Trout Season at Lake Poway is off to a great start! Since January 1, 1,500 fishing permits and 400 boat
rentals have been sold resulting in $15,500 in revenue. The next stock of 1,500 lbs. is scheduled for January
27.
‘To “honor the veterans of every generation who answered the call to defend” and “recognize the soldiers
standing guard today” the City of Poway will sponsor a FREE concert at the Poway Center for the Performing
Arts (PCPA) on February 12, at 7:00pm. Tickets are limited to 5 per family and may be obtained at the box
office. For box office hours, COVID requirements, and information on other performances, please visit:
www.powaycenter.com.
Due to COVID, Poway High School canceled three weeks of rehearsals and three performances of Grease at
the PCPA. This time is being used to coordinate with Public Works to complete several plumbing, HVAC, and
alarm repairs and testing.
A product recall was issued for one of the Swim Center’s large splash pad features. Staff temporarily closed
the splash pad and removed the feature replacing it with a spare ground spraying plate. With the spare plate
in place, the splash pad was reopened with no impact to the public’s use. A comparable large feature will be
replaced by the manufacturer.
Old Poway Park staff are working with Poway-Midland Railroad volunteers to develop yearly mandatory
training that will cover pertinent operational items, as well as safety practices. Originally planned to be held
in person, the training has been moved to an online format in light of COVID.
The Old Poway Park Historical Tour season is right around the corner (March through June), but local schools
are still not allowed to take field trips. So, staff is working with teachers to provide a filmed historical tour in-
classroom learning opportunity. If the field trip mandate lifts, staff and tour docents will pivot and offer in-
person tours.

Website Updates: Housing and Public Safety Element Update and SB 9 Development and
Urban Lot Split Handout, Accessory Dwelling Unit Handout and GIS Zoning Resources
Development Services staff updated the Housing and Public Safety Element Update dedicated
webpage (www.poway.org/hpse) to reflect the revised Public Safety Element Update timeline. The
update includes reviews of the draft Public Safety Element Update by CAL FIRE and the City Council
and a second community workshop. Adoption of the Public Safety Element Update is anticipated to
be completed in fall of this year.
Development Services staff posted links to the SB 9 Development and Urban Lot Split Handout, the
ADU Handout, and GIS Zoning Resources under the planning and building webpages and under a
centralized ‘Development Resources’ webpage (https://poway.org/260/Development-Resources)
now prominently linked from the City’s homepage.
New Single-Family Residence on a Vacant lot on Corte Lomas Verdes
On January 14th, a Minor Development Review Application was submitted to construct a new 4,484
square-foot single-family residence with an attached 1,010 square-foot garage on a vacant lot
located on Corte Lomas Verdes in the Rural Residential C zone.
Tenant Improvements at 12131 Community Road (Oasis Materials)
On January 19th, a tenant improvement permit was issued for Oasis Materials located at 12131
Community Road. Oasis Materials manufactures high-performance ceramic heaters used in
semiconductor, consumer, medical, defense and aerospace applications.
CAPITAL IMPROVEMENTS
Welcome to Poway Sign Replacement Project
The project bid was advertised this week. This project will replace the new sign on Poway Road that
was damaged by an auto accident. Bids are due on February 9th.
2022 Street Maintenance Project
Public Works and Development Services have completed the inspection of all the City streets in
Zone 5. The Zone 5 project construction is anticipated to be completed this summer. Zone 5
includes Poway Road between Community Road and Highway 67 along with those streets north
and south of Poway Road within those limits. Zone 5 also includes Community Road from Poway
Road to Stowe Drive. Zone 5 is one of the larger zones and has many challenges for completing
work on Poway and Community Roads. Staff has reached out to contractors discussing the recent
increases to material cost in order to keep the project scope within the project budget.

Carlson and Springvale Channel Rehabilitation Project
The design work on this project is complete. This project includes rehabilitation of two existing
deteriorated concrete drainage channels. One channel is located in an easement between homes
from Springvale Street to Garden Road near Standish Drive and the other channel runs parallel to
Carlson Street between Carlton Court and Twin Peaks Road. Staff is routing the project documents
for internal quality control review prior to the project being advertised for bids.
Annual Valve Replacement
The project will replace water valves in fourteen locations throughout the City that are not functioning
properly. Bids were opened January 18th and the apparent low bid from M-Rae Engineering was
within the engineer’s estimate. Contract award is scheduled for consideration by the City Council on
February 15th.
Reservoir Overflow Retrofits
This project will retrofit the overflow pipe on four different reservoirs to add a compliant air gap that
meets the requirements of the Department of Drinking Water. The 100% design plans are expected
to be submitted this week. This timing complies with the City's commitments to the Department of
Drinking Water.
LAND DEVELOPMENT
Smithers Properties
City staff received the 1st submittal of a boundary adjustment application to revise the property line
between two parcels located on Paseo De La Huerta.
Poway Town and Country Drive-Thru Coffee Shop
City staff received the grading mylar plans and required grading securities and fees needed prior to
grading permit issuance for the development of a drive-thru coffee shop in the Poway Town and
Country Shopping Center. Staff has approved the grading mylars and returned the plans for the
applicant to provide the print package. Once the package is received, staff will route the plans to
inspection and issue the grading permit.
Funderburg Residence
City staff received the 2nd submittal of a grading plan for a proposed single-family residence on
Summit Circle.
North County Soccer Park
City staff received the 2nd submittal of a grading plan for the turf replacement proposed within the
floodway at the North County Soccer Park on Espola Road.
Scheinblum Residence
City staff received and approved a construction change revising the grading along the driveway for
a proposed single-family residence on Heritage Drive. The construction change also approved a
revision to the angle of a drainage discharge location at one of the water quality basins.
Garden Road
City staff received the signed Encroachment Agreement back from the property owner to allow a
new non-illuminated marquee sign within the right-of-way at an existing office building at 14231
Garden Road. The right-of-way at the entry of Garden Road from Poway Road is unusually close to
the existing sidewalk and street preventing any area for the office building to allow for a sign
installation within private property. Staff has requested the recording fees from the applicant and the
agreement has been routed for City staff signatures. Once both items have been received, the
agreement will be recorded with the County Recorder’s Office.

Hidden Valley Ranch
City staff returned comments on the 10th review of the Final Map for the 40-Lot Subdivision on Old
Coach Road.
Tenth Street
City staff returned comments on the 3rd submittal of the proposed vacation of Tenth Street, an
existing public right-of-way west of Pomerado Road which has never been utilized as a public road
and has not been developed to public road standards. There is an existing private road easement
known as Leona Lane running alongside the Tenth Street right-of-way, which would still be utilized
for access for property owners
Fairfield
City staff received the 3rd submittal of the rough grading plans and the 4th submittal of the final map
for the Fairfield mixed-use redevelopment project on Poway Road.
The Farm
City staff received the 1st submittal of the precise grading plans for the subdivision taking place at
the Stoneridge Golf Course property.
Poway Honda Inventory Lot
City staff received the 3rd submittal for the street improvements required as a part of the Poway
Honda Inventory Lot redevelopment project on Poway Road. Improvements include eliminating a
driveway to the lot from Poway Road and revising the existing sidewalks, driveways, and pedestrian
push buttons so that they are compliant with accessibility standards.
St. Bartholomew’s
City staff has received the proposed as-built drawings for the grading work done at St.
Bartholomew’s Episcopal Church on Pomerado Road for review and approval.
Eschbach Residence
City staff has returned comments on the 3rd submittal for a boundary adjustment between two
properties on Joyas Court.
Private Recreations Facility
City staff has received the 1st submittal for a grading plan for the development of a private
recreational facility as a part of an existing single-family residence on Biscayne Place.
Twin Peaks Plaza
City staff has received the application for an encroachment of Electric Vehicle Charging Stations to
be located within a City Utility Easement in the Twin Peaks Shopping Plaza.
STORMWATER
Water Quality Improvement Plan (WQIP) Annual Reports
City staff is currently reviewing the final draft of the annual reports for both watersheds that the City is
located within (San Dieguito and Los Peñasquitos). Final comments are due this week. Comments
will be incorporated into the final documents and then submitted to the Regional Water Quality
Control Board next week. These annual reports cover two different reporting periods: July
1, 2020 through June 30, 2021 for the Jurisdictional Runoff Management Plans and WQIP strategy
implementation; and October 1, 2020 through September 30, 2021 for monitoring and assessment
programs.

Los Peñasquitos Water Quality Improvement Plan (WQIP) Update
City staff is reviewing the final draft of the updated WQIP for the Los Peñasquitos Watershed. This
update was required in response to the comment letter received in September 2020 from The San
Diego Regional Water Quality Control Board after they reviewed the 2018-2019 WQIP Annual
Report. The comment letter stated that the Los Peñasquitos Watershed Copermittees (City of San
Diego, County of San Diego, City of Poway, and City of Del Mar) are required to update the WQIP in
order to demonstrate compliance with the first interim Sediment TMDL utilizing an acceptable
method. Comments on this final draft are due this week for incorporation into the final document and
submittal to the Regional Water Quality Control Board next week.
Los Peñasquitos Lagoon Restoration Project
The City of San Diego provided an updated construction cost breakdown for the possible project
changes. The City of San Diego Engineering and Capital Project staff responsible for the design of
the project, previously presented an update on the project’s current design, schedule and anticipated
construction phase. They informed the Copermittees that they anticipate an increase in the project’s
restored acreage due to an increase in excavation quantities for restoration to reduce channel
elevations in order to reach the needed salinity levels. Excavation quantiti es would also increase to
improve floodplain enhancement efficiencies. This all results in an increase in the cost of the
construction phase of the project. The City of Poway’s portion would increase from the agreed upon
$6.9M to $12.4M.
INSPECTION
Scheinblum Residence
Heritage Drive (G21-0008) - Work on the grading for this single-family residence has begun. A
keyway inspection for the new slope was conducted. Inspection found that the contractor was using
a revised set of drawings that was not reviewed or approved by the City. The contractor was informed
that they are proceeding at their own risk until a construction change has been approved. The
contractor was informed that the bio basins/silt basins do need to be installed early as we are in the
rainy season. The contractor acknowledged the requirement.
Poway Commons
Poway Road (STI20-002) (G19-0011) - The contractor completed the walls and the ADA pedestrian
ramp and stairs from Community Park to the new subdivision. The contractor is currently working on
buildings 13 thru 16 and 27, all of which are expected to be complete in March.
Ramirez Residence and Accessory Dwelling Unit
Del Poniente Road (G21-0006) - Grading continues and both keyways have been excavated,
inspected, and approved. Fill placement and cutting of the single cut slope continues. The contractor
started working on the keystone wall on the west side of the property placing the leveling course and
then installing 8” x 18” keystone units with geo grid.
Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor resumed grading after a week of wet weather, basically
tilling and drying on-site materials. The Contractor continues importing materials for sound berm fills.
Additional BMPs were installed including rock check dams in creek areas, existing BMPs were
refreshed, and restoration of the creek continues.
Saint Bartholomew’s Church
Pomerado Road (G21-0004) - The final job walk has been conducted. A few minor items were
identified and the contractor has already addressed them. With these items complete the final
occupancy will now be signed and the project file delivered to the project manager for close out. Red
line drawings are to be turned in.

The Farm
Stoneridge County Club Lane (G21-0001) – The removal of existing vegetation in the northeast
portion of the site is complete, and removal of unsuitable soil continues. The first of many keyways
have been made for lots 134, 135, 136, and 137. The soil technician is on-site to observe, test and
report. A site meeting took place to discuss allowing the contractor to add a water meter to the San
Diego County Water Authority (SDCWA) line. SDCWA staff are working with the contractor on the
request. Fallen trees have been and continue to be turned into mulch.
Pomerado Road SDGE 16” Gas Main Conversion
Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) -
Crew #1 - The contractor continues working on Pomerado Road north and south of Old Pomerado
Road to Stowe Drive. The contractor continues grinding and recessing plates and installing and
welding the 16” gas main.
Crew #2 - The contractor continues trenching and shoring for 16” gas main, installing and welding of
16” gas main, placement of 2-sack slurry and base pave on Pomerado Road northbound between
Vaughan Road to Glen Oak Drive.
Crew #3 - The contractor has installed the casing pipe between the boring pit and the receiving pit
for boring underneath the box culvert on Pomerado Road at Robison Blvd. They are currently
installing the 16” gas main inside the casing, heading northerly. The contractor continues to de-water
at this location.

Coleman / Griswold Residence and Accessory Dwelling Unit
Dos Amigos Trail (G20-0016) - The contractor continues to work on the home. The contractor has
completed the installation of the upper and lower brow ditches. The contractor is working on the first
bio-basin near the entrance to the project.
Fairfield Demolition
Poway Road (DR20-002) - Demo of the strip mall, bowling alley, and other buildings are complete.
All hazardous material was removed and properly disposed of prior to demo. The contractor is now
working on removal of all concrete and asphalt improvements. This week the contractor completed
the final of three water line abandonments.

Crews did a great job coordinating efforts during

Vactor Request/Trash Capture 15 Crews cleaned 12 inlet trash capture devices and
installed and cleaned other areas including a fully
obstructed storm pipe at the softball parking lot off
of Aubrey.
