PLANNING
Neighborhood Meeting/Open House for Proposed Redevelopment of the Carriage Center
and Poway Fun Bowl at 12845 and 12941 Poway Road
Fairfield Residential, an apartment community development and management company, held an
open house on December 10 to introduce its proposed 220-unit, mixed-use project to neighbors and
seek their input. The applicant mailed a notice regarding the open house meeting to property owners
within 500 feet of the site. Just over 20 people attended the open house that was held at the vacant
Swami’s Café. This mixed-use proposal would redevelop the existing Poway Fun Bowl and Carriage
Center (currently occupied by multiple thrift stores and two restaurant suites). Because the site is
on the south side of Poway Road and is entirely downslope of Poway Road, the proposal has two
four-story apartment buildings; two three-story apartment buildings; two three-story mixed-use
buildings with commercial spaces on the first floor; and two single-story restaurant/retail
buildings. The commercial portions are proposed to front along Poway Road. The plan also
incorporates multiple outdoor plazas, a dog park, pedestrian paths, and a public easement for a
future road that will provide interior circulation within the Town Center District of the Poway Specific
Plan. While most residents expressed favorable comments for the project, several neighbors
expressed concerns that the four-story buildings would either block views or impact the privacy of
their backyards. Fairfield Residential submitted an earlier version of its plan to the City Council at a
Pre-Development Conference on March 6, 2018. Staff has not received an application for a new
development at this time, but representatives at Fairfield Residential stated that they plan on
submitting their application for the Development Review of the project later this month.
Completion of Vegetation Management and related Brush Reduction by City Contractor
Brush reduction efforts for City properties and select private properties have been completed by the
City’s contractor, DBI Services. Owners of private properties who had previously elected to have
DBI complete the brush removal work were notified in writing that incurred costs assessed to their
property tax roll would likely be higher than previous years. Owners were given an opportunity to
notify the City of their intent to “opt out” and hire their own brush removal professional rather than
utilize DBI. City staff received positive feedback from several residents regarding the quality of work
performed by DBI.
New Single-Family Residence on a vacant lot at 16620 Sagewood Lane (MDRA19-044)
A Minor Development Review Application 19-044 was submitted for a 5,101 square-foot single-family
residence with a 979 square-foot garage. The 1.17-acre parcel (APN 275-700-65) is zoned Rural
Residential-C (RR-C) and is located on Sagewood Lane, a private road. The applicant is the Gary
Sinise Foundation, which will be building the home for a disabled veteran and his family.

New Single-Family Residence on a vacant lot on Glen Circle Road (MDRA19-045)
A Minor Development Review Application 19-045 was submitted for a 5,440 square-foot single-family
residence, a 685 square-foot Accessory Dwelling Unit (ADU), and a 1,135 square-foot garage. The
2.57-acre parcel (APN 275-240-66) is zoned Rural Residential-C (RR-C) and is the last undeveloped
lot in the Green Valley Glen subdivision.
Proposed Pugh Residence on Pebble Canyon Drive (MDRA19-042)
A Minor Development Review Application 19-042 was submitted to develop a 3,060 square foot
single-family residence and 906 square-foot garage. The proposed new single-family residence will
be the ninth lot developed on Pebble Canyon Drive, a private road.
New Single-Family Dwelling with Detached Garage at 13880 York Avenue
Building permits were issued on December 3 for a 2,200 square-foot single-family dwelling with a 98
square-foot patio cover and a detached 600 square-foot garage at the subject property.
ADU Addition and Patio Cover at 12655 Butterwood Court
A building permit was issued on December 5 for an attached 725 square-foot Accessory Dwelling
Unit with a 345 square-foot patio cover and a 40 square-foot mechanical closet at the subject
property.
CAPITAL IMPROVEMENTS
FY 18/19 ADA Barrier Removal – Lake Poway Pathways
The pathway to the fishing dock was paved in time for the opening of the fishing season on December
5. Handrail was installed last week and punchlist items are scheduled for this week.
Espola Road Bike Lanes
The proposed project will widen Espola Road between Poway Road and Range Park Road to add
bike lanes. The Consultant has developed a set of cross-sections for the road widening that will
allow for a minimum of three feet of cover over the San Diego County Water Authority (SDCWA)
pipelines. This week staff will meet with SDCWA to discuss the grading activities that are proposed
within their easement.
City Hall Hydronic Piping Replacement Project
All trenching required for the installation of the new piping is complete. The contractor was able to
place the first of two pipes in the trench and through the tunnels under the walls and sidewalks. This
week the goal for the project is to place the second pipe, pressure test the entire system, and backfill
the section of trench in the parking lot prior to the predicted rain next week.
Martincoit Road Sewer Upsize
Pipeline installation in the Painted Rock Elementary School Parking lot will recommence this week.
All work will occur within the fenced staging area and is expected to be completed in early January.
The contractor is expected to mobilize a second crew next week to continue work within the
equestrian trail simultaneously. Next week the contractor will also complete several repairs in
Martincoit Road after a video inspection of the newly-installed pipeline showed some areas that were
not installed correctly. The work will be done while school is out of session for winter break.

Mickey Cafagna Community Center
Asbestos abatement efforts continue this week. Staff has coordinated a water shutdown for
December 30 to disconnect the existing buildings from service. This effort was coordinated with
Public Works for staff availability around the holidays and with Community Services to occur during
the annual closure for maintenance at the swim center. The shutdown will not adversely impact any
other residents or businesses as the only water service in that service area is the Boys and Girls
Club which will be closed during that time. Last week the contractor obtained approval for the project
SWPPP. This week trenching for dry utilities will start. This work is necessary, prior to building
demolition, to ensure that communications to the Swim Center and electrical to the parking lots,
sports fields, and sports courts are not disrupted. These utilities are all currently fed through the
existing buildings.
LAND DEVELOPMENT
Aria Estates
The Final Map is scheduled to be on the December 17 Council Meeting Agenda for acceptance. The
final map is for the proposed 7-lot residential subdivision at the west end of Danes Road.
Golden Way
Comments were issued on the third review of the proposed sewer and water easement for the
proposed sewer and water mains at the end of Golden Way.
He Residence
City staff has returned comments on the first submittal of the floodplain development permit for the
proposed residence that is located in the floodplain on York Avenue.
Berg Residence
City staff returned comments on the legal descriptions and plat maps for a biological conservation
easement, a trail easement, and an open space easement for first review. These easements are
associated with the proposed development of a single-family residence on Running Deer Trail.
Komenda Residence
City staff has returned minor comments for the second review of the grading plan package for the
proposed residence located on Del Poniente Road.
Old Pomerado Road
Comments were issued on the first review of the proposed access and utility easement on City
property located at 12237 Old Pomerado Road.
Vantage Point
The City is waiting for securities to be placed for the approved Offsite Street Improvement plans as
required by the proposed Vantage Point project. Intersections to be improved include: Scripps Poway
Parkway at SR-67, Scripps Poway Parkway and Danielson/General Atomics Way, and Community
Road and Stowe Drive.
Tynan Boundary Adjustment
The public notification has been sent to all properties within 500 feet of the properties of the subject
adjustments. The boundary adjustment proposes to revise boundary lines between two lots located
off of Fallen Leaf Road and one lot accessed from Stone Canyon Road.

STORMWATER
Regional Management Committee (RMC)
The San Diego Regional Stormwater Co-permittees met last week to vote on the budget items. A
member from each of the 21 co-permittees was in attendance. The committee voted to approve a
request to credit unused funds from the Fiscal Year 2018-19 budget to the co-permittees on their bill
for this fiscal year. The credit amount will be based upon population and land area, which is the
method used to determine cost sharing. The committee also voted on the proposed Fiscal Year
2020-21 budget. The total budget is $759,780 of which Poway’s share is $19,102. Each vote passed
unanimously.
Regional Board Update
The San Diego Regional Water Quality Control Board attended the RMC meeting and provided an
update to several items within the storm water program including the reissuance schedule for the
Municipal Separate Storm Sewer System (MS4) permit. Currently, the Board’s intention is to release
an Administrative Draft of the permit in Spring of 2020, hold workshops on specific topics during the
summer of 2020, release the Tentative Order sometime in the fall of 2020, and bring the order to the
State Board for approval in early 2021.
The Board also discussed its reviews of the co-permittee’s annual reports for watershed Water
Quality Improvement Plans (WQIPs). The board stated it recognizes that it accepted the plans in
2016 however, several goals need to be updated and written more clearly. They envision working
with the co-permittees more closely on these efforts. The Board stated that the annual reports reflect
a level of effort to achieve what is minimally required. The Board sees a need for increased
communication between the Board and co-permittees, and between departments within the
jurisdictions.
INSPECTION
Outpost
Poway Road (G18-0002) - Last week the contractor resumed hauling of excess material in
preparation for soil treatment. Hauling is also scheduled for this week. Due to the wet soil and present
weather conditions the project soils engineer has proposed treating the underlying soil with a cement
mixture to help firm up the material prior to drilling. The contractor has begun receiving and
stockpiling the new material for the proposed drilling method. The building inspector has confirmed
that the engineer has submitted the new method to the City for review.

Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The contractor has completed approximately one-third of
the pad placement with the next placement scheduled for this week. Along Oak Knoll Road, only dry
utility abandonment and installation remain. Work this week includes erosion control in preparation
for upcoming rains and preparation for this week’s pad placement.
Burgess Residence
Coyotero Drive (G10-0001) - The owner/contractor has completed all construction and has planted
the project area. The site inspector has completed the final inspection.
Webster Residence
Belvedere Drive (G16-0011) - All work other than the punch list items are complete. The contractor
is scheduled to complete punch list items this week, weather permitting. Final items are all minor but
include clean up and patching of the existing brow ditch and grouting the bottoms of area drain boxes.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor has postponed the revised grading work until
rain has passed and soil has had time to dry. The contractor is scheduled to place several drainage
boxes this week. Work is in different stages, including as-mentioned concrete structures, pipe
placement, bio-basin excavation, filling and piping, backfill and the forming and installation of brow
ditches.
AT&T Small Cell Pole Replacement
Various Locations (STI-19-002) - The preconstruction meeting for the installation of four new street
light poles and associated cellular equipment, and cellular equipment installation on existing street
light poles for ATT 5-G service has been held and work has begun. The contractor has exposed and
identified existing utilities at the first location.

Patel Residence
Poway Road (MDRA14-042) - All work is complete. The project inspector has signed the occupancy
request form.
Stampfl Residence
Golden Sunset (G19-0007) - The preconstruction meeting for the grading and construction of this
single-family residence has been held.
Aria Estates
Danes Road (G19-0009) (WI19-003) - Grading continues. The contractor has completed most of the
grading and had begun cutting in the new road and cul-de-sac but changed directions and began
focusing on rain preparation. The contractor established several basins that captured most of the
rainwater. Last week the basins were pumped out onto existing property allowing stormwater to
absorb into an existing vegetated area. The contractor has begun the excavation along Pomerado
Road. The work will decrease the existing slope from 1:1 to 2:1 and pull the existing slope back from
the sidewalk by 5 feet.
Puertollano Residence
York Avenue (MDRA15-017) - The preconstruction meeting for this single-family residence has been
held. The owner has signed all applicable paper work.

SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit/Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of
Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Repair
Project.

crews responded to 171 incidents of which 122 were medical aids.
TRAINING
Between Monday, December 2, and Sunday, December 15, personnel completed 237
hours of training and activities. Topics included 164 hours of company training, 36 hours
of driver/operator training and 14 hours of officer training.

compacted the dirt parking lot at the Midland
Train Depot in preparation of “Christmas in the
Park”. Installed 81 lighted holiday decorations
and 20 “Shop Poway” banners on various
streetlights located in Poway.
Special Events Provided “Christmas in the Park” event with
message boards and barricades. Provided the
Sheriff’s DUI checkpoints with signage on
Carriage and Poway Roads.

Provided support to the construction project by
moving the landscape irrigation mainline.
City Owned Properties Conditions were too wet to gain maintenance
access. Removed a large fallen tree limb at the
pond.

Community Park Continued to remove park assets from the area of
the Mickey Cafagna Community Center
construction project. Cleared storm debris from
throughout the park, drains and along the creek,
ball fields, and tennis courts.
Garden Road Park Performed weed abatement along the trail.
Applied herbicide along the hardscapes, tree
and fence lines.
Hilleary Park Cleared landscape and drains of storm debris
and fallen trees and drains.
Lake Poway Park Inspected the irrigation system along the asphalt
walkway for repairs. Re-hung both volleyball nets.
Re-painted the kiosk along the trail head.
Old Poway Park Cleared storm debris. Prepared the facility for
“Christmas in the Park”; delivered tree equipment
and support staff for the event. Installed BMP’s for
the hayride route. Provided crew to break-down
and clean-up. Returned all equipment.
Poway Oaks Park. Removed graffiti from the playground equipment.
Silverset Park Provided West Coast Arborists access to two
fallen trees and a few leaning trees along the
south side. Trimmed and cleaned the bird of
paradise planter on the west side of the park.
Cleaned and organized the side storage room.
Applied herbicide along hardscapes, trees and
fence lines.
Starridge Park Cleaned up storm debris; eucalyptus branches
and limbs.
Valle Verde Park Removed a fallen tree from along the back-west
corner of the park and low hanging tree branches
from along the west bridge. Cleaned the drain
inlet in front of the pocket park. Removed tree
debris from the parking lot and along St. Andrews
Drive.
Miscellaneous Trails The Honor Camp completed trail cleanup along
Justin’s Trail, Espola Trail, 50% of the Del
Poniente Trail and cleared brush and filled in ruts
along the Pomerado Trail. Checked drains and
culverts before and after rains. Removed
damaged trail fencing caused by a vehicle
collision along Old Coach Road.
Miscellaneous Parks Assisted with the “Precautionary Boil Water
Advisory” efforts. Bagged drinking fountains and
placed warning signage and subsequently
removed the bags and warning signage. Handed
out bottled water, assisted with unloading trucks
and set up and the take down of the stations.
Staff attended half day “Playground Maintenance

and Safety” JPIA training. Provided support for
luncheons.
Contract Inspections Site inspections were performed with Ciros and
Heaviland. Met with City Engineering staff
regarding Buehler Reservoir project; discovered
multiple dead trees (due to lack of water from
project). Tree inspections were conducted after
recent West Coast Arborist trims and removals.
Resolved an erosion issue at the Silverridge Citrus
Grove. Trimmed overgrown plant material from the
Business Park between Metate and Stowe west
side of Community Road.
