184). First I noticed that it seems not all departments were included
in all reports. The reports seem to cover 2 week periods and
coincide with council meetings, but there are gaps in what is
reported. So for this request I would like the following:
-The Directors' Notes going back to 2010 or as far back as they go
(whichever is *least*)
-Any reports from departments that would be included in the above
unless there is a Directors' Notes that coincides. As an example
3/25/2020 did not have a directors' notes provided, so I would like
any department reports between 3/11/2020 and 4/8/2020. These
most likely coincide with 3/25/2020 (every 2 weeks). Just a quick
note of dates missing reports from the initial request: 1/1/2020,
3/25/2020, 5/6/2020, 12/30/2020.
-Sheriff reports for 2/27/20 - 6/4/20 (they were not included in the
Directors' Notes)
-Any "weekend" reports from the sheriff (saw this once, but didn't

The weather forecast was right – it snowed in Poway! Thanks to great efforts by Community Services and
Public Works, Winter Festival was held on January 7 and 8 at Community Park. The community experienced
the magic of the two-day event, which included snow, skating, sledding, s’mores, crafts, food, pony rides, and
photos with Elsa and Olaf. The award-winning Special Needs portion of the event drew higher attendance
than seen in years past and allowed attendees to play with their peers without the crowds, lines, or noise.
The Poway Center for the Performing Arts (PCPA) stats are in for September through December
2021. Various organizations hosted 34 rehearsals and 40 performances, which were attended by 10,979
patrons. Usher Volunteers logged 1,042 hours of service.
Recent PCPA efforts focused on marketing the diverse line-up of performances has included a reimagined
Community Services Guide page, rotating promotions at powaycenter.com, multi-media features at the box
office, and a revived social media effort. Follow us @powaycenter on Facebook and Instagram.
The pool was closed for annual maintenance from December 20 through January 9. During this time, a
number of annual tasks were performed. Additionally, the 3-meter diving board was replaced, the pool filters
were serviced, and the water was partially drained and refilled for its annual water refresh.
Thirty-three people plan to crush their New Year’s goals with the help of Interpretive Services’ annual Hiking
for Fun and Fitness series at Blue Sky Reserve. This six-week program provides people of all fitness levels
the opportunity to connect with others while exercising in the great outdoors.
In the past two weeks, the older adult congregate meal program at the Mickey Cafagna Community Center
served 84 delicious meals.

Senate Bill (SB) 9 Developments & Urban Lot Splits City of Poway Handout
On December 30th the Planning Division released the “SB 9 Developments & Urban Lot Splits:
General Information” handout providing interpretation of the statute based on the City’s zoning
designations and development standards. The Bill mandates jurisdictions, like the City of Poway, to
ministerially approve a housing development containing up to four residential units on a single lot
within a single-family residential zone, excluding certain areas. This would entail two main single-
family residences and two accessory dwelling units on a single lot. Additionally, the City must
ministerially process proposals for an Urban Lot Split in accordance with SB9 and eligible
development standards which enables homeowners to split their single-family residential lot into two
separate lots and build up to two housing units on each. The lots are required to be a minimum of
1,200 square feet and no smaller than 40 percent of the original lot area. The handout is currently
available upon request and will soon be available on the City’s website.
Demolition at 12845-12941 Poway Road
On December 21st, Fairfield Development was issued a building permit to demolish the former
Poway Fun Bowl and Carriage Center buildings. Demolition has begun and is expected to be
completed by the end of January.
Code Compliance Case Closure for San Diego Pond and Garden
On December 9th, a code compliance case was closed after exterior site improvements were
permitted and finaled for San Diego Pond and Garden located at 12257 Old Pomerado Road.
Predevelopment Conference for Granite Construction Mining Site
Pre-Development Conference requests were submitted on January 6, 2022 (PDC22-001) and on
December 15th (PDC21-004) regarding the future use of the mining site currently operated by
Granite Construction. PDC22-001 was submitted by Eric Matz to receive City Council input and
direction regarding a modification of Conditional Use Permit (CUP) 19-009 to revise the location of
the building pads that are intended for industrial buildings once the mining operation has been
completed. PDC21-004 was submitted by Nighthawk Energy Storage, LLC to receive City Council
input and direction regarding the potential construction of a battery energy storage system (BESS)
on the aforementioned building pads on the two westerly properties of the mining site. Power
released or captured by the BESS will be transferred to and from the SDG&E Sycamore Canyon
Substation through a generation transmission (Gen-Tie) line. The Gen-Tie line would be overhead
and would be supported by transmission poles that are anticipated to be 60 to 80 feet tall. The poles
and Gen-Tie line would traverse south through Beeler Canyon to the SDG&E Sycamore Canyon
Substation. An amendment to the South Poway Specific Plan would be required to allow for
transmission poles over 35 feet tall with approval of a CUP, to allow transmission lines/poles in the
open space land use designation, and to change the land use designation of the building pad areas
to Light Industrial (LI). Both Pre-Development Conference requests will be taken forward as one
City Council agenda item.

On January 6th, a Minor Development Review Application was submitted to construct a new 6,737
square-foot single-family residence with an attached 1,157 square-foot garage on a vacant lot
located at 15751 Toothrock Road in the Rural Residential A zone. The proposed new single-family
residence will be the third residence in the 4-lot subdivision.
CAPITAL IMPROVEMENTS
City Hall HVAC Controls Replacement Project
The City’s HVAC repair contractor has been unable to get the parts needed to repair the air handlers
on the roof of City Hall. Public Works has indicated that they think the parts will be able to be installed
the first week of February. After this is complete, the controls contractor will commission the
remaining items and complete the contract.
Exposed Sewer East of Martincoit
The contractor has completed the contract and is removing all equipment from the construction area
this week. Once the site is clear and punch list items verified, the project will be submitted to Council
for acceptance.
Sewer Line Repair and Replace (Pomerado Road at Stone Canyon)
The contractor is preparing to install a cast-in-place liner to reinforce the existing pipe and complete
the project. Due to complicated site conditions related to soil, groundwater, and existing utilities, a
portion of the pipeline cannot be safely accessed to complete the proposed improvements.
The outstanding improvements will be addressed under a future project.
LAND DEVELOPMENT
Scheinblum Residence
City staff has issued the grading permit associated with the development of a single-family residence
on Heritage Drive.
City staff has also approved the redlined record drawings for the water improvement plans for the
installation of a new fire hydrant on Heritage Drive in association with the development of the single-
family residence. Staff provided and is waiting for the Engineer of Record to finalize the approved
changes on the mylar improvement plans to close out the project.
Poway Town and Country Drive-Thru Coffee Shop
City staff has approved the grading plans and provided to the applicant the required grading
securities and fees needed prior to grading permit issuance for the development of a drive-thru coffee
shop in the Poway Town and Country Shopping Center.
Funderburg Residence
City staff returned comments on the 1st review of a grading plan submittal for a proposed single-
family residence on Summit Circle.

STORMWATER
Dry Weather Major MS4 Outfall Discharge Monitoring Program
The City’s stormwater consulting firm D-Max Engineering, Inc. has completed the draft 2020-2021
Dry Weather Municipal Separate Storm Sewer System (MS4) Outfall Monitoring Summary Report.
The report presents the results of the monitoring program conducted during the 2020-2021
monitoring year, and includes field observation results, flow source identification results, trash
assessment data, photographs of visited sites, and completed field datasheets. The report also
presents the results of flow source investigations conducted in response to routine field screening
program results and their recommendations for additional actions. City staff will be reviewing this
draft report and providing comments and questions back to D-Max Engineering. Staff will also
proceed with any necessary additional actions.
Regional Management Committee (RMC)
The San Diego Regional Stormwater Copermittees met in December to vote on the budget items. A
member from each of the 21 Copermittees was in attendance. The committee voted on the proposed
Fiscal Year 2022-23 budget. The total budget is $859,730 of which Poway’s share is $21,615. The
vote passed unanimously.
Staff from the San Diego Regional Water Quality Control Board (Water Board) were also present for
the meeting and discussed some of their goals for the upcoming year. The Water Board is currently
in the process of writing a new draft of the MS4 permit and expects it to be issued for public comment
in the fall of 2022. The Water Board also mentioned that they intend to prioritize construction projects
as a focal point of their compliance verification because they see construction projects as a major
source of pollutant discharges.

The City of San Diego has sent the invoices for the fiscal years 2020, 2021 and 2022 of the Phase I
Los Peñasquitos Lagoon Restoration Project as approved in the Cost Share Agreement.
INSPECTION
Poway Commons
Poway Road (STI20-002) (G19-0011) - The contractor completed the walls that will support the ADA
pedestrian ramp and stairs from Community Park to the new subdivision. The contractor excavated
and placed steel for the proposed stairs. The steel and footing inspection failed. The contractor did
not excavate the stairs or the stair keyway correctly. The contractor continues to work on corrections.
Construction of several buildings continues.
Ramirez Residence and Accessory Dwelling Unit
Del Poniente Road (G21-0006) - Grading continues, and both keyways have been excavated,
inspected, and approved. Fill placement and cutting of the single cut slope continues. Last week the
contractor began installing pad drains, drainpipes, and drainage devices.
Poway Commons - Affordable Senior Housing
Poway Road (G20-0008) - All construction items are complete. The site inspector has signed the
occupancy request form, and no further engineering inspection will be required.
Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor resumed grading after a week of wet weather. Additional
BMPs were installed, existing BMPs were refreshed, and restoration of the creek continues.
Fairfield Demolition
Poway Road (DR20-002) - Demolition of the strip mall, bowling alley, and other buildings continues.
All hazardous material was removed and properly disposed of prior to demo. Now nearly all existing
buildings have been demolished and material is being hauled off site this week. Work to remove
asphalt and concrete will begin as soon as all demolished building material has been removed.

The Farm
Stoneridge County Club Lane (G21-0001) - Removal of existing vegetation in the northeast portion
of the site is complete, and removal of unsuitable soil has begun. The first of many keyways has
been inspected and approved. The back half of the lot is in cut and the front half fill. When fill is
complete the pad will be over excavated and
recompacted together to prevent differential
settlement.
SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366) - Work has resumed to install a Regulator Station (southwest corner
of Pomerado Road and Camino Del Norte). The excavation for the vaults has been completed and
the vaults have been placed. Trenching back to the gas line still needs to be done so the contractor
can tie in.
Pomerado Road SDGE 16” Gas Main Conversion
Pomerado Road between Ted Williams Parkway and Scripps Poway Parkway (RW21-0126)
Crew #1 - The contractor continues working on Pomerado Road northbound between Old Pomerado
Road and Stowe Drive. The contractor continues to install and weld 16” gas main, backfill and base
pave.
Crew #2 - The contractor continues trenching and installation of the 16” gas main. Work continues
south of 9th Street on Pomerado Road northbound between McFeron Road and Robison Blvd.
SDG&E 16” Gas Line Installation Scripps Poway Parkway
Scripps Poway Parkway (RW21-0157) - The contractor completed placing the 16” gas main on
Scripps Poway Parkway westbound from Pomerado Road to the western City limits. The remaining
work consists of testing, tie-in, and final pavement restoration. Restoration work has been on hold
due to weather but is scheduled to resume this week.

March 4, 2020 – June 15, 2021. We hope all customers are able to have continued service
through the assistance staff can provide with a new long-term payment plan arrangement. The
new plans will provide a repayment period of up to one-year. The balance owing and the plan
payment will be visible on the regular bill statement for customers to more easily manage their
balance and payments. Service disconnections will resume by bill cycle staring March/April
2022. Customers in arrears will be notified via letter of the option to bring their account balance
current or enroll in a payment plan. There are approximately 215 active accounts in arrears at
least 60 days.

Water Infrastructure Improvement Plan
Clearwell Replacement Project: The consultant held a workshop on January 3rd with staff to
clarify the options available for the design of the two reservoir tanks.
Treated Water Connection Project: Staff held a site tour in December of the projects, nine
different consulting firms attended.
Clearwell Bypass Project: Construction is currently underway in the Public Works Maintenance
Operations parking lot. Staff is parking in the Lake Poway Park lot during this phase of the
construction. Construction includes excavation and installation of pipe for the 42-inch and 30-inch
tie-ins, construction of a concrete wall and installation of a temporary pipe that will tie into the
temporary tanks.
