In advance of the meeting, notices were mailed to residents living within a 500-foot radius from the intersection, 2,000 feet from the intersection along Martincoit Road and Stone Canyon Road, and all residents who attended the Traffic Safety Committee meeting regarding this matter. Notification signs were also posted at the intersection. The item was rescheduled prior to posting of the City Council agenda and staff sent out a notice of the rescheduled item. Attached please find correspondence that was received based upon the original mailed notice and in response to the notice for the January 18, 2022 item. Learn why this is important EXTERJ'\T AL EMAIL To: Melody Rocco, City Engineer From: Jerome Markus, resident of Poway Subject: All-Way Stop Control at the intersection of Martincoit. & Stone Canyon Roads I submit that there is no safety issues that have been reported at this intersection and that the cause-celebre is the traffic at the times Painted Rock Elementary School started and ends. Parents driving their children to and from school increase the flow of traffic during those times and either want or need better access through the intersection .. I believe there is a simple solution to this issue that does not require the installation of a full-time traffic control light system. Presuming the traffic issue for dropping off and picking up children is approximately 30-45 minutes at two times a day, only during school days, perhaps the Sheriff's Volunteer Patrol could be used to control traffic during those limited times. This would eliminate the need for the costly installation and would not interfere with the normal traffic flow during the majority of the day. I would appreciate a response to this email. However, I would like to provide my input regarding this all-vvay stop. I argued against the previous attempt to acid an all-way stop and my feelings have not changed. 1 believe the only people this truly impacts are the residents of this neighborhood. Those people who drive too quickly (mostly school traffic) and oftentimes ignore the all way stop at the bottom of Stone Canyon Road are not likely, in my opinion, to stop at this new traffic measure. Aclclitionally, due to the nurn.ber of cars who use the area as a cut through during the school run, the all-way stop will lead to a build up of traffic at the junction leading to increased pollution in our neighborhood. l will be honest and say that I'm really not sure of the purpose of this proposed highway change as it is not an accident black spot either. l do not see the all-way stop solving the speeding issue nor deter people using this as a cut through and so I would like to lodge my objection to this plan. l will add that r think this cut through problem will increase once the golf course is developed across the street from Martincoit. I think an easy solution to this would be to move the entrance of the new development, so drivers automatically feed onto the main roads and not side residential roads. The stop at Stone Canyon and Martincoit has ALWAYS been problematic. I cannot count how many times I have come close to being smashed into while stopped at the sign by drivers barreling down the hill and being unable to control their angle of the left tum. Additionally, I have been almost T-boned by drivers tearing up the hill after I've judged that no cars were in the vicinity and attempted to tum left onto Martincoit. I taught my 4 children that when you're at that intersection to make sure you're in the middle of the lane rather than near the left side for the above reason. I have emailed the city council previously on this issue. PLEASE put in a 3 way stop sign!! I am probably in the minority, but I am against the stop signs. No matter what you do, people will continue to drive they way they do up/down Martincoit/Stone Canyon with or without the signs. The issue for me is the back up this will create for the streets, especially during the school hours along both those roads. People living near the comers will not be able to get in or out easily with the number of cars that will be outside their driveways. It certainly isnt perfect now, but I really don't think the signs will help. What would help is if there was a way to defer the traffic to Painted Rock not to use Martincoit and Stone Canyon as an access -planners should have foreseen this and made a tum-around point near to the school. Also, I was misled to think The Farm main access road was not across from Martincoit, but would instead be off Valle Verde. Now, there will be even more traffic up Stone Canyon and Martincoit once the development is complete. Just about every day I head out to town for shopping, kids' sports, etc. and pass through the Martincoit-Stone Canyon intersection. While the heading out part is a breeze, coming come is not so breezy. While turning left from Stone Canyon, I always look to my left, then right, then left and right and maybe once again and finally if it's clear I turn left onto Martincoit. Even with all this precaution, I have still managed to get in the way of cars coming either up or down Martincoit to where either myself or the other driver has had to brake hard to avoid collision. It's very unsafe. I understand now that the City is considering stop signs for that intersection and that it is a controversial proposal. The residents against it are the ones coming down the hill fast with no worry of being broadsided, unlike the residents who live down the hill and are turning left to go home. If the only argument against adding signs is to keep the traffic moving then that would be code for not wanting to spend ten more seconds on their daily commute. The argument for residents turning left is that they don't want to die young. Considering this comparison, I would hope that the City would simply comply and help make our neighborhood be as safe as possible for everyone. I would say what should be done, is to lower the speed limit. When I wrote to the traffic engineer before I was told, "The speed limits are set according to what can be enforced." But, the report on actual speeds down and up Martincoit clearly show 10-15 mph AVERAGE above the speed limit. So, obviously, the speed limits are IlQlbeing enforced at all. If the speed were put back to 30--which it used to be--AND if they were enforced, then there would be no need for a stop sign on Martincoit because there is plenty of sight distance for cars stopped on Stone Canyon. The only time I've remotely had an issue leaving the stop sign on Stone Canyon is when a car was clearly exceeding the 35 mph, by a lot. Thank for reading this. But I also assume it's a done deal. I am sure there are more parents who run late dropping their kids off at Painted Rock who hate waiting at the Stone Canyon stop sign. By the way--were those tiny signs at the side of the road supposed to inform us about the council meeting to discuss this issue? Because those were useless even if you were going 30 mph. Can't even read the one when approaching the stop sign on Stone Canyon. But hey--I guess that's one way to limit participation? I completely agree that this change is a necessity and an extreme benefit to all who travel on Stone Canyon and Martincoit Rd. This intersection as it is now, is completely dangerous in both directions for both parties involved. I can't stress enough how many times I have almost been hit by speedy cars driving up Martincoit while I was stopped on Stone Canyon trying to get on Martincoit. And, this is with my kids in the car! It is not ok. Even if the cars going up Martincoit are not speeding, I still have to nervously turn my head back and forth numerous times while entering the road and the whole time I'm still turning too. With all of this being said, I, along with so many others, see no reason to not put a three-way stop sign at this intersection. If people want to be safe, it is the only option. The intersection is so dangerous as drivers on Martincoit heading both north and south are typically over the speed limit. The left tum from Stone Canyon is treacherous at times. Prior to moving to Green Valley eleven years ago we lived in Vineland Hills where a controversial stop sign was added at Valle Verde and Vinter Way. It took more than one serious accident and a death to finally install that stop sign. The neighborhood adjusted accordingly. Please allow this stop sign; our neighborhood will adjust and we will avoid further accidents or worse. Learn why this is important EXTERNAL EMAIL Attention: Poway City Council Members As long time residents on Cricket Hill, parallel to Stone Canyon, we have had several near accidents at the Stone Canyon/Martincoit intersection. Our instructions to our student drivers were unfortunately, "Look left, look right, do both again and then move the car out of the way quickly! and get up to speed so you don't get hit." No responsible parent really wants to train their children to drive that way in order to keep them safe. We also have had serious incidents turning left from Cricket Hill onto Martincoit because of the increasing speed of drivers descending the hill. When stopped at the Stone Canyon stop sign, a driver is presented with a blind curve to the right which has become even more dangerous with the recent increase in the speed limit on Martincoit Rd. When the speed limit was 25mp, drivers went 35mph. Now that the speed limit is 35mph, drivers go 45mph. This shouldn't surprise anyone who drives! Drivers turning right from Stone Canyon, those who live uphill, have less dangerous situations as their view downhill on Martincoit is unobstructed so it is understandable they may not see the problem. An All-Way Stop would decrease these incidents. Unfortunately, it would also lead to more congestion at the intersection during heavy traffic times, increase tickets for drivers gliding through the stop sign rather than making a complete stop, and potentially blocking side access roads like Cricket Hill with cars waiting at the stop sign. A compromise might be to install a speed bump on Martincoit uphill from the Stone Canyon intersection. This would accomplish slowing traffic, allow for continuous flow during heavy traffic times and alleviate ticketing for folks who would find it frustrating stopping when no other cars are at the intersection. Another welcome addition would be a mirror to mitigate the blind curve so drivers could see oncoming traffic. Our family greatly appreciates the time and effort that has been expended to mitigate this dangerous long term problem. We hope a solution will now be found so we no longer hear the squealing of tires avoiding accidents in our beautiful neighborhood. Everyone's safety is top priority. The thing that worries me about the stop sign is the blind curve on Martincoit as we head down the hill. If several cars are stopped at the stop sign waiting to tum, it's possible a car traveling down may run into the back of cars waiting to tum. I'm against putting a stop sign at Stone Canyon. One more thing, I have lived here over 40 years, I have heard of only one accident at that intersection and there were no injuries. There appears to be no good solution. A stop sign benefits the cars coming up Stone Canyon and turning left. Also, it's dangerous for cars coming down Martincoit above Stone Canyon. It's a difficult decision. I was heavily involved a similar proposed action in 2014. I walked the neighborhood, collected hundreds of signatures, met with the Traffic Safety Committee, and attended and spoke at City Council Meetings. I know the staff was in support of the proposal; and I talked directly with City Council Members Steve Vaus and Dave Grosch who also indicated support. The final vote of the City Council did not approve the proposal. While we appreciate the restriping of the intersection and striping work completed at the intersection, that is simply not enough. Here we are almost 8 years later, and it seems like "Groundhog Day." Cars speeding on Martincoit, cars making left turns on the Stone Canyon barely slowing down or staying in their lane, yet the danger at the intersection remains.
