nature of the area affected. In my professional opinion, this activity did
not result in any significant impacts and therefore no specific mitigation

The Clerk’s Office contracted with ECS Imaging to convert mic rofilmed Agenda Packets from 1980
to 1987 into TIFF images. ECS completed conversion and delivered the documents to the Clerk’s
Office on Monday, February 25.
Phase II – 100% Complete
The files were delivered in one long running document. The Clerk’s Office has complet ed
separating and extracting each staff report into its own document from 198 0-1987. After extracting
each report, we renamed the files to match our current naming convention (shown below) and
applied and filled out the Agenda Packets Template :

Phase III – 100% Complete
During the file merge, it became evident that there were duplicate staff reports that may have
already been scanned in. Gloria has completed review of the duplicates, matching them (page for
page) and removing the poor-quality image so that we can maintain the higher quality in Laserfiche.
City Council held weekly meetings at the time resulting in 6 88 Agenda Packets to go through in the
period of 1980-1989.
The goal is to preserve and import documents that can be r esearched and retrieved for historical
purposes.
Redacting Project No. 19-002
100 % Complete
During the 1980’s, claims against the City were brought forth for City Council approval. The Claim
Forms were included as an attachment to some of the staff reports which included driver’s license
numbers, date of birth and social security numbers. We have completed reda cting all personal
confidential information from these claim forms.
Linking Project No. 19-003
Laserfiche document relationships link assoc iated documents together so that each related
document can be quickly accessed from one to the other. Our process involves multiple documents
that, while related, must be processed and stored in different folders in the repository. While
separate filing locations makes sense organizationally, it can be cumbersome for staff and the public
to find related documents if they do not know they exist. This is why this linking project is extremely
beneficial. Currently, the only document relationships that exist are for the following documents:
Contracts, Agreements, Resolutions, Or dinances, Minutes and Recorded Documents. As more
types of documents get scanned in, more will become available.
Phase I – 83% Complete
We have divided the linking project out by decades from most recent working our way back. We are
currently in Phase I, linking documents in Agenda Packets from 2009 -present. There are
approximately 305 City Council meetings worth of staff reports to review for related documents and
link together. We are currently 83% complete.

We had a good first day of Winter registration with 218 registrations and $13,199 in
revenue. Compared to 2018, this is a 13% increase in registrations and 28% increase in
revenue almost entirely due to contract classes.
Blue Sky Reserve hosted its inaugural ‘Leave No Trace’ Scavenger Hunt on
November 16. More than 36 kids and nearly 75 adults learned to memorialize the
experience through photographs only and leave nothing behind except footprints. It was
clear that everyone enjoyed themselves as kids proudly displayed their completed
scavenger hunt sheets and pictures. Seven barricades along the trail promoted the
outdoor conservation and protection principles.
Three hundred participants took a walk on the wild side and had a paws-itively emu-sing
time at the animal-themed ‘In the Park’ series on November 11 at Community Park. There
were toad-ally awesome crafts, legen-dairy activities, and more!
Fifty-six teens and tweens were the main attraction at Teen Night at the Poway Center
for the Performing Arts. Between rockin’ it out on stage with Culture Shock, mastering a
guided painting session with ArtBeat San Diego, and laughing themselves silly practicing
improv with National Comedy Theatre, our teen stars took center stage and proved they
were ready to shine!

PLANNING
Neighborhood Meeting for Proposed Redevelopment of the Carriage Center and Poway Fun
Bowl at 12845 and 12941 Poway Road
The prospective applicant, Fairfield Residential, will hold an open house neighborhood meeting on
Tuesday, December 10 from 4 p.m. to 7 p.m. at 12845 Poway Road, Suite 101 to discuss the
redevelopment plans for the property at 12845 and 12941 Poway Road where the Carriage Center
and Poway Fun Bowl are located. The open house will allow the applicant to show concept plans
and answer questions related to the proposed project. The applicant is mailing a notice regarding
the open house meeting to property owners within 500 feet of the site. Staff has not received an
application for a new development at this time, but has participated in two development review
meetings to discuss the project and has recommended several revisions. To date, staff has not
received the revised concept plan.
Smokin’ J’s BBQ at 14035 Midland Road in Old Poway Village
Just in time for Thanksgiving, final building permit sign-off was provided to Smokin’ J’s at 14035
Midland Road in the Old Poway Village shopping center. The restaurant includes a smoker that is
placed in the parking lot of the shopping center. The Grand Opening is scheduled for December 14
from 10 a.m. to 8 p.m. and their regular hours will be Thursday through Sunday 11 a.m. to 8 p.m.
Neighborhood Meeting for Honda Dealership Inventory Lot at 13715 Poway Road
One neighbor attended a neighborhood meeting about a proposal to expand the Poway Honda
Dealership to a lot located at 13715 Poway Road, across Gate Drive from the existing dealership,
for vehicle storage only (no sales), and adding new landscaping within the street setback areas
enhancing the streetscapes. The proposed expansion lot is currently developed with two
commercial buildings that would be demolished as part of this proposal. The new lot would provide
for additional vehicle inventory but would not be open to the public. The neighbor in attendance had
concerns regarding the expansion stating that Honda is already operating in conflict with its existing
Minor Conditional Use Permit regarding deliveries and test driving, but acknowledged enforcement
is difficult. This project will require City Council approval of a modification to the Minor Conditional
Use Permit (MCUP 19-003).
Detached Two-Story Accessory Structure at 13681 White Rock Station Road (B19-0665)
A building permit for a 908 square-foot detached garage with a 2nd floor of 846 square feet of
habitable space and a 105 square-foot deck was issued on November 22 for the subject property.
Tenant Improvement for the Blossom De Café at 12305 Poway Road (B19-1781)
A tenant improvement was issued on November 22 for the subject café located in the detached
building at the northwest corner of the parking lot of the shopping center with Smart & Final. The
remodel area totaled 3,391 square feet.

CAPITAL IMPROVEMENTS
Rattlesnake Creek Integrity Study
Staff is working with a consultant to study a section of Rattlesnake Creek between Budwin Lane and
Midland Road. The study will analyze the creek to determine if erosion will continue to occur in the
same area where a sewer main was exposed and failed during the 2017 storms. The study will also
provide insight on design options and permitting requirements. During initial observations of this
stretch of creek, the consultant indicated there was one area that should be kept under observation
in future rain events. The recent rain events do not appear to have caused any further damage to
this area of the creek. Staff will continue monitoring efforts after each rain event. The consultant
has been working on the first draft of the study which is due in early December.
Annual Valve Replacement
Staff has completed the design for replacement of valves in 20 locations throughout the City. The
project will advertise for construction this week and the bid opening is scheduled for January 15,
2020.
Buehler Reservoir Rehabilitation
Both the interior and exterior coatings are complete. The tank was scheduled to be filled starting on
December 2, however due to the boil water advisory this will be delayed until the advisory has been
lifted. Once filled, water quality testing will be completed before placing the tank back in service.
Mickey Cafagna Community Center
A preconstruction meeting was held on November 14 and the Notice to Proceed was issued for
November 25. Staff has set up weekly progress meetings with the contractor. Coordination efforts
are on-going to ensure the parking lot lights, sports court lights, and ball field lights will continue to
function after demolition of the buildings. Last week Public Works staff found a water valve in the
system that could not be completely shut and therefore water to the existing buildings cannot be
isolated. Public Works staff will replace the valve during a pre-scheduled closure of the swim center
to minimize impacts of the water shutdown. Asbestos abatement is scheduled to begin on December
9. The building permit process is nearly complete and it is expected that the permit will be issued in
early December.
Espola Road Safety Improvements
SDG&E’s contractor continues to work on punch list items for the infrastructure installation such as
utility mark-out removal and installation of a gas service replacement along with other corrective work
including walk-throughs for as-built drawings. Cabling is expected to start in the 20B section in
December or January followed by the 20A section and each section will take a couple of months to
complete. While work has been slowed due to recent rain events, work is still on-going. Traffic
impacts are expected to be minimized during the next phases of work. It may appear that no work
is taking place, however the utility companies are working on the next steps in the undergrounding
process.

Carport Mounted Photovoltaic System – PCPA Monthly Report
For the month of November 2019, the PCPA Carport PV system was estimated to produce 70,938
kWh (red line on both graphs) but under-produced for a total of 65,010 kWh (blue bars on both
graphs). During November 2019, the system under-produced on twelve days. Under production can
be attributed to lack of sunshine during cloudy days and/or inclement weather. All mechanical
systems appear to be functioning properly.

LAND DEVELOPMENT
Dycus Residence
(G18-0010) – City staff returned comments for third review of grading plans to legalize grading of a
backyard pad on a property on Glenoak Road.
Blanchard Residence
(G19-0006) – City staff returned comments on the third review of the grading plans to legalize grading
that occurred at a residence on Del Poniente Road.
Komenda Residence
(G19-0008) – City staff has received the second submittal of the grading plan package for the
proposed residence located on Del Poniente Road.
Wimbrough Residence
(WI19-005) – City staff has received the first submittal of the water improvement plan for the
proposed fire hydrant on Sycamore Canyon Road.
Poway Tech Center West
(WI18-002 & G17-0003) – The Warranty bond has been received for the improvements associated
with the Poway Tech Center West project located on Flint, Paine, and Dearborn Place. The grading,
payment, and performance bonds are currently in the process of being released by the City.
Berg Residence
(ESMT 19-016; 19-018 and 19-019) – The applicant of the proposed residence on Running Deer
Trail has submitted legal descriptions and plat maps for a biological conservation easement, a trail
easement and an open space easement for first review.
Bazaz Residence
(G16-0010) – The sixth submittal of the grading plans was submitted to the City for the proposed
single-family residence on Coyotero Drive. The submittal included the revised grading plans, Storm
Water Quality Management Plan, and Hydrology report.
Chick-fil-A
(G18-0003) – The redline as-built drawings were submitted to the City for review.
Affleck Residence
(G17-0009) – The redline as-built drawings were submitted to the City for the single-family residence
on Old Coach Road. The City reviewed the drawings and returned the corrected redlines with the
mylars for the project Engineer to make the changes to the plans.
STORMWATER
Water Quality Improvement Plan (WQIP) Annual Reports
City staff has reviewed and provided comments to the co-permittees consultant for the first draft
Annual Reports for both the San Dieguito and the Los Penasquitos Watersheds. Annual Reports
for both watersheds are due to the Regional Water Quality Control Board by January 31. These
annual reports cover two different reporting periods: July 1, 2018 through June 30, 2019 for the
Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2018
through September 30, 2019 for monitoring and assessment programs.

Education/Outreach
Pet waste bags that attach to leashes were produced as part of the public outreach and education
program comprised of all co-permittees. Each city is allocated a number of items to be publicly
distributed. Poway will make the items available at the kiosk in the City Hall, the counter of
Development Services. Staff will also continuously attach several to the fences at community parks
around Poway for general use.
INSPECTION
Outpost
Poway Road (G18-0002) - The contractor has begun to receive and stockpile the new material for
the proposed drilling method. The surveyor has begun to stake locations and the new method has
now been submitted to the City for review.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The contractor has completed approximately 1/3 of the
pad placement with the next placement on hold, pending weather.
Along Oak Knoll Road, only dry utility abandonment and installation remain. Last week the contractor
replaced all temporary cold mixed asphalt with hot mixed asphalt. The trench was excavated and
work was performed in the dry season. The trench restoration had not been completed and was
subject to rainy season requirements. Several areas had eroded and become potholes.
All work other than erosion control and preparation for upcoming rain was on hold.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor has postponed the revised grading work until
rain has passed.
Stormdrain construction continues and is in different stages, including concrete structures, pipe

Old Coach Road (G17-0009) - The project final inspection was performed, and the inspector has
signed the occupancy request form.
Wilson Residence
Murel Trails (MDRA19-014) - The preconstruction meeting for the construction of this single-family
residence with a detached garage has been held. The owner has signed all applicable paper work.
Stampfl Residence
Golden Sunset (G19-0007) - The preconstruction meeting for the grading and construction of this
single-family residence has been scheduled for next week.

Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.

o Staff participated in two webinars that discussed State legislation passed this past year. The
California League of Cities hosted their annual Bills Signed into Law Briefing Webinar. The
League’s 2019 Legislative report can be found at: https://www.cacities.org/Resources-

PDF-(1).aspx. The California Association for Local Economic Development hosted a webinar
focused on community and economic development legislation.
o Staff met with the owner of Maintex Facility Solutions. Maintex is the largest manufacturer-
distributor of cleaning products in the Western United States and has facilities in Los Angeles
and Poway. Staff discussed opportunities for Maintex to expand their operations in San Diego
County.
o Staff met with representatives from Verizon Wireless to discuss its plans for 5G
implementation in Poway. Staff is currently working on a lease agreement with Verizon to
allow for the use of the City’s right-of-way for 5G implementation.
o Staff participated at the kick-off event for the Small Business Development Center’s (SBDC)
consulting office in Poway. The SBDC is providing free business advising services to local
businesses every Monday at the Halcyon Realty and Co-Working Space located at 14280

Picked up piles of vegetation that were left behind
by the landscaping crew. Cleared weeds and
debris from street along city-owned parking lot on
Tarascan Drive. Picked up four discarded
mattresses from High Valley Road. Cleared
weeds from the sidewalk along Midland Road
near the school. (200 ft)
Concrete Repairs (sq. ft.) 75 Completed seven sidewalk grinds at various spots
around the City. (30 sq. ft.) Removed and
replaced damaged concrete sidewalk on Midland

Lake Poway Park Repair vandalized volleyball net, re-adjusted the
nets two more times; users are raising the nets for
a new type of volleyball. Removed a large fallen
elm tree limb near the Water Treatment Plant
fence line. Pressure washed the sidewalk area
outside the concession restrooms. Built 10 new
plastic picnic tables. Removed graffiti from one of
the glass panels on the kiosk.
Old Poway Park Cleaned up storm debris, leaves, branches, trees
and limbs. Checked and cleared drains.

the trail head. Trimmed and cleaned the bird of
paradise planter near the ballfield.

Sycamore Park east.
Valle Verde Park Removed debris from the creek area before rains.
Cleaned up the acacia along the sidewalk on St.
Andrews Drive.
Miscellaneous Trails Cleared brush from along the Fisherman’s Trail.
Repaired two loose fence rails at the Iron
Mountain staging area. Applied herbicide along
the South Poway Trail. Worked with the Honor
Camp on the lower Woodson and Old Coach
Trails. Added soil to one of the picnic pads and
filled in low areas. Replaced two old metal grills.
Miscellaneous Parks A total of two hours spent making irrigation
adjustments and repairs at Lake Poway. Applied
herbicide at Valle Verde Park. Staff cleaned
drain culverts and inlets before and after rains.
Posted “Please Do Not Consume W ater” signs.
