But, did you know what else we have been up to? • On June 23, 2018, the Lake Poway Recreation Area will serve as the new location for the Tony Gwynn 5.5K. The Department and Development Services have met several times with organizers from Alesmith Brewery to discuss the run-route and traffic control; staging and start areas near the Tony Gwynn Memorial; and a post- race festival. The event is expected to attract an estimated 1,500 participants and fans. • At the request of State and Federal wildlife agencies and in collaboration with Development Services, the Department has worked diligently to launch several initiatives to assist with raptor protection during breeding season. Actions include social media and website information; facilitation of public engagement and education; utilization of volunteer patrols; and ensuring proper hiking etiquette. Annual raptor breeding season is December through June. Community Services Bi-Weekly February 14, 2018 Page 2 • Discussions regarding City/Poway Unified School District (PUSD) joint-use agreements continue. • Staff met with Public Works to discuss several projects that will require communication and collaboration between Departments. The agenda included Swim Center maintenance and chemical contracts, the agreement with Poway Girls Softball League for Aubrey Park, PUSD joint-use agreements, and two future policies regarding park uses for community-wide events and memorials. • Coordination for the Cafagna Community Center continues between the City and the Poway Senior Center. Staff met twice with Senior Center representatives to discuss efficient and effective use of the kitchen and storage spaces. The meetings continue to focus on the concept of shared space, and were positive and cooperative. • The license to operate the Lake Poway Concession expires this year. In preparation to renegotiate terms or issue competitive requests for proposal, the Department has been collecting all required documents and pertinent information and statistics. The objective is to maintain a high level of uninterrupted service and issue a new operational license by fall 2018. CITY OF POWAY MEMORANDUM TO: Tina White, City Manager FROM: Bob Manis, Director of Development Services DATE: February 14, 2018 SUBJECT: Director’s Notes PLANNING Neighborhood Meeting for Proposed Seatainer A neighborhood meeting was held for a request to keep a seatainer (metal shipping container) that was installed during the recent construction of a home on the property located at 15970 Misty Meadow Road in the Rural Residential A (RR-A) zone. The Poway Municipal Code requires a Minor Conditional Use Permit (MCUP) for a seatainer on a residential property. An invitation was mailed to property owners and residents within 500 feet of the project site. One property owner attended the meeting. He did not express opposition to keeping a seatainer on the property but offered a suggestion to the applicant on how to remove the large painted logo that currently exists on the seatainer. The project is expected to be presented to the City Council for consideration in March. CAPITAL IMPROVEMENTS 2017-2018 Street Overlay Project The project was advertised for construction last week. Work includes deep patch asphalt repairs on Espola Road between Sandhill Road and the west City limits along with overlay of seven cul-de-sacs in the Summerfield neighborhood. The bid opening is scheduled for February 27, 2018. Espola Road Safety Improvements The preconstruction meeting was held this week and a neighborhood meeting has been scheduled for February 21, 2018. Traffic Signal Communications Improvements Construction began this week to update equipment and software in the traffic signal controller cabinets at five intersections throughout the City. There are no anticipated impacts to traffic with this project. Traffic Signal Controller Upgrades Construction began this week at the Silverset Street and Twin Peaks Road intersection. This project will provide needed maintenance and rehabilitation of the traffic signals on Twin Peaks Road at Silverset Street, Community Road, and Midland Road. Director’s Notes February 14, 2018 Page 2 Smart Irrigation Controller Construction began last week at Community Park to replace the irrigation controller. The project includes replacement of irrigation controllers at 11 City park facilities. Powers Road Neighborhood Sidewalk Project The plans and specifications for the Neighborhood Sidewalk Project will be advertised next week. The bid opening is scheduled for March 13. This project will install sidewalk on the west side of Powers Road between Tassel Road and Vaughn Road. LAND DEVELOPMENT General Atomics Addition General Atomics has provided the signed Covenant waiving the condition of approval to loop the water system around the building addition and agreeing not to add a potable water service to the dead-end water main servicing the existing fire hydrant. City staff is waiting for the County required recording fees to arrive from General Atomics in order to record the document. General Atomics Encroachment Second review comments were returned to General Atomics for two fiber optic crossings over a waterline and easement at 12365 First American Way. General Atomics Encroachment General Atomics has submitted encroachment exhibits for first review of proposed electrical conduit crossing a water line and easement at 12395 First American Way. Murel Trails Lot 2 The applicant submitted an easement package for first review of a brush management easement on Lot 1 for the benefit of Lot 2. Pouliot Grading The grading plan package and permit have been routed to inspection to schedule the pre- construction meeting for the grading permit to correct the illegal grading at a single-family residence on Northcrest Lane. Poway-Stowe Properties Staff has approved the construction change for the location of an air release and some modifications to the fire service for an industrial building located on Stowe Drive at Parkway Center Drive. The mylars have been released to the engineer to incorporate the changes. Poway Valley Center The applicant has provided mylars for final review and signature. Director’s Notes February 14, 2018 Page 3 STORMWATER The Regional Water Quality Control Board has requested copies of all current GIS layers and files that are part of the required mapping for the City’s municipal separate storm sewer system (MS4) to ensure compliance with the Regional MS4 Permit, Order No. R9-2013- 0001. These layers include but are not limited to locations of inlets, drainage piping, outfalls, monitoring stations, permanent stormwater treatment facilities, etc. The files are required to be submitted by March 9, 2018. INSPECTION Neighborhood Health Care Poway Road (G15-0014) - The contractor has placed the ADA ramp coming up from Poway Road and flat work around the building. The stairs adjacent to the ramp have been placed. Curb placement, parking lot subgrade preparation, and landscaping both onsite and along Poway Road continues. Ridgeview Industrial Phase II Kirkham Way (G16-0013) - The contractor has been working on tree well drainage systems and basin construction. Grading of the subgrade for the parking lot around building B and onsite storm drain construction continues. Poway Corporate Center Lot 12 Community Road (WI 16-006) - Last week the contractor placed the concrete loading dock. The contractor is currently working on grading for the parking lot subgrade. A fire hydrant was shut down to prevent potential issues where grading in preparation for a keystone wall and bioretention basin is very close to the back of the fire hydrant. GA Parking Lot Danielson Street (G16-0012) - The contractor continues to work on the construction of the General Atomics employee parking lot. The contractor has completed asphalt placement. The ADA path of travel for the proposed parking lot at the tie in locations was found not to meet specs due to elevation differences. The engineer has chosen to add ADA parking stalls in the existing adjacent lots which will eliminate the need for new ADA parking in the proposed Lot. Temple Adat Shalom Pomerado Road (CUP17-008) - Construction has begun with the excavation for all underground utilities. This work is in preparation for a modular building. Crossland Residence Old Stone Road (G14-0016) - The preconstruction meeting for the grading project has been held. When compared to the baseline set by the State Water Resources Control Board of January of 2013 (515 acre-feet), water use was up 19.37%. This bring cumulative savings since June 2015, when the water conservation mandates were first implemented, down to 23.85%. Completed repairs to two irrigation valves and numerous irrigation lateral lines. Valley Elementary - Provided weekend support for multiple sports groups and removed trash. Valle Verde Park - Fertilized the sports fields, replaced four cement trash cans, removed a fallen limb and delivered two yards of soil to fill gopher holes in the sports turf. Miscellaneous Parks - All staff attended the Annual Pesticide Worker Safety Training at Old Poway Park Templar’s Hall. Iron Mountain Trail - ARC crew performed a general clean up of the staging area. Miscellaneous Trails - Removed trash bags, delivered a load of base material to Del Poniente Trail to fill in ruts and rebuild water diverters. A large load of gravel and some rip rap was delivered to South Poway staging area to fill in large washed out sections and regraded the parking lot. Removed a couch left next to the Lomas Verdes Trail. Continued trail renovations and clearing along the Del Poniente – Pomerado Trails from the hospital working toward Williams Ranch. Cleaned human waste from Old Poway Park restroom and secured two doors at the park. Resolved one broken irrigation issue at Community Park and assisted patrons who were locked in at Valle Verde Park. One water meter was turned on, one meter was checked for leaks (discovered that it was a leak inside the home) and one manhole cover lid was replaced. Responded to two separate incidents of resident concerns of possible sewer blockage. Water Treatment Plant - Changed out two chlorine cylinders; flushed ammonia lines daily; drained down/cleaned east sedimentation basin and replaced anode brackets; changed over from 30-inch barrel to 24; flushed flow meters; fabricate a 606 valve; installed safety alert signs at front gate and caustic soda bulk tank; fixed accuracy of flow meter gauge measuring run-off into lake; accepted alum and caustic soda deliveries; worked on mounting the lid for ammonia hatch; changed plugs for pipe gallery pumps; troubleshot and replaced distribution flow meter; performed end-of-month reads for monthly report; removed/reinstalled 6” butterfly drain valve in east basin. Reservoirs - Blue Crystal: Reinstalled cabinet and CL10 analyzer, ran electrical conduit and plumbing, programmed CL10 to new PLC, run wires. Began installation of CL2 analyzer. Pomerado: Removed radio and relocated to Celestial Reservoir with new connection. Pumping Stations - High Valley: Rerouted wire to allow door closing. Welton: Add new hatch switch, redo piping, replace cabinet and pull wire for level transmitter, hatch switch and altitude valve.
