering inspection staff completed inspections of all sites with permanent stormwater facilities
designated as high priority. Following the inspections, staff sent letters to sites requiring corrective
actions. Property owners will be given three weeks to resolve any issues and to request a site
reinspection.
INSPECTION
Outpost
Poway Road (G18-0002) - Work is still on hold pending a change in the drilling method. The
contractor has been experiencing water infiltrating into the excavation area. The Public Works
department investigated, and no leaks were detected in the City’s water infrastructure. The contractor
will continue to control ground water with pumps running 24 hours a day, 7 days a week.

Oak Knoll Road (G19-0002) (WI19-001) - The contractor has requested to extend their morning start
time from 7am to 6am on Nov 14th, 21st and 26th to move in and set up the concrete pump for pad

completed tapping the existing 21” sewer main, and installed the new 8” sewer line onto the property
which is along Oak Knoll Road. The new sewer main will connect the new building to the existing
City sewer. Only dry utility abandonment and installation remain and will require asphalt trenching
that will again affect the traffic loop system.
