The 27th Annual Youth Fishing Derby kicked off with 80 families camping overnight and grabbing some helpful
tips at the fishing seminar. At 6:00 a.m., 400 beaming faces hit the shoreline with poles in hand. The biggest
trout weighed in at 2.1 pounds and the smallest at 1 pound. Participants in three age categories won prizes
and there were plenty of raffles and a free hotdog lunch to keep the day exciting for everyone.
Therese Verner, a legally blind artist, is now presenting her solo art exhibition at the Poway Center for the
Performing Arts. “Visions of our World” will be featured in the lobby gallery until February 28.
Kids shuffled their way through the Kid’s Night Out Let’s Get Sporty event at the Mickey Cafagna Community
Center on February 4. The sports visors, DIY foosball tables, basketball Kendamas, football windsocks, and
presentation of Ron’s Gone Wrong was a slam dunk for 54 participants.
Spring is right around the corner and that means busily preparing for programs, swim lessons, classes, and
camps! This work includes finalizing the Community Services Guide, entering classes into ActiveNet,
contracting with instructors, hiring staff, and training.
In the past two weeks, the older adult congregate meal program at the Mickey Cafagna Community Center
served 114 delicious meals.

PLANNING
Neighborhood Meeting for a Proposed 20-Lot Subdivision at 13667 Twin Peaks Road
On February 22nd at 6:00 p.m., a neighborhood meeting is scheduled for Tentative Tract Map (TTM)
21-003 and Development Review (DR) 21 -002 which are applications for McKee Orchard, a 20 -lot
single-family residential tract home subdivision of a 4.77 acre parcel at 13667 Twin Peaks Road . The
property is zoned Residential Single Family -4 which has a maximum density of four dwelling units
per acre. The developer, Cornerstone Communities, is requesting a residential density bonus by
providing one home as an affordable housing unit. Cornerstone is also requesting reduced setback
waivers. The subdivision is proposed to take access off of Holly Oak Way.
Façade Remodel and Tenant Improvements at Twin Peaks Plaza
On February 7th, the contractor for the façade remodel of the shopping cente r and the tenant
improvements within the interior of the 44,686 square -foot Amazon Fresh building at 14837
Pomerado Road (formerly Atlas World Fresh Market) received a correction list of items needed prior
to final occupancy approval. The City anticipates the contractor will finish these items soon. The
work included a façade upgrade for many retail suites in the shopping center, an enhanced façade
for Amazon Fresh, new accessible pedestrian crosswalks at the entrances from the street, and
replacement of removed parking lot trees.
Landscape Submittals for The Farm in Poway
Landscape plan submittals were provided by Kevin McNamara for the dog park/amphitheater portion
and by Lennar Homes LLC for the residential portions of The Farm in Poway project. The majority
of the trees on the site have been removed and grading has commenced. Trees are anticipated to
be replaced at a minimum 2:1 ratio. Three oak trees will be protected in place. Lennar also
submitted architectural construction plans for several of the models for building plan check. The
project is a 117 acre specific plan and includes 138 single -family homes and 22 twin homes (160
total units), as well as open space, agricultural, recreational, and retail uses.
Tenant Improvements at Midland Orthodontics
On January 31st, a tenant improvement permit was issued for Midland Orthodontics at 14021
Midland Road.
New Accessory Dwelling Unit at 13409 Calle Colina
On January 25th, a building permit was issued for a 943 square -foot ADU and a 257 square-foot
patio cover at 13409 Calle Colina.
New Accessory Dwelling Unit at 12829 Soule Street
On January 27th, a building permit was issued for a 780 square -foot ADU garage conversion at
12829 Soule Street.

CODE COMPLIANCE
Sign Requirements for Advocacy Group at Corner of Twin Peaks Road and Pomerado Road
Code Compliance and the Sheriff’s Department provided a courtesy notice to an advocacy group of
demonstrators at the corner of Twin Peaks Road and Pomerado Road that had signage mounted in
the right-of-way. The signage was unpermitted because it was mounted in the ground or tied to trees,
etc. Holding signs is allowed. The responsible party on site was given a Courtesy Notice and the
signs were removed.
CAPITAL IMPROVEMENTS
Water Treatment Plant Caustic Soda Tank Rehabilitation Project
This project has been advertised and bids are due on March 3rd. Construction is anticipated to
start in early May.
Springvale and Carlson Channel Rehabilitation Project
This project is in the final steps of pre-bidding, now routing for internal quality control. The project
will be advertised on February 24th and bids will be due on March 24th. Construction is anticipated
to start in mid-May.
Reservoir Overflow Retrofits
This project will retrofit the overflow pipe on four different reservoirs to add a compliant air gap that
meets the requirements of the Department of Drinking Water (DDW). The 100% design plans are
scheduled for review by DDW this week. The construction contract will be publicly bid once the
design is approved by the City Engineer and DDW.
Sewer Line Repair and Replace (Pomerado Road at Stone Canyon Road)
The contractor has begun the lining process of the existing sewer pipe in an easement off of Stone
Canyon Road. The remainder of the project will be completed once City of San Diego issues a
Traffic Control Permit to the contractor, which is tentative for this week.
LAND DEVELOPMENT
Funderburg Residence
City staff provided comments on the 2nd submittal of a grading plan for a proposed single -family
residence on Summit Circle. Within days the applicant resubmitted for 3rd review.

Colburn Residence
City staff received a submittal for the Certificate of Lin e and Grade for the proposed grading
associated with a single-family residence on Cedar Ridge Court. The letter reflects the current
elevations of the pad which is not representative of the approved grading plans. Staff reached out to
the property owner and their Civil Engineer and explained that either more grading is required to
match the approved grading plans, or a construction change revising the proposed elevations and
removing the grading for a basement is required before the letter can be approved.
Eschbach Residence
City staff has notified property owners within the 500-foot radius of a boundary adjustment between
two properties on Joyas Court.
North County Soccer Park
City staff issued comments on the 2nd review of the grading plan and issued the floodplain
development permit for the proposed synthetic turf replacement within the FEMA regulated floodway
and floodplain.
Northcrest Lane
City staff received the submittal of redlined record drawings and the s oil compaction report
associated with the legalization of a grading violation that occurred at a property on Northcrest Lane.
The redlined record drawings were not actually redlines nor were they on the record drawings. The
submittal was a site plan of roughly drawn topography lines, therefore the City returned the submittal
with comments and explaining the requirements for redlined record drawings.
Sharp Hospice Home
City staff has provided comments on the 1st review of the grading plan package for the proposed
Sharp Hospice Home on Valle Verde Road .
City staff has provided comments on the 1st review of the improvement plans for the proposed fire
hydrant required for the Sharp Hospice Home proposed on Valle Verde Road.
Fairfield Mixed Use
City staff approved the onsite rough grading plans and has requested the submittal of final mylar
plans for the proposed Fairfield mixed -use redevelopment project on Poway Road.
Poway Commons
City staff received a proposed construction change for the revised design of the triangle park at Civic
Center Drive and Poway Road.
Lyon Estates
City staff received the 2nd submittal of the final map, grading plan and public improvement plan
associated with the 10-lot subdivision at the end of Larchmont Drive. The 1st submittal of the open
space easement and Biological Conservation Easement required for the project was also received.
Scheinblum Residence
City staff received the submittal for the Certificate of Line and Grade and the Soil Compaction Report
for the single-family residence on Heritage Drive.
STORMWATER
Water Quality Improvement Plan (WQIP) Annual Reports
City staff, along with the other Copermittees, submitted the 2021 WQIP Annual Reports for both
watersheds that the City is located within (San Dieguito and Los Peñasquitos) to the Regional Water
Quality Control Board. These annual reports cover two different reporting periods: July 1, 2020
through June 30, 2021 for the Jurisdictional Runoff Management Plans and WQIP strategy

implementation; and October 1, 2020 through September 30, 2021 for monitoring and assessment
programs.
Los Peñasquitos Water Quality Improvement Plan (WQIP) Update
City staff, along with the other Copermittees in the watershed, submitted the updated WQIP for the
Los Peñasquitos Watershed to the Regional Water Quality Control Board. This update was required
in response to the comment letter received in September 2020 from The San Diego Regional Water
Quality Control Board after they reviewed the 2018 -2019 WQIP Annual Report. The comment letter
stated that the Los Peñasquitos Watershed Copermittees (City of San Diego, County of San Diego,
City of Poway, and City of Del Mar) are required to update the WQIP in order to demonstrate
compliance with the first interim Sediment TMDL utilizing an acceptable method.
Best Management Practice (BMP) Manual
Along with the Annual Report submittals, City staff has submitted an updated BM P Manual for the
Regional Water Quality Control Board (Regional Board) to consider. Toward the end of 2021, City
staff contacted the Regional Board to request clarification on which types of street pavement projects
are considered routine maintenance and therefore exempt from permanent BMP requirements. The
Regional Board responded with comments to incorporate into the BMP Design Manual and resubmit
for approval. If approved, both public and private streets undergoing routine maintenance will be
exempt from the installation of permanent BMPs. Staff is now awaiting their approval before posting
the revised manual to the City’s website.
INSPECTION
The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) - OS Lot “U” and lot 137. The contractor
performed removal and replacement of four feet of material and three feet of material for lots 135 &
136. The contractor continues excavation of rocky materials at lots 133 -137, and as rock is removed
fill is placed. The contractor is stockpiling good material for use in fills and rocky materials for export.
Tree root removal and processing of removed vegetated debris continues.
Scheinblum Residence
Heritage Drive (G21-0008) - Work on the grading for this single-family residence continues. During
the beginning stages of grading, it was found that the contractor was using a revised set of drawings .
A construction change was submitted and approved and plans have been received. The contractor
is working on both bio-basins.

Poway Commons
Poway Road (STI20-002) (G19-0011) - The contractor completed the excavation and placement of
the brow ditch between the existing homes on Wanesta Drive and the Poway Commons-owned
parcel north of Poway Road. Work on the proposed buildings is set to begin in March. On the south
side of Poway Road, the contractor is currently working on buildings 13 thru 16 and 27, all of which
are expected to be complete in March.
Ramirez Residence and Accessory Dwelling Unit
Del Poniente Road (G21-0006) - Grading is ongoing, and fill placement and cutting of the single cut
slope continues. Large boulders located within the cut slope are being broken and removed. The
contractor started working on the keystone wall on the west s ide of the property placing the leveling
course and installing 8” x 18” keystone units with geogrid. The contractor continues to place levels
of geogrid and backfill.
Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor is working on import and grading at the sound wall and
grading of the channel and the low flow channel portion. The contractor has begun grading the
emergency access road.
Townsend Accessory Dwelling Unit
Oakstand Road (SW20-0168) - All work is complete, and the occupancy re quest form has been
signed and file delivered to the project manager to be closed out.
Town & Country Center Drive-Thru Coffee Shop
Poway Road (G21-0005) - The preconstruction meeting for the grading and construction of a drive -
thru coffee shop on Poway Road has been held. The owner and contractor have signed all applicable
paperwork and construction is set to begin.
Vinas Accessory Dwelling Unit
Putney Road (SW21-0150) - The preconstruction meeting for this manufactured ADU has been held.
Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The contractor has completed excavation to the bottom of wine
cellar elevations. The contractor continues breaking hard ground between I -Beams for continued
installation of the building structural support. The contractor has completed all steel cross members
to secure the supports.
Pomerado Road SDG&E 16” Gas Main Conversion
Pomerado Road between Ted Williams Parkway and Scripps Poway Parkway (RW21-0126)
Crew #1 - The contractor continues working on Pomerado Road southbound , both north and south
of Stowe Drive. The contractor continues the process of excavating and installing the 16” gas main,
placing 2 sack slurry and base paving south of Old Pomerado Road. The contractor is also working
on the base paving and the temporary cap pave from just south of Poway Road to midway between
Old Pomerado Road and Stowe Drive.
Crew #2 - The contractor continues installation of the 16” gas main, placing 2 sack slurry and base
pave on Pomerado Road northbound and southbound between Vaughan Road to Glen oak Road.
Crew #3 - The contractor completed boring and installation of the 16” gas main and fiber optics on
Pomerado Road northbound lanes at Robison Blvd. All work is complete and backfill has begun.

Fairfield Demolition
Poway Road (DR20-002) - Demo of all buildings, and concrete and asphalt surface improvements
is complete. The contractor abandoned all onsite sewer, water, and storm drain lines. Last week
during removal of the storm drain lines the contractor damaged a 3” gas main, closing down Poway
Road in both directions for approximately two hours. SDG&E closed valves and capped the line,
and the road was re-opened.
SCHEDULED ROAD/LANE CLOSURES
➢ Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for work related to the Espola Road Safety Improvements Project.
➢ Possible lane closure on Poway Road between Tarascan Drive and Carriage Road, and
Tarascan Drive between Wanesta Drive and Poway Road in both directions for work related
to the Poway Commons project.
➢ Possible lane closure on Pomerado Road from Stone Canyon Road in both directions to
Scripps Poway Parkway and on Scripps Poway Parkway in both directions from Pomerado
Road to the western City limits for work related to the SDG&E gas main installation project.
➢ Possible haul traffic on Poway Road between Carriage Road and Civic Center Drive for work
related to the Fairfield Demolition project.

Garden Road Park Performed gopher abatement from the sports turf

areas, picnic areas and from along the trail.
Hilleary Park Trimmed acacia hedge along the soccer field
and the graded slope to brow ditch. Performed
weed abatement throughout the facility. Provided
support to contractor replacing the tennis court
fence. Addressed multiple incidents of graffiti.
Lake Poway Park Replaced two picnic table boards and took apart
five other old wooden tables for disposal.
Cleaned and removed brush and debris from the
storm channel that runs from the Future Farmers
of America site to the Water Treatment Plant.
Removed old fixtures and painted the
campground restrooms. Removed a large tree
stump from near the fishing dock. Prepared for
the campout Friday evening and Fishing Derby
Saturday morning.
Old Poway Park Removed graffiti. Trimmed trees and shrubs
around the buildings. Removed debris created
by high winds. Performed irrigation valve repair
in the garden.
Silverset Park Filled in low areas along the walking path with
decomposed granite. Removed broken glass
from the parking lot. Ensured that irrigation valve
box lids were secure. Mowed weeds and
maintained the open space near York and
Sycamore Avenues.
Starridge Park Performed a water line repair to the drinking
fountain. Spread mulch piles around picnic
areas.
Sycamore Creek Park Raked tree and leaf debris out of the perimeter
planters Sycamore Park (East).
Valle Verde Park Added decorative rocks to the planter near the
bus stop. Performed weed abatement along the
hardscapes and planters. Added decomposed
granite to the low areas of the walking path in the
pocket park. Replaced several of the older turf
irrigation heads.
Miscellaneous Parks. Attended the annual pesticide training. Placed
two new cement BBQs in Valle Verde Park.
Attended a pesticide webinar.
Miscellaneous Trails Trails Lead is training with manager – planning
service and maintenance of trails and
responding to specific requirements; learning to
access and operate software and document
locations on the M Drive. Removed damaged

Clearwell Bypass:
Construction in the Maintenance Ops parking lot and the Water Treatment Plant continue with
trenching for the new bypass pipeline.

Clearwell Replacement:
IEC continues with the design of the new clearwell reservoirs, and 50% design is due 2/18/2022.
Treated Water Connection:
Design proposals for the WT040 POW-5 Turnout and Flow Control Facility, and the WTR0028
Treated Water Facilities Project were due January 26. Originally, proposals were due on
November 3, 2021, but with the low number of proposals received (a total of three proposals for
both projects), it was decided to re-advertise both projects and extend the deadline. This worked
to Poway’s benefit as five proposals for WT040 and four proposals for WTR0028 were received.
